Abstract

Desa Arjowilangun, Kecamatan Kalipare, Kabupaten Malang, memiliki tingkat migrasi tenaga kerja yang tinggi, dengan 462 orang atau sekitar 15% dari total tenaga kerja yang bekerja di luar negeri. Meskipun memberikan kontribusi ekonomi, migrasi ini juga menimbulkan masalah seperti kegagalan keberangkatan, pemutusan hubungan kerja sebelum kontrak berakhir, deportasi, dan risiko tindak kriminal. Untuk memberikan perlindungan bagi pekerja migran, tim Pengabdian Masyarakat Universitas Airlangga melaksanakan program pelatihan dan pendampingan kepada aparat desa dan pemangku kepentingan terkait. Program ini bertujuan meningkatkan kapasitas dalam penyusunan Peraturan Desa tentang Perlindungan Pekerja Migran, menggunakan pendekatan action research dan kerangka Capacity Development dari UNDP. Hasilnya, aparat desa bersama pemangku kepentingan berhasil merancang peraturan yang akan memberikan perlindungan lebih bagi pekerja migran. Dampak nyata dari kegiatan ini adalah meningkatnya pemahaman dan keterampilan peserta dalam menyusun regulasi serta terbentuknya komitmen yang lebih kuat untuk melindungi pekerja migran di Desa Arjowilangun.

Abstract

The objective of this research is to observe and analyze the empowerment process carried out by the National Art Craft Office of East Nusa Tenggara for marginalized women through traditional cloth weaving training and entrepreneurial education. This study derives from a concern that the number of impoverished people in the area has risen significantly due to the impact brought on by COVID-19. The significance of poverty is of  great concern due to the fact that marginalized people, especially women, are the ones significantly impacted by this rise in poverty. This study employs a qualitative research approach and utilizes the exploratory case study method. Primary data is gathered through observations and interviews, while secondary data is collected through a study of available documentation. The results indicate that 5 out f 7 processes of community empowerment are conducted well and lead to the formation of five entrepreneurial groups with broad market reach.

Abstract

Developed countries are seen from the use of technology as one of the indicators. The challenges of the Industrial Revolution 4.0 and Civil Society 5.0 make Regional Governments feel compelled to create an integrated Smart City with the term Smart City. Smart City is an innovation that is permitted by local governments. The legal basis in the form of a Presidential Instruction and several derivative policies with a target of 100 Smart Cities continues to be implemented. Batu City, as one of the Smart City targets, is experiencing dynamics in its implementation. This can be seen from the average level of increase and also changes in regulations which were originally regulated in Mayor Regulation Number 78 of 2017, revised to Mayor Regulation Number 3 of 2021. Therefore, researchers took the aspect of legal effectiveness to be able to analyze these dynamics. The research method uses juridical-empirical with descriptive analysis. The data taken is in the form of interviews and official documents regarding the implementation of Batu Smart City regulations. The result is that legal effectiveness in Batu Smart City has been effective since the policy update by collaborating with elements outside the government. The influencing factor is social adaptation which always requires time and socialization support from the Batu City Government on all electronic government featuresNegara maju dilihat dari pemanfaatan teknologi sebagai salah satu indikatornya. Tantangan Revolusi Industri 4.0 dan Civil Society 5.0 membuat Pemerintah Daerah merasa dituntut untuk mewujudkan Smart City yang terpadu dengan istilah Smart City. Smart City merupakan suatu inovasi yang dicanangkan oleh pemerintah daerah. Landasan hukum berupa Instruksi Presiden dan beberapa kebijakan turunan dengan target 100 Smart City terus dilaksanakan. Kota Batu sebagai salah satu sasaran Smart City mengalami dinamika dalam penyelenggaraannya. Hal ini terlihat dari rata-rata tingkat kenaikan dan juga perubahan regulasi yang semula diatur dalam Peraturan Wali Kota Batu Nomor 78 Tahun 2017 direvisi menjadi Peraturan Wali Kota Batu Nomor 3 Tahun 2021. Oleh karena itu, peneliti mengambil aspek efektivitas hukum untuk dapat menganalisis dinamika tersebut. Metode penelitian menggunakan yuridis-empiris dengan analisis deskriptif. Data yang diambil berupa wawancara dan dokumen resmi terkait implementasi regulasi Batu Smart City. Hasilnya adalah efektivitas hukum di Batu Smart City sudah efektif sejak pembaruan kebijakan dengan berkolaborasi dengan elemen di luar pemerintahan. Faktor yang mempengaruhi adalah adaptasi sosial yang selalu membutuhkan waktu dan dukungan sosialisasi dari Pemerintah Kota Batu pada semua fitur pemerintahan elektronik.

