Abstract

Waste management is one of the problems considered to be damaging to the environment and disturbing to human health. The increasing population, consumption patterns, and low public awareness of participation in management, coupled with political factors, are considered triggers for the failure of waste management. In an era where waste continues to accumulate and its environmental impact is increasingly felt, the government's role in developing innovative policies is vital. This research aims to explain and analyze policy innovations in waste management in Padang City. The theory used is Allan McConnell's theory of policy innovation success and failure. The method employed is qualitative, utilizing a case study. The results of the study show that there are several programs in waste management in Padang City, starting with Regional Regulation No. 21 of 2012 concerning Waste Management, the integrated waste management program (PERSATU), the distribution of floating nets in various rivers, recycling waste entering malls, reducing the use of plastic bags in malls, thematic eco-enzyme villages, RDF technology, maggot cultivation, One Community Unit, One Waste Bank, One Bentor for Each Urban Village, Civil servants saving in waste bank, and Padang Bagoro. However, of the many waste management programs, the Padang City Government has not been able to reduce the amount of waste from year to year, this condition is caused by the sub- optimal political support from local political parties and this condition is exacerbated by the culture and participation of the community which does not support waste management programs in Padang City.

Abstract

Village Law No. 4 2016 does not guarantee the granting of full authority to the nagari government. The administration of nagari government is dominated by the state. Where all forms of programs have been regulated by the government above them through the regulations and policies they issue. The emergence of a number of policies issued by the government through its ministries means that government administration cannot move and must implement them. For example, Presidential Regulation Number 104 of 2021 concerning details of the APBN for the 2022 fiscal year in article 5 paragraph (4) regulates the use of Village Funds for 2022, one of which is through a social protection program in the form of Direct Cash Assistance (BLT) for villages of at least 40% of total revenue. village funds and 20% for food security and improvement programs and 8% for preventing and handling Covid-19. As well as Regulation of the Minister of Village PDTT RI Number 7 of 2021 concerning Priority Use of Village Funds in 2022, and Regulation of the Minister of Finance of the Republic of Indonesia Number 190/PMK.07/2021 concerning Management of Village Funds. Based on these regulations, it is clear that the administration of the Nagari government must follow this, including the administration of the Nagari Balah Aie government which is also inseparable from the policy commands that have been blinded by the government above.

Abstract

Politisasi birokrasi merupakan suatu fenomen yang berhubungan dengan terciptanya reformasi birokrasi dalam penyelenggaraan pemerintah daerah. Jabatan kepala daerah dan wakil kepala daerah merupakan suatu jabatan politik yang akan mengepalai jabatan birokrasi di suatu daerah, oleh karena itu pengaruh politik tidak akan bisa dipisahkan dari birokrasi. Kabupaten Dharmasraya merupakan suatu daerah yang memiliki indikasi terjadinya politik birokrasi ini, dimana di Kabupaten Dharmasraya terjadi kekosongan jabatan wakil bupati yang berimbas pada banyaknya kasus non job ASN dilingkungan pemerintahan Kabupaten Dharmasraya. Skripsi ini bertujuan untuk untuk menjelaskan dan melihat aspek politik yang terjadi dalam proses pergantian jabatan birokrasi di Kabupaten Dharmasraya serta melihat proses pergantian jabatan birokrasi di Kabupaten Dharmasraya pasca kekosongan jabatan wakil bupati di Kabupaten Dharmasraya. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus. Dalam skripsi ini menggunakan teori politisasi birokrasi yang digagas oleh Barbara Geddes. Hasil dari penelitian ini menunjukkan adanya indikasi prosedur yang dilangkaui oleh bupati selaku PPK dalam penentuan jabatan birokrasi. Terdapat juga kepentingan bupati terhadap birokrasi untuk menginginkan mesin birokrasi yang loyal serta untuk mempertahankan kekuasaan sendiri hingga habis masa jabatan. Tidak adanya kejelasan atas penjatuhan hukuman yang tergolong kedalam hukuman berat terhadap ASN membuktikan bahwasannya bupati melakukan politisasi birokrasi.

Abstract

Implementasi peraturan yang dilakukan oleh Pemerintah Kota Padang selama ini masih terdapat kekurangan. Penelitian ini ingin mengulas efektivitas implementasi Peraturan Daerah Kota Padang Nomor 03 Tahun 2014 terhadap penataan dan pemberdayaan pedagang kaki lima (PKL) di Pasar Lubuk Buaya, Kota Padang. Studi ini menggunakan pendekatan kualitatif dengan fokus pada aspek pencapaian tujuan, integritas, adaptasi, sasaran kebijakan, sumber daya, dan proses implementasi peraturan. Hasil penelitian menunjukkan bahwa upaya sosialisasi dan penegakan aturan yang dilakukan oleh pemerintah Kota Padang, terutama melalui Dinas Perdagangan dan Satpol PP, telah memainkan peran penting dalam memastikan pemahaman yang jelas terhadap peraturan tersebut. Meskipun demikian, terdapat tantangan dalam implementasi peraturan, seperti penolakan dari sebagian pedagang kaki lima yang mengakibatkan pelanggaran berulang.

