Abstract

Spatial planning in the city of Bontang is regulated in Regional Regulation Number 11 of 2012 concerning the Spatial Plan of the Bontang City from 2012 to 2032. This study is intended to analyze the implementation of urban spatial planning for water catchment areas based on the regional regulations and to explain the factors that support and hinder it. This study uses a qualitatitve descriptive method with a research focus on the implementation of urban spatial planning for water catchment areas which includes (1) spatial planning integration, (2) spatial harmony and balance, (3) spatial planning sustainability, (4) spatial planning success, (5) the legal certainty of spatial planning and the factors that influence the implementation of the policy are based on the Edwards III model. Tha findings in this study indicate that the implementation of Bontang City Regional Regulation Spatial Planning from 2012 to 2032 in Bontang City in urban area spatial planning for water catchment areas in Kanaan and Mount Telihan Villages has been implemented, but has not been running optimally because there are still people who violate spatial planning and preventive actions have not been optimized. The inhibiting factor is the lack of communication in the form of socialization to the community so that understanding of regional regualations is still not evenly distributed in the community.

Abstract

The demands of democratization that becoming a global phenomenon that demands the centrality of transparency and accountability in the government sector, including in financial management scope, creating government budgeting management reform in order to increases public participation and increases rule of law in the field of financial aspect, while increasing government performance. Output and outcomes become successive indicator of budgeting implementation by budget user unit. The application of budget performance in financial management of each unit become a curbing expenditure that give priority to the achievement of the results of the planned and allocated input for the execution of the duties and functions of the organization. So basically, the budget performance linking expenditures with results with the benchmarks on the performance of the organization. Key words: Performance budget, public sector budgeting, transparency and accountability, budgeting reform.

Abstract

Tujuan penelitian ini adalah Untuk mengetahui dan menganalisis besarnya pengaruh yang signifikan dari variabel komitmen organisasional, kepemimpinan dan disiplin kerja secara simultan terhadap kinerja Pegawai Sekretariat Daerah Provinsi Kalimantan Timur. Untuk menganalisis variabel yang berpengaruh dominan terhadap variabel kinerja Pegawai Sekretariat Daerah Provinsi Kalimantan Timur. Penelitian ini menggunakan pendekatan deskriptif. Pengumpulan data dilakukan dengan cara observasi, wawancara langsung dengan informan dilokasi penelitian serta menyebarkan kueisoner dan dokumentasi. Populasi dana penelitian ini sebanyak 530 pengawai dengan menggunakan rumus Slovin diperoleh sampel sebanyak 84 pegawai sebagai responden. Hasil penelitian menunjukkan bahwa secara bersama-sama variabel komitmen organisasional (X1), kepemimpinan (X2), disiplin kerja (X3), berpengaruh secara signifikan terhadap kinerja kerja pegawai Sekretariat Daerah Provinsi Kalimantan Timur.Dari pengujian secara parsial, diketahui bahwa variabel komitmen organisasional (X1), kepemimpinan (X2) berpengaruh tidak signifikan terhadap variabel kinerja, sedangkan variable disiplin kerja (X3), berpengaruh signifikan terhadap variabel kinerja pegawai Sekretariat Daerah Provinsi Kalimantan Timur karena nilai t hitung lebih besar daripada nilai t tabel

Abstract

The research objectives were to determine the type of service, analyze and identify supporting factors and inhibiting factors for empowerment services for women and children in Samarinda City. With this type of qualitative research. Data collection techniques are observation, interviews and documentation. Then the interactive model data analysis technique. The results of research on empowerment services for women and children at the Integrated Service Center for Empowerment of Women and Children "Citra Tepian" Kota Samarinda include the provision of information and data collection services through hotline calls or through the SIPPEKA application. Medical and psychological referral services are carried out in collaboration with hospitals and HIMPSI, legal aid services are provided for victims of women and child violence from the police office to the court and in the mediation stage. Safe home services to provide protection for victims. Supporting factors for empowerment services for women and children at the Integrated Service Center for Empowerment of Women and Children "Citra Tepian" Kota Samarinda, namely the existence of an application, namely the SIPPEKA application, while the inhibiting factors are the lack of human resource availability, lack of facilities and infrastructure and lack of budget support.Keywords: Women's and Children’s Empowerment Services, Integrated Service Centers

Abstract

This study aims to determine the attention of the government in the Samarinda City unemployment reduction, youth perceptions about the pre- work card policy in the City of Samarinda unemployment reduction and the implications of the pre-work card policy in the City of Samarinda unemployment reduction. This type of research used in this study is a combination research method with a concurrent embedded model, data analysis using descriptive statistical method. The results showed that the government has the role of community empowerment and in preparing workforce that is ready to use by providing experience and skills. Youth in Samarinda City are dominantly aware of the pre-work card policy with the main source of information through electronic media. The majority of Samarinda City's youth perceptions stated that they quite agree on the pre- work card policy. Samarinda City's youth perception about the implications of the pre-work card policy states that it is quite capable of dealing with youth unemployment.Keyword: Pre-work Card Policy, Unemployment Reduction, Youth Perception

Abstract

The purpose of this study was to describe and analyze the implementation of the Child Welfare Program in Samarinda by the Social Service of East Kalimantan Province and determine the factors that support and hinder the implementation of the program. This research was a qualitative research, with research sites in East Kalimantan Provincial Social Service and several other research sites. Primary data obtained from interviews with selected informants, as well as from direct observation in the study area. While secondary data were collected from data held by the agency.

