Abstract

Economic growth is one of the benchmark indicators of the success of a country or a certain region, but economic growth is often hampered by problems that come as is often the case in the country and even the city of Jayapura itself there is inflation that occurs due to the influence of the volume of money supply in the community. The purpose of this study was to determine the effect of inflation and money supply on economic growth in the city of Jayapura in 2010-2022 using the path method (path analysis) developed using SPSS version 29.0. The results of this study concluded that based on the results of statistical analysis, it can be seen that the inflation variable (X1) has a sig value of 0.109 ? (0.05) where the coefficient (ß) is -0.440 and the variable money supply (X2) has a sig value of 0.001 ? (0.05) where the coefficient (ß) is 0.862 This shows that the inflation variable has a negative effect not significant and the JUB variable has a positive and significant effect on the rate of economic growth

Abstract

Purpose: This study examines the effect of Gross Regional Domestic Product (GRDP) and regional expenditure on local own-source revenue (PAD) in Pegunungan Bintang Regency over the 2010-2024 period, and tests whether the Open Unemployment Rate or localy Tingkat Pengangguran Terbuka (TPT) moderates these relationships. Research Methodology: Using annual secondary time-series data spanning fifteen years, obtained from regional budget realization reports and the Central Statistics Agency, the study applied multiple linear regression and moderated regression analysis, estimated in SPSS after classical assumption testing, with the type of moderation classified following Baron and Kenny's criteria. Results: GRDP and regional expenditure each had a positive and significant effect on local own-source revenue, and the open unemployment rate itself had a significant effect on revenue. The interaction terms confirmed that the unemployment rate significantly moderates both relationships, in each case as a quasi, or partial, moderator, since the direct effects of GRDP and regional expenditure remained significant even after the interaction terms were introduced. Conclusions: Economic growth and regional spending both feed into local revenue capacity in Pegunungan Bintang Regency, but the strength of that conversion depends on labor market conditions. Limitations: The single-region, time-series design and the two-variable model restrict how far the findings can be generalized. Contributions: The study extends fiscal federalism and labor market theory to a remote, mountainous Papuan regency and offers a moderation-based account of local revenue determinants rarely tested in this setting.

Abstract

Purpose: This study examines the effect of regional financial performance, proxied by regional financial independence, and financial report quality, proxied by the audit opinion of Indonesia's Supreme Audit Agency or Badan Pemeriksa Keuangan (BPK), on capital expenditure among regencies and cities in Papua Province, individually and jointly.Research Methodology: The study used secondary panel data covering 8 regencies and 1 city in Papua Province over the 2019-2024 period, drawn from BPK audit reports on regional government financial statements, yielding 54 observations. Data were analyzed with panel data regression, selected among the common effect, fixed effect, and random effect specifications through the Chow, Hausman, and Lagrange Multiplier tests, followed by classical assumption testing and hypothesis testing using EViews.Results: Regional financial independence had a negative and significant effect on capital expenditure, financial report quality had a positive but not significant effect, and the two variables jointly did not have a significant effect, explaining only a small share of the variation in capital expenditure.Conclusions: Rising fiscal independence in Papua's regencies and cities has not translated into higher capital spending, a pattern consistent with agency-theory concerns about how additional own-source revenue is used.Limitations: The two-variable model, the nine-region sample, and the six-year window limit the explanatory power and generalizability of the findings.Contributions: The study extends agency theory to a fiscally distinctive Papuan setting and identifies capital expenditure determinants that warrant further investigation beyond financial independence and audit opinion.

Abstract

Literasi keuangan menjadi kebutuhan penting bagi generasi muda di tengah perkembangan ekonomi digital dan meningkatnya penggunaan layanan keuangan. Rendahnya pemahaman pengelolaan keuangan menyebabkan perilaku konsumtif, rendahnya kebiasaan menabung, dan lemahnya perencanaan keuangan jangka panjang. Pemuda Gereja HKBP Rogate Waena Ressort Papua juga menghadapi tantangan serupa sehingga diperlukan edukasi keuangan yang mengintegrasikan nilai-nilai Kristiani seperti disiplin, integritas, dan stewardship dalam pengelolaan keuangan pribadi. Kegiatan pengabdian kepada masyarakat ini bertujuan meningkatkan pemahaman dan keterampilan pemuda gereja dalam mengelola keuangan secara bijak dan bertanggung jawab. Metode pelaksanaan dilakukan melalui ceramah, diskusi interaktif, simulasi, praktik penyusunan anggaran, pencatatan arus kas, edukasi investasi sederhana, serta evaluasi menggunakan kuesioner terhadap 19 peserta. Tahapan kegiatan meliputi persiapan, penyampaian materi, praktik pengelolaan keuangan pribadi, monitoring, dan evaluasi perubahan perilaku keuangan peserta. Hasil kegiatan menunjukkan bahwa pelatihan berbasis praktik mampu meningkatkan pemahaman peserta mengenai pengelolaan keuangan, kebiasaan menabung, pengendalian pengeluaran, dan kewaspadaan terhadap investasi ilegal serta pinjaman online. Hasil evaluasi menunjukkan tingkat capaian kegiatan sebesar 91,89% dengan kategori sangat baik. Integrasi nilai Kristiani memberikan dampak positif terhadap pembentukan karakter finansial peserta, terutama dalam aspek tanggung jawab, kejujuran, dan disiplin. Kegiatan ini juga menghasilkan model edukasi keuangan berbasis gereja untuk mendukung pembinaan berkelanjutan dan kemandirian ekonomi pemuda gereja.

