Abstract

This study aims to analyze the effectiveness of the management of the Pelita Hati Library as a means of promoting public literacy in NanggerangJaya Village, Mandirancan Subdistrict, Kuningan Regency, as well as to identify the factors that support and hinder such management. This study employs a qualitative approach using descriptive methods. Informants were selected through purposive sampling and consisted of the Village Head of NanggerangJaya and the Manager of the Pelita Hati Library. Data collection was conducted through interviews, observations, and documentation, and the data were analyzed using the Miles and Huberman interactive analysis model based on Richard M. Steers’ theory of organizational effectiveness, which encompasses four dimensions: goal attainment, integration, adaptation, and sustainability. The research results indicate that, in terms of goal achievement, the library has organized a number of literacy programs, community participation remains suboptimal due to relatively low reading interest. In terms of integration, there is good communication and cooperation between the village government, the library manager, and the Posyandu Remaja (Youth Health Post) activities. In terms of adaptation, the library still faces constraints related to human resources, space, and budget, yet it continues to strive to maintain its literacy activities. Regarding sustainability, there is a commitment from the village government and library administrators to ensure the library’ continued operation through the establishment of a management board and the allocation of funds. Overall, the Pelita Hati Library has been quite succes activities, but it still requires strengthening of human resources, improvement of facilities, and community participation so that the library’s function as a literacy resource can be optimal in the village.

Abstract

The Legal Aid Center was established pursuant to Law Number 16 of  2011 on Legal Aid in Indonesia; in its operations, the Legal Aid Center Adheres to this law to assist the public in accessing legal aid services—specifically, the Legal Aid Center in Pulasaren Subdistrict, Cirebon City. This initiative was undertaken by the Cirebon City government to assist resident facing legal issues arising from problems in their neighborhoods and/or communities. This study was conducted to examine the services provided by the Legal Aid Center in Pulasaren Subdistrict, Cirebon City—from the bureaucratic application process to the responses from the relevant authorities—with the aim of ensuring equal acces to justice in public services. This study employed a qualitative descriptive approach, involving, the collection of documents, interviews with paralegals, representatives of the Cirebon City Legal Documents and Information Network (JDIH)—which serves as the Cirebon City Legal Entity—residents of Pulasaren as respondents, and field observations at the research site. The result of the study indicate that the management of Legal Aid Center services in Pulasaren Village is not yet fully independent because it relies heavily on the Cirebon City Legal Entity and expert in the field, lacks adequate facilities, and suffers from a lack of capacity building provided by the Cirebon City Legal Entity to Paralegals—who serve as advocates at the village/subdistrict level—which hinders the resolution of reported cases. Nevertheless, the Legal Aid Center in Pulasaren Subdistrict continues to provide services in the form of legal information on basic legal knowledge, meditation, consultations, and legal referrals, particularly to underprivileged individuals and those with limited legal knowledge.

Abstract

Local culture is an important part of a region’s identity that must be preserved, especially amid the growing tide of globalization. The spread of globalization and the influx of foreign cultures can influence the lifestyles of the younger generation, which in turn leads to a decline in interest in local culture. This phenomenon is also occurring in the city of Cirebon, where young people aged 20–25 currently show little interest in local cultures such as sintren or tarling and prefer foreign cultures like K-Pop. The purpose of this study is to analyze the strategies and effectiveness of policies implemented by the Cirebon City Department of Culture and Tourism in addressing the low interest among young people in this age group. This study employs a qualitative approach using descriptive methods. The analysis is based on policy effectiveness theory. The results indicate that the policies implemented by the department have had a positive impact, as many young people are now interested in learning about local culture; however, several challenges remain, such as budget constraints and the strong influence of foreign culture on the younger generation. The conclusion of this study indicates that the strategies implemented have yielded positive results in increasing the younger generation’s interest in local culture; however, digital-based policy innovations and stronger collaboration with the younger generation are needed so that efforts to preserve local culture can be carried out more effectively.

