Abstract

This study aims to analyze tourism governance from a green tourism perspective in relation to environmental conservation awareness and community economic participation in the Pantai Tirang tourism area, Semarang City. Current coastal tourism development not only focuses on increasing tourist visits but also emphasizes environmental sustainability and local community involvement in tourism-related economic activities. Pantai Tirang has the potential for environmentally based tourism development through mangrove conservation; however, its management still faces several challenges, including limited facilities, suboptimal environmental management, and insufficient coordination among managing actors. This study employs a descriptive quantitative approach using primary data collected through questionnaires distributed to 100 tourist respondents on a 1–5 Likert scale, and secondary data obtained through documentation and literature studies. Data analysis was conducted by calculating the mean value of each indicator, then classifying it using class interval analysis with a 0.8 interval width to determine assessment categories ranging from very poor to very good. Data were processed using Microsoft Excel and SPSS to ensure the validity and reliability of the research instruments. The results show that the mean score for tourism governance is 3.56, green tourism 3.77, community economic participation 3.81, and environmental conservation awareness 4.24. Based on class interval classification, tourism governance, green tourism, and community economic participation fall into the good category, while environmental conservation awareness falls into the very good category. The study concludes that the implementation of green tourism–based governance in Pantai Tirang has been relatively good but still requires improvements in environmental management, supporting facilities, and coordination among government, tourism managers, and local communities to support sustainable tourism development.

Abstract

This study aims to analyze the revision of Indonesia’s Marriage Law in 2019 by applying the policy network approach developed by David Marsh and Martin Smith, with a particular focus on how network dynamics shape policy outcomes for the minimum marriage age of women. The research contributes to the field of public policy and political communication by offering a relational perspective that moves beyond actor-centered explanations and highlights the importance of network structures, interactions, and resource distribution. Using a qualitative case study design, this research examines four analytical dimensions: network environment, network structure, actors’ interests and resources, and patterns of network interaction. Data were collected through document analysis, in-depth interviews with activists involved in the advocacy process, and various secondary data. The findings reveal that the success of the amendment was driven by a cohesive policy network built mainly by civil society coalitions providing advocacy, expertise, and public pressure. However, the study also finds that this success was strongly influenced by a favorable policy window shaped by key political events, including judicial changes and shifting elite alignments, which reduced resistance to reform. These results highlight that while policy networks are crucial in organizing and advancing advocacy efforts, their effectiveness is contingent upon broader political opportunities.

Abstract

Pemilihan kepala daerah (Pilkada) secara langsung merupakan tonggak awal munculnya orang kuat lokal (local strongman). Fenomena ini salah satunya terjadi di Kabupaten Demak melalui keterlibatan Noer Halim. Penelitian ini bertujuan untuk menganalisis strategi Noer Halim dalam membajak pasangan lawan guna membangun koalisi yang dominan, sekaligus mengidentifikasi perannya di luar posisi sebagai penyandang dana utama (voter funder) salah satu calon Bupati. Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif dengan pendekatan studi lapangan di Kabupaten Demak. Data dikumpulkan melalui teknik wawancara mendalam, observasi, dan studi dokumentasi, yang kemudian dianalisis secara kualitatif. Hasil penelitian menunjukkan bahwa strategi Noer Halim dalam membentuk koalisi pada Pilkada Demak tahun 2020 bertumpu pada taktik "pembajakan politik" (political hijacking). Strategi ini dilakukan dengan cara menarik pasangan calon lawan untuk memperlemah kekuatan politik rival sekaligus mengamankan basis suara mayoritas. Mengingat penelitian ini terbatas pada konteks kontestasi pemilihan bupati, peneliti selanjutnya disarankan untuk memperluas kajian terkait peran local strongman dalam ranah dinamika politik yang lebih luas, seperti pada tingkat legislatif maupun kebijakan publik.

Abstract

Efforts to improve the nation's intelligence and advance public welfare must be a commitment of the Indonesian people, and this must be realized through pro-people and sustainable government policies. Many challenges are faced, including preparing a healthy, intelligent generation with Pancasila character, to become a superior generation, especially in welcoming the Golden Indonesia Era in 2045. One such effort is the implementation of the Free Nutritious Meal Program (MBG), which is implemented by strengthening school-based governance. The hope is that this will accelerate services and equitable distribution of nutritional needs for communities throughout Indonesia. The challenge is not easy, requiring commitment from the central and regional governments to focus on and ensure the success of the MBG program. This research design is a qualitative descriptive study with a thematic narrative approach to identify and describe efforts to strengthen school-based MBG governance in Indonesia, where currently there is a gap in the role of schools limited to channeling MBG to SPPG and student beneficiaries. Through in-depth interviews with one of the BGN partner foundations, the SPPG, and schools in Tangerang City, qualitative data was obtained, which was then analyzed using a thematic narrative approach. The results showed that: a) the role of schools in the governance of the Free Nutritious Meal Program is currently limited to distributing MBG from SPPG to beneficiary students at their schools. Efforts to strengthen the governance of school-based Free Nutritious Meal Program must begin with a government commitment between BGN and the Ministry of Education, Culture, and Culture to collaborate with schools as SPPGs that serve MBG for their students, supported by the Ministry of Health.

