Abstract

This study analyses the policy dynamics of esports in Indonesia and its economic potential within the context of the digital economy. Using a qualitative descriptive approach, the research explores the transformation of esports policies from unrecognised to becoming a professional sports branch, including the impact of revising Law No. 3 of 2005 into Law No. 11 of 2022. The findings indicate that esports has significant economic potential, with Indonesia's gaming industry's revenue reaching USD 1.1 billion in 2023. However, challenges such as the lack of comprehensive regulations, the dominance of foreign companies, and infrastructure limitations still need to be addressed. This study recommends inclusive policies to support local developers, strengthen the ecosystem, and utilize esports as a key driver of Indonesia's digital economy.

Abstract

This study examines the role of video games as instruments of foreign policy by comparing Japan and Poland. Utilizing a qualitative comparative analysis, it explores how each country has strategically integrated video games into cultural diplomacy and soft power initiatives. Japan’s "Cool Japan" initiative exemplifies long-term state-supported cultural promotion, highlighted by Prime Minister Shinzo Abe’s appearance as Mario at the 2016 Rio Olympics. Poland, on the other hand, leverages its globally successful The Witcher franchise to enhance its cultural footprint, as demonstrated by Prime Minister Donald Tusk gifting The Witcher 2 to President Barack Obama. By analyzing these cases, this research identifies key policy frameworks, institutional support mechanisms, and socio-political contexts that shape the use of video games as tools for national branding and international relations. The findings suggest that government-backed gaming initiatives can significantly influence global perceptions and offer valuable lessons for other nations seeking to utilize their gaming industries for diplomatic and economic gains.

Abstract

This study aims to determine the actor network and discourse that work in the context of land bank formation in Indonesia. This study uses a qualitative method with a network-based discourse analysis approach (Discourse Network Analysis) to understand the pattern of actor networks and policy discourse. Data were collected from online media coverage, academic studies, and related regulations. The results of the study found that the policy actor network consists of the Government, private sector, academics, media, and civil society groups with discourses that contest between investment interests and social justice. The implications of this study indicate that land bank policies accommodate the interests of investors more than the principle of social justice in agrarian reform. Therefore, a critical evaluation of the regulation and implementation of this policy is needed so as not to ignore people's rights to land

Abstract

The goal of housing and settlement development is to create an environment and human living space that meets the essential needs of life, including security, protection, tranquility, self-development, health, beauty, and other necessities for the preservation of human life. The purpose of this study is to find out the policy of the process of handing over infrastructure, facilities, and housing utilities that have been implemented in areas in Indonesia. This study uses a case study method, namely by reviewing previous studies, to conclude. The results of the study show that there are several stages in the process of handing over housing infrastructure, facilities, and utilities in Indonesia, namely there is a stage of providing and developing infrastructure, facilities, and housing utilities, there is a stage of handing over housing infrastructure, facilities, and utilities from development to the district government, and finally there is a stage of registration or administration of housing infrastructure, facilities, and utilities. In addition, in the process of handing over, there are several weaknesses that are still faced by the local government in its policies, namely, location permits that are not recognized, weak law enforcement against housing developers, and the weakness of the housing monitoring team.

Abstract

Stunting is a chronic health issue that significantly impacts the physical growth and cognitive development of children, particularly in developing countries such as Indonesia. This study aims to classify stunting status among toddlers in the Singgahan District by applying the Support Vector Machine (SVM) algorithm, optimized using Grid Search Cross-Validation. The dataset consists of 642 toddler records with nine attributes representing nutritional and growth conditions. The classification process involves several stages, including data preprocessing, handling data imbalance using the SMOTE method, and model performance evaluation through 5-fold cross-validation. The results show that the SVM algorithm without optimization achieved an accuracy of 69.83%, while optimization with Grid Search Cross-Validation significantly increased the accuracy to 93.33%. These findings indicate that the application of SVM with hyperparameter tuning via Grid Search Cross-Validation is effective in improving classification accuracy for stunting status in toddlers. This research contributes to the use of machine learning in supporting decision-making processes in public health sectors.

Abstract

The Indonesian government implemented a substantial change in building permit regulation through the transformation of the IMB (building permit) to PBG (building approval) as a result of the Omnibus Law on Job Creation Act. The policy reforms intend to increase investment and optimize the arrangement of buildings and environments to enhance disaster resilience and encourage sustainable development. During the implementation stage has resulted in several challenges such as lack of regulation and implementation guideline for district or city administrator, complexity of technical standard requirement for PBG, unclear technical recommendation letter from regional technical services, and insufficient PBG services related to human resources issues. This study aims to analyses the PBG implementation challenges experienced by the local government as well as the Indonesian community, to figure out the government's steps for tackling these public issues. Using multiple research methods including a literature review, a fishbone diagram, systems thinking, and SWOT analysis, this research finds the form of policy recommendation for effectively addressing the problems. This strategy includes intensive coordination with central government, in this case Kementerian PUPR, collaboration with licensing regional agencies, improvement support facilities to meet building standards, expanding monitoring of construction by enforcing penalties and strict sanctions, and setting up task force team to expedite the building permit approval, which could help boosting up local government income.

