Abstract

Taspen Pesona adalah inisiatif digital yang diluncurkan oleh PT Taspen untuk meningkatkan efisiensi dan transparansi dalam pengelolaan klaim pensiun bagi Aparatur Sipil Negara (ASN), khususnya selama pandemi COVID-19. Program ini mengintegrasikan teknologi melalui aplikasi seperti Taspen Care, Taspen e-Klim, dan Taspen Otentikasi, serta TASPEN One Hour Online Services (TOOS), yang memungkinkan klaim pensiun dapat diproses secara online dengan lebih cepat dan akurat. Implementasi Taspen Pesona berhasil mengurangi waktu pemrosesan klaim dari 14-21 hari menjadi hanya 5 hari kerja, meningkatkan transparansi, dan meminimalkan kesalahan administratif. Dalam perspektif New Public Management (NPM), Taspen Pesona mencerminkan prinsip-prinsip efisiensi, manajemen berbasis kinerja, desentralisasi, dan akuntabilitas, yang sejalan dengan tujuan NPM untuk menciptakan pelayanan publik yang lebih efisien dan responsif. Namun, tantangan seperti kesenjangan digital, ketergantungan pada infrastruktur teknologi, dan pengurangan sentuhan personal dalam pelayanan tetap menjadi isu yang perlu diatasi. Dengan demikian, rekomendasi untuk pemerintah Indonesia mencakup perluasan akses digital, penguatan infrastruktur teknologi, serta penguatan keseimbangan antara efisiensi dan interaksi manusia dalam pelayanan publik. Penerapan NPM dalam konteks Taspen Pesona dapat menjadi model bagi sektor publik lainnya dalam mempercepat transformasi digital dan meningkatkan kualitas pelayanan publik secara keseluruhan.

Abstract

Human Resources is one of the important keys for the organization to be able to achieve goals and develop. For this reason, it requires effective management of human resources to improve the competence and performance of these human resources by making sure that these human resources can feel engaged and have trust in their organization. This study aims to examine and analyze the effect of job satisfaction on employee engagement in non-lecturer employees of Private Higher Education Surabaya with trust as the moderator variable. This study used a quantitative approach with the dependent variable is employee engagement, independent variable is job satisfaction and the moderating variable is trust. Primary data were obtained from initial interviews and filing out closed questionnaires using a purposive sampling technique involving 156 respondents in non-faculty Administration work units/directorates. Data analysis technique are multiple linear analysis. The results of this study show that job satisfaction has a positive an significant impact on employee engagement, and there is an influence between job satisfaction on employee engagement administration employees at Private Higher Education X Surabaya with trust as a moderator variable.

Abstract

Batu Tourism Information System Creative Economy Development is an e-government initiative created by Batu City to encourage tourism and local creative industries. However, more inclusive methods are needed due to technical constraints and low community participation. This article looks at how BANGET SIP was implemented through an NPS framework that emphasizes community participation, transparency, and social accountability. The government can increase community trust and optimize application performance by applying NPS principles, such as citizens as partners and government as facilitators. In addition, cross-sector collaboration is essential to develop a sustainable creative economy and tourism. The research method is descriptive qualitative with literature study and observation. The results of the analysis show that the application of NPS can help BANGET SIP become a more inclusive, responsive, and sustainable development-oriented public service, while the application of NPS can help strengthen more transparent and open governance.

