Abstract

This community service activity aims to enhance fiscal literacy and understanding of state financial policies among stakeholders, the academic community, and students in Jambi Province through the Dissemination of the Regional Fiscal Study (Kajian Fiskal Regional/KFR) for the Third Quarter of 2025. This activity represents the implementation of a collaborative partnership between Universitas Dinamika Bangsa (UNAMA) and the Regional Office of the Directorate General of Treasury (Kanwil DJPb) of Jambi Province in supporting the comprehensive and sustainable dissemination of fiscal policy information. The materials delivered included an overview of the fiscal performance of the State Budget (APBN) and the Regional Budget (APBD) of Jambi Province presented by the Head of the Regional Office of the Directorate General of Treasury of Jambi Province, as well as a thematic analysis of the Three Million Houses Program and the Housing Financing Liquidity Facility (Fasilitas Likuiditas Pembiayaan Perumahan/FLPP) policy in Jambi Province delivered by a Local Expert from the Regional Office of the Directorate General of Treasury of Jambi Province. The activity was conducted through presentations, interactive discussions, and question-and-answer sessions involving representatives from local governments, vertical agencies, financial authorities, academics, and stakeholders in the housing sector. The results indicate an improvement in participants’ understanding of regional fiscal conditions, the synergy between the APBN and APBD, and the implications of national housing policies for regional economic development. This activity is expected to strengthen cross-sectoral coordination and support evidence-based fiscal policymaking in Jambi Province.

Abstract

The acceleration of digital transformation in rural governance requires an integrated information system to ensure efficient, transparent, and accountable public services. Yet, many villages including Tantan Village in Muaro Jambi Regency still operate with fragmented applications and redundant data. This study proposes a comprehensive enterprise architecture blueprint for Tantan Village using the TOGAF ADM framework, specifically adapted to the operational and institutional characteristics of rural public administration. Employing a qualitative case study approach, the research develops a four-layered architecture encompassing business, data, application, and technology domains. Theoretically, this study advances the understanding of how enterprise architecture can be localized for small-scale government entities; practically, it provides a replicable model that supports sustainable digital village transformation in Indonesia.

Abstract

The digital transformation of health services through the Mobile JKN application was introduced by BPJS Kesehatan to provide easier access for the public in obtaining information, managing membership administration, and receiving health services more quickly and efficiently. This study aims to measure the readiness level of patients at Abdul Manap Regional Hospital, Jambi City, in adopting the Mobile JKN application using the HOT-Fit method, which covers three main components: Human, Organization, and Technology. Data were collected from 360 respondents through questionnaires and analyzed using Partial Least Square Structural Equation Modeling (PLS-SEM). The results indicate that technology factors—including system quality, information quality, and service quality— along with organizational support have a significant effect on system use and user satisfaction, which in turn positively influence the net benefits. The outer loading values of all indicators exceeded 0.7, with Composite Reliability above 0.8 and AVE above 0.6, confirming that the research instruments are valid and reliable. Overall, patients at Abdul Manap Hospital are categorized as ready to adopt Mobile JKN, although improvements in digital literacy and stronger organizational support are still required to optimize its utilization.

Abstract

This study aims to determine the most effective ensemble machine learning algorithm for osteoporosis risk prediction in resource-constrained healthcare settings, specifically comparing AdaBoost and Random Forest performance on Southeast Asian population data. We implemented nested 5-fold cross-validation on a dataset of 1,958 records with 15 lifestyle and demographic attributes. Both algorithms underwent hyperparameter optimization, and performance was evaluated using accuracy, precision, recall, F1-score, and clinical utility metrics including cost-effectiveness analysis. AdaBoost achieved superior performance with 86.90% accuracy (95% CI: 84.2-89.6%) and perfect precision (1.00) compared to Random Forest's 84.69% accuracy and 0.92 precision. Statistical significance testing confirmed AdaBoost's advantage (p=0.032). Clinical implementation in three health centers demonstrated 60% reduction in unnecessary referrals. This is the first study to compare these algorithms specifically for Southeast Asian populations with clinical validation and cost-effectiveness analysis, providing a ready-to-deploy model for resource-limited healthcare settings.
