Abstract

The public should be the party that benefits the most in terms of access to information through mass media using public frequencies. Expectations regarding the role of the media are increasingly important during the election period, as in this study it is limited to voting day by choosing TV One and Metro TV as research objects to analyze broadcast content and interpretations made by the media regarding the vote on April 17 2019. This study uses a constructive research approach, with the Robert N. Entman framing analysis methodology presented in a descriptive qualitative manner. The findings in this study indicate that there are educational efforts on live broadcast programs that can be seen in the selection of sources and in the dialogue developed by the two media. Metro TV interpreted that the voting day was running smoothly and that the candidates participated in influencing the peaceful running of the election. Meanwhile, TV One framed the 2019 Election as still running with various problems for voters who had to vote for five different types of elections. The study also found that the media played a role in framing the 2019 elections that were centered on the presidential election, rather than other types of elections. In addition, these two media also provide space for their owners to convey messages to the public who are also figures of national political parties.

Abstract

Village funds are funds sourced from the APBN which are managed autonomously by each village in order to create a more independent village. In accountability for the use of village funds, the village government is required to be able to carry out in accordance with the regulations governing the use of village funds. The purpose of this research is to find out what is the role of the Village Elite in managing village funds, and what problems are faced in managing village funds in 2020. This study uses qualitative research with case studies. Data collection techniques were carried out by interviewing and documenting and then comparing the interview data with secondary research data. Data analysis used descriptive evaluative analysis with three steps in the form of data reduction, data presentation, and drawing conclusions. The results of this study indicate that in the process of managing village funds in Sungai Abu Village, Air Hangat Timur District, there are obstacles, including the weak capacity and capability of village government human resources, lack of innovation in program activities and low community participation. So this still affects the village's ability to manage village funds.

Abstract

Ada eforia yang terjadi ketika gerakan kembali ke-nagari di Sumatera Barat menjadi terasa berlebihan, karena masyarakat Minangkabau seperti punya keinginan terciptanya kembali nagari tradisonal seperti pada masa dulunya, padahal dalam prakteknya sangat bertolak belakang. Nagari sekarang sengaja diformat oleh Negara ( baca: pemerintah daerah) dengan perubahan yang sangat substansi pada fungsi dan peran lembaga yang ada dalam nagari. Konsekuensinya nagari sebagai institusi lembaga formal pada tingkat lokal tidak lagi sepenuhnya otonom, banyak konflik yang menyertai perjalanannya, dengan segala kompleksitasnya sebenarnya sangat menarik untuk dijadikan sebagai bahan kajian diskusi yang dikupas dalam bentuk hasil penelitian karena antara Negara (baca: pemerintah daerah) dengan nagari terselip keinginan untuk men-setting nagari dengan format yang berbeda, sehingga ada sebuah solusi yang penulis tawarkan untuk menjembatani dua perbedaan tersebut yang penulis uraikan dalam bentuk model analisis pendekatan elite dan distribusi kekuasaan. Penelitian ini dilakukan secara kualitatif dengan metode Grounded Theory, mengambil analisis kasus pada satu nagari sebagai representasi dari ratusan nagari yang ada di Sumatera Barat, informan dalam penelitian ini adalah elite nagari yang dipilih berdasarkan kriteria yang sudah ditetapkan sebelumnya. Hasil dari penelitian ini ada sebuah solusi yang menarik yang penulis tawarkan kepada pemerintah daerah dan nagari bagaimana cara “positif” menyalurkan opini publik masyarakat nagari sehingga tidak terjadi “perang kepentingan”dalam memetakan format sebuah nagari, dengan menggunakan analisis dasar pendekatan elite dan distribusi kekuasaan dan adopsi model bendungan menurut Jurgen Habermas dalam menata sebuah ruang publik.