Abstract

The quality of communication within the family plays a crucial role in shaping self-confidence in young children and can have a long-term impact. This study aims to identify types of family communication dysfunction, analyze their implications for the development of self-confidence, and explain the factors that shape self-confidence in young children. This study employs a descriptive qualitative approach. Data were collected through in-depth interviews, observations, and documentation of five young children aged 6–12 years from diverse family backgrounds. This study concludes that there are five types of family communication dysfunction: lack of emotional responsiveness, rejection of children’s emotional expressions, the physical absence of parents as attachment figures, a shift in attention due to changes in family structure, and the substitution of affection with material fulfillment. Communication dysfunction leads to the formation of ambivalent and avoidant attachment patterns, withdrawal from social interaction, and the internalization of negative self-beliefs. Determinants of children’s self-confidence include the consistency of the attachment figure’s responses, emotional validation, the availability of a psychological secure base, emotional recovery after neglect, and the quality of substitute figures. These findings confirm that self-confidence in young children is strongly influenced by the warm and responsive emotional presence of parents.

Abstract

The application of information technology in managing Civil Servant (Aparatur Sipil Negara or ASN) performance represents a strategic step toward more effective, transparent, and accountable personnel governance. The Kuningan Regency Government, through the Civil Service and Human Resource Development Agency (Badan Kepegawaian dan Pengembangan Sumber Daya Manusia or BKPSDM), developed the Integrated Employee Performance Information System (Sistem Informasi Kinerja Terpadu or SIJAPATI) as a digital platform for ASN performance management and reporting. This study aims to examine the implementation of SIJAPATI in supporting the transformation of personnel governance at BKPSDM Kuningan Regency. Using a qualitative method with a descriptive approach, data were collected through observations, interviews, and documentation involving the Head of BKPSDM, the Division of Performance Evaluation, Welfare, and Civil Service Development, SIJAPATI operators, and ASN users. The analysis applied George C. Edward III’s policy implementation theory, which consists of four dimensions: communication, resources, disposition, and bureaucratic structure. The results indicate that SIJAPATI implementation is supported by continuous socialization, coordination among implementers, and the utilization of information technology. Supporting factors include clear regulatory frameworks, human resource and technological support, positive user attitudes, and structured operational mechanisms. However, several challenges were identified, including user adaptation processes, technical issues during the initial implementation phase, and varying levels of ASN digital literacy. To address these challenges, BKPSDM provides guidance, consultation services, periodic evaluations, and system improvements tailored to user needs and regulatory developments. Therefore, SIJAPATI contributes transformation of personnel governance by promoting a more integrated, transparent, and performance-oriented management system for ASN

Abstract

This study aimed to analyze the level of public satisfaction with electronic-based public services through the Sedulur Portal in Cirebon City. The research employed a descriptive method with a qualitative approach to explore the perceptions and experiences of users of the Sedulur Portal. Data were collected through in-depth interviews, observations, and documentation involving informants from the Cirebon City Communication, Informatics, and Statistics Office (Dinas Komunikasi, Informatika, dan Statistik, DKIS), Sedulur Portal operators, and residents who utilized the Sedulur Portal digital services. Service quality analysis was based on the five dimensions of the Servqual model: tangibles, reliability, responsiveness, assurance, and empathy. The findings showed that digital services were perceived as relatively good in terms of interface simplicity, system reliability, and security and trust as official government services. However, limitations in the available features of the Sedulur Portal affected responsiveness and personalized service aspects, which remained suboptimal. This study recommends developing additional features to support social improvement, enhance two-way communication, and strengthen system performance to improve the quality and accessibility of Sedulur Portal digital services.

Abstract

Shifting attitudes toward marriage have become increasingly evident among Generation Z in Indonesia as TikTok has emerged as a prominent platform where narratives surrounding remaining unmarried, singlehood, and childfree lifestyles are widely circulated and negotiated. While previous studies have primarily examined the relationship between social media exposure and changing attitudes toward marriage, limited attention has been given to how digital social construction processes shape these perceptions. This study aims to analyze the representation of unmarried narratives on TikTok, examine how these narratives are socially constructed through digital interactions, and identify the factors influencing Generation Z's perceptions of remaining unmarried. Employing a descriptive qualitative approach, the study collected data through in-depth interviews with six Generation Z participants aged 20–27, observations of five TikTok accounts, and document analysis. The findings reveal five dominant narrative framings on TikTok-risk, responsibility, self-worth, statistical legitimacy, and anti-timeline-which interact with users through the processes of externalization, objectification, and internalization as conceptualized by Berger and Luckmann. Most participants reported shifts in their perceptions after repeated exposure to these narratives, although the extent of change varied according to their personal values, family backgrounds, and life experiences. Rather than claiming a deterministic influence of TikTok, this study demonstrates that digital platforms function as spaces where social meanings about marriage are continuously negotiated and reconstructed. The study contributes to the literature on digital social construction by illustrating how algorithmically mediated interactions participate in reshaping contemporary marriage values among Generation Z in Indonesia while highlighting the importance of critical digital literacy and intergenerational communication in responding to evolving digital narratives.

