Abstract

Villages in Indonesia are governed by a village government, as defined in Article 2 of Law No. 6/2014, which states that the village government handles local affairs within Indonesia’s government structure. Villages are required to perform government tasks following legal provisions, including planning, implementation, administration, supervision, and evaluation. While villages are not part of the territorial hierarchy in the decentralization system, they have the authority to create village regulations, which are considered part of the legal framework in Indonesia. However, villages face constraints due to higher-level regulations that limit their autonomy and are often seen as lacking the capacity to manage their own governance. The research focuses on the mismatch between village policies and the conditions in Sleman Regency. It addresses issues such as the impact of Law No. 6/2014 on village independence and public services, as well as effective public service models in the region. Using qualitative research with an analytical descriptive approach, the study finds that the policy implementation has not been optimal. One major issue is the lack of flexibility in the policy content to meet the needs of the village government, leading to obstacles in providing efficient public services at the village level. The study identifies key findings, including limited village independence due to supra-village regulations, resource constraints, and communication barriers between policy makers and implementers. It highlights positive outcomes such as improved administrative order and innovation in revenue generation by village governments. The research concludes with recommendations for enhancing flexibility in policy content, strengthening resources, and fostering innovation to better align public services with community needs.

Abstract

This research examines the implementation of stunting handling policies in Bangkalan Regency, focusing on Regent Regulation No. 6 of 2019. Using a descriptive qualitative approach, data was collected through activity documents, interviews, and observations. The findings reveal that while the policy has led to some successes, such as reducing stunting rates and improving child nutrition through collaborative efforts between health workers, the community, and local government, challenges remain. These include uneven economic empowerment, limited public awareness about maternal and child nutrition, insufficient private sector support, and underutilized local potential. The research highlights the need for a collaborative implementation model to address these gaps and ensure sustainability. Key recommendations include enhancing cross-sector collaboration, increasing public awareness campaigns on health and nutrition, and fostering stronger private sector engagement. The proposed model emphasizes continuous monitoring and policy adaptation to maintain progress in reducing stunting rates. By addressing these areas, the research underscores the importance of a holistic and sustainable approach to tackling stunting in Bangkalan Regency.

Abstract

Maternal Mortality Rate (MMR) and Infant Mortality Rate (AKB) are still strategic public health problems in Indonesia, including in Sidoarjo Regency. The local government has implemented health service policies through the strengthening of the Maternal Perinatal Surveillance and Response Audit (AMP-SR) as an effort to accelerate the reduction of AKI and AKB. However, the effectiveness of the implementation of these policies requires an in-depth study to ensure the achievement of policy objectives according to the local context. This study aims to analyze the implementation of health service program policies in the context of reducing AKI and AKB through strengthening AMP-SR in Sidoarjo Regency. This research uses a descriptive qualitative approach with a focus on the policy implementation process, policy actors, and the social and institutional environment that influences the implementation of the program. Data was collected through policy document studies, stakeholder interviews, and field observations. The results of the study show that the implementation of the policy to reduce AKI and AKB in Sidoarjo Regency has been carried out in accordance with Regent Regulation Number 27 of 2020 through the establishment of the Forum for Reducing Maternal and Infant Mortality Rates (Penakib). The main supporting factors include strengthening integrated ANC, optimizing Posyandu, assisting high-risk pregnant women, utilizing health technology, and cross-sector collaboration. However, policy implementation still faces obstacles in the form of uneven community economic empowerment, limited private sector support, and low public awareness related to maternal and child health. Overall, strengthening AMP-SR plays an important role in supporting the effectiveness of the implementation of policies to reduce AKI and AKB, but requires strengthening collaborative aspects and empowering communities so that the results are more sustainable.
