Abstract

Building smart cities represents a national priority for Indonesia to enhance global competitiveness, with artificial intelligence (AI) driven smart government as a key enabler. However, implementation faces significant challenges including unmeasured organizational maturity, lack of service innovation, fragmented governance, and minimal citizen engagement leading to government institutions' failure in achieving smart city vision. This study aims to develop a holistic conceptual model to identify critical success factors and evaluate processes that integrate public services, fostering AI-driven smart government innovation at strategic level. This research employs mixed-methods exploratory sequential design combining qualitative techniques (Systematic Literature Review, expert interviews) with quantitative validation (citizen survey, statistical analysis). The model was constructed using Factor Analysis, Thematic Analysis, TOGAF framework, and multidimensional view with validation through triangulation, expert judgment, Focus Group Discussions, and statistical analysis. Results show a comprehensive model consisting of 6 dimensions, 17 key components, and 5-layer organizational architecture with high reliability (Cronbach's Alpha 0.709-0.866) and expert consensus (86% agreement in Fuzzy Delphi Method analysis). This framework, referred to as SEMAR v1.0 (Smart Government Nusantara), serves as a benchmark for assessing the maturity and readiness of local government institutions in Indonesia. It offers the potential to improve SPBE scores through systematic evaluation, while also providing a theoretical foundation for smart government scholarship and a practical blueprint for policy implementation.

Abstract

Higher education institutions today face increasingly complex challenges in adopting and implementing Learning Management Systems (LMS) to improve student learning experiences. Although previous research regarding LMSs exists, it has not fully explored the findings of their conceptual framework through empirical studies of Critical Success Factors (CSFs). This research provides in-depth details about the development of a conceptual framework designed to guide the LMS implementation process in higher education settings. The Systematic Literature Review (SLR) method is used to identify and introduce the main elements in this conceptual framework. Furthermore, the conceptual framework was validated through a series of questionnaires distributed to experts in the fields of education and information technology. The results of this research show that the conceptual framework developed covers important stages in LMS implementation, from planning to evaluation. Empirical validation carried out involving experts proves that the conceptual framework developed is valid as an instrument for implementing LMS in a higher education environment. The conclusions of this research provide valuable guidance for LMS implementation in higher education.

Abstract

The accelerated rate of government applications development in Indonesia has introduced new opportunities and challenges in delivering digital public services. While thousands of apps have been developed, systemic issues ranging from usability flaws to authentication failures persist, as reflected in user reviews on platforms like the Google Play Store. This study adopts a knowledge discovery approach to extract actionable insights from more than 17,000 user-generated reviews across three major government applications: Satusehat, Digital Korlantas, and M-Paspor. A hybrid methodology is applied, combining RoBERTa-based sentiment classification, BERTopic-based topic modeling, cosine similarity analysis, and qualitative user validation. The findings reveal recurring issues in authentication, interface design, and system responsiveness that span across organizational boundaries. Cross-app topic correlation highlights critical shared pain points such as login failures and unintuitive UI that undermine user trust in e-government services. Mapping these insights onto the SECI knowledge management model, this research contributes both practical recommendations and a replicable analytical framework for public agencies seeking to institutionalize user feedback. By transforming fragmented digital feedback into organizational knowledge, this study supports continuous service improvement and strengthens the foundation for user-centric e-government.

Abstract

To improve the quality of case handling administration, the Indonesian National Police (Polri) has implemented a technology-based platform, a Case Management System (CMS). This study employs the UTAUT model to examine the factors influencing the interest of Polri investigators in using the CMS. Data were collected through an online survey distributed to all investigators within the Polri. Multivariate analysis using PLS-SEM was conducted to identify and predict the factors significantly influencing user acceptance. The results indicate that government policies and regulations, performance expectancy, and social influence significantly influence behavioral intentions towards the system, whereas effort expectancy does not. Behavioral intentions and facilitating conditions significantly influence system usage behavior. In conclusion, the UTAUT model demonstrates valid and reliable measurements, as well as a good goodness of fit in predicting investigators’ interest or intention to use the CMS system, which can be utilized for the development of information systems in government agencies.

Abstract

Knowledge sharing is a crucial element for enhancing efficiency in the software development process. However, it proves to be a challenging and complicated task in practice, particularly due to the insufficient knowledge and experience of software developers. The aim of this research is to pinpoint key success factors in knowledge sharing behavior among software developers. Based on Social Cognitive Theory (SCT), the research divides components into three categories: behavioral, environmental, and personal. For a more complete picture, an additional organizational aspect is included. The partial least squares structural equation model was utilized to analyze the data collected from 198 software developers in Indonesia. The findings reveal that motivation, trust, social interaction, organizational culture, reward, and management support positively influence knowledge sharing behavior, while geographical distance has a negative impact. This research contributes by filling a gap in previous research that utilized SCT, broadening the model to identify determinant factors explaining knowledge sharing behavior within an organizational context.