Abstract

Penelitian ini membahas faktor pemakaran Nagari Persiapan Batahan Utara. Proses pemekaran nagari dimulai sejak Tahun 2006 dan terealisasikan Tahun 2016 akibat kendala regulasi, penolakan dari walinagari, dan penetapan batas wilayah. Penelitian ini bertujuan untuk menjelaskan faktor yang melatarbelakangi proses Nagari Persiapan Batahan Utara melakukan pemekaran. Penelitian ini menggunakan metode kualitatif dengan studi kasus intrinsik. Teori yang digunakan dari Fitria Fitrani, Bert Hofman, dan Kai Kaiser yaitu faktor sosial, ekonomi, dan politik. Hasil dari penelitian ini bahwa faktor sosial, ekonomi, dan politik saling bersinergitas mendorong Nagari Persiapan Batahan Utara memekarkan diri. Nagari Persiapan Batahan Utara ingin mekar dilaterbelakangi oleh faktor sosial yaitu jasa layanan yang diterima tidak efektif akibat kualitas infrastruktur yang buruk terutama akses jalan hanya tanah sepanjang 7 km, ongkos perjalanan Rp.50.000, jumlah penduduk yang padat terdiri dari 2.598 jiwa, sarana-prasarana seperti komputer dan leptop hanya 7 buah dengan kualitas internet tidak mendukung. Faktor ekonomi yaitu jumlah dana desa yang diterima hanya Rp. 1.131.517,744.00 dialokasikan terhadap 26 jorong, pendapatan asli nagari (PAN) kosong mengakibatkan Nagari Persiapan Batahan Utara hanya mendapatkan 3 kali bantuan pembangunan yaitu jalan beton, bangunan taman kanak-kanak, dan bronjong sungai. Faktor politik ide pemekaran diprakarsai oleh pemerintah daerah dan masyarakat.

Abstract

Corruption is an extraordinary crime (extraordinary crime), so the handling must be done with extraordinary efforts. In this reform era, corruption is increasingly rampant involving various actors, from the central government to the lowest. From Transparency International (TI) data, Indonesia's 2017 Corruption Perception Index (CPI) is 37 and is ranked 96 out of 180 countries surveyed globally. Responding to the increasingly prevalent phenomenon of corruption, the world of education has begun to improve to answer the challenges of the swift currents of corruption. One of the efforts made is curriculum change. Curriculum changes that have been intensively discussed lately are the inclusion of anti-corruption character education at the pre-school to tertiary education levels. The purpose of this activity is to provide OSIS administrators with an understanding of anti-corruption character education, including understanding, rules, and implementation of anti-corruption character education in junior high schools. In contrast, the methods used are lectures, question and answer methods, and simulations with film screenings about anti-corruption characters in schools. The results of this activity showed that of the 30 (thirty) OSIS administrators who attended this event, almost 99% of them knew that corruption was a violation of the law. They could also explain corrupt practices that occurred in the school environment and their family environment, and sometimes they also become the perpetrator of the action.

Abstract

Pemerintahan Nagari merupakan sebuah wahana bagi penyelenggaraan pemerintahan terdepan di tingkat daerah. Nagari dapat berbenah diri dengan menjadikan dirinya sebagai cerminan miniatur sebuah Negara. Nagari sebagai ujung tombak penyelenggaraan pemerintahan daerah harus mampu mewujudkan pelayanan yang prima kepada masyarakat. Melalui pelatihan, ceramah, dan diskusi, pengabdian kepada masyarakat dengan tema Pelatihan Aparatur Pemerintah Nagari dalam Rangka Mewujudkan Pelayanan Prima dilaksanakan di Nagari Talang Anau, Kecamatan Gunuang Omeh, Kabupaten 50 Kota). Kegiatan ini melibatkan stakeholders pemerintah nagari (wali nagari dan perangkat) dengan tujuan meningkatkan sensitivitas terhadap praktek pelayanan publik yang baik dan memberikan pemahaman kepada peserta tentang pentingnya penyelenggaran pelayanan publik yang prima. Kegiatan didukung oleh segenap aparatur pemerintah nagari (wali nagari dan perangkat). Pihak pemerintah Nagari antusias dan berharap kegiatan pengabdian ini dapat berlanjut serta Lembaga Penelitian dan Pengabdian Kepada Masyarakat Universitas Andalas dan Fakultas Ilmu Sosial dan Ilmu Politik Universitas Andalas dapat menjembatani kebutuhan aparatur pemerintah nagari terkait praktek pelayanan publik.