Abstract

This study aims to analyze the application of New Public Management (NPM) principles in the implementation of the TNI Manunggal Membangun Desa (TMMD) program by the Indonesian Army and to examine the dynamics and challenges of public service values through the perspective of New Public Service (NPS). This study uses a qualitative approach with a case study on the implementation of TMMD in Kedondong Village, Sidoarjo Regency. Data was collected through analysis of TMMD activity reports and interviews with officials from Kodim 0816/Sidoarjo, village officials, and community members who benefited from the program. The results of the study show that NPM principles, such as structured planning, organizational discipline, results orientation, and activity control, play an important role in ensuring the effectiveness of TMMD implementation in the context of a hierarchical military organization. However, the success of the program is not only determined by the achievement of outputs, but also by public service values that are in line with the NPS paradigm, such as community participation, orientation towards public interests, strengthening civic values, service and assistance practices, and the social impact felt by the community. These findings indicate that TMMD governance reflects a hybrid model between NPM and NPS, in which organizational efficiency and performance are complemented by values of service to citizens. This study contributes to the development of public administration studies by enriching the understanding of the application of public management paradigms in the context of civil-military relations.

Abstract

Job performance pada personel militer merupakan topik yang kompleks dan unik, memerlukan pendekatan berbeda dibandingkan sektor sipil. Literature review ini menganalisis kinerja militer melalui lensa Theory of Work Performance (Borman & Motowidlo, 1993, 1997), dengan fokus pada dimensi task performance, contextual performance, dan adaptive performance. Hasil kajian menunjukkan bahwa job performance di lingkungan militer tidak hanya bergantung pada kemampuan teknis (task performance), tetapi juga pada faktor sosial seperti kohesi tim, loyalitas, dan ketahanan psikologis (contextual performance), serta kemampuan beradaptasi dalam situasi dinamis (adaptive performance). Faktor individual (kepribadian, self-efficacy, kemampuan kognitif) dan kontekstual (lingkungan operasi, budaya organisasi) turut mempengaruhi kinerja personel militer secara signifikan. Penelitian ini juga mengidentifikasi tantangan dalam pengukuran kinerja militer, termasuk kompleksitas struktur hierarkis, bias dalam evaluasi, dan kebutuhan akan sistem penilaian yang lebih holistik. Implikasi teoritis dari kajian ini adalah perlunya modifikasi Theory of Work Performance agar lebih relevan dengan konteks militer, sementara implikasi praktisnya mencakup rekomendasi untuk pengembangan program pelatihan dan manajemen SDM yang menekankan kerja sama tim, kepemimpinan, dan adaptabilitas. Literature review ini menyoroti kesenjangan penelitian, seperti kurangnya studi empiris tentang dampak teknologi modern terhadap kinerja militer, serta perlunya pendekatan multidisiplin untuk memahami job performance dalam setting militer yang terus berkembang.

Abstract

This research aims to examine trust building and share understanding in the development of Ijen Merapi Ungup-ungup Crater Nature Park. There are allegations of corporate interests behind the expansion of Ijen Merapi Crater Nature Park. This research method is qualitatively descriptive approach through interviews from government, public and private. The results showed in 2020, the Minister of Environment and Forestry changed the main functions of forest areas into nature parks, leading to the formation of trust for the development of this nature park. But not yet formed due to constructive conflicts between stakeholders, egocentric interests, and lack of collaboration.

Abstract

Currently, bureaucracy is under scrutiny due to the increasing use of social media and the increasing political literacy of young people and the general public. Bureaucratic reform provides a strong foundation for managing regional government. This reform effort encourages the formation of a professional and efficient public administration system, where changes can occur starting from the institutional structure and work culture. The focus of this research is how the budget implementation has shifted to using electronic technology. Does it still use a clear hierarchy of authority to the national government or the city of Surabaya, which fully controls this application? This research uses a descriptive qualitative approach that aims to understand and describe the implementation of e-Budgeting Innovation in the Surabaya City Government. The results of this study indicate that the bureaucratic hierarchy in the digital budget system essentially still follows the existing government organizational structure, but the process has become more efficient, transparent, and automated through the use of digital technology. In Surabaya, e-budgeting has been running for quite some time, and the bureaucratic hierarchy is already functioning well. Digitalization tends to reduce slow procedures and high transaction costs, rather than eliminating the hierarchy itself. Overall, the implementation of e-Budgeting in Surabaya is a successful example of financial governance. With the development of the times, the application of ICT systems in various parts of public life has also developed..

