Abstract

This activity aims to increase literacy through political education for novice voter students in using the internet wisely to participate in political life, thereby increasing knowledge about politics. The implementation of this activity was carried out in three stages: the first stage, namely the delivery of material through the lecture method; the second stage, namely training and modelling; and the third stage, namely post-training assistance by forming a politically intelligent community. Community service activities in outreach and training in political education in social media at SMA N 1 Airpura, Pesisir Selatan Regency, have been carried out well. The results of the activity were that this activity was attended by all elements of the school, namely SMA N 1 Airpura students, educators and teachers, school committees and other related elements. At the same time, the target audience for this service was 25 people who live in Airpura. Participants in this activity generally know about practical politics but need to learn how to be wise and intelligent in managing information about political issues on the internet, especially social media. Therefore, this group must continue to be accompanied so that political literacy among first-time voters and the younger generation can be realized in realizing political intelligence in Indonesia.

Abstract

Pola rekrutmen kepala daerah menurut undang-undang No.5 Tahun 1974 ditentukan oleh pemerintahan pusat, sedangkan di undang-undang No.8 Tahun 2015 kepala daerah dipilih secara langsung. Perbedaan penjelasan undang-undang ini juga memperlihatkan posisi elite Jakarta dan masyarakat daerah dalam menentukan calon pemimpinnya. Kelompok-kelompok militer mendapatkan tempat yang strategis dengan besarnya pengaruh lembaga ini di era Orde Baru. Pemilihan kepala daerah hanya sekadar formalitas, karena mekanismenya diatur oleh Orde Baru. Sedangkan di undang-undang No 8 Tahun 2015 partai politik menjadi wadah rekrutmen kepala daerah sebelum dipilih oleh masyarakat secara langsung. Masyarakat sipil mendapatkan kesempatan yang lebih luas dan terbuka dalam menyuarakan aspirasi politik. Penelitian ini menggunakan pendekatan studi literatur, penulis menggali informasi dari dua undang-undang tersebut lalu melihat pola rekrutmen kepala daerah di dua undang-undang ini.

Abstract

Expansion of a region within a province is a political condition to provide regional autonomy that prioritizes regional progress in a smaller scope in order to maximize the results of the development of the region. Several phenomena occur in regional development studies. This study aims to analyze the dynamics that occur in regional development based on the concept of regional autonomy. The object chosen in this study is the province of South Sumatra. The selection of South Sumatra as the object of this research is based on the area size and equity that has not been maximized in this province. This study found that regional expansion is a form of necessity to maximize social welfare, political participation and political stability that occurs in an area. Political and government regulations in a smaller scope are able to maximize regional capacity to optimize people's welfare. However, in other findings, regional expansion has an unavoidable clash. The interest of political elites in the process of regional expansion is one of the problems that continues to occur. This study uses an exploratory-qualitative research design method with the concept of decentralization and regional autonomy and local democracy as an analytical tool in the discussion.

Abstract

The high level of corruption, which has become a pathology in developing countries, especially Indonesia, is evidenced by the 2022 international transparency data, which scored 34/100 and ranked 110 out of 180 surveyed countries. Indonesia ranks as the 5th most corrupt country in Southeast Asia. With these results, Indonesia has only been able to increase its Corruption Perception Index (CPI) score by 2 points from 32 over the past decade since 2012. Despite Law No. 20 of 2001's eradication of corruption, which covers various aspects, related to anti-corruption efforts, including education and anti-corruption socialization, this pathology remains unresolved. Therefore, a strong foundation is needed, especially among the younger generation as the nation's future leaders, by strengthening students' character regarding integrity and courage against corruption. This community engagement used socialization, interviews with school members, and participatory observation within the school environment. The concept of public administration ethics serves as the basis for this activity. The results showed that anti-corruption education through the perspective of public administration at SMP N 13 Padang plays a significant role in shaping students' integrity and courage in combating corruption. As adolescents, students are in the process of forming moral values and behaviors. Thus, anti-corruption education interventions can significantly impact shaping their character. Students improved their understanding of corruption and developed a more courageous attitude and strong integrity. The results provided valuable insights and a foundation for further improvement in anti-corruption education in middle schools.

