Abstract

AbstractThe goal of this research is to assess one of the e-government applications at National Civil Service Agency (BKN), namely SSCASN (Sistem Seleksi Calon ASN) which is used in the registration process for selection of State Civil Apparatus (ASN) candidate. Based on reviews from social media and helpdesk data report on SSCASN 2021, there are still problems in using SSCASN so the application needs to be evaluated. In this study questionnaires were distributed to 205 respondents who had registered for CASN and used the SSCASN application. In compiling indicators, this research statement uses the E-GovQual model and to process data using the PLS-SEM approach. The results showed that all the proposed variabels, Reliability, Efficiency, Trust, and Citizen Support, had a positive and significant relationship with the quality of e-Government services in SSCASN application. The variable with the highest influence is obtained by Efficiency received a score of 42.3 %, followed by Reliability with 32.2 %, Trust with 25%, and Citizen Support received a score of 7%. The recommendation that we provide is that BKN as the responsible institution for developing SSCASN must prioritize all indicators in the Efficiency and Reliability variabels because they get the highest score and have the most influence on the quality of SSCASN services. In terms of Trust and Citizen Support, BKN must start to make some improvements, such as increasing the level of application security and improving the quality of helpdesk support services for SSCASN application.

Abstract

General election is one of the crucial moments for a democratic country, e.g., Indonesia. Good election preparation can increase people's participation in the general election. In this study, we conduct a sentiment analysis of Indonesian public opinion on the upcoming 2024 election using Twitter data and IndoBERT model. This study is aimed at helping the government and related institutions to understand public perception. Therefore, they could obtain valuable insights to better prepare for elections, including evaluating the election policies, developing campaign strategies, increasing voter engagement, addressing issues and conflicts, and increasing transparency and public trust. The main contribution of this study is threefold: (i) the application of state-of-the-art transformer-based model IndoBERT for sentiment analysis on political domain; (ii) the empirical evaluation of IndoBERT model against machine learning and lexicon-based models; and (iii) the new dataset creation for sentiment analysis in political domain. Our Twitter data shows that Indonesian public mostly reacts neutrally (83.7%) towards the upcoming 2024 election. Then, the experimental results demonstrate that IndoBERT large-p1 is the best-performing model that achieves an accuracy of 83.5%. It improves our baseline systems by 48.5% and 46.49% for TextBlob, 2.5% and 14.49% for Multinomial Naïve Bayes, and 3.5% and 13.49% for Support Vector Machine in terms of accuracy and F-1 score, respectively.

Abstract

The development of tourism village websites aims to promote the potential of tourism villages in Indonesia. However, the increasing use of social media has reduced the intensity of websites being used. This research aims to determine whether the tourism village websites still influence tourists to visit the tourism village and whether it is relevant to the government's goals. Data was collected by distributing questionnaires and producing a valid sample of 242 respondents who actively use the Internet and have the potential to travel. The research model design was created by combining the DeLone & McLean IS success model with the Technology Acceptance Model (TAM). Data were analysed using the Structural Equation Modeling Partial Least Square (SEM PLS). The results show that the variables of information quality, service, and design positively affect trust, usability, ease of use, and enjoyment, positively affecting the intention to use the website. However, trust does not significantly influence the intention to use the website on the acceptance model. The frequent use of the tourism village website positively affects the tourist's motivation for the actual visit. Therefore, deeper analysis is needed to determine the variables that affect tourist confidence in developing acceptance models for further research. In addition, this research has practical implications for the government in making decisions regarding developing tourism village websites in terms of interface, user experience, information, and features.

Abstract

This study investigates the implementation of e-government initiatives in Indonesia, specifically focusing on the MyASN application designed for civil servants. Despite the introduction of MyASN, challenges persist in terms of user acceptance, and its complete utilization among civil servants throughout Indonesia is yet to be achieved. The primary goal of this research is to comprehensively identify the factors influencing the adoption of MyASN among civil servants using Unified Theory of Acceptance and Use of The Technology (UTAUT) conceptual model. The target population is respondents who use the MyASN application. The target population is respondents who use the MyASN application. This research obtained a total of 182 respondents who filled out the questionnaire via Google Forms, which were then analyzed using the Structural Equation Model (SEM) approach with SmartPLS software. The findings highlight that behavioral intention, performance expectation, and social influence are factors influencing users' intention to use the My-ASN application. On the other hand, effort expectancy and facilitating condition don’t affect users' intention and behavior in adopting MyASN. Furthermore, concerning moderating variables, only working experience and voluntariness of use influence user behavior, although their impacts are not very significant.
