Penelitian ini dilakukan dengan tujuan untuk mengetahui strategi komunikasi Disperindagkop UKM Provinsi Kalimantan Timur kepada pelaku UMKM Kota Samarinda dalam pelaksanaan pembayaran digital yang merupakan bentuk transformasi digital dalam kegiatan ekonomi saat ini, yang dikenal dengan Quick Response Code Indonesian Standard atau QRIS. Penelitian ini juga mengidentifikasi faktor penghambat dalam strategi komunikasi Disperindagkop UKM Provinsi Kalimantan Timur kepada pelaku UMKM Kota Samarinda dalam pelaksanaan pembayaran digital. Dengan menggunakan metode deskriptif kualitatif, strategi komunikasi Disperindagkop UKM Provinsi Kalimantan Timur dianalisis berdasarkan aspek pengenalan khalayak, penyusunan pesan, penetapan metode pelaksanaan, seleksi dan penggunaan media serta faktor penghambatnya. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Melalui analisis data dengan mempergunakan model interaktif, hasil penelitian menunjukkan bahwa strategi komunikasi Disperindagkop UKM Provinsi Kalimantan Timur kepada pelaku UMKM Kota Samarinda dalam pelaksanaan pembayaran digital sudah terlaksana namun belum maksimal. Hal ini disebabkan masih adanya sebagian pelaku UMKM yang belum mendapatkan sosialisasi pelaksanaan pembayaran digital dan belum mengadopsi penggunaan pembayaran digital QRIS, khususnya di Kota Samarinda. Pelaksanaan strategi komunikasi Disperindagkop UKM Provinsi Kalimantan Timur kepada pelaku UMKM Kota Samarinda dalam pelaksanaan pembayaran digital juga masih terhambat oleh terbatasnya sumberdaya yang dimiliki Disperindagkop, keterbatasan infrastruktur teknologi, kurangnya pemahaman pelaku UMKM tentang literasi digital hingga tidak mau mengikuti program pelaksanaan pembayaran digital yang telah disosialisasikan Disperindagkop, serta faktor konsumen yang sebagian besar masih menggunakan pembayaran secara tunai dalam bertransaksi.

Setelah diamandemen, UU Perkawinan mensyaratkan adanya keadaan mendesak untuk memperoleh dispensasi nikah dari pengadilan. Namun dalam hal ini Undang-Undang tidak menjelaskan secara rinci kriteria-kriteria yang dianggap mendesak sehingga hakim sebagai orang yang mengetahui hukum (Ius Curia Novit) bertugas menafsirkannya dengan ijtihad. Tujuan penelitian ini adalah untuk mengetahui ijtihad hakim dalam menafsirkan Pasal 7 ayat 2 UU Perkawinan No. 16 Tahun 2019 dan mengetahui metode yang digunakan hakim dalam memutus perkara dispensasi nikah. Pendekatan yang digunakan untuk menganalisis permasalahan ini adalah pendekatan yuridis empiris. Pendekatan yuridis digunakan untuk mengkaji pasal-pasal peraturan-undangan yang mengatur tentang dispensasi nikah yaitu Undang-undang Nomor 1 Tahun 1974. Kemudian digunakan pendekatan empiris untuk mengungkap urgensi perkara dispensasi nikah menurut hakim pengadilan. Hasil penelitiannya hakim menafsirkan situasi yang mendesak dengan penafsiran yang sistematis, yaitu dengan kaidah dan norma hukum baik agama maupun negara berdasarkan teori penafsiran hukum. Selanjutnya dalam memutus perkara dispensasi nikah, hakim menggunakan metode kajian hukum Islam Istihsan dengan berpindah dari Kulliyah ke Juz'iyyah.