Abstract

This study aims to identify and describe the application of the ISO 9001: 2015 Quality Management System standard and to identify the implementation of the Quality Culture contained in PT PLN (Persero) UPDK Mahakam UL PLTGU Tanjung Batu. The type of research used is descriptive qualitative data collection using observation, interviews, and literature studies. The data analysis technique used is an interactive model. The results showed that the implementation of the Quality Management System at PT PLN (Persero) UPDK Mahakam UL PLTGU Tanjung Batu refers to the principles and ten clauses required by the ISO 9001: 2015 Quality Management System standard. The results showed that the implementation of the Quality Management System at PT PLN (Persero) UPDK Mahakam UL PLTGU Tanjung Batu went well. A company's quality culture supports the implementation of the policy. However, labor limitations, employee consistency, and lack of socialization regarding implementing ISO 9001: 2015 are still obstacles experienced by companies.Keywords: Quality Management System, ISO 9001: 2015, Quality Culture, PLN Management

Abstract

The Covid-19 pandemic as a non-natural disaster needs to be faced with responsiveness integrated disaster management that emphasized adaptability, collaboration and teamwork. This article analyzes public acceptance as a form of disaster response that can determine the success of the governance in implement disaster management through survey method. The research subjects are the people of the Samarinda City who became respondents randomly. Data was collected using online questionnaire that had been reliable tested. The result of the study find that the success of non-natural disaster mitigation does not always depend on cross-sectoral efforts between the government and stakeholders, but also depends heavily on the acceptability of policy targets. So it’s getting higher public acceptance of government policies, the chance of the implementation of the Covid-19 disaster mitigation success will be higher too. Because the management disasters in developing countries face great challenges from diversity characteristics of society that shape their acceptance of the policy.

Abstract

In order to realize a Child Friendly City, the Samarinda City Government implementing the Fulfillment of Children’s Rights program. This research aims to determine the implementation of the fulfillment of children’s rights carried out by the Samarinda City Women’s Empowerment and Child Protection Service, on policy content variables based on the theory of policy implementation model from Grindle which consist of six elements, namely the interest affected by the policy, the types of benefits generated, the degree of change that occurs, the position of policy makers, program implementers and the resources mobilized. By using a qualitative descriptive research approach, this research concludes that the implementation of Child Friendly Regency/City in Samarinda City based on the contents of its policies has achieved good results with obtained the Nindya level of Child Friendly City award through involving various cross-sectoral stakeholders and placing children as “Pioneers and Reporters” in involvement in the Children’s Forum. The Samarinda City Child Friendly City program has become a pilot area for other regions in East Kalimantan Province. However, the comprehensive fulfillment of children’s rights has still not been achieved, especially for children in the street, homeless, beggars and children who have been married early. There is a need for cooperation between the Samarinda City Women’s Empowerment and Child Protection Service and the Social Service that is more progressive in handling these children’s cases to fulfill their rights better.

Abstract

The Covid-19 pandemic that has hit the world since December 2019 has changed the order of human life, including work patterns in public and private sector organizations in the context of implementing social distancing. This article analyzes the adaptability of workers to produce performance in their organizational environment under abnormal conditions (during a pandemic). Research subjects are female workers in the university environment of Samarinda City from four universities selected to be the sample, namely Mulawarman University, Muhammadiyah University of East Kalimantan, Samarinda State Islamic Institute and Samarinda State Polytechnic. The result showed that the application of the Work from Home (WFH) pattern faced by female workers in the Samarinda City university environment during the Covid-19 pandemic did not become an obstacle to their work productivity, due to high adaptability. Although WFH exposes female workers, especially those who are married and have children, to various challenges related to changes in their work environment during the pandemic period. So that the higher the adaptability of female workers in the university environment in Samarinda City, the higher their work productivity will also increase during the WFH pattern during the Covid-19 pandemic. The WFH patterns become a new form of work model that can increase work productivity and improve the quality of life of female workers in the university environment in Samarinda City, because the role of the public and the domestic role it carries is still capable of being done. Abstrak: Pandemi Covid-19 yang melanda dunia sejak Desember 2019 merubah tatanan kehidupan manusia, termasuk pola kerja di lingkungan organisasi sektor publik maupun swasta dalam rangka penerapan social distancing. Artikel ini menganalisis adaptabilitas pekerja dalam menghasilkan kinerja di lingkungan organisasinya pada kondisi tidak normal (masa pandemi). Subyek penelitian adalah para pekerja perempuan di lingkungan perguruan tinggi Kota Samarinda dari empat perguruan tinggi yang terpilih menjadi sampel yaitu Universitas Mulawarman, Universitas Muhammadiyah Kalimantan Timur, Institut Agama Islam Negeri Samarinda dan Politeknik Negeri Samarinda. Hasil penelitian menunjukkan bahwa penerapan pola WFH yang dihadapi pekerja perempuan di lingkungan perguruan tinggi Kota Samarinda selama masa pandemi Covid-19 tidak menjadi hambatan bagi produktivitas kerja mereka, sebab adanya adaptabilitas yang tinggi. Walaupun WFH menghadapkan pekerja perempuan, khususnya yang berstatus menikah dan memiliki anak, pada berbagai tantangan yang berkaitan dengan perubahan lingkungan kerjanya selama masa pandemi. Sehingga semakin tinggi adaptabilitas pekerja perempuan di lingkungan perguruan tinggi Kota Samarinda, maka semakin meningkat pula produktivitas kerjanya selama pola WFH di masa pandemi Covid-19. Pola WFH menjadi bentuk model kerja baru yang mampu meningkatkan produktivitas kerja serta meningkatkan kualitas kehidupan pekerja perempuan di lingkungan perguruan tinggi Kota Samarinda, sebab peran publik dan peran domestik yang diemban tetap mampu dilakukan.
