Abstract

Pemerintah berupaya menjadikan Badan Usaha Milik Desa (BUM Desa) menjadi center perekonomian di desa. Tugas BUM Desa adalah meningkatkan Pendapatan Asli Desa (PADesa) dan pendorong dinamisasi perekonomian untuk kesejahteraan masyarakat. Minimnya penyertaan modal serta pandemi awal tahun 2020 mengharuskan Pemerintah Desa melakukan berbagai kebijakan untuk mempertahankan eksistensi BUM Desa. Tujuan penelitian ini adalah mengidentifikasi bagaimana munculnya inovasi kebijakan BUM Desa serta kontribusinya dalam meningkatkan PADesa. Penelitian ini menggunakan metode kualitatif eksploratif dimana informasi digali dengan wawancara mendalam. Para Informan merupakan aktor yang terlibat langsung dengan BUM Desa Larasati. Data penelitian dianalisis dengan perspektif Neo Institusionalisme. Penelitian ini menghasilkan, antara lain: pertama, inovasi kebijakan tidak terlepas dari peran aktor kunci di dalamnya; kedua, inovasi kebijakan yang telah dilakukan BUM Desa telah meningkatkan PADesa dalam tiga tahun terakhir sejak tahun 2020. Kata Kunci: BUM Desa, Inovasi, PADesa, Neo Institusinalisme Abstract The government is trying to make BUM Desa the center of the economy in the village. The task of BUM Desa is to increase village original income and drive economic dynamics for community welfare. The lack of capital investment and the pandemic early 2020 required the village government to implement various policies to maintain its existence. The goal of this research is to determine how the emergence of Village BUM policy innovations affects PADesa. This study uses exploratory qualitative methods, wherein the informants are collected through in-depth interviews. The informants are actors who are directly involved with BUM Larasati Village. The research data are analyzed using a neo-institutionalist perspective. The results of this research show that policy innovation is inseparable from the role of key actors in it, and these policy innovations have increased PADesa in the last three years since 2020. Abstract

The national ideology is often utilized as a tool to legitimize governmental actions. This study seeks to examine how government elites use the Pancasila ideology to legitimize public policies in the era of the COVID-19 pandemic. Employing a grounded reflective interpretive methodological approach within the framework of postfoundational discourse, this study shows that several controversial policies implemented during the COVID-19 pandemic tended to be bolstered and justified by their alignment with the Pancasila ideology. These endeavors are chiefly undertaken by governmental actors who espouse these policies. Representing the ruling regime, these government actors consistently assert adherence to the fundamental tenets of Pancasila or self-identify as the most "Pancasilaist”. This strategy is the main characteristic of the utilization of Pancasila in legitimizing public policies during the pandemic era. Nonetheless, it is imperative to note that the prevailing political regime tends to interpret the tenets of Pancasila in accordance with their own interests. The results of this study confirm that within the context of policies aimed at managing the COVID-19 pandemic, the resultant measures have tended towards being pro-capitalist, anti-democratic, and even anti-intellectual. Nevertheless, for the ruling regime, these policies are perceived to be congruent with the Pancasila ideology. This study concluded that Pancasila is predominantly employed as a means of legitimizing actions that uphold these values.

Abstract

This study examines the transformation of public trust in implementing restorative justice by the prosecutor's office in Indonesia, particularly in a contemporary era that demands a more inclusive and responsive legal approach. Using a qualitative approach, this research combines insights from Islamic law and social studies to examine the factors influencing public trust in restorative justice and the prosecutor's role in resolving conflicts and promoting social harmony. The study gathers insights through in-depth interviews with legal academics, prosecutorial practitioners, and community representatives, aiming to understand their perceptions of the effectiveness and fairness of the restorative justice process. From the Islamic law perspective, the study highlights a normative framework rooted in values of justice, consultation (shura), and restoration (islah), which closely align with the core principles of restorative justice. Social studies provide additional depth by exploring the influence of individual experiences, legal awareness, and public perceptions of the prosecutor's office on trust dynamics. The findings indicate a gradual increase in public trust in restorative justice within Indonesia, reflecting growing acceptance of its potential as an alternative to conventional punitive measures. However, significant challenges persist, particularly regarding transparency and consistency in its implementation by the prosecutor's office. Studies on similar cases worldwide reveal that transparent processes and accountability are essential for maintaining public confidence, underscoring the importance of addressing these gaps in Indonesia. By positioning restorative justice as a culturally resonant and equitable alternative within Indonesia's legal framework, the study provides actionable insights for policymakers and practitioners striving to create a justice system that aligns with societal needs and ethical values.