Abstract

In an organizational context, effective knowledge sharing can provide significant benefits to the organization. Efficient knowledge sharing can enhance the quality of individuals, thereby automatically improving the overall quality and performance of the organization. This process is particularly suitable for companies engaged in activities requiring complex knowledge, such as software development. However, to implement effective knowledge sharing, a company must possess strong internal capabilities. Furthermore, the forms of knowledge sharing implementation can vary depending on the organization. This research aims to identify the influencing factors of knowledge sharing along with their practical implementations within software development in general using systematic literature review. Several studies were obtained to answer the research questions. The results reveal those 40 distinct factors impacting knowledge sharing behavior individual, organizational, and technological aspects. Additionally, 16 different implementations of knowledge sharing were discovered, with knowledge repositories and meetings as the most common practices.

Abstract

Reformasi Birokrasi (RB) adalah usaha yang ditegakkan pemerintah Indonesia dengan tujuan untuk menghadirkan tata kelola pemerintahan yang tepat. RB dilaksanakan oleh semua K/L/D/I termasuk BPS yang merupakan bagian dari instansi pemerintah Indonesia. Dalam mendukung penyelenggaraan RB, perlu mempertimbangkan penerapan disiplin Knowledge Management (KM) yang termaktub dalam rancangan besar Reformasi Birokrasi 2010-2025. Untuk itu perlu dilakukan pengukuran readiness (kesiapan) sebelum mengimplementasikan KM guna mendukung pelaksanaan RB. Penelitian ini dilakukan untuk mengetahui tingkat kesiapan Badan Pusat Statistik Kabupaten/Kota dalam melaksanakan KM, serta mendapatkan strategi implementasi KM yang tepat untuk menyelesaikan permasalahan dalam praktek implementasi RB. KM Readiness diukur dengan implikasi Critical Success Factor (CSF) yang diperoleh dari 8 Area Perubahan pada RB di BPS. Kuesioner penelitian disebarkan melalui media daring kepada pegawai yang bekerja di BPS daerah seluruh Indonesia. Hasil penelitian menunjukkan bahwa secara umum BPS Kabupaten/Kota sudah cukup siap dalam mengimplementasikan KM untuk guna mendukung praktek RB. Namun ada 2 faktor yang dinilai masih perlu diperhatikan yaitu beban kerja yang berlebihan dan pemetaan pegawai yang belum efektif. Dari hasil analisis tersebut diusulkan suatu tools sebagai rekomendasi untuk menyelesaikan masalah tersebut, yaitu perancangan aplikasi sensus/survei secara daring guna membantu mengurangi beban kerja dan sistem rekomendasi penempatan pegawai menggunakan Analytical Hierarchy Process (AHP) guna membantu pemetaan pegawai yang efektif. AbstractBureaucratic reform (RB) is an effort made by the Indonesian government to realize a good governance. RB is implemented by all ministries, agencies, and local governments, including BPS-Statistics, which is part of the Indonesian government. In supporting the implementation of RB which necessary to implement knowledge management (KM), as stated in the 2010-2025 Bureaucratic Reform grand design. For this reason, readiness measurement needs to be done before implementing KM to support the implementation of RB. The research was conducted to measuring the readiness level of BPS-Statistics of Regency/Municipality in implementing KM, as well as obtaining the right KM implementation strategy to solve problems in RB practices. KM readiness is measured by the Critical Success Factor (CSF) obtained from 8 areas of change in the BPS RB. The questionnaire was distributed through online media to employees who were worked in BPS-Statistics of Regency/Municipality throughout Indonesia. The results show that in general, BPS-Statistics of Regency / Municipality is quite ready to implement KM for supporting RB practices. However, there are 2 factors that are considered still need improvement, namely the excessive workload and ineffective employee mapping. From the results of this analysis, a tool design was proposed as a recommendation to solve these problems, including an online survey system environment to help reduce workloads, and an employee placement recommender system using Analytical Hierarchy Process (AHP) to assist employee mapping.