Abstract

Siskeudes merupakan sistem keuangan desa yang digunakan untuk membantu dan memudahkan para perangkat desa dalam membuat pelaporan dan pertanggungjawaban laporan keuangan desa secara cepat dan efisien. Program ini mengintegrasikan sistem administrasi desa khususnya sistem pengelolaan keuangan desa dari manual ke digital melalui sistem aplikasi mulai dari proses perencanaan, penganggaran, pelaksanaan, petanausahaan, pelaporan, hingga pertanggungjawaba dan pengawasan. Implementasi siskeudes mampu menciptakan transparansi dan akuntabel, efisiensi waktu serta biaya, kemudahan dalam pengawasan, evaluasi serta meminimalisir kesalahan administrasi dalam pengelolaan keuangan desa. Penelitian ini bertujan untuk meganalisis Siskeudes dengan pendekatan deskriptif kualitatif berdasarkan paradigma New Publik Manajemen. Prinsip-prinsip dari siskeudes seperti efektif, efisiensi dan akuntabilitas dinilai sejalan dengan ciri khas new public manajemen guna menciptakan system pelayanan yang lebih efektif dan responsive. Namun terdapat beberapa tantangan dalam penerapan siskeudes yaitu seperti keterbatasan SDM aparatur, belum meratanya implementasi siskeudes ke seluruh desa, kurangnya pelatihan berkelanjutan pasca update versi dan fitur, timbul ketergantungan pada teknologi, hingga masih terdapat kebobolan sistem yang mengarah ke tindak pidana korupsi juga menjadi isu yang perlu diperhatikan. Dengan demikian rekomendasi yang diberikan kepada pemerintah yaitu perlu adanya penguatan insfrastruktur teknologi, optimalisasi pendampingan pelatihan, percepatan instalasi dan sosialisasi, audit secara berkala Bersama inspektorat, serta mendukung perubahan regulasi dan mekanisme penyempurnaan siskeudes sepertu update fitur dan versi yang disertai dengan modul juknis pelaksanaan dan pelatihan bagi perangkat desa. Penerapan new public manajemen melalui siskeudes dapat menjadi contoh bagi bidang lain dalam menerapkan pelayanan berbasis digitalisasi.

Abstract

Tujuan dari penulisan ini ialah untuk menganalisis desentralisasi kewenangan yang dilakukan oleh Pemerintah Provinsi Bali kepada PT Jamkrida Bali Mandara dan PT Jamkrida Bali Mandara dengan para petugas CGO (Credit Guarantee Officer). PT Jamkrida Bali Mandara selaku Perseroda merupakan instrumen yang digunakan oleh Pemprov Bali untuk menyediakan pelayanan publik sektor penjaminan, dimana terjadi pendelegasian tugas dan wewenang dari pemerintah kepada perusahaan, namun pendelegasian tersebut masih dalam batas tertentu karena berkaitan dengan kepemilikan saham Perseroda yang dimiliki oleh pemerintah. Dalam konteks teknis, tugas-tugas tersebut kemudian didelegasikan lebih lanjut oleh PT Jamkrida Bali Mandara kepada para petugas CGO yang tersebar di seluruh wilayah Provinsi Bali. Para petugas CGO sebagai agen lapangan bertindak sebagai garda terdepan perusahaan untuk menjangkau sebanyak-banyaknya masyarakat calon terjamin. Penulisan ini menggunakan metode tinjauan pustaka atau literature review yang berarti menyajikan ulasan komprehensif terhadap berbagai literatur yang relevan. Tinjauan pustaka ini didasarkan pada berbagai sumber, seperti buku, artikel jurnal, laporan penelitian, dan sumber online lain yang relevan.