Abstract

Health financing is an essential component of the health system, particularly in the pursuit of universal health care. The primary role of universal health care is financial risk protection, which includes the availability of national health insurance as well as access to safe and inexpensive essential health services. The goal of this study is to learn about the concepts of health financing in order to attain universal health care. This article employs a qualitative approach, drawing on secondary data sources such as books, scientific journals, linked internet websites, official government papers, and others. According to the findings, the effectiveness of raising income for health care finance cannot be quantified. In terms of income collection, there is still some overlap in health financing sources, particularly in the national health insurance programme (JKN). Aside from that, the JKN program's procurement of services and distribution methods are encountering difficulties due to a shortfall in the JKN budget, as well as the community's lack of discipline in making JKN contributions. Furthermore, despite the notion of decentralisation, local governments continue to rely on the central government for health financial planning and budgeting. Abstract

The Constitution No.6/2014 about villages, provides space and opportunities for two or more villages to collaborate in establishing Bumdes, as referred to as Bumdesma. The aim of this research is to describe and analyze the multidimensional perspective of policy capacity for Peraturan Bersama Kepala Kepala Desa Ngoro, Kauman, Rejoagung, Badang, Genukwatu, Jombok, Pulorejo, Banyuarang, Sidowarek, Gajah, Sugihwaras, Kesamben, and Kertorejo No. 2/2022 about Bumdesma Aria Sejahtera Ldk.. This study uses a qualitative method. The data collection techniques are observation, interviews and in-depth documentation. The analysis uses data condensation, data presentation, conclusions. This research uses the concept of policy capacity from Xun Wu, Howlett and Ramesh. The results of this research show that the Bumdesma can be said to be going well. Policy capacity in Bumdesma management efforts is the ability and resources used in implementing policies which include analytical capacity, operational capacity and political capacity at the individual, organizational and system levels. As an effort to increase policy capacity, Bumdesma needs to build a better information technology system, develop strategic planning, improve communication and coordination, and increase competitive and innovative human resources. The commitment of regional heads is also very necessary to support the existence of Bumdesma Ngoro District in proving research results and being able to provide recommendations that have an impact on the community.

Abstract

Penelitian ini bertujuan untuk mengetahui faktor-faktor yang menghambat fungsi Lembaga Pemberdayaan Masyarakat Desa (LPMD) dan pengembangan LPMD dari aspek sistem sebagai upaya penguatan fungsi LPMD dalam rangka pengentasan kemiskinan. Latar belakang penelitian ini karena kurangnya peran LPMD dalam kegiatan pembangunan di desa. Peran LPMD dalam pembangunan pedesaan diperlukan mengingat masih tingginya jumlah penduduk rentan miskin di Jawa Timur sebagai akibat dari kenaikan harga BBM, inflasi yang tinggi, dan merosotnya nilai tukar rupiah. Penelitian ini menggunakan metode kualitatif. Teori yang digunakan adalah teori pengembangan kapasitas kelembagaan dari Riyadi Soeprapto (2010) yang salah satunya adalah aspek sistem. Hasil penelitian ini menunjukkan bahwa LPMD tidak optimal menjalankan fungsinya sebagai penggerak pembangunan desa dalam upaya pengentasan penduduk rentan miskin karena masih memiliki hambatan dari sistem berupa kurangnya komitmen kepala desa untuk melaksanakan aturan secara tegas sebagai landasan hukum organisasi LPMD dan tidak ada regulasi khusus mengenai kedudukan, fungsi, tugas, kewenangan, dan honor LPMD. Oleh karena itu diperlukan pengembangan dari aspek sistem melalui komitmen kepala desa dan dibuatnya regulasi khusus secara tegas dan jelas mengenai LPMD.

Abstract

Abstract This research evaluates Indonesia's strategy in respecting refugee rights, particularly through the policy implementation of the Task Force for Foreign Refugee Handling (Satgas PPLN) in Sidoarjo, in response to challenges arising from not ratifying the 1951 Refugee Convention. A qualitative methodology was employed for an in-depth exploration of phenomena within their real-life context, including extensive interviews with stakeholders directly involved in refugee management, field observations at refugee accommodations like Puspa Agro Apartment and Hotel Green Bamboo, and document analysis including government regulations and reports from UNHCR and IOM. Findings reveal Indonesia’s strategic engagement in fulfilling basic human rights for refugees, such as shelter and healthcare, while facing challenges in non-formal work participation and the absence of formal education and work permits for refugees. Through the establishment of Satgas PPLN and collaboration with international bodies, Indonesia demonstrates a commitment to humanitarian principles, despite legal and economic framework limitations. This study concludes that Indonesia’s approach contributes to the global discourse on refugee management by showcasing how a country can engage in refugee protection without being bound by international refugee convention laws. It highlights the importance of local initiatives and international cooperation in addressing refugee needs and suggests the necessity for more inclusive policies facilitating social and economic integration of refugees. Practical implications include recommendations for enhanced surveillance and investigation to prevent refugee exploitation by smuggling syndicates and the dissemination of legal information to refugees to reduce illegal entry and stay. Keywords: immigration, collaborative governance, refugees, UNHCR Abstrak Penelitian ini mengevaluasi strategi Indonesia dalam menghormati hak pengungsi, khususnya melalui implementasi kebijakan Satgas PPLN di Sidoarjo, sebagai respons terhadap tantangan yang muncul akibat tidak meratifikasi Konvensi Pengungsi 1951. Metodologi kualitatif digunakan untuk eksplorasi mendetail fenomena dalam konteks kehidupan nyatanya, meliputi wawancara mendalam dengan pemangku kepentingan yang langsung terlibat dalam manajemen pengungsi, observasi lapangan di akomodasi pengungsi seperti Apartemen Puspa Agro dan Hotel Green Bamboo, dan analisis dokumen termasuk regulasi pemerintah dan laporan dari UNHCR dan IOM. Temuan mengungkapkan keterlibatan strategis Indonesia dalam memenuhi hak dasar manusia bagi pengungsi, seperti tempat berlindung dan perawatan kesehatan, tantangan partisipasi kerja non-formal dan absennya pendidikan formal serta izin kerja untuk pengungsi. Melalui pembentukan Satgas PPLN dan kolaborasi dengan badan internasional, Indonesia menunjukkan komitmen terhadap prinsip-prinsip kemanusiaan, meskipun dalam batasan kerangka hukum dan ekonominya. Studi ini menyimpulkan bahwa pendekatan Indonesia memberikan kontribusi pada diskursus global tentang manajemen pengungsi dengan menunjukkan contoh bagaimana negara dapat terlibat dalam perlindungan pengungsi tanpa terikat oleh hukum konvensi pengungsi internasional. Hal ini menyoroti pentingnya inisiatif lokal dan kerja sama internasional dalam mengatasi kebutuhan pengungsi dan menyarankan kebutuhan untuk kebijakan yang lebih inklusif yang memfasilitasi integrasi sosial dan ekonomi pengungsi. Implikasi praktis meliputi rekomendasi untuk peningkatan mekanisme pengawasan dan penyelidikan guna mencegah eksploitasi pengungsi oleh sindikat penyelundupan dan penyebaran informasi hukum kepada pengungsi untuk mengurangi masuk dan tinggal secara tidak sah. Abstract

