Abstract

The rapid advancement of digital technology has compelled Micro, Small, and Medium Enterprises (MSMEs) to adopt digital solutions in order to enhance competitiveness and ensure business sustainability. One of the most critical digital infrastructures supporting managerial effectiveness is the adoption of digital-based Management Information Systems (MIS), which enable integrated data processing and data-driven decision-making. This study aims to empirically examine the impact of digital-based MIS adoption on MSME performance in Indonesia. Using a quantitative explanatory approach, primary data were collected from MSME owners and managers operating across various business sectors. The data were analyzed using Partial Least Squares–Structural Equation Modeling (PLS-SEM) to assess both the measurement and structural models. The results indicate that digital-based MIS adoption has a positive and statistically significant effect on all dimensions of MSME performance, including financial, operational, market, and innovation performance. Among these dimensions, operational performance exhibits the strongest relationship, highlighting the role of digital MIS in improving process efficiency and operational control. The findings confirm that digital-based MIS functions as a strategic organizational resource that enhances MSME competitiveness in the digital economy. This study contributes to the literature on digital transformation and MSME performance by providing empirical evidence from an emerging economy context and offers practical implications for MSME owners and policymakers in accelerating digital adoption. Abstract

Digital-based scientific journal management is a crucial element in strengthening academic culture and improving the quality of higher education publications. However, student involvement in journal governance remains limited, particularly in understanding editorial workflows, using Open Journal Systems (OJS), applying publication ethics, and utilizing supporting technologies such as reference management tools and editorial artificial intelligence (AI). This community service program aims to enhance students’ competencies in scientific journal management at the Institut Bisnis dan Informatika (IBI) Kesatuan Bogor through practice-oriented training and mentoring. The program employed an experiential learning and capacity-building approach, including OJS 3 technical workshops, editorial process simulations, focus group discussions (FGDs), and competency evaluations using pre-tests and post-tests. Participants consisted of students from various study programs with an interest in academic writing and scholarly publishing. The evaluation results indicate a significant improvement in participants’ competencies, with average scores increasing from 52.3% before the program to 86.7% after its implementation. The most substantial improvements were observed in OJS mastery, understanding of publication ethics, and the use of AI-based tools for proofreading and plagiarism detection. Furthermore, 82.5% of participants expressed readiness to serve as assistant editors for institutional journals, and 87.5% demonstrated increased motivation to write and publish scientific articles. This program contributes to strengthening students’ academic literacy, enhancing institutional journal management capacity, and supporting the implementation of Outcome-Based Education (OBE), the Merdeka Belajar Kampus Merdeka (MBKM) policy, and the achievement of higher education Key Performance Indicators (KPIs). Keywords: community service; scientific journal management; OJS; academic literacy; students; scholarly publishing.

Abstract

Entrepreneurship plays a pivotal role in fostering economic growth, job creation, and social innovation. However, its development remains inseparable from complex legal challenges. Regulations often serve an ambivalent role: they provide legitimacy and protection, yet at the same time may hinder entrepreneurship through excessive bureaucracy and high compliance costs. This article seeks to examine the key legal issues in entrepreneurship, explore the nexus between regulation, innovation, and sustainability, and propose conceptual recommendations for developing an adaptive and inclusive entrepreneurial ecosystem. Employing a normative–conceptual approach, the study draws upon secondary sources including national regulations, recent international scholarly publications, and institutional reports from the OECD, UNCTAD, and the World Bank. Comparative and thematic analyses were undertaken to map legal issues, assess their implications for innovation, and evaluate their impact on business sustainability. The findings highlight six major legal domains: licensing and bureaucracy, intellectual property rights, business contracts, taxation, labor regulations, and digital and e-commerce law. Regulations are shown to act dually as both enablers and barriers to entrepreneurial innovation. Cross-country evidence further illustrates that developed economies tend to design more adaptive legal frameworks, while developing countries continue to face significant regulatory implementation challenges. In Indonesia, reforms such as the Online Single Submission system, the Omnibus Law on Job Creation, and the Personal Data Protection Law represent important steps forward, yet remain in a transitional stage. The article contributes theoretically by integrating Institutional Theory, Innovation Theory, and the Triple Bottom Line, and provides practical recommendations emphasizing regulatory simplification, stronger intellectual property protection, adaptive digital and green regulations, and greater international policy harmonization   Keywords: Entrepreneurship; Legal Framework; Innovation; Sustainability; Regulatory Reform.

