Abstract

This research is motivated by problems in the mining sector that are often in the spotlight, namely the implementation of reclamation by mining companies that are not in accordance with applicable policies. Referring to Law Number 3 of 2020 concerning Substitute Law Number 4 of 2009 concerning Mining and Minerals and Decree of the Minister of Energy and Mineral Resources Number 1827 K / MEM / 2018 concerning Guidelines for Implementing Good Mining Engineering Rules, that the company owns a Business License Mines are required to carry out reclamation with a 100% percentage achievement. The purpose of this study is to measure and analyze how effective the policies regarding the implementation of reclamation are carried out by mining companies holding Production Operation Mining Business Permits in Tanah Bumbu Regency, South Kalimantan Province. This study uses the effectiveness theory of Lubis and Husseini regarding the effectiveness approach and the one used by the researcher is the goal approach. This approach emphasizes more on the results achieved from a policy. The results achieved are seen from the reclamation implementation that has been carried out by the mining company holding in Tanah Bumbu Regency, South Kalimantan Province, which is then calculated by Mahsun's percentage of reclamation implementation with the effectiveness ratio. Data collection techniques used are by means of observation, interviews, and literature studies. The data analysis technique is to analyze the achievement of the implementation of the reclamation policy with the content of the reclamation policy. The results of this study indicate that the overall implementation of reclamation by mining companies in Tanah Bumbu Regency, South Kalimantan Province has not been effective. There are several things that need to be improved, namely the content of policies and supervision of the implementation of reclamation by the Department of Energy and Mineral Resources of the Province of South Kalimantan. Penelitian ini dilatarbelakangi oleh permasalahan pada sektor pertambangan yang sering menjadi sorotan ialah pelaksanaan reklamasi oleh perusahaan pertambangan yang belum sesuai dengan kebijakan yang berlaku. Mengacu pada Undang-Undang Nomor 3 Tahun 2020 Tentang Pengganti Undang-Undang Nomor 4 Tahun 2009 Tentang Pertambangan dan Mineral dan Keputusan Menteri Energi dan Sumber Daya Mineral Nomor 1827 K /MEM / 2018 Tentang Pedoman Pelaksanaan Kaidah Teknik Pertambangan yang Baik bahwa perusahaan pemilik Izin Usaha Pertambangan diwajibkan melaksanakan reklamasi dengan ketercapaian persentase 100%. Tujuan penelitian ini adalah untuk mengukur dan menganalisis seberapa efektif kebijakan mengenai pelaksanaan reklamasi dilaksanakan oleh perusahaan-perusahaan pertambangan pemilik Izin Usaha Pertambangan Operasi Produksi di Kabupaten Tanah Bumbu Provinsi Kalimantan Selatan. Penelitian ini menggunakan teori efektivitas dari Lubis dan Husseini mengenai pendekatan efektivitas dan yang digunakan oleh peneliti yaitu pendekatan sasaran (goals approach). Pendekatan ini lebih menekankan pada hasil yang dicapai dari suatu kebijakan. Hasil yang dicapai dilihat dari pelaksanaan reklamasi yang sudah dilakukan oleh perusahaan pertambangan pemilik Izin Usaha Pertambangan di Kabupaten Tanah Bumbu Provinsi Kalimantan Selatan yang selanjutnya dihitung persentase pelaksanaan reklamasi dengan rasio efektivitas oleh Mahsun. Teknik pengumpulan data yang digunakan yaitu dengan cara observasi, wawancara, dan studi literatur. Teknik analisis data dengan menganalisis ketercapaian pelaksanaan kebijakan reklamasi dengan isi kebijakan reklamasi. Hasil penelitian ini menunjukan bahwa secara keseluruhan pelaksanaan reklamasi oleh perusahaan-perusahaan pertambangan di Kabupaten Tanah Bumbu Provinsi Kalimantan Selatan belum efektif. Ada beberaha hal yang perlu untuk diperbaiki yaitu pada isi kebijakan serta pengawasan pada pelaksanaan reklamasi oleh Dinas Energi dan Sumber Daya Mineral Provinsi Kalimantan Selatan.