Abstract

Meningkatnya perkembangan digitalisasi pada bidang administrasi publik dalam penyelenggaraan pemerintahan mendorong pemerintah menghadirkan pelayanan publik yang lebih efektif, transparan, dan adaptif terhadap kebutuhan masyarakat. Pada sektor ketenagakerjaan, transformasi tersebut diwujudkan melalui inovasi layanan berbasis teknologi informasi yang berorientasi pada kepentingan masyarakat. Sejalan dengan paradigma New Public Service (NPS), Pemerintah Kabupaten Banyuwangi mengembangkan Goker Wangi (Golongan Pencari Kerja Banyuwangi) sebagai platform digital yang memfasilitasi akses informasi lowongan kerja dan mempertemukan pencari kerja dengan dunia usaha. Penelitian ini bertujuan menganalisis implementasi Goker Wangi dalam perspektif New Public Service. Hasil penelitian menunjukkan bahwa Goker Wangi mampu meningkatkan akses masyarakat terhadap informasi ketenagakerjaan, memperkuat kolaborasi dengan dunia usaha, serta mendorong pelayanan yang lebih responsif. Namun, implementasi nilai-nilai New Public Service belum sepenuhnya optimal, terutama pada aspek partisipasi masyarakat dalam evaluasi layanan, akuntabilitas yang berorientasi pada outcome, dan mekanisme penilaian kinerja berbasis pengalaman pengguna. Keberhasilan transformasi layanan ketenagakerjaan digital bergantung pada kemampuan pemerintah mengintegrasikan prinsip-prinsip New Public Service untuk menciptakan public value yang berkelanjutan.

Abstract

This study explores the symbolic use of language in Surabaya's cultural heritage preservation policies using the Interpretive Policy Analysis (IPA) approach. It analyzes policy documents and interviews with stakeholders and communities related to Hotel Majapahit, Tugu Pahlawan, and Tanjung Perak Main Harbormaster Building. The findings highlight how language in policy is not merely communicative but symbolic, reflecting community values, beliefs, and emotional ties to heritage. The paradigm shift in policy, from conservative to progressive and localistic approaches, is reflected in the change from "object" to "area", which expands the meaning of cultural heritage from physical aspects to social and environmental contexts. This study contributes theoretically to public policy and practically recommends inclusive language strategies for heritage policy.

Abstract

This study investigates the adoption of digital technology in Indonesian village governance, specifically through the "Desaku Pintar" program aimed at digitizing Population Data Administration. It addresses the existing challenges of low public adoption rates and declining satisfaction indicators, aiming to explore how Digital Leadership and Information Technology Capability influence technology acceptance and usage within the public sector, and the moderating role of Readiness for Change. Utilizing the Unified Theory of Acceptance and Use of Technology (UTAUT) framework, this study employed a quantitative survey method involving 270 village government staff members. Data were analyzed through Structural Equation Modeling (SEM) using the AMOS software to test the proposed relationships and moderating effects. The study finds that Digital Leadership and IT Capability have a significant positive impact on Acceptance and Use of Technology. Specifically, Digital Leadership (β=0.724, p<0.001) and IT Capability (β=0.200, p=0.025) substantially enhance technology acceptance when moderated by Readiness for Change. The moderating effect of Readiness for Change was also confirmed, strengthening the relationship between Digital Leadership (β=0.116, p=0.041) and IT Capability (β=0.132, p=0.035) on technology acceptance. This research makes a novel contribution by integrating Readiness for Change into the UTAUT framework, contextualized within Indonesian village governance. Practically, the findings offer valuable insights for policymakers to enhance digital leadership and IT capabilities, facilitating effective technology adoption and improved public service delivery. Future research should employ longitudinal designs, mixed methods, and multilevel analyses, incorporating theories like Diffusion of Innovation (DOI) for deeper insights.