Abstract

Penelitian ini bertujuan untuk mengevaluasi salah satu aplikasi e-government pada instansi Badan Kepegawaian Negara (BKN) yaitu aplikasi SSCASN (Sistem Seleksi Calon Aparatur Sipil Negara) yang digunakan pada proses pendaftaran seleksi Aparatur Sipil Negara (ASN). Berdasarkan ulasan dari media sosial masih terdapat permasalahan pada penggunaan SSCASN sehingga aplikasi perlu dievaluasi. Dalam penelitian ini, kuesioner dibagikan kepada 205 responden dengan kriteria pernah mengikuti pendaftaran CASN dan menggunakan aplikasi SSCASN. Dalam menyusun indikator pernyataan penelitian ini menggunakan model e-GovQual dan untuk mengolah data menggunakan pendekatan PLS-SEM. Hasil penelitian memperlihatkan bahwa semua variabel yang diusulkan yaitu Reliability, Efficiency, Trust, dan Citizen Support memiliki hubungan positif dan signifikan terhadap kualitas layanan e-government pada aplikasi SSCASN. Hasil dengan pengaruh yang paling tinggi diperoleh oleh variabel Efficiency yang mendapatkan persentase dengan nilai 42,3%, disusul dengan Reliability dengan nilai 32,2%, Trust dengan nilai 25%, dan Citizen Support dengan nilai 7%. Adapun rekomendasi yang kami berikan berdasarkan hasil evaluasi adalah BKN sebagai instansi yang bertanggungjawab dalam pengembangan aplikasi SSCASN harus memprioritaskan semua indikator yang ada pada variabel Efficiency dan Reliability karena mendapatkan nilai tertinggi dan paling berpengaruh pada kualitas layanan SSCASN. Sedangkan dalam aspek Trust dan Citizen Support, BKN harus mulai melakukan beberapa perbaikan seperti meningkatkan tingkat keamanan aplikasi dan meningkatkan kualitas layanan helpdesk support pada aplikasi SSCASN. AbstractThe goal of this research is to assess one of the e-government applications at National Civil Service Agency (BKN), namely SSCASN (Sistem Seleksi Calon ASN) which is used in the registration process for selection of State Civil Apparatus (ASN) candidate. Based on reviews from social media and helpdesk data report on SSCASN 2021, there are still problems in using SSCASN so the application needs to be evaluated. In this study questionnaires were distributed to 205 respondents who had registered for CASN and used the SSCASN application. In compiling indicators, this research statement uses the E-GovQual model and to process data using the PLS-SEM approach. The results showed that all the proposed variabels, Reliability, Efficiency, Trust, and Citizen Support, had a positive and significant relationship with the quality of e-Government services in SSCASN application. The variable with the highest influence is obtained by Efficiency received a score of 42.3 %, followed by Reliability with 32.2 %, Trust with 25%, and Citizen Support received a score of 7%. The recommendation that we provide is that BKN as the responsible institution for developing SSCASN must prioritize all indicators in the Efficiency and Reliability variabels because they get the highest score and have the most influence on the quality of SSCASN services. In terms of Trust and Citizen Support, BKN must start to make some improvements, such as increasing the level of application security and improving the quality of helpdesk support services for SSCASN application.

Abstract

Pada penelitian ini diajukan tujuh faktor yang memengaruhi KM readiness, yaitu budaya organisasi, struktur organisasi, teknologi informasi, strategi KM pada ONP, ekspektasi individu terhadap performa KM, ekspektasi individu terhadap kemudahan penggunaan KM, dan keinginan terlibat pada proses KM, yaitu Socialization, Externalization, Combination, Internalization (SECI). Pengujian kerangka konsep penelitian dilakukan dengan menyebarkan kuesioner kepada lembaga amil zakat (LAZ), diperoleh 124 responden. Pengolahan data menggunakan statistik Partial Least Square-Structural Equation Modelling (PLS-SEM). Hasil pengolahan data menunjukkan bahwa hanya budaya organisasi yang mendukung terhadap proses-proses KM (SECI) pada faktor organisasi. Pada faktor penerimaan individu hanya ekspektasi terhadap kemudahan penggunaan KM yang mendukung terhadap proses-proses KM (SECI). Strategi KM pada ONP mendukung terhadap proses-proses KM (SECI), serta proses-proses SECI yang mendukung kesiapan penerapan KM pada ONP.

Abstract

General election is one of the crucial moments for a democratic country, e.g., Indonesia. Good election preparation can increase people's participation in the general election. In this study, we conduct a sentiment analysis of Indonesian public opinion on the upcoming 2024 election using Twitter data and IndoBERT model. This study is aimed at helping the government and related institutions to understand public perception. Therefore, they could obtain valuable insights to better prepare for elections, including evaluating the election policies, developing campaign strategies, increasing voter engagement, addressing issues and conflicts, and increasing transparency and public trust. The main contribution of this study is threefold: (i) the application of state-of-the-art transformer-based model IndoBERT for sentiment analysis on political domain; (ii) the empirical evaluation of IndoBERT model against machine learning and lexicon-based models; and (iii) the new dataset creation for sentiment analysis in political domain. Our Twitter data shows that Indonesian public mostly reacts neutrally (83.7%) towards the upcoming 2024 election. Then, the experimental results demonstrate that IndoBERT large-p1 is the best-performing model that achieves an accuracy of 83.5%. It improves our baseline systems by 48.5% and 46.49% for TextBlob, 2.5% and 14.49% for Multinomial Naïve Bayes, and 3.5% and 13.49% for Support Vector Machine in terms of accuracy and F-1 score, respectively.