This study investigates the adoption of digital technology in Indonesian village governance, specifically through the "Desaku Pintar" program aimed at digitizing Population Data Administration. It addresses the existing challenges of low public adoption rates and declining satisfaction indicators, aiming to explore how Digital Leadership and Information Technology Capability influence technology acceptance and usage within the public sector, and the moderating role of Readiness for Change. Utilizing the Unified Theory of Acceptance and Use of Technology (UTAUT) framework, this study employed a quantitative survey method involving 270 village government staff members. Data were analyzed through Structural Equation Modeling (SEM) using the AMOS software to test the proposed relationships and moderating effects. The study finds that Digital Leadership and IT Capability have a significant positive impact on Acceptance and Use of Technology. Specifically, Digital Leadership (β=0.724, p<0.001) and IT Capability (β=0.200, p=0.025) substantially enhance technology acceptance when moderated by Readiness for Change. The moderating effect of Readiness for Change was also confirmed, strengthening the relationship between Digital Leadership (β=0.116, p=0.041) and IT Capability (β=0.132, p=0.035) on technology acceptance. This research makes a novel contribution by integrating Readiness for Change into the UTAUT framework, contextualized within Indonesian village governance. Practically, the findings offer valuable insights for policymakers to enhance digital leadership and IT capabilities, facilitating effective technology adoption and improved public service delivery. Future research should employ longitudinal designs, mixed methods, and multilevel analyses, incorporating theories like Diffusion of Innovation (DOI) for deeper insights.

Abstract

In the era of rapidly developing digital business, understanding the relationship between Customer Satisfaction Management Strategy (CSMS) and Brand Loyalty (BL) is crucial for a company success. Digital business platforms present unique opportunities and challenges, making it essential to explore strategies that foster strong customer relationships and loyalty. This research aims to investigate the impact of CSMS on BL in a digital business context using the SmartPLS approach. The study seeks to provide both theoretical and practical insights into the dynamics of customer satisfaction and loyalty in digital environments. Data was collected through online surveys of customers from various digital business platforms. The analysis was conducted using Structural Equation Modeling (SEM) with SmartPLS, which is particularly suited for examining complex relationships between latent variables. The results of the analysis show that there is a significant relationship between CSMS and BL. These findings highlight the importance of fostering meaningful interactions between brands and customers to enhance loyalty in digital business environments. The practical implication of this research is the necessity for companies to design marketing strategies that prioritize meeting customer needs and preferences. This approach not only strengthens customer loyalty but also equips businesses to navigate the challenges of competitive digital markets. The study contributes valuable insights for business practitioners and adds to the literature on marketing management in the ever-evolving digital era.

Abstract

This research aims to explore and analyze public service innovations in the "Mobile SIM program" by the Indonesian National Police. Through a qualitative approach, this study explores perceptions, experiences, and challenges in the implementation of this service from the perspective of police personnel and the user community. The results of the study show that the "Mobile Driver's License" is a tangible manifestation of public service innovation based on community needs, but still faces obstacles such as limited human resources, facilities, and the use of digital technology. Recommendations are given to improve the effectiveness and reach of services through strengthening the capacity of Human Resources, cross-sector collaboration, and integration of public service information systems. This service provides a more flexible access alternative for the public in renewing their Driver's License, while reflecting the efforts of state institutions to bring services closer to the public.