Abstract

Skripsi ini menggambarkan hasil penelitian mengenai pengendalian satuan kerja kota pada pelaksanaan Program Kotaku di Kota Bandung. Penulisan skripsi ini dilatarbelangaki oleh luasnya permukiman kumuh yang ada di Kota Bandung dan pelaksanaan Program Kotaku dari Kementerian Pekerjaan Umum dan Perumahan yang dilaksanakan di kabupaten/kota di Indonesia yang salah satunya di Kota Bandung sebagai kota prioritas dalam pelaksanaannya. Dari pra penelitian yang penulis lakukan, penulis mendapatkan beberapa indikasi masalah, seperti belum tercapainya target pengurangan permukiman kumuh yang direncanakan, belum dijalankannya kegiatan yang direncanakan sesuai dengan jadwal dalam pedoman umum pelaksanaan Program Kotaku, serta pelaksanaan program belum sesuai dengan prinsip pelaksanaan Program Kotaku yang tepat waktu.Penelitian ini bertujuan untuk mendapatkan data dan informasi mengenai pengendalian Program Kotaku di Kota Bandung yang dilakukan oleh satuan kerja kota. Metode yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif dengan cara pengumpulan data melalui studi kepustakaan dari dokumen-dokumen yang berkaitan dengan Program Kotaku dan penelitian lapangan dengan melakukan wawancara kepada stakeholder Program Kotaku di Kota Bandung serta melakukan observasi di lokasi pelaksanaan Program Kotaku di Kota Bandung.Hasil yang didapat dari penelitan ini adalah pengendalian yang dilakukan oleh satuan kerja kota dalam pelaksanaan Program Kotaku di Kota Bandung masih lemah karena tidak memiliki SOP pengendalian, tidak memiliki jadwal yang pasti dalam melakukan pemantauan ke lapangan, dan sering terjadinya perubahan perencanaan ditengah-tengah pelaksanaan kegiatan. Oleh karena itu, penulis memberikan saran untuk membuat SOP pengendalian, memiliki tim khusus pengendalian diluar satuan kerja, pelaksanaan team building untuk Tim Fasilitator dan mengintegrasikan program-program dengan tujuan yang sama di Kota Bandung.

Abstract

Pandemi covid-19 mengubah banyak hal dalam kehidupan masyarakat, paling utamanya adalah perubahan dalam mobilitas masyarakat khususnya masyarakat perkotaan. Sebagai upaya pencegahan lanjutan, Negara-negara di dunia membuat aplikas-aplikasi yang dapat melacak pergerakan masyarakat. Di Korea selatan, aplikasi ini bernama corona 100m (Co100) sedangkan di Indonesia bernama PeduliLindungi. Artikel ini bertujuan untuk menjelaskan dan membandingkan kedua aplikasi ini dan penggunaannya di kedua Negara. Apa saja yang menjadi kelebihan dan kekurangan dari kedua aplikasi, pelajaran apa yang kemudian dapat diterapkan di Indonesia. Penelitian menggunakan metode kualitatif dengan jenis penelitian komparatif. Dalam pengumpulan data, penelitian ini menggunakan observasi, wawancara, studi pustaka, dan internet searching. Pengumpulan data dalam penelitian ini dilakukan dengan mempelajari perundang-perundangan, peraturan dan literatur yang ada. Temuan dari artikel ini adalah adopsi internet di Indonesia menghambat percepatan penggunaan Aplikasi PeduliLindungi jika dibandingkan dengan Korea Selatan. Kemudian, Perlindungan terkait data pribadi masih belum maksimal dilakukan di kedua negara. Khusus di Indonesia, belum ada regulasi yang mengatur tentang keamanan data pribadi. Selanjutnya penggunaan PeduliLindungi belum menyeluruh dikarenakan besarnya wilayah dan perbedaan pesebaran internet di tiap daerah, berbeda dengan Korea Selatan yang hampir seluruh wilayahnya sudah dapat mengakses internet. The COVID-19 pandemic has changed many things in people's lives, the most important of which are changes in community mobility, especially in urban communities. As a further prevention effort, countries worldwide create applications that can track people's movements. In South Korea, this application name is Corona 100m (Co100), while in Indonesia, it is called PeduliLindung. This article will explain and compare these two applications and their use in both countries. What are the advantages and disadvantages of the two applications? What lessons can then apply in Indonesia? This study uses a descriptive qualitative approach with a comparative research type. This research uses observation, interviews, literature study, and internet searching in collecting data. Data collection in this study was carried out by studying existing laws, regulations and literature. The findings is that internet adoption in Indonesia has hampered the acceleration of the use of the Cares for Protection Application compared to South Korea. Then, protection related to personal data is still not maximally carried out in both countries. Especially in Indonesia, no regulations govern the security of personal data. Furthermore, the use of PeduliLindungi is not comprehensive due to the size of the area and the difference in the distribution of internet in each region, in contrast to South Korea, where almost all of its regions can access the internet.

