Abstract

Kemajuan dan perkembangan masyarakat di suatu wilayah dipengaruhi oleh berbagai sektor kehidupan global, salah satunya yaitu dampak kualitas sumber daya manusia yang dipengaruhi oleh stunting berupa ketidakoptimalan produktivitas seseorang karena rendahnya kemampuan kognitif akibat malnutrisi pada masa awal pertumbuhan. Konteks penanganan masalah publik dengan collaborative governance biasanya berupa kendala yang sulit diselesaikan oleh satu pihak saja. Unsur utama proses collaborative governance yaitu keterlibatan peran multi-stakeholder dalam pengaturan pengentasan suatu permasalahan publik. Tujuan penelitian ini mendiskripsikan collaborative governance dalam upaya penanganan stunting di Kelurahan Tanjung Mas, Kota Semarang agar memajukan kualitas masyarakatnya. Penelitian ini memiliki metode kualitatif dengan pendekatan deskriptif. Penelitian ini berfokus pada implementasi collaborative governance pada upaya penanganan stunting yang solutif. Teknik pengumpulan data menggunakan Teknik wawancara, observasi, dan studi dokumentasi. Penelitian inimenggunakan empat fenomena, yaitu kondisi awal, desain kelembagaan, kepemimpinan, dan proses kolaboratif. Hasil penelitian menunjukkan bahwa sesuai dengan situasi masyarakat Kelurahan Tanjung Mas yang membutuhkan banyak bantuan, telah terdapat collaborative governance dalam upaya menangani stunting di Kelurahan Tanjung Mas dengan koordinasi, distribusi dan pengelolaan bantuan dari multi-aktor berupa pentahelix (pemerintah, perusahaan, akademisi, media, danmasyarakat) yang cukup baik. Salah satu bentuk solusi dalam penanganan stunting oleh collaborative governance yakni upaya pemberdayaan masyarakat sebagailangkah perubahan perilaku positif. Rekomendasi sebagai strategi dalam penanganan stunting di Kelurahan Tanjung Mas adalah penyediaan infrastruktur sebagai sarana optimalisasi Strategi Komunikasi Perubahan Perilaku dan penambahan pengawasan Posyandu untuk perbaikan kesenjangan pendataan sebagai langkah perbaikan kualitas sumberdaya manusia bagi keberlangsungan kemajuan dan perkembangan masyarakat.

Abstract

Poverty is a problem that occurs in every country, especially in developing countries like Indonesia. The government has taken various policies to solve the problem of poverty, one of which is through empowering poor families, namely the Family Hope Program (PKH). The Family Hope Program (PKH) is the development of a social protection system which aims to alleviate and help poor families with the hope that this program can reduce poverty. The method used is a qualitative-descriptive approach with data collection techniques through observation, interviews and documentation. The theory used in this research uses Merilee S Grindle's Policy Implementation Model theory which consists of two large dimensions, namely Policy Content and Implementation Environment. The results of the research show that the implementation of the family hope program has gone well but there are still several obstacles found, especially in terms of the degree of change desired regarding targeting within a year period regarding the number of KPM who must leave the transition period to graduate while resources are involved related to the availability of resources. human resources in the field and supporting facilities are still found to lack facilities for assistance in the field. This is also influenced by inhibiting factors such as lack of awareness among the community itself, there is a lack of human resources in dealing with beneficiary families, Facilitators of the Family Hope Program experience difficulties because the workload is not commensurate with the number of beneficiary families in Gayamsari District.

Abstract

Pelayanan kesehatan di puskesmas adalah salah satu peran penting instansi pemerintah dalam memberikan layanan kesehatan kepada masyarakat. Puskesmas harus meningkatkan kualitas kinerja dan mutu pelayanan untuk memenuhi kebutuhan, keinginan, dan harapan masyarakat serta memberikan kepuasan. Sebagai fasilitas kesehatan terdekat dengan masyarakat, puskesmas adalah ujung tombak dalam menciptakan sumber daya manusia Indonesia yang sehat. Di Puskesmas Rembang 1, terdapat masalah dalam pelayanan dan pengelolaan rekam medis, seperti gangguan pada aplikasi SIMPUS dan penumpukan berkas dari luar kabupaten. Beberapa indikator mutu rekam medis yang belum terpenuhi termasuk ketidaklengkapan pengisian berkas seperti Riwayat Penyakit Sekarang (RPS), Riwayat Penyakit Dahulu (RPD), dan kode diagnosa. Penelitian ini bertujuan untuk mengetahui kualitas pelayanan kesehatan di Puskesmas Rembang 1 dan menganalisis faktor penghambatnya. Metode yang digunakan adalah deskriptif kualitatif dengan sumber data dari wawancara, observasi, dan dokumentasi. Informan dipilih dengan quota sampling yang melibatkan 8 orang, termasuk Kepala Puskesmas, Kasubag Tata Usaha, dokter umum, perawat, dan pasien. Kualitas pelayanan diukur dengan lima dimensi dari teori Zeithaml: Tangible (kenampakan fisik), Reliability (kehandalan), Responsiveness (daya tanggap), Assurance (jaminan), dan Empathy (empati). Hasil penelitian menunjukkan bahwa dua dimensi (Tangible dan Reliability) belum berjalan dengan baik, dua dimensi (Responsiveness dan Assurance) berjalan cukup baik, dan satu dimensi (Empathy) berjalan dengan baik. Dari enam faktor penghambat yang dikemukakan oleh Moenir, terdapat empat faktor yang menghambat kualitas pelayanan kesehatan: sumber daya manusia, sistem, prosedur dan aturan, kemampuan, serta sarana pelayanan