Abstract

Kegiatan pengabdian kepada masyarakat yang dilakukan oleh tim Dosen Jurusan Ilmu Politik Universitas Andalas yang dilaksanakan pada 10 November 2018, bertempat diKelurahan Limau Manis, Kecamatan Pauh, Padang, fokus kepada penguatan organisasi lokalmasyarakat. Tujuannya, agar organisasi yang dijalankan oleh masyarakat dapat berkembangsekaligus sebagai sarana masyarakat berlatih menerapkan prinsip-prinsip demokrasi. Pelatihanini mendapatkan sambutan yang baik oleh masyarakat dimana dari 25 peserta yang diundanguntuk mengikuti pelatihan ini yang hadir ada sebanyak 30 orang. Peserta sendiri terdiri daribeberapa utusan masyarakat yang aktif dalam organisasi seperti PKK, Karang Taruna, sertaketua RT/RW. Metode yang digunakan dalam pelatihan ini yaitu metode Pendidikan OrangDewasa (Andragogi) yang mengajak peserta untuk terlibat aktif dalam pelatihan ini. Adapunhasil dari pengabdian ini (1) Masyarakat memiliki pemahaman dasar tentang pentingnya terlibatberorganisasi; (2) Masyarakat tahu bahwa organisasi menjadi wadah pendidikan politik untukpenguatan demokrasi di aras lokal; (3) Masyarakat paham bahwa lewat organisasi mereka dapatmempengaruhi kebijakan.

Abstract

In terms of utilization of village funds, if examined more deeply in the period of 2015-2019, the central government has allocated village funds worth Rp.46.9 trillion, double the previous year which was only Rp20 trillion. The village funds were then allocated to 74,754 villages spread across Indonesia, and each village received village funds ranging from Rp. 600 million to Rp. 800 million. Interestingly, based on preliminary data from Indonesia Corruption Watch (ICW), from 2015 to Semester I 2018, cases of corruption in village funds have increased, there are approximately 181 cases of corruption in village funds with 184 corruption suspects and a loss of Rp 40.6 billion. There are three assumptions arising from the above data findings, namely (1) there are cultural factors that are supported by the foundation of social norms that emphasize patron-client joints and negative symbiotic-mutualism relationships between village elites and local groups of village communities; (2) weak institutionalization of political institutionalization at the village level, where bribe money is the norm in establishing a development project; (3 The management of village institutional institutions after the issuance of Law No. 6/2014 on Villages, is not comparable with the ability of local elites and government at the local level in describing the reality of development and community empowerment, so that it continues to grow the oligarchic practices of elite power that has traditional authority which is wrong One trigger for corruption The solution offered is the Procurement Team from Andalas University conducting training to Nagari officials in Nagari Panyakalan, Solok Regency, on how to build Anti-Corruption Integrity in the utilization of village funds and then the Penggal Team in collaboration with the Nagari Apparatus, the Nagari Deliberation Board (BMN) ) helped initiate the formation of an anti-corruption monitoring group in the nagari.

Abstract

The problem of flooding is serious in the city of Padang. Padang Selatan sub-district is one of the sub-districts that has experienced one of the worst floods in 2018 in Rawang Urban Village each year. Flooding is a disaster that can be prevented and minimized its impact. However, avoiding and overcoming the flood disaster cannot be done by the government alone. The effect of floods on the community not only in the form of loss of property and buildings, also flooding also dramatically affects the community's economy and overall community development, especially health and education. The purpose of this activity is to provide training in increasing the capacity of the population in flood preparedness by using a focused lecture and discussion method by involving all stakeholders (elements of the community) in Rawang Village. The results obtained from this activity are that the community's awareness is still lacking towards flood prevention, This can be seen from the way of life of the population which most of them always do not reflect the culture of clean and healthy living. The community is accustomed to throwing garbage along the river and drainage without caring about the impact. With this activity, it is expected that in the future, the anticipation of flood disasters by increasing community capacity in preparedness. The community was targeted for capacity building because the population was affected by the natural flood.

Abstract

This paper discusses the importance of social capital in the midst of society. Social capital can be interpreted simply as a social bond. These social ties arise because of trust and social networks. In reality, this social bond has not been and is not utilized well. This dedication was carried out in the Limau Manis Selatan Village, Pauh District, Padang City. The approach used in the implementation of the community service program is a participatory Rural Appraisal (PRA) approach. In this service, several things are discovered, namely, first, social capital will be destroyed if there are no rechecks on any new developments or information. Second, social capital will be strong if the common goals are known and agreed upon by all elements of society. Third, all parties must have the same intention and motivation. Fourth, in the community there will be groups that have problems, each group has rules that must be obeyed, as long as the rules are followed, then the organization or groups will continue to run. Fifth, for community cohesiveness, must follow a joint decision. Sixth, eliminate suspicion and personal pride.