Abstract

One of the characteristics of a democratic country is an open government. The administration of the state can take place in democratic and open governance if it applies the principle of public information disclosure (PID) in the administration of its government. In this regard, the Government of Indonesia issued Law Number 14 of 2008 concerning the Openness of Public Information, which must be implemented by all public bodies at every level of government in Indonesia, starting from the central government, and provincial governments, to district/city governments. This study's purpose is to see the extent to which the development of PID implementation practices is at the local government level. The method used in this research is a systematic literature review (SLR) method, by collecting all the results of the latest study on implementing PID at the local government level in Indonesia and systematically analyzing them. From 674 published articles obtained from the scholar.google.com portal using the Publish & Perish application, a PRISMA flow diagram was carried out so that 69 reports were received that were directly related to implementing KIP in local governments in Indonesia. The results show that the quality of PPID institutions influences the implementation of KIP in local governments, the availability of legal umbrellas in the form of regional regulations and head regulations, the information media used, and the available public information according to general needs.

Abstract

The Indonesian government realizes that developing alternative instruments for financing the state budget needs to continue—one of them with financing instruments based on sharia principles. This study examines the response of the Indonesian government in policy actions to seek financing for research and development infrastructure through Sukuk financing. This study uses a qualitative method with a narrative approach. This study uses three data collection techniques: regulatory survey, secondary data research, and Expert Elicitation with Experts' Judgments. Meanwhile, the data analysis technique uses content analysis, stakeholder analysis matrix, 're-analysis,' and digital discourse analysis. The results of this research reveal that the policy actions taken by the Indonesian government are through 1) regulatory in the form of policies related to the Sukuk financing policy in Indonesia, by issuing one regulation in the form of a law, one rule in the form of a Government Regulation of the Republic of Indonesia, and four rules at the level of ministerial regulations. On the other hand, the results of the mapping of stakeholders show that there are four clusters of actors, namely decision makers, project initiators, support partners, and civil society - media. 2) applicative action in the form of budget allocation related to infrastructure financing Sukuk in the research and development sector, during 2018-2022, financed 41 projects from 10 ministries/agencies. In the end, this research provides recommendations; namely, it is necessary to diversify the types of infrastructure that can be financed from Sukuk financing so that they follow the needs of Ministries/Agencies and Local Governments.

Abstract

This research aims to identify the policy acceleration strategy for a Clean and Serving Bureaucratic Area at MPP Bale Madukara, Purwakarta Regency. The study was conducted using a qualitative method, involving interviews and literature review of the research object. Based on the research results, several aspects still need improvement to enhance services at MPP Bale Madukara, Purwakarta Regency. The policy acceleration strategy for the Clean and Serving Bureaucratic Area (WBBM) based on the theory by Wheelen and Hunger in Ade Irawan (2015: 45) at MPP Bale Madukara still requires strengthening in strategy formulation and strategy implementation. Regarding strategy formulation, there is a need for improvements in governance, such as work programs and specific SOPs for MPP Bale Madukara. In terms of strategy implementation, while the overall performance of DPMPTSP is very good, specific performance measurement for MPP Bale Madukara has not been conducted yet, and evaluation and control from all tenants at MPP Bale Madukara are necessary.

Abstract

Program Pemberdayaan Masyarakat di bidang pariwisata di Desa Temajuk telah berlangsung sejak dirumuskannya Rencana Induk Pembangunan Pariwisata Daerah Kabupaten Sambas pada 2016. Program Pemberdayaan Masyarakat ini ditujukan kepada masyarakat sadar wisata, terutama masyarakat yang tergabung dalam Kelompok Sadar Wisata Pesona Bahari Desa Temajuk. Artikel ini bertujuan untuk mengevaluasi serta menganalisis program pemberdayaan masyarakat dibidang pariwisata di Desa Temajuk yang dalam menjalankan program ini Desa Temajuk berada di daerah Terdepan, Terluar, dan Tertinggal menjadikannya semakin kompleks dengan gejala sosial yang ada. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif, di mana peneliti mendapatkan informasi dengan metode purposive dengan mewawancarai narasumber yang kompeten. Untuk mengukur keberhasilan program pemberdayaan ini, peneliti menggunakan empat indikator, yakni indikator masukan, indikator proses, indikator hasil, dan indikator dampak. Indikator ini nantinya menjadi poin pembahasan yang akan ditarik kesimpulan bahwa program pemberdayaan ini sudah berjalan dengan efektif, namun masih memiliki beberapa kendala yang harus dihadapi terutama terkait intensitas yang kurang, kurangnya anggaran untuk program tersebut, prioritas masyarakat dalam mengikuti program, pola pikir masyarakat serta fasilitas penunjang program pemberdayaan. The Community Empowerment Programme in tourism in Temajuk Village has been going since the formulation of the Sambas Regency Regional Tourism Development Master Plan in 2016. This Community Empowerment Programme is aimed at tourism-aware communities, especially communities who are members of the Kelompok Sadar Wisata (Tourism Awareness Group ) Pesona Bahari in Temajuk Village. This article aims to evaluate and analyse the community empowerment program in the field of tourism in Temajuk Village which in running this program Temajuk Village is in the Frontier, Outermost, and Disadvantaged areas making it more complex with existing social symptoms. This research uses a qualitative research method with a descriptive approach, where researchers obtain information using a purposive method by interviewing competent sources. To measure the success of this empowerment programme, researchers used four indicators, namely input indicators, process indicators, outcome indicators, and impact indicators. This indicator will later become a discussion point that will draw the conclusion that this empowerment programme has been running effectively, but still has several obstacles that must be faced, especially related to lack of intensity, lack of budget for the programme, community priorities in participating in the programme, community mindset and facilities supporting the empowerment programme.Key word: Program, Empowerment, Tourism

