Abstract

This study discusses the capacity of the nagari government to utilize village funds during the COVID-19 pandemic. Limitations in communication patterns, interaction, and community legitimacy are identified as issues in policy implementation. As the front line to accelerate economic recovery for the community during the pandemic, the nagari government has to offer various innovations in policy implementation, including the utilization of village funds. Remarkably, one of the nagari in West Sumatra, namely Nagari Pasia Laweh, utilized the pandemic as a turning point for generating various innovations using village funds. Consequently, this nagari was rewarded as the best Nagari in village fund transparency in 2020 and the best nagari in West Sumatra in 2021. This study employed a qualitative method to observe the phenomena related to the institutional capacity of nagari in the utilization of village funds during the pandemic. The data were collected through in-depth interviews with the purposive sampling technique. The results indicate that various policy innovations are carried out through schemes involving local actors in Nagari Pasia Laweh using a kaum-based method. The collaboration between the government and local elite facilitates the acceptance and implementation of various policies in the community. Thus, community participation and legitimacy greatly influence Nagari Pasia Laweh to the extent that it is selected as the best nagari.

Abstract

In the process of implementing regional autonomy, conflict is inevitable. Internal disputes between autonomous areas, vertical conflicts between autonomous regions, and horizontal conflicts between autonomous regions are the three categories of conflicts involving regional autonomy. This study examines uncommon vertical disputes in autonomous territories, namely the dispute between the Ministry of Finance, the Governor of Riau, and the Regent of the Meranti Islands. The purpose of this study is to elucidate the mechanisms behind conflict, including its origins and ways to resolve it. The study's findings suggest that the very little fiscal support given to the Meranti Islands Regency Government is what triggers the conflict process, which starts with interaction. Special Financial Assistance (BKK) is budget support from the provincial government of Riau, whereas Profit Sharing Funds (DBH) are budget support from the federal government. Limited resources, such as a tiny APBD, regional poverty, and a large number of unemployed people who migrate to neighboring countries as migrant laborers are the root causes of this conflict. The divergent objectives of the Ministry of Finance, the Governor of Riau, and the Regent of the Meranti Islands constitute the second cause of conflict. The Governor believes that funds will be distributed based on statistics and indicators, the Regent wants to deliver as much funding as possible to the regions, and the Ministry of Finance considers financial equality across the area. The third source of conflict is miscommunication, which includes spreading the word through the media and making diabolical remarks in public forums directed at the Ministry of Finance. The personality of the Meranti Islands Regent, who exudes a spectacular and haughty demeanor while leading the government, is the fourth point of contention. The final methods of resolving conflicts are negotiation and mediation.

Abstract

Mengetahui dinamika kesetaraan gender dalam kehidupan politik Indonesia menjadi tujuan penelitian ini. Penelitian ini merupakan salah satu jenis penelitian kepustakaan yang menggunakan buku-buku dari perpustakaan sebagai sumber datanya. Untuk melakukan kajian ini, berbagai literatur yang ada mengenai dinamika kesetaraan gender dalam kehidupan politik Indonesia dibaca, dikaji, dan dianalisis. Berdasarkan temuan penelitian ini, kehadiran politik perempuan sangatlah penting jika kita ingin membingkai proses demokratisasi Indonesia dari sudut pandang demokrasi yang ramah gender. Para aktivis secara terus menerus dan lebih tepat memperjuangkan 30% keterwakilan politik perempuan sebagai perjuangan bersama, berbeda dengan politisi laki-laki yang lebih fokus pada “narasi politik besar”. Kita telah melihat gerakan-gerakan signifikan yang dipimpin oleh hampir semua institusi dan komponen gerakan perempuan selama sepuluh tahun terakhir atau lebih, termasuk politisi, jurnalis, akademisi, organisasi kerakyatan, aktivis LSM, dan bahkan orang-orang dan artis terkenal. Bertujuan untuk keterwakilan politik perempuan yang lebih adil, setara dan proporsional.