Abstract

Purpose: This study examines the effect of regional expenditure on economic output and per capita income in Jayapura City, and tests whether economic output mediates this relationship under fiscal decentralization and Papua's Special Autonomy policy. Methodology: A quantitative approach was applied using annual time series data for 2010 to 2024 from the Central Statistics Agency, the Directorate General of Fiscal Balance, and the regional budget realization of Jayapura City. Data were analyzed using Ordinary Least Squares regression supported by the Augmented Dickey-Fuller test, classical assumption tests, Newey-West robust standard errors, path analysis, and the Sobel test. Results: Regional expenditure positively and significantly affects economic output and per capita income. Among expenditure components, only goods and services expenditure is significant, while personnel and capital expenditure are not. Economic output does not mediate the relationship between regional expenditure and per capita income. Conclusions: Gains in per capita income are driven more directly by regional expenditure than by the transmission mechanism through economic output. Limitations: The study is constrained by a limited number of annual observations, a single expenditure-output-income framework, and a single-city scope. Contributions: The study integrates expenditure composition, economic output, and per capita income within one path model and provides empirical evidence of a growth-welfare disconnect in a fiscally dependent region under Special Autonomy.

Abstract

Purpose: This study analyzes the readiness of the four tourism components at Hamadi Beach, evaluates its strategic position through internal and external factor analysis, and formulates sustainable development strategies for the Jayapura City Tourism Office. Methodology: A descriptive qualitative approach was employed, with data collected through observation, interviews, questionnaires, and documentation. The data were analyzed using the Miles and Huberman interactive model and Strengths, Weaknesses,Opportunities, and Threats (SWOT) analysis based on the Internal and External Factor Analysis Summary matrices, while validity was ensured through triangulation. Results: Development remains suboptimal, particularly in facilities and ancillary services, though the destination scores a positive internal difference of 0.10 and a positive external difference of 0.30, placing it in Quadrant I, which calls for an aggressive, growth-oriented strategy. Conclusions: Hamadi Beach possesses strong natural and cultural assets that justify prioritized investment in facility upgrading, digital promotion, community-based cultural tourism, and institutional strengthening. Limitations: The single-site case design and the scoring-based SWOT procedure limit generalization and preclude formal statistical inference. Contributions: The study integrates the 4A tourism framework with a quantified Internal and External Factor Analysis Summary (IFAS-EFAS)-based Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis in the underexplored context of Hamadi Beach, Papua.

Abstract

Purpose: This study examines the impact of road infrastructure development on local business growth in Nduga Regency, Papua Highlands, Indonesia, and explores community perceptions of its economic benefits and its sustainability. Research Methodology: A qualitative descriptive approach, complemented by quantitative analysis (Likert scale), was used to gather primary data from 30 respondents in the Kenyam District, including micro and small entrepreneurs, traders, and community members. Five key informants from the Regional Public Works Agency (PUPR), Bappeda, and community leaders provided additional insights through interviews. Secondary data were obtained from official statistics and government documents from 2019 to 2024. Results: The results show consistently high community ratings across all economic impact indicators, with 83.33% of respondents rating income improvement as "very good," followed by market expansion and trading fluency at 80.00%. Key informant interviews confirmed that road development reduced the prices of basic goods, facilitated trade, and created new business opportunities. Despite these improvements, 79.4% of regency-level roads remain unpaved, and income gains are constrained by limited capital and incomplete road access. Conclusions: The study concludes that road infrastructure is a significant catalyst for economic growth but requires complementary investments in village roads, capital access, and the inclusive participation of Indigenous communities. Limitations: This study had limitations, such as a small sample size and reliance on self-reported data. Contribution: This study provides insights for policymakers and highlights the challenges faced by Indigenous Papuans, offering a foundation for future research on infrastructure development in underserved regions

Abstract

Purpose: This study examines the factors influencing regional development planning performance in Nduga Regency, focusing on the contribution of planning document consistency, integration, and quality (RPJMD, RKPD, Renstra OPD, and Renja) to overall performance. Research Methodology: A quantitative approach was used, with primary data collected through structured questionnaires from 56 respondents across 28 regional government organizations in Nduga Regency. Data were analyzed using structural equation Modelling (SEM-PLS) with WarpPLS 8.0 software. Results: Internal factors—document quality, process effectiveness, resource commitment, and implementation readiness—had a significant positive effect on planning performance (P<0.01; R²=0.608; f²=0.608, large effect). External factors had a positive but non-significant effect (P=0.08; R²=0.179; f²=0.179, medium effect). Planning document consistency and quality contribute significantly to performance but underperform because of a disconnect between planning documents and budgeting instruments. Conclusions: Internal capacity and document alignment are key determinants of planning performance. Despite challenges such as geographical isolation and security disruptions, the main issue lies in limited human resource competence and weak coordination between planning and budgeting in the health sector. Limitations: The study's sample size is relatively small, consisting of only 56 respondents from 28 regional government organizations, which may limit the generalizability of the findings of this study. Additionally, the research focuses solely on Nduga Regency, a single urban area, and may not fully reflect the diverse challenges faced by other regions in the country. The study also did not account for potential biases in the data collection process, such as respondent perception or external variables not included in the model. Contribution: This is the first SEM-PLS study on regional planning performance in Nduga Regency, offering insights into the impact of internal constraints on planning in such regions.