Abstract

Congestion is the main traffic problem that occurs in DKI Jakarta Province. The DKI Jakarta Provincial Government together with the Department of Transportation (DISHUB) then implemented a traffic restriction policy using an odd-even system as an effort to deal with congestion problems in DKI Jakarta. This policy is a restriction on the use of four-wheeled vehicles according to vehicle plate numbers with the aim of reducing vehicle volume to overcome traffic jams. The aim of this research is to find out how the traffic restriction policy with an odd-even system is implemented in DKI Jakarta Province and to find out the supporting and inhibiting factors in policy implementation. The research method used is descriptive qualitative with data collection through observation, interviews, documentation, and literature study. The theory used is Merilee S. Grindle's Implementation Theory that consists of Content of Policy and Context of Implementation. The results of the research show that the implementers have carried out their duties well but still encounter obstacles such as an increase in vehicle volume and congestion on road sections where the odd-even policy is implemented. Supporting factors for policy implementation are good coordination between stakeholders, policy socialization, and good understanding from implementing officials, while inhibiting factors are lack of public awareness and resources in carrying out implementation.

Abstract

Pertumbuhan penduduk di Indonesia terus meningkat setiap tahunnya, dan peningkatan jumlah tersebut menimbulkan berbagai permasalahan. Salah satu permasalahan yang diakibatkan oleh bertambahnya jumlah penduduk adalah sampah. permasalahan sampah yang ada di Kabupaten Rembang cukup dikatakan tinggi dan wilayah yang paling terdampak adalah wilayah pesisir laut. Masyarakat pesisir lebih memilih membuang sampah di pesisir diakibatkan tidak adanya sarana prasarana yang diberikan. Sampah dapat menimbulkan berbagai efek negatif yang sangat besar jika tidak ditangani dengan hati-hati dan hati-hati, seperti mengubah keseimbangan lingkungan secara merugikan atau tidak disengaja, mencemari tanah, air, dan udara. Dinas Lingkungan Hidup tengah berupaya bertanggung jawab dalam menanggulangi fenomena tersebut. Tujuan penelitian ini untuk mengetahui lingkungan strategis dan merumuskan strategi dalam pengelolaan sampah pada Dinas Lingkungan Hidup Kabupaten Rembang. Metode Penelitian yang dipakai adalah mix metode atau gabungan dari kuantitatif dan kualitatif beserta analisis SWOT dengan teori Perencanaan Strategi menurut Bryson (2007). Hasil penelitian menunjukkan bahwa perencanaan, pengorganisasian, dan koordinasi sudah berjalan dengan baik. adanya keterlibatan pihak lain seperti stakeholder dan masyarakat setempat. Namun, masih banyak program yang belum terlaksana atau berjalan dikarenakan minimnya anggaran yang ada. pihak Dinas Lingkungan Hidup Kabupaten Rembang lebih mengutamakan program yakni memperbaiki sarana dan prasarana untuk pengelolaan sampah. selain itu, memberikan sosialisasi dan pelatihan bagi masyarakat mengenai sampah yang dapat bernilai ekonomis apabila dikelola dengan baik.

Abstract

This research focuses on the problems of local tax services through the Pakde Semar Hebat! mobile application. These problems include several features in the application that cannot be fully accessed on iOS-based mobile phones, the slow service process, the low number of application users, people who still often come to the service office rather than doing services through the application, and a workload exceeding the number of employees at the Regional Revenue Agency of Semarang City. The purpose of this study to analyze the service quality of Pakde Semar Hebat! mobile application at Semarang City Regional Revenue Agency, and to identify factors related to the service quality of Pakde Semar Hebat! mobile application at Semarang City Regional Revenue Agency. This research uses a qualitative method with a descriptive type with an informant selection technique, namely purposive sampling and to test the validity of the data using source triangulation and technical triangulation. The data collection techniques used were interviews, observation, and documentation. The theory used in this research is the five-dimensional theory according to Parasuraman which includes tangibles, reliability, responsiveness, assurance, and empathy and the theory of factors related to service quality according to Moenir which includes awareness factors, regulatory factors, organizational factors, ability and skill factors. The results showed that the service quality of Pakde Semar Hebat! mobile application at Semarang City Regional Revenue Agency is quite optimal, but some aspects still need to be improved.