Abstract

This article aims to describe the process of vote buying and selling at 2 TPS in Kampung Baru Village and analyze the political relations of incumbent candidates in Kampung Baru Village. This research uses a qualitative descriptive approach with a case study method. The theories used are vote buying, patronage, and clientelism. The research results show that vote buying at 2 TPS in Kampung Baru Village stems from low voter participation. There were 216 voters who came to exercise their voting rights out of 872 voters. Seeing the low voter participation, the Head of Kampung Baru Village as the incumbent's success team asked the KPPS to vote on the remaining ballot papers. KPPS officers agreed and asked the incumbent's success team to discuss it with the PPS chairman of Kampung Baru Village. The results of the negotiations between the PPS chairman and the Village Head resulted in an agreement to buy and sell 400 votes in exchange for Rp. 30,000/ballot paper. The patronage relationship between incumbent candidates and KPPS and PPS officers in Kampung Baru Village occurs through the clientelism network of the Village Head as a liaison mediator who reconciles the political interests of the incumbent with the needs of the organizers. The implications of money politics on the integrity of the regional election organizers and results damage the image and good name of the institution, reduce public confidence in the election organizers and results, damage the quality of the democratic election process and results, disrupt the election implementation scheme and weaken the political legitimacy of the people.

Abstract

Abstrak: Perubahan sistem pemerintaan di Indonesia pasca reformasi, membuat negara ini menjadi negara multipartai. Munculnya berbagai partai politik ini tentunya mengharuskan Indonesia lebih memperhatikan pelembagaan politik pada setiap partai politik yang ada, karena pelembagaan politik partai akan berpengaruh pada bagaimana pengelolaan terhadap internal maupun eksternal partai, sehingga hal ini juga akan berpengaruh padakeberlangsungan demokrasi negara di Indonesia. PDI Perjuangan merupakan salah satu partai politik yang diresmikan pada tahun 1998, ini bukan waktu yang sebentar untuk partai ini dapat melembagakan dirinya dengan baik. Akan tetapi, 24 tahun berjalan, PDI Perjuangan di Sumatera Barat memiliki masalah yang sama dari tahun ke tahun, yaitu perolehan suara yang rendah. Hal ini tentunya dipengaruhi oleh pelembagaan politik yang belum berjalan secara maksimal dalam organisasi partai. oleh karena itu, yang menjadi tujuan dari penelitian ini adalah menganalisis dan mendeskripsikan bagaimana permasalahan pada pelembagaan politik Partai Demokrasi Indonesia Perjuangan di Sumatera Barat periode 2019-2022. Penelitian ini menggunaka pendekatan penelitian kualitatif dengan metode studi kasus, serta teknik pengumpulan data berupa data sekunder, wawancara dan dokumentasi. Untuk menganalisi datayang diperoleh, peneliti menggunakan teori yang dikemukakan oleh Vicky Randal dan Lars Svasand yang melihat dari empat dimensi. Hasil dari penelitian ini, mendeskripsikan bahwa pelembagaan politik Partai Demokrasi Indonesia Perjuangan belum berjalan dengan baik di Sumatera Barat, karena masih terdapat masalah mengenai pendanaan, otoritas pemimpin, dan citra publik yang buruk. Kata kunci: Pelembagaan politik, PDI Perjuangan, perolehan suara Abstract: Changes in the government system in Indonesia after the reformation have made this country a multi-party country. The emergence of these various political parties certainly requires Indonesia to pay more attention to the institutionalization of politics in each existing political party, because the institutionalization of party politics will affect how internal and external parties are managed, so this will also affect the sustainability of state democracy in Indonesia. PDI Perjuangan is one of the political parties that was inaugurated in 1998, this is not a short time for this party to institutionalize itself properly. However, 24 years running, PDI Perjuangan in West Sumatra has had the same problem from year to year, namely low vote acquisition. This is of course influenced by political institutionalization which has not run optimally in party organizations. therefore, the aim of this research is to analyze and describe how the problems in political institutionalization of the Indonesian Democratic Party of Struggle in West Sumatra for the 2019-2022 period. This study uses a qualitative research approach with the case study method, as well as data collection techniques in the form of secondary data, interviews and documentation. To analyze the data obtained, the researcher uses the theory put forward by Vicky Randal and Lars Svasand which looks at it from four dimensions. The results of this study describe that the political institutionalization of the Indonesian Democratic Party of Struggle has not gone well in West Sumatra, because there are still problems regarding funding, leadership authority, and bad public image. Abstract