Abstract

Dinamika perkembangan partai politik di Indonesia sangat dinamis dan cair setiap terjadinya pemilihan umum (pemilu). Lebih dari dua dekade reformasi tampaknya tidak memberikan dampak yang cukup signifikan terhadap demokrasi di Indonesia. Seperti hasil pemilu legislatif 2019 yang menghasilkan sembilan partai politik yang masuk di parlemen. Hasil ini berdasarkan 4% parliamentary theshold sebagai ambang batas partai politik untuk dapat masuk di parlemen. Namun, berdasarkan pada konfigurasi yang terjadi setelah Itu melihat kepada pemilihan presiden 2019 terjadinya penggemukan dalam hal koalisi pemerintahan. Kekurangan dalam kekuatan oposisi dalam parlemen Indonesia sudah memiliki dampak yang besar terhadap demokrasi di Indonesia. Berkaca kepada produk hasil legislasi DPR yang banyak mendapatkan pertentangan hingga protes keras dari publik menandakan bahwa terjadinya suatu masalah dalam sistem politik. Keberadaan partai politik sebagai Infrastruktur politik terlalu menonjol dalam konteks hasil pemilu legislatif 2019. partai politik memiliki peran sentral baik sebagai Infrastruktur maupun suprastruktur. Sehingga hal Ini berdampak kepada kualitas demokrasi di Indonesia yang mengarah kepada regresi demokrasi. Implikasi dari fenomena di atas adalah kurangnya pelaksanaan aspek deliberasi oleh DPR dan pemerintah. Partai politik gagal dalam memastikan kepentingan rakyat dan kedaulatan rakyat. Dampak akhir dari situasi di atas menurunnya kualitas demokrasi di Indonesia. Konfigurasi partai politik hasil pemilu 2019 juga turut andil dalam menurunkan kualitas dari demokrasi di Indonesia.

Abstract

Sejak zaman kolonialisme Belanda sampai saat ini kota Sawahlunto telah bertransformasi dari kota tambang menjadi kota wisata tambang. Penelitian berfokus kepada transformasi kebijakan menggunakan konsep dynamic governance. Tujuan penelitian  untuk melihat transformasi kebijakan sebagai bagian penerapan dynamic governance di Kota Sawahlunto.  Pendekatan yang digunakan yaitu kualitatif dengan metode studi kasus. Hasil temuan penelitian ini bahwa penerapan dynamic governance telah diterapkan di Kota Sawahlunto. Peraturan Daerah Nomor 2 tahun 2001 menjadi awal dari transformasi kebijakan di Kota Sawahlunto. Sawahlunto sebagai kota wisata tambang yang berbudaya pada tahun 2020 menjadi kunci dari eksekusi kebijakan. Arah pembangunan berkelanjutan Kota Sawahlunto yaitu sustainable mining tourism. Menerapkan elemen dalam dynamic governance yaitu thinking ahead, thinking again, dan thinking across sebagai panduan. Pada sisi thinking ahead merujuk kepada eksekusi kebijakan dari Visi Kota Sawahlunto sebagai kota wisata tambang yang berbudaya. Thinking again merujuk kepada inovasi mengembangkan destinasi wisata kota. Thinking across merujuk kepada proses belajar yang dilakukan untuk mewujudkan kota wisata tambang yang berbudaya. Selain menggunakan elemen dalam dynamic governance, keberadaan sumber daya manusia juga menjadi kunci. Kondisi itu juga didukung dengan tantangan dan peluang yang dimiliki oleh Kota Sawahlunto. Pada akhirnya Sawahlunto sudah bertransformasi menjadi kota berbasis pariwisata berkelanjutan.

Abstract

Bureaucratic politicization refers to introducing bureaucratic reform in the management of regional government. The regional head and deputy regional head posts are political roles that oversee administrative positions within a region, so political influence is inherently intertwined with the bureaucracy. Dharmasraya Regency exhibits signs of bureaucratic politics, as seen by a vacancy in the position of deputy regent. This vacancy has resulted in numerous examples of non-job ASN inside the government of Dharmasraya Regency. This thesis seeks to analyze the political dynamics involved in the transition of bureaucratic positions in Dharmasraya Regency, particularly after the vacancy of the deputy regent position. This study employs a qualitative research methodology utilizing a case study approach. This thesis uses the theory of bureaucratic politicization pioneered by Barbara Geddes. The findings of this study suggest that there are indicators of the techniques employed by the regent in his role as PPK to determine bureaucratic positions. The regent also has a vested interest in the bureaucracy, as he desires a loyal and efficient bureaucratic system to ensure continued control until the end of his term. The regent's politicization of the bureaucracy is seen in the ambiguous enforcement of heavy sanctions against ASN.