Abstract

A positive work environment is an essential factor in improving teacher professionalism and learning quality in elementary schools. However, differences in teacher readiness, adaptability, and professional commitment remain challenges for school leaders in creating a supportive organizational climate. This study aims to examine the role of the principal in fostering a positive work environment for teachers at SDN Palasah 1, Majalengka Regency, based on Hersey and Blanchard’s situational leadership model, as well as to identify leadership challenges and the efforts implemented to address them. This research employed a qualitative approach with a descriptive-analytical design. Data were collected through in-depth interviews with the principal, teachers, and supporting informants selected through purposive sampling. Data validity was ensured through source, methodological, and theoretical triangulation. The results indicate that the principal applied flexible leadership strategies through directing, guiding, participating, and delegating styles according to teachers’ levels of professional readiness. Academic supervision, open communication, collaborative decision-making, and peer mentoring programs contributed to strengthening teacher motivation and professional development. The main challenges included differences in teacher competencies, technological adaptation, and varying responses to organizational change. The principal addressed these challenges through continuous support, individualized guidance, and collaborative learning practices. This study concludes that adaptive instructional leadership plays a significant role in establishing a harmonious, productive, and sustainable teacher work environment.

Abstract

Community participation is a fundamental element in achieving sustainable village development because it enables communities to become active actors in planning, implementing, utilizing, and evaluating development programs. However, in many villages, community involvement remains largely procedural and has not yet reached an optimal level of collaborative participation. This study aimed to analyze community participation in village development in Ciparay Village, Leuwimunding District, Majalengka Regency, including the supporting factors and obstacles influencing participation. This research employed a qualitative approach with a descriptive research design. Data were collected through in-depth interviews, direct observations, and documentation involving key and supporting informants, including the village head, village secretary, and community representatives. The data were analyzed using the Miles and Huberman interactive model, which consists of data reduction, data display, and conclusion verification. The results showed that community participation occurred throughout the development process, including decision-making, implementation, utilization of development outcomes, and evaluation. Community involvement was relatively strong in planning, infrastructure implementation, and the utilization of development programs. However, participation in the evaluation stage remained limited due to insufficient public understanding of regulations, limited dissemination of information, and time constraints. The study concluded that although community participation in Ciparay Village had been implemented effectively, strengthening community capacity, transparency, and voluntary involvement was necessary to achieve more sustainable and collaborative village development.

Abstract

Tuntutan akan perbaikan bagi sebuah penyelenggaraan pemberdayaan ekonomi kerakyatan yang lebih merata dan lebih berorientasi kepada masyarakat merupakan sebuah keharusan dalam penataan ekonomi mikro kerakyatan yang bergerak di sektor informal. Reformasi ekonomi di Indonesia perlu ditegaskan dengan adanya pendekatan pengembangan ekonomi mikro yang lebih berorientasi kepada masyarakat. Berdasarkan kerangka tersebut ada hubungan fungsional antar para pelaku ekonomi dan obyek ekonomi yang ada selama mengalami modifikasi sesuai dengan kondisi, peluang tujuan dan tuntutan yang berkembang di masyarakat. Karenanya diperlukan potensi pemberdayaan ekonomi. Pengrajin Batik Proklim Lestari yang dilakukan KSM Secerah Pagi larangan memiliki showroom tersendiri di Rukun Warga (RW) 8 yang sudah dikenal di masyarakat, akan tetapi dalam aspek pemasaran sedikit terkendala karena brand atau merek yang masyarakat lebih mengetahuinya batik hasil karya trusmi. pengemasan dan desain produk batik  yang dilakukan di Kelurahan Larangan Harjamukti berpotensi besar untuk meningkatkan  minat beli  dan daya saing produk batik di pasar. Program ini tidak hanya berfokus pada peningkatan keterampilan teknis pengrajin batik tetapi juga memperkenalkan mereka pada prinsip  keberlanjutan yang selaras dengan tujuan  Kampung Iklim Lestari. Dengan adanya pelatihan ini, pengrajin batik di Larangan Harjamukti dapat memanfaatkan produk mereka sebagai  barang bernilai ekonomi  yang dapat dipasarkan secara luas, sekaligus berkontribusi pada upaya pelestarian lingkungan dengan memperhatikan makna filosofi Batik Proklim dan Hak Cipta.