The development gap between urban and rural areas has triggered the birth of the digital village program. The purpose of this service is to rebuild the digital ecosystem in Lamahu Village through various innovations that support village digitalization and improve access to information. The methods used include observation, interviews, village needs analysis, and technology usage training. This activity lasted for four months, focusing on the development and implementation of relevant technological solutions for the village community. During this service, five main projects were successfully developed: (1) The web-based application DIGICORE LAMAHU to enhance information access and facilitate various services in the village, (2) The Lamahu village map as a means of providing information on the village's territory and infrastructure, (3) A village profile video as a promotional medium for the village's potential, (4) A policy brief providing policy recommendations to the village government, and (5) Digitalization training for SMEs to support the development of micro, small, and medium enterprises in the village. This service ran well and produced various beneficial products. Direct interaction with the Lamahu Village community broadened insights into local social and economic realities. The sustainability of this program requires ongoing support from the local government and capacity building through advanced training. Active participation of the community is also crucial for the success and sustainability of this program. The project's results are expected to facilitate public services in Lamahu Village and serve as a model for the digitalization of other villages in Gorontalo Province and Indonesia.

Abstract

This study focuses on the local political sphere by examining the policies and the spread of Nagari’s institutional structure in West Sumatra by following Law No. 6 of 2014 about Villages. We examine and reassess the new variations of the local political sphere, focusing on local elites (Penghulu-Alim Ulama) and local communities’ growth within Nagari institutions in West Sumatra. Data was gathered via a focus group discussion (FGD) including stakeholders, regency administration, the Nagari government, and the communities. The findings are Nagari Pasia Laweh envisions an advanced Nagari based on local wisdom and open dialogue. It possesses benefits that effectively empower all community members in the process of the policy cycle. Law No. 6 of 2014 provides the Nagari government with opportunities to participate in policy formation and decision-making processes. The Nagari government greatly benefits, including financial and material aid from the central government and contributing significantly to its overall advancement. Participation of local elites, such as ninik mamak, penghulu, and traditional stakeholders at every stage of the policy process enhances the effectiveness of accountability mechanisms, facilitating the collective implementation and evaluation of policies.

Abstract

This research discusses the political conflict in managing the Regional Executive Board ofHanura Political Party in West Sumatera. The method used in this research is a qualitative approach withdescriptive type. The theory used in this research is the theory of conflict-causing factors from SimonFisher and the concept of political conflict from Ramlan Surbakti. From the research that was conducted,it was found that some factors caused the political conflicts. Firstly, a sense of distrust from themanagement of the regional executive Board of Hanura Political Party in West Sumatera towards OsmanSapta Odang. Secondly, the Chief of Regional Executive Board of Hanura Political Party in WestSumatera was disappointed about Wiranto's inability to take an outright stance regarding the conflictsthat occurred in the management. Thirdly, a lack of mutual respect between senior and junior figures ofthe Hanura Political Party in West Sumatera. Fourthly, different opinions about party managementbetween Osman Sapta Odang's side and Daryatmo's side. The political conflict in Hanura hasimplications for the replacement of the chairman of the Regional Representative Council of the Republicof Indonesia and the dismissal of 10 Hanura Political Party members from the Regional House ofRepresentatives in West Sumatera, who are on Daryatmo's side; therefore the dismissed cadres chose toswitch parties.

Abstract

This article aims to analyze how the conflict between the local government and the community in illegal gold mining activities in Hutabargot Nauli village, Hutabargot district, Mandailing Natal district, namely what caused the conflict, what caused the conflict to persist, and why until now the local government has not been able to close it. This research is a research using literature study method or literature review. The results of this paper indicate that the closure of illegal gold mining activities in the village of Hutabarkot Nauli cannot be carried out by the local government because the community will continue to reject the appeal from the local government and conflicts that occur between the local government and the community will not have a solution to resolve it.
