Abstract

The Indonesian government realizes that developing alternative instruments for financing the state budget needs to continue—one of them with financing instruments based on sharia principles. This study examines the response of the Indonesian government in policy actions to seek financing for research and development infrastructure through Sukuk financing. This study uses a qualitative method with a narrative approach. This study uses three data collection techniques: regulatory survey, secondary data research, and Expert Elicitation with Experts' Judgments. Meanwhile, the data analysis technique uses content analysis, stakeholder analysis matrix, 're-analysis,' and digital discourse analysis. The results of this research reveal that the policy actions taken by the Indonesian government are through 1) regulatory in the form of policies related to the Sukuk financing policy in Indonesia, by issuing one regulation in the form of a law, one rule in the form of a Government Regulation of the Republic of Indonesia, and four rules at the level of ministerial regulations. On the other hand, the results of the mapping of stakeholders show that there are four clusters of actors, namely decision makers, project initiators, support partners, and civil society - media. 2) applicative action in the form of budget allocation related to infrastructure financing Sukuk in the research and development sector, during 2018-2022, financed 41 projects from 10 ministries/agencies. In the end, this research provides recommendations; namely, it is necessary to diversify the types of infrastructure that can be financed from Sukuk financing so that they follow the needs of Ministries/Agencies and Local Governments.

Abstract

The conversion of agricultural land has become a strategic issue with direct implications for food security, particularly in urban areas experiencing rapid development and population growth. Bengkulu City, as a provincial capital, has also undergone intensive agricultural land conversion. However, to date, no specific local policy has been established to ensure the protection of sustainable food agricultural land. This study examines the role of local regulations in preventing agricultural land conversion while identifying the need for adaptive policy innovations aligned with the local characteristics of Bengkulu City. Data were collected through in-depth interviews with relevant stakeholders, field observations in agricultural areas affected by land conversion, and document analysis of applicable local regulations. Data analysis followed the Miles and Huberman interactive model, reinforced by NVivo-assisted qualitative analysis to identify key themes and regulatory indicators. The findings reveal that the Bengkulu City Government currently relies on Local Regulation No. 4 of 2021 on the Regional Spatial Plan (2021-2041) concerning the Regional Spatial Plan as the primary instrument for controlling agricultural land conversion. Although this regulation normatively establishes spatial zoning, it has not effectively restrained agricultural land conversion due to the absence of specific provisions on the protection of sustainable food agricultural land. NVivo analysis identified three major regulatory indicators: regulations that support innovation, regulations that hinder innovation, and bureaucratic hierarchy. The lack of a specific regulation on Sustainable Food Agricultural Land Protection (LP2B), weak law enforcement, and complex cross-sectoral coordination are the main factors inhibiting policy innovation. This study concludes that ineffective control of agricultural land conversion in Bengkulu City is not caused by regulatory rigidity but by overreliance on general spatial planning policies without supporting technical and innovative derivative regulations. Therefore, this research recommends the formulation of a specific Local Regulation on Sustainable Food Agricultural Land Protection (LP2B) as an adaptive and integrated policy innovation.

Abstract

Undang-Undang Cipta Kerja Tahun 2020 mengganti nomenklatur Izin Mendirikan Bangunan (IMB) menjadi Persetujuan Bangunan Gedung (PBG) melalui Peraturan Pemerintah Nomor 16 Tahun 2021, yang secara signifikan telah mengubah tata kelola perizinan bangunan gedung di Indonesia. Penelitian ini bertujuan untuk melakukan evaluasi kebijakan retrospektif (ex-post) terhadap dampak implementasi kebijakan perizinan bangunan PBG dengan menggunakan kriteria evaluasi kebijakan Wiliam Dunn meliputi efektivitas, efisiensi, perataan, dan responsivitas untuk mengetahui pengaruhnya terhadap perubahan perilaku dan perubahan kondisi sosial ekonomi di Kabupaten Purwakarta. Metode penelitian yang digunakan adalah metode kuantitatif menggunakan data kuesioner yang berasal dari 99 responden yang terdiri dari masyarakat pemohon PBG dan ASN pelaksana kebijakan. Hasil penelitian mengungkapkan bahwa terdapat pengaruh yang kuat dan signifikan antara efektivitas dan responsivitas kebijakan PBG terhadap perubahan perilaku masyarakat dan ASN organisasi di Kabupaten Purwakarta. Sementara itu kriteria perataan dan efisiensi memiliki hubungan yang lemah dan tidak signifikan terhadap terjadinya perubahan kondisi sosial dan ekonomi di Kabupaten Purwakarta.

