Abstract

Abstrak Penelitian ini dilakukan untuk mengetahui dampak kebijakan pembangunan Smelter di Indonesia dimana kebijakan yang sebelumnya mewajibkan perusahaan pertambangan untuk melakukan pengolahan dan pemurnian hasil pertambangan sebelum di jual ke pasar international. Namun dalam perjalanan kebijakan tersebut terjadi perubahan kebijakan selama kurun waktu 9 tahun ini dan perubahan tersebut telah memberikan dampak yang signifikan dalam pelaksanaannya. Metode yang digunakan dalam penelitian ini adalah menggunakan literature review yang berbagai dari surat kabar, peraturan-peraturan pemerintah, data-data kementerian serta data lainnya yang berhubungan dengan kegiatan smelter tersebut. berdasarkan hasil literature review. Berdasarkan hasil penelitian diketahui bahwa kebijakan smelter tersebut memberikan dampak yang baik bagi tenaga kerja dan pendapatan negara serta ekonomi dikawasan sekitar. Namun di sisi lain kebijakan pembangunan smelter yang berubah-ubah membuat perusahaan pertambangan menjadi malas untuk membangun dan menyebabkan kerugian bagi perusahaan dengan dikeluarkannya peraturan pememerintah nomor 1 tahun 2017 serta Permen ESDM nomor 5 dan 6 Tahun 2017.

Abstract

Penyebaran Covid-19, menuntut pemerintah untuk merumuskan berbagai program kebijakan guna percepatan penanganan pandemi Covid-19. salah satu program pemerintah dalam percepatan penanganan Covid-19 yaitu melalui pelaksanaan program vaksinasi nasional, dengan target capaian pada akhir tahun 2021 sebanyak 75% populasi sudah mendapatkan vaksinasi.  Akan tetapi pada prakteknya, capaian vaksinasi di Indonesia dirasakan masih kurang efektif, hal ini ditandai dengan belum meratanya capaian vaksinasi di daerah. Vaksinasi di Kabupaten Tanggamus sampai dengan akhir tahun 2021 masih belum sesuai harapan, dimana vaksinasi dosis 1 baru tercapai 72,00% sementara dosis 2 baru 34,93%. Beberapa kendala seperti keterbatasan dan keterlambatan distribusi vaksin Covid-19, penyebaran gerai vaksinasi dan tenaga vaksinator yang belum merata, kurangnya sinergi antar instansi dalam pelaksanaan program vaksinasi hingga masih adanya ketakutan masyarakat akan dampak lanjutan pasca vaksinasi. Mendasari hal tersebut, Bupati Tanggamus telah menerbitkan Surat Edaran Bupati Nomor: 360/4924/25/2001 tentang Vaksinasi Terpadu Dalam Rangka Percepatan Vaksinasi Covid-19 di Kabupaten Tanggamus. Hal ini guna mendorong percepatan pelaksanaan program vaksinasi nasional untuk membangun kekebalan komunitas (herd immunity) sebagai salah satu dalam memutus mata rantai penyebaran Covid-19. Adapun untuk mendukung implementasi kebijakan tersebut, perlu penguatan sinergi antar instansi dalam percepatan program vaksinasi melalui tahapan pengorganisasian, interpretasi dan penerapan. The ongoing spread of Covid-19 requires the government to formulate various policy programs. One of the government's focuses is in Accelerating the handling of Covid-19, namely through the implementation of a national vaccination program with a target of achievement of 75% of the population by the end of 2021. However, in practice, vaccination achievements are still ineffective, this is indicated by the unequal distribution of vaccination achievements in the regions. In Tanggamus Regency until the end of 2021 is still not as expected, where the 1st dose of vaccination has only reached 72.00% while the 2nd dose is only 34.93%. Several obstacles in the implementation of the vaccination program, such as the limitations and delays in the distribution of the Covid-19 vaccine, the uneven distribution of vaccination booths and vaccinator staff, the lack of synergy between agencies in the implementation of the vaccination program and the public's fear of post-vaccination effects. Based on this, the Regent of Tanggamus has issued a Circular Letter of the Regent Number: 360/4924/25/2001. This aims to accelerate the achievement of the target in realizing community immunity (herd immunity). As for supporting the implementation of the policy, it is necessary to strengthen the synergy between agencies in accelerating the vaccination program through the stages of organization, interpretation and implementation.

