Abstract

Assessment Centers sebagai Strategi Reformasi Penempatan Pegawai di Kalimantan Timur. Sejumlah permasalahan SDM muncul dalam birokrasi pemerintah, bahwa manajemen PNS pada umumnya tidak berjalan sebagaimana mestinya, diantaranya masih banyaknya semangat memperbesar jumlah instansi, besarnya jumlah PNS dengan tingkat pertumbuhan yang tinggi dari tahun ke tahun, rendahnya kualitas dan ketidaksesuaian kompetensi yang dimiliki, kesalahan penempatan dan ketidakjelasan jalur karier yang dapat ditempuh, hingga tidak adanya daya saing yang bisa diandalkan dalam menghadapi globalisasi. Kondisi kepegawaian yang demikian itu sesungguhnya tidak dapat dipisahkan dari kebijakan penerimaan pegawai di masa lalu, dimana proses penataan kepegawaian banyak diwarnai oleh aroma politik. Pemerintah di masa itu membutuhkan pegawai karena didorong oleh keinginan untuk memperbanyak jumlah agar semakin banyak pegawai yang dapat dibina untuk mendukung kekuatan golongan politik yang berkuasa. Birokrasi pemerintah saat ini harus melakukan perubahan dalam penataan sumberdaya aparatur atau repositioning, agar sesuai dengan tuntutan reformasi yang menginginkan pengaturan lembaga birokrasi yang egalitarian, demokratis, ramping, berorientasi pada kompetensi dan memerhatikan peran pasar, melalui penerapan Assessment Centers dalam penempatan pegawai.

Abstract

The phenomenon of child labor in developing countries often have yet to be resolved, especially child labor in the informal sector. Children are the next generation of the nation, so that should get the fulfillment of their rights by the state and the family environment that feasible. Children have the right to acquire education, develop personality and potential, as well as protection from violence and discrimination. However, the strong patriarchal ideology, neoliberalism’s influence and the discrimination against the child in the field of education, particularly for girls, as well as the still weak state policy in protecting child labor, making this problem up to now has not been able to solve. The problem of poverty is often understood as the basis of the causes of child labor issues. But a more serious cause is in fact concerns the responsibility of the country’s top that does not satisfy the rights of the child, in particular in terms of education.

Abstract

Abstrak : Dari perspektif teoritis, kepemimpinan merupakan inti dari manajemen, dan manajemen merupakan bagian dari administrasi. Itulah mengapa kepemimpinan memiliki posisi strategis dalam tatanan organisasi. Sementara dari perspektif analitikal dan kasus-kasus empiris, peran pemimpin adalah untuk mengarahkan kekuatan, sebagai motivator, pelindung, pelayan dan bertanggungjawab atas setiap aktivitas organisasional. Seorang pemimpin publik harus mengetahui dirinya sendiri, mengetahui aspirasi dan kondisi publik, mengetahui permasalahan pembangunan dan lingkungan strategis, serta sistem administrasi dimana ia memimpin. Seorang pemimpin publik harus mampu menjadi agen perubahan yang memiliki sejumlah kualifikasi dan kompetensi untuk dapat bermanfaat bagi masa depan. Kurangnya perhatian terhadap reformasi pada aspek kepemimpinan aparatur negara menjadikan reformasi administrasi publik selama ini belum mampu memberikan sumbangan yang signifikan. Penggunaan pendekatan kepemimpinan yang memadukan ketiga aspek utama kepemimpinan: kepribadian, perilaku dan konteks keorganisasian secara lebih baik, akan menghasilkan kepemimpinan masa depan yang mampu menjawab tuntutan reformasi kepemimpinan.Kata kunci : Kepemimpinan, Reformasi, Pemimpin masa depanAbstract : From theoretical perspective, leadership is the core of management, and management is a part of administration. That’s why leadership has a strategic position in organization. Conversely, from analytical perspective and empirical cases, the role of leader refers to acts as driving force, motivator, protector, servant and responsible to every organizational activities. A public leader has to know about him/her, public aspiration and condition, the development and strategic environment problems, and the administration systems where he/she in rolled. A public leader has to be a qualify agent of change with some qualifications and competencies to be beneficial for the future. The lack of attention to the leadership aspect of state apparatus can jeopardize the public administration reform. The application of leadership approach that combines three main aspects of leadership, namely: the personality, behavior and better organizational context, will create a future leadership th at enable to respond the demands of the reform leadership.Key words : Leadership, Reform, Future leader