Abstract

This study examines the role of digital innovation in mediating the relationship between entrepreneurial management and micro, small, and medium enterprise (MSME) performance in an emerging economy context. Although entrepreneurial management has been widely recognized as a key driver of firm competitiveness, empirical evidence on how it translates into superior MSME performance remains inconsistent. Drawing on the Resource-Based View and Dynamic Capability Theory, this study proposes that digital innovation serves as a critical mechanism through which entrepreneurial management creates tangible business value. Using a quantitative explanatory approach, data were collected from 300 MSME owners and managers operating in the trade, service, and manufacturing sectors. The data were analyzed using Partial Least Squares–Structural Equation Modeling (PLS-SEM) with SmartPLS 4. The results indicate that entrepreneurial management has a significant positive effect on MSME performance and digital innovation. Digital innovation also exerts a strong positive effect on MSME performance. Moreover, the mediation analysis reveals that digital innovation partially mediates the relationship between entrepreneurial management and MSME performance, indicating that entrepreneurial-oriented managerial practices enhance business performance primarily by stimulating digital product, process, and marketing innovations. These findings highlight the importance of integrating entrepreneurial management with digital innovation strategies to improve MSME competitiveness and sustainability. The study contributes to entrepreneurship and innovation literature by positioning entrepreneurial management as a dynamic capability and digital innovation as a key performance mechanism, while offering practical implications for MSME development and digital transformation policies in emerging economies.   Keywords: Entrepreneurial management; digital innovation; MSME performance; PLS-SEM; emerging economy; Indonesia.

Abstract

Entrepreneurship plays a pivotal role in Indonesia’s economic transformation, yet the national entrepreneurial ecosystem remains constrained by fragmented policies, weak university–industry linkages, and limited cross-sector collaboration. Despite the rapid growth of MSMEs, expanding digitalization, and increasing government attention to innovation, these opportunities often fail to translate into a coherent and sustainable ecosystem. This study develops the Triple Helix Synergy Model, an integrative conceptual framework that realigns the roles of government, academia, and industry through structured collaborative mechanisms reinforced by digital transformation. Using a conceptual qualitative approach supported by a thematic synthesis of 70 peer-reviewed articles (2010–2024) and major policy documents (OECD, World Bank, UNDP), the study identifies four core components shaping ecosystem performance: Inputs, Collaborative Mechanisms, Outputs, and Outcomes. Findings reveal persistent regulatory misalignment, limited applied research and commercialization pathways, weak industry absorptive capacity—particularly among MSMEs—and the absence of integrated digital collaboration platforms. The proposed model embeds regulatory alignment, innovation co-creation, resource sharing, and digital governance as essential mechanisms for strengthening ecosystem connectivity. Theoretically, this study advances Triple Helix scholarship by contextualizing it for developing economies and positioning digital transformation as a central driver of innovation governance. Practically, the model offers actionable guidance for policymakers, universities, and industry actors to enhance research commercialization, support MSME upgrading, and foster a more resilient and innovation-driven economy.   Keywords: Triple Helix, entrepreneurial ecosystem, co-creation, digital platforms, MSMEs, innovation governance, government–academia–industry collaboration, developing economies.

Abstract

This study examines the multifaceted relationship between import tariffs, trade dynamics, and exchange rates and their collective impact on economic growth in Indonesia. As a developing country integrated into the global economy, Indonesia's growth is heavily influenced by international trade policies and macroeconomic factors. This study investigates how various import tariffs change trade dynamics, which in turn affect Indonesia's economic growth. At the same time, the exchange rate is analyzed as an important mediator that shapes the trade balance and examines the effect of changes in import tariffs on economic growth. The estimation method used is path analysis, using 9 years of historical quantitative data (2016-2024). Econometric modeling and statistical analysis are used to capture the direct and indirect relationships among the variables of interest. This study finds that import tariffs negatively impact Indonesia’s economic growth through various mediating variables, including the trade balance, exchange rate, and US imports and exports. Empirical analysis using Path Analysis reveals that higher tariffs reduce Indonesia’s export volume, restrict foreign market access, and distort exchange rate stability, leading to trade imbalances and depressing GDP growth. In addition, reduced US imports from Indonesia weaken Indonesia’s trade revenues, which affect investment and consumption capacity. The broader economic consequences highlight the need for a strategic trade policy that balances national interests with global competitiveness. These findings provide policymakers with a framework to optimize Indonesia's trade and monetary strategies to ensure sustainable long-term economic growth. Abstract

This study aims to systematically review and synthesize the existing literature on public service communication management in Hajj administration. Given the complexity of Hajj as a large-scale religious public service involving multiple actors, high regulatory intensity, and diverse service users, communication management plays a critical role in ensuring service effectiveness and public value creation. Using a Systematic Literature Review (SLR) approach guided by the PRISMA framework, this study analyzes 18 peer-reviewed journal articles published between 2010 and 2024 and indexed in major academic databases. The findings reveal that communication management consistently functions as an integrative and strategic capability linking governance, service coordination, and pilgrim experience. Effective communication is strongly associated with key service outcomes, including service quality, satisfaction, trust, and compliance. The review also identifies dominant research themes, commonly used conceptual models, and significant research gaps, particularly the lack of integrative frameworks and empirical testing. This study contributes to the literature by consolidating fragmented research and proposing directions for future empirical and comparative studies. Practically, the findings offer insights for policy makers and service managers to strengthen communication strategies and enhance the quality of Hajj service delivery within complex public service systems.   Keywords: public service management; communication management; Hajj administration; service quality; systematic literature review