Abstract

Indonesia's plan to relocate its capital from Jakarta to East Kalimantan is driven by various socio-economic and environmental challenges in Jakarta, including overcrowding, economic disparity, water scarcity, and environmental degradation. The decision has faced criticism for its potential financial burden amidst the COVID-19 pandemic recovery efforts and concerns over legal and managerial complexities. Despite the strategic benefits of reduced congestion and disaster risk in Kalimantan, issues such as social integration, security threats, and the need for substantial funding remain pivotal in determining the project's success. This paper employs a qualitative descriptive approach, integrating academic literature and expert opinions, to analyze the economic-political implications of the capital relocation amid public resistance and government challenges.

Abstract

Skrispsi ini membahas tentang Dinamika Pemilihan Wali Nagari Lansek Kadok Barat Kecamatan Rao Selatan Kabupaten Pasaman Pada Tahun 2022. Penelitian ini bertujuan untuk menjelaskan bagaimana Dinamika Pemilihan Wali Nagari yang sampai saat ini belum juga dilantik. Pendekatan yang digunakan untuk penelitian ini adalah kualitatif dengan metode studi kasus. Penelitian ini dikaji menggunakan konsep Berdasarkan Peraturan Menteri Dalam Negeri Republik Indonesia Nomor 112 Tahun 2014 Pasal 6 Tentang Pemilihan Kepala Desa dilaksanakan melalui tahap-tahap yaitu Persiapan, Pencalonan, Pemungutan Suara, dan Penetapan serta adanya hubungan Relasi Elit Kuasa Desa dalam Pemilihan Wali Nagari di Lansek Kadok Barat. Hasil penelitian ini menunjukkan bahwa belum juga dilantiknya Wali Nagari terpilih di Nagari Lansek Kadok Barat terindikasi bahwa adanya sanggahan dari pihak yang kalah mengatakan bahwa calon Wali Nagari yang terpilih masih terdaftar di SIPOL (Sistem Informasi Partai Politik). Akan tetapi Panitia pemilihan Wali Nagari mengatakan jika memang calon tersebut terdaftar di SIPOL (Sistem Informasi Partai Politik) dari awal dia tidak akan bisa mengikuti proses pencalonan Wali Nagari di Lansek Kadok Barat. Jadi bisa dilihat bahwa pelaksanaan Pemilihan Wali Nagari Lansek Kadok barat telah melalui tahapan-tahapan yang telah diatur oleh perundang-undangan namun terdapat permasalahan dalam proses penetapan Wali Nagari yang terpilih oleh pihak Kabupaten yang sampai saat ini belum bisa untuk menetapkan dan melantik Nagari Lansek Kadok Barat yang terpilih. Tidak hanya itu adanya relasi kuasa elit desa antara calon yang kalah dengan pihak Kabupaten membuat permasalahan ini tak kunjung selesai karena calon yang kalah ini merupakan seorang yang disegani di masyarakat atau datuk di Nagari Lansek Kadok Barat maka sampai sekarang permasalahan yang terjadi di Nagari Lansek Kadok Barat tak kunjung selesai.

Abstract

Penelitian ini membahas mengenai motif dari calon legislatif dalam pencalonannya di Pemilu Tahun 2024. Masih banyak ditemukan calon legislatif yang maju dari partai politik non-parlemen yang secara historis tidak dapat meraih suara yang signifikan. Penelitian ini menggunakan metode penelitian kualitatif untuk mendeskripsikan apa motif yang mendasari calon legislatif memilih partai politiknya. Ada tiga indikator dalam menentukan keputusan menurut Verba dan Schlozman yakni 1) sumber daya, 2) keterlibatan, dan 3) mobilisasi. Peneliti mewawancarai secara mendalam calon legislatif yang bertahan di partai politik lamanya. Ditemukan bahwa para calon legislatif ini tidak memiliki pilihan lain untuk pindah partai. Kondisi ini dipengaruhi dengan kaderisasi partai politik yang buruk.