Abstract

The application of mixed methods has been widely implemented in several studies, particularly in the field of public policy; however, the implementation of convergent parallel mixed methods has been limited. Thus, such methods are appropriate to reveal the science, technology, and innovation (STI) policy dynamics in Indonesia during the 1945–2020 period, as policy dynamics research attempts to reveal the evolution of the changes regarding the policy itself. The following five concepts are analyzed through convergent parallel mixed methods: 1) regime/government change, 2) institutional change/transformation, 3) change in policy issuance, direction, and content, 4) actor role and existence, and 5) policy object input and output. This article discusses the method details, from the paradigm, research dataset, and technique selection for collecting and analyzing research data to the research implementation.

Abstract

Berdasarkan analisis situasi yang dilakukan diasumsikan pelatihan bertema ‘Manajemen Media Digital bagi Praktisi Media Lokal” dibutuhkan oleh praktisi media lokal di Kabupaten Pangandaran dalam menghadapi era digital. Pelatihan yang kemudian dilakukan oleh tim Pengabdian Pada Masyarakat (PPM) Fikom Unpad ini menggunakan metode ceramah dan diskusi dengan peserta terbatas. Peserta terdiri dari para praktisi media lokal di Kabupaten Pangandaran yang tergabung dalam Aliansi Jurnalis Pangandaran (AJP). Berdasarkan hasil evaluasi terhadap pelatihan yang dilakukan ditemukan beberapa hal berikut. Praktisi media lokal adalah sumber daya yang memiliki keterbatasan baik dari segi fasilitas maupun kapasitas akan tetapi sangat antusias untuk meningkatkan kualitas mereka dengan mengikuti pelatihan terutama terkait dengan media digital. Peserta pelatihan memiliki idealisme berbasis pada prinsip-prinsip jurnalis dan kepedulian pada kepentingan lokal. Diperlukan peningkatan kemampuan untuk mengemas konten lokal di media digital. WhatsApp Group dengan nama ‘Diskusi Unpad” yang dibuat atas inisiatif peserta merupakan output pelatihan yang menjadi ruang komunikasi antara akademisi dan praktisi untuk berbagi pengetahuan tentang beragam isu serta mencari solusi beragam masalah yang dihadapi.

Abstract

This article reveals the reality, policy strategies, and roadmap plans for human resource development in Indonesia's research and innovation field. The result of human resources in a lot of research and innovation is an important one, especially after the government's commitment through the issuance of Presidential Regulation Number 18 of 2020 concerning the National Medium-Term Development Plan (RPJMN) for 2020-2024 and also the Presidential Decree of the Republic of Indonesia Number 21 of the Year 2021 concerning the National Talent Management Task Force, where research and innovation are one of the sectors developed in national talent management. This study uses a qualitative method with a descriptive approach. The investigation resulted in four aspects of concern, namely the existing conditions and the Indonesian government's experience in developing human resources in the field of research and innovation, which had been initiated since the era of President Soekarno, then the presence of a scholarship program created by Prof. Eng. BJ Habibie, who at that time served as Minister of State for Research and Technology by providing scholarships to more than 1,500 people during 1982-1996 to study in several countries which would later become talents for the national strategic industry and research and development institutions in Indonesia. The results of talent management policy mapping in the research and innovation sector are discussed in the next section. To enrich understanding, a comparative study of talent management and policy was carried out in Japan, the Philippines, and Malaysia. In the end, a proposed strategy and roadmap for implementing research talent and innovation in Indonesia are presented.

Abstract

This study aims to formulate alternative strategies in order to improve the quality of public information disclosure (KIP) in East Belitung Regency. The research method uses a descriptive qualitative approach. The data collection method is an interview with 2 main information and documentation management officials (PPID), and 8 auxiliary PPID. The selection of the ten respondents was carried out by purpossive sampling method. The interview results were analyzed using the SWOT analysis method. The results showed that a comprehensive strategy is needed to improve the quality of KIP implementation in East Belitung Regency through optimizing the use of strength and opportunity factors, as well as minimizing the weaknesses and threats faced by public bodies, especially from the institutional aspects of PPID, strengthening technical regulations, and variations in the use of public information dissemination media in East Belitung Regency.

Abstract

Problems that arise in metropolitan areas are often cross-border in administrative boundaries across districts that require solutions involving coordination of several local governments, such as Bandung Basin Urban Area which consists of Bandung City, Cimahi City, Bandung Regency, West Bandung Regency, and Sumedang Regency. This study aims to examine the implementation of collaborative governance in development management in the Bandung Basin Urban Area. This research was conducted using qualitative methods and descriptive approaches, through analysis and processing of primary and secondary data. Primary data was collected through in-depth interviews with informants from the Bandung Basin Urban Area Management Agency. In previous research, it was found that the Greater Bandung Metropolitan area has already been in a collaborative governance scheme but still has many obstacles thus has not been able to encourage and facilitate cooperation within the relevant local government spheres. The latest research shows that there has been progress towards a better direction for collaborative governance in the context of the Bandung Basin Urban Area in general, even though the collaboration process has only been effectively started since September 2021. The analysis process focuses on the performance of the Bandung Basin Urban Area Management Agency's functions from the aspects of initial conditions, facilitative leadership, institutional design, and collaborative processes. The novelty in this study is directed at the proposed improvement of the collaborative governance model, in the scope of institutional aspects, knowledge and capacity development, collaboration processes, and aspects of authority.