Abstract

Local Political Dynamics in the Implementation of the Program for Innovation in Regional Development and Empowerment (PIPPK) in Bandung City examines how local political dynamics influence the implementation of the PIPPK policy. This study focuses on analyzing the interactions among stakeholders, including the Regional Governance Section of Bandung City, subdistrict heads, community leaders, and local political actors, as well as the challenges arising from these dynamics. The research qualitative primary data from in-depth interviews and field observations with secondary data from media documentation and previous studies. The findings indicate that local political dynamics affect decision-making processes, resource allocation, and the effectiveness of PIPPK implementation. Consistent support from the city government and synergy among stakeholders are key to the successful implementation of this policy. The study also emphasizes the importance of strategic approaches to enhancing transparency, decentralizing authority, and actively involving the community to address existing challenges. The findings of this study reveal that the interactions between local government, subdistrict heads, community leaders, and local political actors in the implementation of PIPPK in Bandung City are often shaped by political interests and power dynamics. Local government officials and subdistrict heads coordinate the program, while community leaders help facilitate its implementation. However, political actors sometimes influence decision-making, prioritizing political gains over program objectives. The main challenges include political fragmentation, limited community involvement, and the dominance of patronage networks, all of which can hinder effective collaboration and the achievement of the program’s goals in community empowerment and regional development..

Abstract

Abstract: Research on land policy has received attention from researchers. Since the land policy was first published in 1916, research trends have continued to grow and expand. However, only some articles explain the development of issues discussed in research on land policy. Hence, this study aims to analyse bibliometric characteristics and content of papers on land policy published in Scopus-indexed journals from 1916-2023. We used protocol to analyse 1265 articles using VOSviewer. The result shows that there are five group topics discussed by scholars, namely land policy, land use, land tenure, land ownership, and China. The United States has the most publications and citations. The Chinese Academy of Science and Thomas Hartmann are recognised as institutions and authors who published most on this topic. The Land Use Policy Journal is the most essential source. China seemed to overtake US dominance in Land Policy research but was not followed by other Asian countries. There are topics for further investigation, namely land relations, land transfer, rural land, and land policy change. Keywords: Bibliometric analysis, Land policy, VOSviewer.

Abstract

This study investigates policy advocacy strategies employed to integrate disaster risk reduction (DRR) into spatial planning through a case study of the revised Spatial Plan (RTRW) of Purwakarta Regency for 2025–2045. Given Indonesia’s high disaster risk profile, integrating DRR into planning documents is crucial to ensuring sustainable and resilient regional development. Despite national regulatory mandates, the previous RTRW of Purwakarta (2011–2031) inadequately addressed disaster vulnerability. This research adopts a qualitative descriptive case study design, using in-depth interviews with stakeholders from local government agencies and technical experts. The analysis is guided by the Advocacy Logic Model by Gen and Wright (2013), which outlines advocacy components including input, activities, and outcomes. The integration of DRR into the revised RTRW of Purwakarta was largely driven by a strong sense of agency among stakeholders, effective inter-agency collaboration, and the technocratic engagement of experts. Key activities involved coalition-building, engaging policymakers, public mobilization, and defensive actions to sustain reform momentum. These strategies led to a substantial shift in decision-makers' awareness, resulting in the formal incorporation of spatially explicit disaster risk data into the revised RTRW. The study concludes that strategic and context-sensitive advocacy can effectively bridge the gap between regulatory imperatives and local implementation, especially in regions facing complex disaster risks. These findings offer practical insights for policymakers and contribute theoretically to the literature on disaster governance and public policy advocacy.

Abstract

The primary objective of this research is to examine the role of regional development in fostering regional competitiveness and enhancing community welfare. The impetus for this study stems from the observation that Cirebon City, despite its status as the Core Urban Area in the Rebana Region, is exhibiting suboptimal performance in terms of economic growth. This is evidenced by its lower economic growth rate of 5.01%, which stands in contrast to the Rebana Region average of 5.81%. The research employed a descriptive quantitative approach, utilizing primary data from in-depth interviews with Bappelitbangda and DKUKMPP Cirebon City, along with secondary data from government documents and BPS.The analysis was conducted using a combination of Location Quotient, Shift Share Analysis, and Klassen Typology methods, guided by the Local Economic Development (LED) framework. The findings indicate that Cirebon City's economy is predominantly driven by eight key sectors, namely transportation, warehousing, and accommodation-food and beverage. However, the trade sector, which is the primary contributor to the GRDP, is exhibiting signs of decline.This study proposes a methodological framework for analyzing leading sectors and offers recommendations for implementing potential-based regional economic development strategies. These recommendations can inform the formulation of metropolitan area development policies in Indonesia.