Abstract

The Ombudsman plays a crucial role in overseeing the provision of public services. However, awareness and understanding of the Ombudsman’s functions and services remain low, particularly among rural communities and those with lower levels of education. This study aims to explore effective public education strategies to enhance public understanding of the Ombudsman. The research adopts a qualitative and descriptive approach, supported by related literature reviews. The theory used in this study is Kotten’s strategy theory as cited in Salusu (2008). The three indicators utilized in this research are organizational strategy, resource support strategy, and program strategy. The findings indicate that while the Ombudsman’s strategies are generally good, they have not yet succeeded in reaching all segments of society. Therefore, the authors offer several recommendations, including approaches that involve local communities and the use of easily accessible media to enhance the effectiveness of education efforts. Programs such as Ombudsman ambassadors, Ombudsman representatives at the district level, and competitions or festivals focused on the functions and services of the Ombudsman are suggested as solutions to attract public attention and participation. Additionally, partnerships with schools and community organizations have shown positive impacts in broadening the reach of information. It is hoped that awareness and understanding of the Ombudsman will increase, enabling the public to be more proactive in utilising the services provided by the Ombudsman

Abstract

Corruption is an extraordinary crime (extraordinary crime), so the handling must be done with extraordinary efforts. In this reform era, corruption is increasingly rampant involving various actors, from the central government to the lowest. From Transparency International (TI) data, Indonesia's 2017 Corruption Perception Index (CPI) is 37 and is ranked 96 out of 180 countries surveyed globally. Responding to the increasingly prevalent phenomenon of corruption, the world of education has begun to improve to answer the challenges of the swift currents of corruption. One of the efforts made is curriculum change. Curriculum changes that have been intensively discussed lately are the inclusion of anti-corruption character education at the pre-school to tertiary education levels. The purpose of this activity is to provide OSIS administrators with an understanding of anti-corruption character education, including understanding, rules, and implementation of anti-corruption character education in junior high schools. In contrast, the methods used are lectures, question and answer methods, and simulations with film screenings about anti-corruption characters in schools. The results of this activity showed that of the 30 (thirty) OSIS administrators who attended this event, almost 99% of them knew that corruption was a violation of the law. They could also explain corrupt practices that occurred in the school environment and their family environment, and sometimes they also become the perpetrator of the action.

Abstract

The high level of corruption, which has become a pathology in developing countries, especially Indonesia, is evidenced by the 2022 international transparency data, which scored 34/100 and ranked 110 out of 180 surveyed countries. Indonesia ranks as the 5th most corrupt country in Southeast Asia. With these results, Indonesia has only been able to increase its Corruption Perception Index (CPI) score by 2 points from 32 over the past decade since 2012. Despite Law No. 20 of 2001's eradication of corruption, which covers various aspects, related to anti-corruption efforts, including education and anti-corruption socialization, this pathology remains unresolved. Therefore, a strong foundation is needed, especially among the younger generation as the nation's future leaders, by strengthening students' character regarding integrity and courage against corruption. This community engagement used socialization, interviews with school members, and participatory observation within the school environment. The concept of public administration ethics serves as the basis for this activity. The results showed that anti-corruption education through the perspective of public administration at SMP N 13 Padang plays a significant role in shaping students' integrity and courage in combating corruption. As adolescents, students are in the process of forming moral values and behaviors. Thus, anti-corruption education interventions can significantly impact shaping their character. Students improved their understanding of corruption and developed a more courageous attitude and strong integrity. The results provided valuable insights and a foundation for further improvement in anti-corruption education in middle schools.

Abstract

This study explores the implementation of collaborative governance in village development in Nagari Tigo Balai, Matur District, a locality recognized for its excellence in village financial management and fiscal transparency. Using a qualitative case study approach, the research analyzes how key collaborative governance principles are applied across the planning, implementation, and monitoring stages of local development. The findings reveal that five critical factors—willingness to compromise, effective communication, mutual commitment, trust, and information sharing—consistently shape stakeholder collaboration during all phases of the development process. These elements foster inclusive participation and strengthen transparency in local governance practices. However, the study also identifies inhibiting factors, including limited innovation in village development strategies and insufficient openness in financial disclosures by the nagari government. This research contributes to broader discussions on participatory governance and decentralized development in emerging economies. It provides practical insights into how collaborative governance can enhance administrative accountability and community engagement, particularly in culturally rooted governance systems beyond the Western context.