Abstract

A number of reports obtained by the Ombudsman of the Republic of Indonesia related to problems in the implementation of health services indicate that the implementation of health services in Indonesia has not been running well. South Tangerang City is one of the big cities in Banten Province that does not have A/B type health facilities. In addition, the researchers findings indicate that out-patient care services at Tangsel Hospital have not been running optimally. This study aims to determine and describe the quality of out-patient care services at Tangsel Hospital. Researchers used 6 (six) dimensions in health service standards according to WHO. This research is a descriptive quantitative research with survey methods and questionnaires as research instruments. Researchers used the Accidental Sampling technique for sampling. The results of hypothesis testing using the one sample test showed that the quality of health services at Tangsel Hospital was greater than 70%, which means H0 was rejected and Ha was accepted. This shows that the quality of of out-patient care services at Tangsel Hospital is categorized as very good. Researchers suggest an improvement in service time management that requires face-to-face meetings with doctors and parking management considering that Tangsel Hospital is a fairly large hospital. Regular evaluations and training on ethics and attitudes in treating patients need to be held. In addition, the researchers suggested that Tangsel Hospital conduct socialization regarding queues and online doctor schedules to old and/or new patients, so that problems such as waiting times and call centers can be resolved properly.Sejumlah laporan yang didapatkan Ombudsman RI terkait dengan permasalahan penyelenggaraan pelayanan kesehatan menunjukkan bahwa penyelenggaraan pelayanan kesehatan di Indonesia belum berjalan dengan baik.. Kota Tangerang Selatan adalah salah satu kota besar di Provinsi Banten yang tidak memiliki fasilitas kesehatan di tipe A/B. Selain itu, temuan-temuan awal peneliti yang menunjukkan bahwa pelayanan rawat jalan di RSUD Tangsel belum berjalan secara maksimal. Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan kualitas pelayanan rawat jalan RSUD Tangsel. Peneliti menggunakan 6(enam) dimensi kualitas pelayanan menurut Tjiptono dan 6(enam) dimensi dalam standar pelayanan kesehatan menurut WHO. Penelitian ini merupakan penelitian kuantitatif deskriptif dengan metode survei dan kuisioner sebagai instrumen penelitian. Peneliti menggunakan teknik Accidental Sampling untuk pengambilan sampel. Hasil pengujian hipotesis dengan menggunakan one sample test menunjukkan bahwa kualitas pelayanan rawat jalan RSUD Tangsel lebih besar dari 70% yang artinya H0 ditolak dan Ha diterima. Hal tersebut menunjukkan bahwa kualitas pelayanan rawat jalan RSUD Tangsel dikategorikan sangat baik.Peneliti menyarankan adanya perbaikan manajemen waktu layanan yang membutuhkan tatap muka dengan dokter dan pengelolaan parkir mengingat RSUD Tangsel adalah rumah sakit yang cukup besar. Perlu diadakan evaluasi rutin dan pelatihan mengenai etika dan sikap dalam menangani pasien. Selain itu peneliti menyarankan RSUD Tangsel mengadakan sosialisasi mengenai antrian dan jadwal dokter online kepada pasien lama dan/atau baru, sehingga permasalahan seperti waktu tunggu dan call center dapat teratasi dengan baik.