The Direct Cash Assistance Policy - Village Fund is the government's effort in dealing with poverty due to the impact of the Covid-19 pandemic by utilizing the village budget. Anggana Sub-district is one of the sub-districts on the coast of Kutai Kartanegara Regency that implements it. This research aims toanalyze the effectiveness of the implementation of the Direct Cash Assistance - Village Fund policy during the pandemic for the people of Anggana District, Kutai Kartanegara Regency. Qualitative analysis was carried outon the three factors that determine the success of policy implementation, namely the logic of the policy, the policy environment and the ability of the implementor to implement the policy. The location of this research includes four of the eight villages in Anggana District, namely Sidomulyo, Kutai Lama, Anggana and Sungai Meriam villages. The results showed that the implementation of the Direct Cash Assistance - Village Fund policy in Anggana District had been carried out quite effectively because it contributed to reducing poverty during the Covid-19 pandemic. This is seen from the aspect of policy logic which contains alternative problem-solving content that appropriate in overcoming the negative impact of the Covid-19 pandemic on the community's economy through collaboration between the Central Government and Regional Governments. From the aspect of the policy environment, there is a conducive environment to support the smooth implementation of the program, both internal and external policies. Meanwhile, from the aspect of the ability of policy implementers, the conditionThe Village Government in terms of competence and quite limited quantity does not really hinder the proper management of Village Funds in the BLT-DD program during 2020 to 2021, even though the distribution of BLT-DD is still not in accordance with the specified period as stated in the Technical Instructions BLT-DD.

Penelitian ini bertujuan untuk menganalisis kinerja implementasi strategi kebijakan Pemerintah Kota Samarinda untuk UMKM di Kota Samarinda selama masa pandemi Covid-19 dan menganalisis kendala apa saja yang dihadapi Pemerintah Kota Samarinda dalam kinerja implementasi strategi untuk UMKM selama masa pandemi Covid-19. Penelitian ini menggunakan model kualitatif dan dianalisis menggunakan model data deskriftif. Dari hasil penelitian ini menunjukkan bahwa pemerintah Kota Samarinda melalui Dinas Koperasi dan UKM dalam kinerja strategi kebijakan untuk UMKM di masa pandemi COVID-19 dalam bentuk berbagai program diantara Behambinan, Pasar Murah, BLT, BPUM, sudah tepat dan berjalan dengan baik. Hal ini dilihat dengan semakin meningkatnya pertumbuhan UMKM selama masa pandemi COVID-19. Kebijakan yang ada dan dijalankan di ketiga Kecamatan sudah sesuai dengan harapan dan sesuai dengan kepentingan masyarakat luas. Kendala yang dihadapi dalam kinerja strategi kebijakan itu sendiri adalah para pelaku UMKM yang masih belum mau berkembang, kurangnya SDM di instansi pemerintahan yang tidak proporsional dengan jumlah UMKM, pendataan UMKM yang masih kurang maksimal, kurangnya informasi dan sosialisasi kepada pelaku UMKM mengenai program bantuan pemerintah.Kata Kunci : Kinerja Kebijakan, Strategi Kebijakan, UMKM

Penanganan masalah Narkoba selain membutuhkan upaya pemerintah juga menempatkan masyarakat sebagai unsur pendukung penting. Penelitian ini bertujuan untuk menganalisis implementasi P4GN yang dilakukan oleh Badan Narkotika Nasional (BNN) Provinsi Kalimantan Timur. Penelitian ini menggunakan metode deskriptif kualitatif dengan pendekatan studi kasus. Data dikumpulkan melalui penggunaan kombinasi teknik wawancara terstruktur, dan observasi. Mengukur keabsahan data, dipergunakan teknik triangulasi sumber dan triangulasi waktu. Hasil penelitian yaitu pencapaian kinerja pada tahun 2023 adalah sebesar 98,54 persen dengan telah terpenuhinya tujuh Indikator Kinerja Kegiatan (IKK) dan 11 IKK melebihi target. Meskipun hal itu bermakna implementasi P4GN telah terlaksana secara akuntabel, efektif dan efisien, namun penelitian ini menyoroti bahwa penetapan target kinerja tahun 2023 menurun dibandingkan target tahun 2022 dan masih terdapat dua IKK yang tidak tercapai. Masih terdapat keterbatasan anggaran pada pelaksanaan kegiatan Bagian Pencegahan untuk edukasi P4GN, khususnya penyuluhan bagi masyarakat untuk bersih Narkoba, juga keterbatasan anggaran dan SDM pada Bidang Rehabilitasi dan Pemberantasan. Fasilitas rehabilitasi rawat jalan maupun rawat inap bagi para pecandu Narkoba di Kalimantan Timur tersedia berupa Klinik Pratama BNN Provinsi Kalimantan Timur dan Balai Rehabilitasi BNN Kota Samarinda, namun kapasitasnya masih terbatas, terlebih ketika jumlah pecandu Narkoba di Kalimantan Timur pada tahun 2023 meningkat. Selain itu, belum ada kantor BNN untuk seluruh wilayah Kabupaten di Provinsi Kalimantan Timur.