Abstract

This study investigates the effectiveness of digital marketing strategies, particularly viral content, in enhancing the visibility and sustainability of micro, small, and medium enterprises (MSMEs) in Indonesia. By redefining the traditional MSME landscape, this research highlights the shift from conventional marketing approaches to digital virality strategies, reshaping how MSMEs engage with consumers and build sustainable brand identities. Adopting a descriptive qualitative approach, data was collected through a literature review and interviews with MSME stakeholders to analyze the digital marketing strategies used and their impacts. The findings reveal that viral content significantly boosts MSMEs' visibility by capturing consumer attention, fostering online engagement, and strengthening brand image. This study offers valuable insights for MSME owners and local governments and supports institutions in implementing effective digital strategies. Practical recommendations include developing skills in content creation, collaborating with local influencers, and utilizing social media platforms to maximize outreach. These findings underscore the potential of digital virality as a sustainable marketing tool while also recognizing limitations such as resource constraints. Future research may further explore adaptive strategies suited to different MSME sectors.

Abstract

This community service aims to increase sales and product promotion through efforts to improve public speaking and copywriting skills for business actors. The target of this community service activity is business actors who are members and are fostered by the Integrated Business Service Center for Cooperatives and UMKM (PLUT-KUMKM) in Batu City, East Java. For this reason, the Department of Public Administration of Airlangga University will partner with the Integrated Business Service Center for Cooperatives and UMKM (PLUT KUMKM) in Batu City, East Java to hold a community service program at the location. Community service activities will provide public speaking and copywriting training for business actors who are members of the PLUT-KUMKM in Batu City. Activities will be carried out through three main stages: preparation, implementation, and evaluation. The preparation stage involves collecting and compiling relevant political and civil literacy materials. Furthermore, the implementation stage will involve counseling, workshops, and group discussions to provide in-depth understanding to business actors. The evaluation stage will be carried out to measure the effectiveness of the program and obtain feedback from participants. This activity is expected to provide a fundamental contribution to increasing sales, promotions, marketing coverage areas and the quality of MSME products. Through this community service activity, it is hoped that business actors in the PLUT KUMKM Batu City will become more aware of how public speaking and copy writing in a business product will compete in a dynamic environment by utilizing digital technology.

Abstract

Micro, Small, and Medium Enterprises (MSMEs) play a vital role in economic growth, job creation, and innovation, both in Indonesia and in other countries such as India. Although MSMEs make a significant contribution to industrial output and employment, this sector still faces challenges such as limited financing, technology adoption, and market access. The government is trying to overcome these obstacles through funding, incentives, and regulatory simplification. Indonesia is recorded as the country with the largest number of MSMEs in ASEAN, with significant contributions to GDP and national workforce absorption. This study highlights efforts to strengthen MSMEs in Banyuwangi Regency through the "MSME Naik Kelas" program. With an economic structure that is still dominated by micro businesses, Banyuwangi focuses on strengthening access to capital, training, digitalization, and market expansion. This study uses a qualitative approach with literature study and case study methods. The policy implementation approach refers to the Edward III model which includes transmission, clarity, and consistency. The Banyuwangi government implements programs such as "Warung Naik Kelas (WeNak)" and "Jagoan Banyuwangi" to accelerate the development of MSMEs. The findings show that the effectiveness of communication, clarity of instructions, and consistency of implementation greatly determine the success of MSME transformation. In addition, support from regional regulations and a continuous monitoring system strengthen the effectiveness of the program. In conclusion, the success of MSME development in Banyuwangi does not only depend on the right policies, but also on adaptive communication strategies and the active involvement of business actors. This comprehensive support allows MSMEs to increase their competitiveness and contribute more to the regional economy

Abstract

Many large-scale development projects, including Indonesia’s new capital relocation, face challenges in ensuring inclusive and participatory governance. The development of Nusantara Capital City (IKN) has been marked by limited public consultation, rapid policy formulation, and marginalization of local communities, leading to recurring resistance at various levels. These issues threaten the achievement of SDG 11 (Sustainable Cities and Communities) and SDG 16 (Peace, Justice, and Strong Institutions), both of which emphasize inclusive and transparent governance. This study explores co-production as a governance approach to enhance citizen engagement in the context of IKN’s development. Employing a qualitative literature review, it examines how co-production is conceptualized and practiced in the planning of IKN. The findings indicate that while co-production is recognized in official discourse, its implementation remains limited and fragmented. Key barriers include weak legal frameworks, lack of institutional mechanisms, and absence of a formal oversight body. Strengthening co-production is crucial for ensuring transparency, inclusivity, and accountability in IKN’s governance. The study proposes a comprehensive framework involving legal reforms, institutionalization of participatory mechanisms, and enhanced accountability tools. These efforts are vital to transform IKN from a top-down megaproject into a model of inclusive urban governance.

Abstract