Abstract

Bandara Internasional Jawa Barat (BIJB) Kertajati merupakan infrastruktur strategis yang dibangun untuk memperkuat konektivitas regional, nasional, dan internasional sekaligus mendorong pertumbuhan ekonomi wilayah. Namun, kapasitas infrastruktur yang besar belum diikuti oleh tingkat utilisasi operasional yang optimal. Kondisi ini menunjukkan bahwa persoalan BIJB Kertajati tidak hanya terletak pada aspek teknis-operasional, tetapi juga pada efektivitas tata kelola jejaring antaraktor yang terlibat dalam pengelolaannya. Penelitian ini bertujuan menganalisis governance network dalam pengelolaan operasional BIJB Kertajati dengan menggunakan kerangka teori Klijn dan Koppenjan (2016). Penelitian menggunakan pendekatan kualitatif dengan metode deskriptif melalui wawancara mendalam dan studi dokumentasi. Informan penelitian terdiri dari perwakilan DPRD Provinsi Jawa Barat, Pemerintah Kabupaten Majalengka, PT Bandarudara Internasional Jawa Barat (Perseroda), PT Angkasa Pura Indonesia, dan pengguna jasa. Analisis data dilakukan dengan bantuan NVivo 12 berdasarkan dimensi institutional factors, external developments, substantive factors, strategic factors, interactive process, network management, dan outcomes. Hasil penelitian menunjukkan bahwa governance network pengelolaan BIJB Kertajati belum berjalan efektif. Hambatan utamanya terletak pada tiga hal. Pertama, ketidakefektifan kolaborasi dalam pemanfaatan kapasitas bandara yang dipengaruhi oleh asimetri kekuasaan, di mana pemerintah pusat mendominasi pengambilan keputusan strategis sementara aktor daerah memiliki ruang manuver terbatas. Kedua, lemahnya kolaborasi informasional dalam promosi dan sosialisasi akibat fragmentasi persepsi antaraktor dalam mendefinisikan masalah utama bandara. Ketiga, perbedaan perspektif antaraktor menghasilkan strategi yang belum terkonvergensi dalam tindakan kolektif yang efektif. Faktor yang paling krusial adalah belum terbangunnya mekanisme network management yang sistematis dan terinstitusionalisasi untuk mengelola kompleksitas interaksi dan mengarahkan kolaborasi menuju tujuan bersama.  West Java International Airport (BIJB) Kertajati is a strategic infrastructure project developed to strengthen regional, national, and international connectivity while stimulating regional economic growth. However, its large infrastructure capacity has not been followed by optimal operational utilization. This indicates that the core issue of BIJB Kertajati extends beyond technical and operational aspects to the effectiveness of inter-actor governance arrangements. This study aims to analyze the governance network in the operational management of BIJB Kertajati using Klijn and Koppenjan’s (2016) theoretical framework. The research employs a qualitative approach with a descriptive method through in-depth interviews and documentation studies. Informants consist of representatives from the West Java Provincial Parliament, Majalengka Regency Government, PT Bandarudara Internasional Jawa Barat (Perseroda), PT Angkasa Pura Indonesia, and service users. Data were analyzed using NVivo 12 based on the dimensions of institutional factors, external developments, substantive factors, strategic factors, interactive process, network management, and outcomes. The findings reveal that the governance network in BIJB Kertajati operational management has not functioned effectively. Three major constraints were identified. First, ineffective collaboration in airport capacity utilization is shaped by power asymmetry, where the central government dominates strategic decision-making while local actors have limited room for maneuver. Second, weak informational collaboration in promotion and public outreach stems from fragmented perceptions among actors in defining the airport’s main problem. Third, divergent actor perspectives produce strategies that have not converged into effective collective action. The most crucial underlying factor is the absence of a systematic and institutionalized network management mechanism to manage interaction complexity and direct collaboration toward shared goals.