As the foundation of national education, universities play a major role in forming graduates who are knowledgeable, skilled, competent and skilled. As a study program with A accreditation, the FISIP UNMUL Public Administration Study Program requires students to complete their studies as soon as possible. Students experience obstacles in the thesis guidance process which causes students to graduate not on time. This study aims to analyze and identify the factors of delays in the thesis guidance process of students of the Public Administration Study Program of FISIP UNMUL using the Fishbone diagram and determine the priority of the problem using the USG (Urgency, Seriousness, and Growth) scoring method through a Likert interval scale. The results showed that the problems of delays in the thesis guidance process of students of the Public Administration Study Program of FISIP UNMUL include: Man, students who are passive in the guidance process; Method, there is no new method in the thesis guidance process; Machine, there is no roadmap of research issues for students; Material, thesis writing guidelines that have not been understood by students. The actualization of providing motivation and a thesis writing guide pocket book, coaching clinic activities, making weekly progress reports and issue catalog roadmaps by dividing two concentration classes with the latest issues are efforts to optimize the thesis guidance process of FISIP UNMUL Public Administration students.

This study aims to determine the implementation of the Kenyah Language Revitalization Program by the East Kalimantan Provincial Language Office in Pampang Village, Samarinda City, and its inhibiting factors. This research uses a descriptive type with qualitative methods, with primary data sources through interviews with key informants of the Kenyah Language Revitalization Coordinator of the East Kalimantan Provincial Language Office. Secondary data sources include press release information, documents, and archives related to the revitalization program. Data collection techniques include observation, interviews, and documentation. The data analysis used was an interactive model analysis developed by Miles, Huberman and Saldana. The implementation of the Kenyah Language revitalization program in Pampang Village was successfully carried out by the East Kalimantan Provincial Language Office as the implementor. This is evident from the six stages of the regional language revitalization program from the 17th episode of the Merdeka Belajar curriculum that have achieved their goals. Starting from the coordination meeting stage, group discussions, teacher training, transmission to the Provincial Mother Language Bud Festival were successfully realized in the revitalization of Kenyah language in Pampang Village. However, during the process it turned out that there were obstacles that caused each stage not to be maximized perfectly, namely: 1) not maximizing the implementation of Samarinda Mayor Regulation Number 15 of 2022 which does not have specific policy derivatives related to local content-based revitalization and 2) community-based revitalization modules that cannot be applied in Pampang Village schools due to the absence of local content of Kenyah Language in the school.