Abstract

The Faculty of Social and Political Science is the oldest faculty at Mulawarman University which is the first university as well as the highest number of students in Kalimantan. Then to maintain its existence, the Faculty of Social and Political Science of Mulawarman University needs to emphasize its superiority in the context of increasing competitiveness against the Faculty of Social and Political Science in other tertiery institutions. Therefore, management of the study program needs to be led by keaders who have the appropriate leadership style for institutional development. Transformational leadership patterns refer to it with a number of characteristics: charismatic, can affect idealism, inspirational and able to encourage the intellectuality of organizational members. The object of this survey is the four Coordinators in the Study Program with the highest number of students in the Faculty of Social and Political Science of Mulawarman University, with respondents from the academic community which include lecturers, education staff and students. The survey results show that the current Study Program Coordinator of the Study of Government and the Public Administration has the ame weakness in the ability of individual consideration. However, they experienced a better increase in their ability to provide intellectual stimulation compared to the previous Study Program Coordinator as seen from the increase in academic and non-academic achievement. Other findings from this survey are that currently the Study Program Coordinator of the International Relations actually has a weak ability to have an ideal influence and the Coordinator of Communication Studies has actually decreased the ability to provide intellectual stimulation compared to the leadership of the previous Coordinator, so that the Communication Studies Study Program requires efforts to increase innovation more focused on the implementation of scientific activities and the production of academic works better.

Abstract

The role of lecturers, as a professional force appointed legally in Higher Education, has three major functions, i.e. education, research, and contribution to society—known as Tridharma Perguruan Tinggi (The Three Principles of Higher Education). Considering the importance of the lecturers’ position, role, and function as educational force in higher education, we need to be consistent in implementing Tridharma Perguruan Tinggi in order to achieve the goal of improving the quality of our human resources. The research aims to examine the influence of competence, motivation, and leadership toward the effectiveness of the implementation of Tridharma Perguruan Tinggi by the lecturers in Mulawarman University. The result of the research shows that competence, motivation, and leadership are strongly and significantly related to the implementation of Tridharma Perguruan Tinggi by Mulawarman University’s lecturers.

Abstract

This article describes a picture of the problems and achievements of women's leadership in the realization of gender justice in the regions and their supporting factors. With a locus of research on government at the executive level in Indonesia and objects of study on women Regional Head / Deputy Regional Head, this study produced findings that the profiles of women regional leaders have diverse socio-political backgrounds, individual capital and party bearers. Although there are currently many women leaders who become leaders at the executive level, they have not yet been fully born in the space of structural transformation and governance relations. So that decentralization and regional autonomy should not only serve as momentum marking changes in governance at the regional level, but rather become a structure of change itself, which opens opportunities for structural transformation and restructuring of power relations so that women's leadership becomes more meaningful in regional government. The emergence of women leaders in the regions is still inseparable from familial ties which have taken women hostage to past attachments while structurally hampering the movement of change itself.DOI:  https://doi.org/10.26905/pjiap.v4i2.3389

Abstract

Rapid economic growth in Asia has helped reduce gender inequality in several countries, especially those in Southeast Asia. This has led, among many other things, to the fact that women have higher opportunities to become leaders. Yet, in Southeast Asia the biggest challenge that remains is the tendency of “untrained” women in public leadership. Then the birth of women needs to get strategic support from the current system of leadership culture, that good life for women is the main pillar of women’s leadership requirements. This paper discusses the opportunities present for preparing Southeast Asian women to become future leaders from a number of authentic leader characteristics that they have. By using the content analysis method, the preliminary findings of this study is the existence of better gender relations, accompanied by the resilience and pragmatism of today’s location communities, bringing Southeast Asian women to a promising future leadership role. A number of characteristics of authentic leaders that have become the basis of women’s identity are actually the main capital to be prepared further through a number of educational efforts, assistance and training in order to increase knowledge, insight, organizational skills and self- confidence. Next, women leaders must be made. Women’s willingness and ability to adapt and develop stronger skills in the areas of emotional intelligence, empowerment, and power of influence place them in a strong position to use these advantages to propel them forward in leadership roles. Southeast Asian countries, especially those with a low human development index, have to begin to open up the need for a state led by women leaders who have the potential to represent a number of authentic leadership criteria to respond to the crisis of public confidence in the country’s leadership.