Abstract

The paper aims to reveal the book system policy in Indonesia and the efforts made to increase interest in reading, including the movement undertaken to improve literacy in Indonesia. Identification and mapping have been executed through the regulatory survey method on the peraturan.go.id database, while slip and analysis have been exercised through content analysis. The paper provides empirical insights into the bookkeeping system and movement undertaken to improve literacy in Indonesia. National policies have supported the bookkeeping system in Indonesia. Meanwhile, to increase interest in reading, a literacy movement was initiated by President Susilo Bambang Yudhoyono on November 1, 2007, through the Law of the Republic of Indonesia Number 43 of 2007. Indonesia's literacy movement is "the national movement for reading fondness." This paper reveals that policy support at the national (state) level also needs to get help at the regional (local) level so that the literacy movement can be implemented up to the regional level. In addition, the central government's commitment is not only in the form of policy support but needs to be followed by several joint movements and incentives.

Abstract

This research aims to find out the implementation of a mental revolution that encourages  the acceleration of innovation and digitalization of public services through the implementation of e-government to build a clean, effective, democratic and trusted government.  The research design uses descriptive qualitative research by analyzing policy documents. This article examines the evolution of public service innovation policies in Indonesia related to the mental revolution initiative. The documents reviewed are laws, government regulations, ministerial regulations, and policy documents related to public service innovation and transformation, as well as e-government from January 2014 to May 2024. The results showed that since the launch of the National Movement for Mental Revolution, through the Indonesia Serves program, there has been an acceleration of the process of developing public service digitization innovations. This initiative encourages the acceleration of changes in the quality of public services by accelerating changes in the mindset, attitudes, and behavior of state civil apparatus to produce service innovations that improve the quality of public services. The acceleration of innovation development through e-government and public service digitalization can be realized with budget support, human resource readiness, sustainable policy commitment, and strong leadership in supporting the sustainability of holistic public service innovation.

Abstract

Tujuan penelitian ini adalah untuk mengetahui pengaruh model pembelajaran Project Based Learning terhadap kemampuan menulis pengalaman pribadi di SMP Kelas VII. Metode yang digunakan adalah metode eksperimen dengan pendekatan kuantitatif dan pre-test-post-control group design. Instrumen yang digunakan dalam penelitian ini adalah soal esay pretest dan posttest.  Populasi pada penelitian ini yaitu kelas VII SMPN 4 Kuningan. Sampel pada penelitian ini yaitu kelas VII B sebagai kelas eksperimen dan Kelas VII J sebagai kelas kontrol. Teknik analisis data menggunakan uji validasi ahli, uji normalitas, uji homogenitas, dan uji t-independen. Hasil penelitian menunjukkan bahwa hasil pretest kemampuan menulis pengalaman pribadi sebelum menggunakan  model  Project Based Learning masih jauh dari nilai kriteria ketuntasan minimal 75 yaitu di kelas eksperimen terdapat 1 orang siswa (3,33 %) yang tuntas serta yang belum tuntas 29 siswa (96,67%) sedangkan di kelas kontrol 30 siswa (100 %) tidak tuntas.  Hasil post test mengalami kenaikan yaitu di kelas eksperimen terdapat 24 siswa (80%) tuntas dan 6 siswa (20%) tidak tuntas serta di kelas kontrol 2 siswa (6,68%) tuntas serta 28 siswa (93,33%) belum tuntas. Nilai rata-rata kelas eksperimen dari 55,67 menjadi 81,67 sedangkan di kelas kontrol nilai rata-ratanya 41,67 menjadi 47,67. Berdasarkan uji hipotesis, Sig. (2-tailed) 0,000˂0,05, Ha diterima dan H0 ditolak yang artinya terdapat pengaruh yang signifikan  sebelum dan sesudah menggunakan  model  Project Based Learning terhadap kemampuan menulis pengalaman pribadi di SMP kelas VII.