Penelitian ini bertujuan untuk menganalisis Implementasi Peraturan Walikota Nomor 28 Tahun 2020 Tentang Penyelenggaraan Satu Data Terpadu Daerah di Kota Balikpapan, serta menganalisis faktor penghambat dalam implementasi peraturan tersebut. Jenis penelitian ini adalah kualitatif deskriptif. Jenis data yang digunakan adalah data primer dan data sekunder yang diperoleh melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menyimpulkan bahwa implementasi peraturan ini sudah berjalan dengan baik meskipun belum maksimal. Berdasarkan ukuran dan tujuan sudah cukup optimal baik dari sisi penyediaan, pengumpulan, dan penyebaran data. Dari sisi sumber daya, terdapat kekurangan dari sumber daya manusia dan anggaran yang hanya terdapat pada Dinas Komunikasi dan Informatika Kota Balikpapan. Untuk karakteristik agen pelaksana maupun sikap kecenderungan pelaksana sudah cukup baik karena adanya pembagian tupoksi yang jelas sehingga komunikasi antar organisasi sudah berjalan dengan baik. Adapun faktor penghambatnya meliputi adanya keterbatasan pemahaman agen pelaksana, kurangnya sumber daya manusia yang kompeten dan anggaran yang dapat mendukung penyelenggaraan satu data terpadu daerah. Dari faktor penghambat peraturan ini diperlukan komitmen bersama baik dari pimpinan tertinggi sampai tingkat pelaksana untuk menjalankan amanat satu data terpadu. Selain itu Diskominfo Kota Balikpapan juga bisa melakukan kerjasama dengan instansi Pembina atau dari Kota lain yang sudah menerapkan satu data terpadu dengan baik. Pelaksanaan bimtek atau sosialisasi juga bisa menjadi solusi untuk mengatasi keterbatasan sumber daya dengan melibatkan Badan Pusat Statistik selaku instansi Pembina data daerah

SP4N-LAPOR (National Public Service Complaints Management System – People’s Aspiration and Complaints Services) are a national platform designed to manage claims and are designed to make it easier for people to voice complaints and aspirations related to online public services. The purpose of this study is to analyze the application of SP4N-LAPOR in the Samarinda City Civil Service Police Unit and the factors that are a threat to its application. The type of research used is qualitative descriptive with the focus of research on the application of complaints management systems that use indicators of source, process and targets approaches. The data sources come from the primary data, such as the Head of the Samarinda City Civil Service Police Unit as the key informant, the Head of the SP4N-LAPOR Program Management and Application of the Samarinda City Communication and Information Office, as well as the application user community as informants. This research also uses secondary data from reports, archives/report documents sources from the Samarinda City Communication and Information Office and the Samarinda City Civil Service Police Unit. Data collection was carried out using interviews techniques, observations, library research and documentation. Data analysis using an intercative model. The results of this study would suggest that the application of SP4N-LAPOR in the Samarinda City Civil Service Police Unit has gone quite well in improving the quality of public service. The application of this program has been in accordance with the prevailing regulations and is supported by good coordination and direction from leaders. The process of containing complaint runs reasonably well with structured, enabling the Samarinda City Civil Service Police Unit to respond quickly and properly to complaint, in addition to cooperation with other agencies as a factor in its efficiency. However, there are still some obstacles such as internal communication problems, scheduling activities, long procedures for handling reports, the accessibility of applications and websites that are less smooth, the lack of recapitalization of reports and internal evaluations by the Samarinda City Civil Service Police Unit.

This study aims to determine the compliance of motor vehicle motorists who are Junior High School students in Samarinda City and its inhibiting factors. This study uses descriptive types with qualitative methods, by determining the research locations in two State Junior High Schools and one private Madrasah Tsanawiyah in the suburbs of Samarinda which based on observations is known to have many students who drive two-wheeled motorized vehicles. Primary data were obtained from interviews with key informants the Head of the Road Traffic and Head of the Safety Division of the Samarinda City Transportation Agency, Officers of the Samarinda Resort Police Traffic Law Enforcement Unit and interviews with informants from the Trustees of Intra School Student Organizations, Deputy Principal of Public Relations Division and Deputy Principal of Curriculum, as well as the owner or provider or parking lots around the scholl which is the research location. Secondary data sources include regulations regarding the provisions of traffic and field documentation. The data analysis used is combination of content analysis and interactive model analysis. The results of research that rely on data collection techniques through intensive observations, interviews and documentation showed that efforts to increase public compliance with traffic provisions including students of two-wheeled motorized vehicle drivers in Samarinda City, need to be handled not only in nature, but also require awareness and responsibility of all residents of Samarinda City. Self-awareness of each individual can arise if there is sufficient education to form knowledge, understanding and which then has an impact on changes in behavior towards orderly traffic in the public interest as an effort to build and realize the culture of security and traffic safety. The clarity of policy content requires the commitment of policy implementation apparatus in law enforcement to optimize the obedience of the target group.