Abstract

Pengabdian ini berjudul Edukasi menabung bagi Anak Sekolah Minggu pada Jemaat GKI El-Elyon Kotaraja-Kota Jayapura,  menurut UU BI No, 10 Tahun 1998 yang dimaksud dengan tabungan (saving) adalah simpanan yang penarikannya hanya dapat dilakukan menurut syarat-syarat tertentu yang disepakati, tetapi tidak dapat ditarik dengan cek, bilyet giro, dan atau alat lainnya yang dipersamakan dengan itu, sedangkan tujuan dari menabung adalah mengumpulkan dana dari masyarakat guna membiayai pembangunan dan menanamkan kebiasaan menabung dikalangan masyarakat. Tabungan yang ditawarkan di bank disediakan untuk memenuhi pelayanan masyarakat dalam penyimpanan uang dalam bentuk tabungan maupun dalam bentuk penyediaan dana bagi masyarakat penting di sampaikan pada anak-anak sekolah minggu Jemaat GKI El-Elyon Kotaraja-Kota Jayapura. Kegiatan menabung di Bank, maka pemilik rekening tabungan atau masyarakat dapat menikmati banyak manfaat yang akan dirasakan saat awal menabung dan di masa yang akan datang. Kegiatan menabung memang sering dirasakan sulit untuk dilakukan oleh sebagian orang,  padahal jika kita mengetahui manfaat menabung ini adalah; 1. Untuk belajar hidup hemat, akan membuat seseorang menyisakan uangnya/pendapatannya sehingga menghindari jajan-jajan yang kurang berguna.Uang tersebut sudah dialokasikan untuk menabung. 2. Ketersediaan uang disaat mendesak maka uang tabungan ini bisa dipergunakan untuk mengantisipasi keadaan mendadak yang bisa saja datang tiba-tiba, dan 3 mengajarkan anak-anak untuk tidak berhutang, karena dengan menabung kita mempunyai ketersediaan dana, dan pada saat dibutuhkan tidak perlu mengalami kesulitan karena ada uang/dana yang dapat membiayai kesulitan yang di hadapi pada saat yang tidak terduga. Adapun tujuan kegiatan pengabdian adalah meningkatkan pemahaman pengetahuan  Tabungan (Saving) dan pentingnya menabung dalam kegiatan anak-anak Sekolah Minggu pada Jemaat GKI El-Elyon Kotaraja-Kota Jayapura. Hasil kegiatan pengabdian ini nantinya diharapkan; dapat memberikaan pengetahuan dan pemahaman pentingnya menabung dalam kegiatan anak-anak Sekolah Minggu pada Jemaat Gereja GKI El-Elyon Kotaraja-Kota Jayapura sehngga dapat belajar hidup hemat, ada ketersediaan uang disaat mendesak dan 3 mengajarkan anak-anak untuk tidak berhutang, karena dengan menabung kita mempunyai ketersediaan uang, dan pada saat dibutuhkan tidak perlu mengalami kesulitan karena ada uang yang dapat membiayai kesulitan yang di hadapi pada saat yang tidak terduga pada kegiatan setiap hari, baik untuk kegiatan konsumsi, produksi dan pertukaran (distribusi).

Abstract

West Papua's forests are the lungs of the world, because it has the largest remaining forest and it is hoped that its sustainability will be maintained. Community life in the forest has become part of people's lives in South Sorong Regency, West Papua, which is very dependent on natural forests. Forest management activities by local communities are still dominated by men, this is in accordance with the local cultural system which recognizes the patrilineal system which prioritizes men who are more powerful and traditional leadership and village administration than women. Therefore, the issue of gender is very appropriate to be raised and discussed in this research in order to realize equality in adat and leadership in government. In addition, gender issues are linked to the anti-corruption context in the forestry sector in South Sorong Regency. The data used is primary data including data on 1) identity, 2) characteristics of household members, 3) household understanding of forests, 4) gender and forest utilization activities, 5) gender participation in forest management, 6) gender and corruption in forestry sector, and 7) understanding of and participation in the anti-corruption program, while secondary data is in the form of forest area data, Forest Management Units, Forest Farmers Groups, Forest Management Institutions; number of households in forest area, forestry profile of south sorong district, forestry statistics, forestry service annual report. The results of the study show that in terms of gender, men play a greater role in forest management, but also more involved in committing acts of corruption in the forestry sector.Keywords: gender, anticorruption, forest, participation