Abstract

Efforts to realize the national goals enshrined in the Preamble to the 1945 Constitution must be carried out collaboratively, involving all elements of the nation, and prepared holistically, integrally, and comprehensively through the swift and appropriate utilization of national resources. In this regard, the state must play a significant role in managing the country based on the values ​​of Pancasila and the 1945 Constitution and for the greatest prosperity of the Indonesian people. The challenge is not insignificant, especially given its geographical location, which stretches from Sabang to Merauke, from Miangas Island to Rote Island, connected by waters and oceans. The existence of this archipelago demands a strong commitment to national development within the principle of Bhinneka Tunggal Ika (Unity in Diversity). It is through this diversity that the Unitary State of the Republic of Indonesia (NKRI) becomes stronger and more advanced. Development should be able to achieve a balance between the planet, people, and profit, as outlined in the Triple Bottom Line (TBL) Theory, introduced by John Elkington. This theory is a framework that measures company performance not only in terms of profit but also social (People) and environmental (Planet) impacts, to achieve long-term business sustainability, not just financial gain. Over time, TBL became the basis for the 1987 global framework for sustainable development established by a commission established by the United Nations (UN). This research design uses a descriptive qualitative approach with a thematic narrative approach to identify and describe research variables. Data were collected using a literature review method, then analyzed using qualitative methods based on similar themes and presented in narrative form. Hadiningrat et al. (2025) explain that qualitative research is a systematic, non-numerical method/technique or procedure for comprehensively and in-depth description of social phenomena in research. The study concluded that implementing the Sustainable Free Nutritious Meals (MBG) program in Indonesia offers significant potential because: a) the objectives of MBG align with sustainable development goals; b) MBG is part of an effort to prepare future generations for quality nutrition; c) MBG is a government intervention to address community nutrition issues to reduce disparities. And the most crucial challenge is to create a National Nutrition Law that includes provisions regarding the MBG, so that it continues regardless of who is president.

Abstract

This study examines campaign financing and candidate profiles in the 2020 Indonesian regional election, offering insights for the 2024 race. Employing a mixed methods approach with quantitative surveys and qualitative interviews, the research highlights trends relevant to the 2024 regional election. The majority of candidates in 2020 were from the private sector, with a notable increase in those with bureaucratic backgrounds and a decline in legislative backgrounds. With 90.7% of candidates backed by political parties and no independent candidates for Governor or Deputy Governor, the findings point to growing bureaucratic influence and heightened financial pressures, raising concerns about conflicts of interest and corruption. As Indonesia moves towards the 2024 regional election, these insights underscore the importance of transparency and regulatory reforms to address the challenges of campaign financing. The study provides a critical foundation for policymakers and stakeholders to implement necessary reforms, ensuring a fair, transparent, and accountable electoral process.

Abstract

Contemporary geopolitical dynamics have shifted the national-security paradigm toward economic resilience. Non-military threats, particularly disruptions to global supply chains and climate-related shocks, require Indonesia to accelerate food self-sufficiency. This study analyzes budget efficiency, identifies operational gaps, and evaluates civil-military collaboration in the new-rice-field development program during 2025–2026. A mixed-methods approach combines qualitative analysis of thematic audit and policy documents with quantitative evidence from farmer surveys and selected production and budget indicators. The qualitative findings indicate that hybrid collaboration between agricultural extension officers and the Indonesian National Armed Forces at the village level can operate as a force multiplier by shortening bureaucratic chains and supporting a more accountable logistics ecosystem. However, program sustainability is constrained by weak initial spatial-data validity, reflected in Survey, Investigation and Design (SID) contracting of only 32%, as well as limitations in micro-irrigation networks. Importance Performance Analysis (IPA) places wetland water management and subsidized diesel supply for agricultural machinery in Quadrant I as the main priorities. Cost-Benefit Analysis (CBA) nevertheless indicates that the IDR 8.75 trillion investment in new rice fields outside Java is economically efficient, with a Benefit-Cost Ratio (BCR) of 1.30. The study recommends stronger penta-helix collaboration, digitally integrated agrarian data, and reinforcement of a maritime food-security belt.

Abstract

This descriptive qualitative study argues that the establishment of Universitas Republik Indonesia (URI) represents a strategic institutional breakthrough for reconstructing national human-resource governance through a public-sector holding-university model. The proposed role of URI is to integrate fragmented leadership-development systems, reduce sectoral silos, and strengthen governance capacity for sustainable national development. Using a qualitative-comparative approach, the study benchmarks four elite leadership and public-sector education institutions in France, Russia, Japan, and China: INSP, RANEPA, The Matsushita Institute of Government and Management, and the Chinese Academy of Governance. The synthesis produces a proposed Penta-Helix Leadership Integration Model linking academia, state-owned enterprises and business, civil and military institutions, civil society, and mass media. Tactical implementation includes a residential National Common Core Program for cross-sector leadership candidates, a 20% affirmative quota for disadvantaged, frontier, and outermost regions (3T), and an algorithm-based profile-matching placement system. The study further recommends that URI be legally positioned through a special sui generis Government Regulation so that it can operate as an integrated national leadership-development platform aligned with Asta Cita, the 2025–2029 RPJMN, and the Golden Indonesia 2045 vision.