Abstract

The preparation of the electoral register is a problem in every election. One of the problems that often arises in the form of the number of eligible voters but not registered in the list of permanent voters. This is evident in the large number of voters of resident identity card users who are registered in the special voter list. This research aims to analyze the problem of special voter list of the 2019 election in Indragiri Hulu Regency, Riau Province. In this study, researchers used an election governance perspective consisting of three stages, namely the stages of rule making, the implementation of rules, and the adjudication of rules. This research uses a qualitative approach with case study methods. The results showed that based on the perspective of election governance, the contributing factor to the large number of special voter lists for the 2019 election in Indragiri Hulu regency was at three stages of election governance. At the rule-making stage, in the form of implications of several policies taken by actors involved in the drafting of the rules. At the stage of implementation of the rules, in the form of the implementation of voter list preparation activities in Indragiri Hulu Regency which is not good. While the stage of adjudication rules in the form of non-accommodating recommendations of the Indragiri Hulu District Election Supervisory Agency related to special voters. There are two factors that are at the root of the problem of the large number of special voters. The root of the problem related to special voters who have not been registered on the Permanent Voter List, due to the non-implementation of matching and re-research of voters at the stage of updating the voter list. While the root of the problem related to special voters who have been registered on the permanent voter list, due to the difference in the maximum number of voters per polling place in elections and elections, so it must be re-mapping polling stations.

Abstract

In the process of implementing regional autonomy, conflict is inevitable. Internal disputes between autonomous areas, vertical conflicts between autonomous regions, and horizontal conflicts between autonomous regions are the three categories of conflicts involving regional autonomy. This study examines uncommon vertical disputes in autonomous territories, namely the dispute between the Ministry of Finance, the Governor of Riau, and the Regent of the Meranti Islands. The purpose of this study is to elucidate the mechanisms behind conflict, including its origins and ways to resolve it. The study's findings suggest that the very little fiscal support given to the Meranti Islands Regency Government is what triggers the conflict process, which starts with interaction. Special Financial Assistance (BKK) is budget support from the provincial government of Riau, whereas Profit Sharing Funds (DBH) are budget support from the federal government. Limited resources, such as a tiny APBD, regional poverty, and a large number of unemployed people who migrate to neighboring countries as migrant laborers are the root causes of this conflict. The divergent objectives of the Ministry of Finance, the Governor of Riau, and the Regent of the Meranti Islands constitute the second cause of conflict. The Governor believes that funds will be distributed based on statistics and indicators, the Regent wants to deliver as much funding as possible to the regions, and the Ministry of Finance considers financial equality across the area. The third source of conflict is miscommunication, which includes spreading the word through the media and making diabolical remarks in public forums directed at the Ministry of Finance. The personality of the Meranti Islands Regent, who exudes a spectacular and haughty demeanor while leading the government, is the fourth point of contention. The final methods of resolving conflicts are negotiation and mediation.

Abstract

In Indonesia, we currently see the increasing participation of citizens in several legislative elections. In 2009, the political participation rate in the legislative elections was 79%, 75.11% in 2014, which then increased to 81.69% in 2019. This phenomenon raises the question of what factors influence the trend of increasing public political participation. This study aimed to determine the role of political trust, political efficacy, and candidate orientation in explaining public political participation in the 2019 legislative elections. Of the 400 participants, 50% are and 50% are female, who were selected based on cluster sampling. Designed as correlational research, the results showed that either simultaneously or partially, political trust, political efficacy, and candidate orientation played a significant role in explaining political participation. These findings practically imply that in elections, people's political participation is the key to democracy. To actualise democratic political participation, thus, both the government, legislative candidates, and political parties must pay attention to the importance of the role of political trust, political efficacy, and candidate orientation. Fenomena yang terjadi saat ini di indonesia adalah meningkatnya keikutsertaan warga  dalam beberapa pemilihan legislatif. Pada tahun 2009, tingkat partisipasi politik pada Pemilu legislatif 79%, tahun 2014 75.11%, dan tahun 2019 meningkat menjadi 81.69%. Hal ini memunculkan pertanyaan faktor apa yang memengaruhi trend peningkatan partisipasi politik masyarakat tersebut. Penelitian ini bertujuan untuk mengetahui peran kepercayaan politik, efikasi politik, dan orientasi kandidat dalam menjelaskan partisipasi politik masyarakat pada Pemilu legislatif tahun 2019. Partisipan berjumlah 400 (50% laki-laki, 50% perempun), yang diseleksi atas dasar cluster sampling. Desain penelitian adalah kuantitatif korelasional. Hasil penelitian menunjukkan bahwa baik secara simultan maupun secara parsial, kepercayaan politik, efikasi politik, dan orientasi kandidat berperan signifikan dalam menjelaskan partisipasi politik. Hasil penelitian memberikan implikasi praktis bahwa dalam Pemilu, partisipasi politik masyarakat menjadi kunci dalam demokrasi. Agar partisipasi politik yang demokratis bisa tercapai, dengan demikian, baik pemerintah, calon legislatif, maupun partai politik harus memperhatikan pentingnya peran kepercayaan politik, efikasi politik, serta orientasi kandidat.