Abstract

ABSTRACTThe rapid development of information and communication technology encourages the government to provide fast and precise public services. The government is developing an innovative city management concept that is integrated through information and communication technology called Smart City. In Bandung, the Bandung Smart City is supported by an android-based public complaint program, the Bandung Panic Button. After being traced, the Bandung Panic Button program experienced several problems, such as the lack of application users, invalid reports from the public, and disruptions to the application system. This study aims to determine the diffusion process of the Bandung Panic Button program carried out by the Bandung Command Center.The theory used as a guide in this study is the diffusion theory mentioned by Everett M. Rogers (2003) which includes four elements of program diffusion, namely innovation, communication channels, timeframe, and social system.Qualitative research methods with a descriptive approach are used by researcher to deeply understand and explore participants' perspectives related to the diffusion of the Bandung Panic Button program. Data analysis in this study was carried out in three stages, such as data reduction, data presentation, and drawing conclusions. Researcher used triangulation of sources in testing the validity of the data obtained.The results showed that the diffusion of the Bandung Panic Button program was not successful. This is indicated by the low level of public knowledge and acceptance of this program. Bandung Command Center is not aggressively providing information about the Bandung Panic Button through mass media and interpersonal to the public and is slow in following up on system disturbances experienced by its users. ABSTRAK Pesatnya perkembangan teknologi informasi dan komunikasi mendorong pemerintah untuk menyelenggarakan pelayanan publik yang cepat dan tepat. Pemerintah mengembangkan salah satu inovasi konsep pengelolaan kota yang terintegrasi melalui teknologi informasi dan komunikasi yang disebut Smart City. Di Kota Bandung, perwujudan Bandung Smart City didukung oleh salah satu program pengaduan masyarakat berbasis android yaitu Bandung Panic Button. Setelah ditelusuri, program Bandung Panic Button mengalami beberapa masalah yaitu sedikitnya pengguna aplikasi, adanya laporan tidak valid dari masyarakat, dan terjadinya gangguan pada sistem aplikasinya. Penelitian ini bertujuan untuk mengetahui proses difusi program Bandung Panic Button yang dilakukan oleh Bandung Command Center.Teori yang digunakan sebagai panduan dalam penelitian ini adalah teori difusi yang disebutkan oleh  EverettRogers (2003) yang mencakup empat elemen difusi program yaitu inovasi (the innovation), saluran komunikasi (communication channel), jangka waktu (time), dan sistem sosial (social system).Metode penelitian kualitatif dengan pendekatan deskriptif digunakan oleh peneliti untuk memahami secara mendalam serta eksplorasi perspektif partisipan terkait difusi program Bandung Panic Button. Analisis data dalam penelitian ini dilakukan dalam tiga tahap yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Peneliti menggunakan triangulasi sumber dalam menguji keabsahan data yang diperoleh.Hasil penelitian menunjukkan bahwa difusi program Bandung Panic Button belum berhasil. Hal ini ditunjukkan dengan rendahnya pengetahuan dan penerimaan masyarakat terhadap program ini. Bandung Command Center tidak gencar dalam memberikan informasi mengenai Bandung Panic Button melalui media massa maupun interpersonal kepada masyarakat serta lambat dalam menindaklanjuti gangguan sistem yang dialami penggunanya.

Abstract

A study based on the Covid-19 pandemic situation and government policies to reduce unemployment through vocational training. But his Department of Labor job training program during the COVID-19 pandemic in 2021 didn't make much of an impact. This study aims to determine the evaluation of the Department of Labor's vocational training programs during his COVID-19 pandemic in 2021. This survey was conducted using a qualitative approach using the CIPP counseling theory. Data collection methods used unstructured and/or semistructured observations and interviews, documents, and literature review. The study used data analysis techniques with three stages, in the form of data condensation, data presentation, and conclusion drawing and verification. The results of the study concluded that the vocational training program at the Ministry of Manpower had not been successful in terms of input, process, and product aspects. From the input aspect, vocational training resources are not sufficient. From the aspect of the process, there are still obstacles in the realization of training, supervision, and instructor skills. Meanwhile, from the product aspect, it is not possible to ensure that participants are placed after being trained.  Penelitian berdasarkan kondisi pandemi covid-19, dan kebijakan pemerintah dalam mengurangi angka pengangguran dengan pelatihan vokasi. Akan tetapi program pelatihan vokasi di Kementerian Ketenagakerjaan selama periode pandemi covid-19 pada tahun 2021 tidak memberikan dampak yang signifikan. Penelitian ini bertujuan untuk mengetahui evaluasi program pelatihan vokasi kementerian ketenagakerjaan selama periode pandemi covid-19 pada tahun 2021. Penelitian dilakukan melalui pendekatan kualitatif, menggunakan guidance theory CIPP. Metode pengumpulan data menggunakan  observasi dan wawancara tidak terstruktur dan/atau semi terstruktur, dokumen, dan studi literatur. Penelitian memakai teknik analisis data dengan tiga tahapan, berupa kondensasi data, penyajian data, serta penarikan kesimpulan dan verifikasi. Hasil penelitian menyimpulkan program pelatihan vokasi yang berada di Kementerian Ketenagakerjaan  belum berhasil dilihat dari aspek input, proses, dan produk. Dari aspek input, sumber daya pelatihan vokasi belum mencukupi kebutuhan. Dari aspek proses, masih memiliki kendala pada realisasi pelatihan, pengawasan, dan  skills instruktur. Sedangkan dari aspek produk tidak bisa memastikan peserta ditempatkan setelah dilatih.
