Abstract

PERAWAN GATRA (Peta Rawan Gangguan Ketenteraman dan Ketertiban Umum) or Map of Areas Prone to Disturbances of Public Peace and Order is a service innovation by the Cirebon City Civil Service Police Unit (Satpol PP), based on geospatial data to identify areas prone to disturbances of public peace and order that are accessible to the public. This study focuses on the quality of public service innovations that can create value and are recognized and supported by the community. It employs the Public Value theory (Mark H. Moore, 1995), which focuses on the dimensions of public value that are recognized and supported by the community. The research method used is qualitative, with data sources including observation, interviews, and documentation. Based on the research findings, the PERAWAN GATRA innovation successfully creates public value regarding public trust through four dimensions: 1) Public Value, where the public gains easier access to digital information; 2) Community-Driven Innovation, as PERAWAN GATRA serves as a solution and simplifies information access for the public regarding public order disturbances; 3) Public Legitimacy and Support, as public trust increases with the availability of transparent geospatial-based digital data in addressing public order disturbances; and 4) Organizational Operational Capacity, which involves forming a team for processing geospatial-based digital data within the PERAWAN GATRA innovation. Challenges include infrastructure, servers, devices, outreach, and digital literacy. Efforts undertaken include outreach through digital media, collaboration with government agencies, and training for staff members. Overall, PERAWAN GATRA demonstrates a positive contribution and holds public value for digital public service innovation, although further evaluation is needed to achieve optimal quality.

Abstract

The spread of juvenile street illegal car races among teenagers has raised the attention and then delinquency aspects as well, which stems from weak social reinforcement (control) factors, interpersonal communication defect in the family and missing fields for good interests. This research seeks to examine the kinds of social interaction among illegal street racers, investigate their motivations for involvement and uncover the symbolism underlying the interactions of the community of outlaw street racers. The research method is descriptive qualitative approach with phenomenology pattern and using Max Weber's Social Action theory as an analysis model. Data were collected from direct observation, in-depth interviews, documentation of the participants and their families and surroundings as well as garage owners’ sources. The study’s findings suggest that illegal street racing is not only deviant behaviour, but it also serves as a symbolic means of communication where teenagers establish and present their identity, voice membership in society, group loyalty. This is adolescents’ “deprivation of social existence” and VIP room of self-realization. Thus, moves to combating this must be through mutually sympathetic and educational communication and for it ever to work: long enough sticks and comfortably placed legal outlets for these interests of automotive controversy.

Abstract

The One-Stop Administration System (SAMSAT) is a public service institution that plays an important and strategic role in managing motor vehicle administration and interacts directly with the community. In carrying out its duties, this institution faces various operational challenges, including queue congestion at certain hours, disruptions in the application system, and a lack of behavioral consistency among officers. This study aims to analyze the effectiveness of SAMSAT Kuningan services based on the three dimensions of Richard M. Steers’ theory, namely productivity, community satisfaction, and adaptability, as well as to identify inhibiting factors and efforts to improve them. The method used is descriptive qualitative, with data collection techniques consisting of in-depth interviews, field observations, and document analysis. The results show that service productivity is relatively high because revenue realization almost entirely meets the target, with a large volume of vehicles served every day. Most people expressed satisfaction with the services received, which were generally categorized as good, although variations in user experience were still found. The adaptability aspect shows the progressive implementation of digital innovation; however, its utilization is not evenly distributed among the community. This study concludes that SAMSAT Kuningan services are generally effective but still require improvements in service consistency, the reliability of technological systems, and strengthened adaptation efforts to achieve full optimization.

Abstract

This study aimed to analyze the role of Vespa Pustaka as a communication medium for community literacy-based human development in Cirebon. The study employed a descriptive qualitative approach with data collected through in-depth interviews, participatory observations, and documentation. The research informants consisted of the founder of the Vespa Pustaka community, beneficiaries, and community partners. Data analysis was conducted using the Miles and Huberman model, which involved data reduction, data display, and conclusion drawing. The findings indicate that Vespa Pustaka functions as a non-formal literacy innovation capable of increasing reading interest, expanding access to knowledge, and encouraging community social participation through literacy activities in public spaces. The communication process integrates interpersonal communication, digital media, and community collaboration, thereby strengthening the diffusion of literacy values within the community. The innovation adoption process occurs gradually through the stages of knowledge, persuasion, decision, implementation, and confirmation. Furthermore, a social system based on mutual cooperation values and volunteer support strengthens the sustainability of activities, although challenges remain, including limited volunteer availability and weather-related constraints. In conclusion, Vespa Pustaka not only provides reading access but also serves as a communication medium for human development that contributes to strengthening literacy capacity and community participation in Cirebon.

Abstract

 In recent years, dangdut koplo has emerged as a significant cultural phenomenon in Indonesia, particularly among youth audiences. This music genre’s popularity stems from its energetic rhythms, viral social media presence, and interactive performance style. Against this backdrop, event organizers face growing challenges in creating memorable experiences that resonate with modern audiences. This research aims to analyze the strategies employed by event organizer One Night Project in creating a memorable atmosphere or vibe at dangdut koplo events. Using a qualitative approach, this study explores various elements that shape the audience experience, such as artist selection, stage design, use of lighting and sound technology, and interaction between the audience and organizers. This research employs customer experience theory and atmosphere theory. Data was collected through in-depth interviews with organizers, audience members, sponsors, and media partners involved in several One Night Project events. The findings reveal that the synergy between carefully curated elements of music, visuals, and social interaction can enhance audience emotional engagement, creating a lively and memorable atmosphere. Additionally, social media plays a crucial role in amplifying the event’s impact through documentation and digital interactions before, during, and after the concert. These findings offer practical insights for entertainment industry practitioners, particularly those organizing dangdut koplo music events, in developing effective and impactful audience experience strategies.