Abstract

Semarang city is one of the cities that has great potential in the tourism sector. Various types of tourism are offered, one of which is cultural and historical tourism. Semarang Old City Museum is one of the historical tourist destinations in Semarang City. The development of the Semarang Old City Museum is still said to have not gone well allegedly because the collaboration between the government, the private sector, and the community has not been optimal. This research aims to describe the stages of the collaborative governance process and the factors that influence the collaborative governance process in the development of the Semarang Old City Museum attraction. In this study, researchers used qualitative research methods with data collection techniques through interviews, observations, and documentations. The results of this study indicate that the collaborative governance process in the development of the Semarang Old City Museum can be said to be sufficient because the five stages of the collaborative process still have aspects that need to be improved and there are three factors that have not gone well, namely membership, communication, and resource factors. The researcher provides suggestions to improve the collaborative process and improve communication and collaboration resources so that the development of the Semarang Old City Museum can run optimally.

Abstract

Effective and efficient traffic law enforcement is the main focus in improving public services in urban areas. One of the efforts taken is the implementation of Electronic Traffic Law Enforcement (E-TLE) by the Central Java Regional Police Traffic Directorate (Ditlantas Polda) in Semarang City. This study aims to analyze the optimization of public services through the implementation of E-TLE in traffic law enforcement in the region and identify success factors in this optimization. Study findings show that the implementation of E-TLE has increased the efficiency of law enforcement, accelerated action against violations, and reduced traffic accidents. Apart from that, public services also benefit from this system because the law enforcement process is faster and more transparent, increasing public trust in the police. The results of this research contribute to the understanding of the importance of technology in improving public services and the effectiveness of traffic law enforcement in metropolitan cities. Next steps could include expanding the E-TLE network and increasing public awareness of the importance of complying with traffic rules to create a safer and more orderly environment for all road users.

Abstract

Penanganan pengaduan memiliki korelasi yang erat dengan pelayanan publik sebab penanganan pengaduan yang baik, dapat meningkatkan kualitas pelayanan publik. Hal ini karena penanganan pengaduan dapat membantu dalam mengidentifikasi masalah yang dihadapi organisasi publik dari aduan yang di sampaikan masyarakat dan organisasi publik bisa memperbaikinya. Penanganan Pengaduan yang dilaksanankan di RSUD dr, R, Soetrasno Rembang penting untuk dilaksanakan secara optimal sehingga bisa mewujudkan pelayanan publik yang baik bagi masyarakat. Tujuan penelitian ini yaitu untuk menganalisis penanganan pengaduan dan menganalisis hambatan penanganan pengaduan di RSUD dr. R. Soetrasno Rembang. Penelitian ini menggunakan metode penelitian kualitatif, teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa pelaksanaan penanganan pengaduan di RSUD R. Soetrasno Kabupaten Rembang masih mengalami beberapa hambatan dalam menangani pengaduan, namun tidak signifikan dari segi internal, tetapi terdapat tantangan yang perlu diatasi terkait kurangnya partisipasi masyarakat dalam memaksimalkan penggunaan pelayanan pengaduan. Petugas juga masih mengalami hambatan dan kurang mampu untuk melaksanakan penanganan pengaduan. Saran yang dapat peneliti berikan adalah dengan mengadakan edukasi dan sosialisasi, RSUD R. Soetrasno dapat mengadakan program edukasi dan sosialisasi kepada masyarakat terkait pentingnya penggunaan pelayanan pengaduan, evaluasi rutin dan pengembangan lanjutan, serta pelatihan dan pengembangan kepada petugas.

Abstract

The potential for disasters in various parts of Indonesia from year to year is very threatening to people's lives, one of which is in Kudus Regency. Kudus Regency has the potential for floods, landslides, strong winds, fires, and droughts due to low topographic conditions, heat intensity, and steep slopes. Thus, the government issued a policy in the form of the U-Garuda 112 call center program as an emergency response service when experiencing disaster and emergency events. However, its practice shows problems that it does not yet have a specific and clear local regulation on 112 services, human resources, infrastructure, and budget have not reached the target, there is a data gap that occurs with the reported data, prank calls, lack of information disclosure and does not yet have an official website. The purpose of this study is to evaluate the U-Garuda 112 call center program policy and analyze the supporting and inhibiting factors for program evaluation. This research uses Bridgman and Davis policy evaluation indicators and Muh. Mujab's supporting and inhibiting factors for program evaluation. This research uses descriptive qualitative methods through interviews, observation, and documentation. The results showed that the U-Garuda 112 program has not run well and effectively due to constraints in the quality of human resources and infrastructure, lack of role clarity, and lack of fulfillment of tasks and functions. Supporting factors for program evaluation are financial support, general and community management, apparatus dominance in policy, private involvement, and stakeholder commitment. Meanwhile, the inhibiting factors are lack of understanding of the program, miscommunication, sectoral ego, difficulty in being on time, and lack of involvement of other agencies. Recommendations that can be given are to conduct regular coordination and open communication, conduct routine maintenance on the system, conduct active and massive socialization, and improve regulations, agendas, and information disclosure.