Abstract

This study aims to analyze the implementation of the Berkah Mulya Waste Bank program as a Corporate Social Responsibility (CSR) initiative of PT. Japfa Comfeed Cirebon. In waste management and community empowerment. This study employs a descriptive qualitative method, utilizing observation, in-depth interviews, and documentary analysis as data collection techniques. It also explores the workflow of the waste bank and its impacts based on the Triple Bottom Line concept (Profit, Planet, People). The research findings indicate that this program contributes positively economically through additional income for the community, environmentally through reduced waste volume and improved cleanliness, and socially through increased awareness, active participation, and community collaboration in waste management. However, the study also identified challenges in maintaining customer participation and a lack of succession planning for managers. Efforts to address these challenges include continuous education and the use of digital technology to attract the interest of younger generations. In conclusion, the Berkah Mulya Waste Bank is a successful CSR practice model that integrates environmental, social, and economic aspects and has the potential to be replicated as a community-based waste management solution in other regions.

Abstract

The development of Human Resources (HR) in Regional Government (Pemda) is crucial for effective and responsive governance. This study delves into government policies on HR development for local government apparatus from a professionalism perspective. Using a qualitative approach and case study method, the research analyzes field data, documents, and interviews with decision-makers like regional apparatus heads. Data was collected through in-depth interviews, policy document analysis, and direct observation. The findings reveal that despite supportive policies, the professionalism of local government officials remains below expectations. Challenges such as budget constraints, limited managerial capacity, and employee resistance to change hinder the effectiveness of HR development policies. The gap between HR development programs and work professionalism highlights the need for better policy supervision, evaluation mechanisms, and increased stakeholder participation in decision-making. This study underscores the necessity of strong political commitment and a holistic approach to achieve desired HR development outcomes in Regional Government.

Abstract

Social media has become a digital public sphere that plays a significant role in shaping public opinion and social sanctions against public figures. One emerging phenomenon is "Cancel Culture," which refers to the collective action of the public to withdraw support from individuals perceived to have committed wrongdoing. In the film industry, an actor's behavior on social media can significantly impact how the public perceives the films in which they star. This research aims to analyze the relationship between actors' behavior on social media, the emergence of the "Cancel Culture" phenomenon, and public reception of the Indonesian version of the film "A Business Proposal". This reserch employs a descriptive qualitative approach using data collection techniques such as social media observation, in-depth interviews, and documentation. This research employs Stuart Hall's Reception Theory to identify the audience's interpretive positions (dominant, negotiation, and opposition) and to understand Cancel Culture as a mechanism of social sanction in the digital space. The results indicate that audiences actively construct meaning regarding actors' behaviors, leading to varied receptions including acceptance, negotiation, and rejection toward Cancel Culture practices. These findings confirm that social media functions not only as a communication medium but also as an arena for shaping public opinion and exercising social control within the film industry.

Abstract

Communication between parents and adolescents plays a crucial role in shaping family relationships and developing adolescents’ self-concept. However, in families that practice an authoritarian parenting style, communication tends to be one-sided and lacks dialogue. This study aims to examine communication patterns between parents and adolescents in families that practice an authoritarian parenting style in Greged Village and to identify the impact of these communication patterns on adolescents. This study employs a qualitative descriptive approach. Data were collected through semi-structured interviews with parents and adolescents in families practicing an authoritarian parenting style, as well as through observation and documentation. The results indicate that the communication patterns used are directive and instructional, characterized by parental control marked by high expectations, strict supervision, somewhat rigid rules, and the use of punishment, thereby limiting adolescents’ opportunities for dialogue. On the one hand, this pattern appears to foster obedience, discipline, and a sense of responsibility in adolescents. On the other hand, strict control and high parental demands may also lead to stress, low self-confidence, and a tendency to hesitate when expressing opinions. Furthermore, the parent-child relationship is often marked by tension and emotional distance. Thus, authoritarian parenting can foster compliance in children but also risks causing psychological stress, low self-esteem, and a decline in the quality of family relationships.

Abstract

Population administration services constitute one of the most fundamental public services and serve as an important indicator of the quality of village governance. The implementation of good governance principles is essential for strengthening public service delivery and supporting the realization of the Integrity Zone (ZI) toward a Corruption-Free Zone (WBK) and a Clean and Service-Oriented Bureaucracy Zone (WBBM). This study aims to analyze the implementation of good governance in population administration services at the Weragati Village Government, identify existing institutional challenges, and examine the alignment between current service practices and the Integrity Zone framework. A qualitative descriptive approach was employed using in-depth interviews, field observations, and document analysis. Data were analyzed through data condensation, data display, and conclusion drawing. The findings reveal that population administration services have generally reflected the principles of accountability, transparency, professionalism, and nondiscrimination. However, governance implementation remains insufficiently institutionalized due to the absence of standardized service procedures, uncertain service completion times, limited digital information management, and ineffective complaint mechanisms. These shortcomings indicate that current service practices have not fully satisfied the institutional requirements of the Integrity Zone framework. The study concludes that strengthening standardized governance systems and institutional management is essential for improving sustainable public service quality at the village level.
