Abstract

Inovasi menjadi tombak dalam pengembangan daerah, sehingga hadirlah pamong inovasi sebagai agen pengelola inovasi. Bapperida sebagai fasilitator dan akselerator inovasi daerah di Kota Bandung perlu melaksanakan pelatihan yang terstruktur untuk meningkatkan kapasitas dan memperdalam pengetahuan pamong inovasi. Namun didalam pelaksanaan pelatihan ditemukan beberapa permasalahan dan kendala, seperti materi yang masih bersifat konseptual dan belum dikembangkan dalam bentuk panduan praktis serta pelaksanaan yang menghadapi keterbatasan waktu. Sehingga peneliti melakukan penelitian ini dengan tujuan untuk mengetahui tahapan pelaksanaan pelatihan pamong inovasi yang dilakukan oleh Bapperida Kota Bandung Tahun 2025, menganalisisnya dengan menggunakan Addie Model yang dikemukakan oleh Dessler (Analysis, Design, Development, Implementation, Evaluation). Metode yang digunakan melalui pendekatan kualitatif dengan mengumpulkan data melalui wawancara, observasi dan dokumentasi kepada pegawai dan beberapa pamong inovasi daerah Kota Bandung. Hasilnya ditemukan bahwa pelatihan pamong inovasi belum sepenuhnya dilaksanakan dengan tahapan pelaksanaan yang sistematis, dimana ditemukan bahwa tahap analisis identifikasi kebutuhan pamong berbasiskan hasil dan laporan IID tahun 2024, tidak dilaksanakannya pemberian tugas kepada peserta di akhir sesi pelatihan, tidak ada perbedaan materi berbasiskan kompetensi pamong inovasi, jadwal pelatihan yang bentrok dengan kalender Pemerintah Kota Bandung dan evaluasi pelatihan tidak dilaksanakan langsung setelah pelatihan.  Innovation is the spearhead of regional development, giving rise to innovation facilitators as agents of innovation management. Bapperida, as a facilitator and accelerator of regional innovation in the city of Bandung, needs to conduct structured training to improve the capacity and deepen the knowledge of innovation facilitators. However, several problems and obstacles were encountered during the training, such as the material being conceptual in nature and not yet developed into practical guidelines, as well as time constraints. Therefore, the researcher conducted this study with the aim of identifying the stages of the innovation officer training conducted by Bapperida Bandung City in 2025 and analyzing them using the Addie Model proposed by Dessler (Analysis, Design, Development, Implementation, Evaluation). The method used was a qualitative approach by collecting data through interviews, observations, and documentation from employees and several regional innovation facilitators in Bandung City. The results found that innovation facilitator training has not been fully implemented with systematic implementation stages. It was found that the stage of analyzing the identification of facilitator needs based on the 2024 IID results and reports was not carried out, no assignments were given to participants at the end of the training session, there was no difference in material based on innovation facilitator competencies, the training schedule conflicted with the Bandung City Government calendar, and training evaluations were not carried out immediately after training.

Abstract

The conversion of agricultural land has become a strategic issue with direct implications for food security, particularly in urban areas experiencing rapid development and population growth. Bengkulu City, as a provincial capital, has also undergone intensive agricultural land conversion. However, to date, no specific local policy has been established to ensure the protection of sustainable food agricultural land. This study examines the role of local regulations in preventing agricultural land conversion while identifying the need for adaptive policy innovations aligned with the local characteristics of Bengkulu City. Data were collected through in-depth interviews with relevant stakeholders, field observations in agricultural areas affected by land conversion, and document analysis of applicable local regulations. Data analysis followed the Miles and Huberman interactive model, reinforced by NVivo-assisted qualitative analysis to identify key themes and regulatory indicators. The findings reveal that the Bengkulu City Government currently relies on Local Regulation No. 4 of 2021 on the Regional Spatial Plan (2021-2041) concerning the Regional Spatial Plan as the primary instrument for controlling agricultural land conversion. Although this regulation normatively establishes spatial zoning, it has not effectively restrained agricultural land conversion due to the absence of specific provisions on the protection of sustainable food agricultural land. NVivo analysis identified three major regulatory indicators: regulations that support innovation, regulations that hinder innovation, and bureaucratic hierarchy. The lack of a specific regulation on Sustainable Food Agricultural Land Protection (LP2B), weak law enforcement, and complex cross-sectoral coordination are the main factors inhibiting policy innovation. This study concludes that ineffective control of agricultural land conversion in Bengkulu City is not caused by regulatory rigidity but by overreliance on general spatial planning policies without supporting technical and innovative derivative regulations. Therefore, this research recommends the formulation of a specific Local Regulation on Sustainable Food Agricultural Land Protection (LP2B) as an adaptive and integrated policy innovation.

Abstract

Besarnya jumlah aparatur sipil negara di Provinsi Jawa Timur menjadi tantangan dalam pemerataan pengembangan kompetensi, karena pelatihan konvensional belum mampu menjangkau seluruh aparatur. Menanggapi hal tersebut, BPSDM Provinsi Jawa Timur menghadirkan inovasi pembelajaran digital melalui Program ASN Dahar Ngopi. Penelitian ini bertujuan untuk menganalisis proses pengembangan sumber daya manusia melalui program tersebut. Penelitian menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi, serta dianalisis menggunakan model ADDIE (Branch, 2009). Hasil penelitian menunjukkan bahwa Program ASN Dahar Ngopi memiliki keunggulan dalam memperluas aksesibilitas dan partisipasi pembelajaran ASN Namun, implementasinya belum optimal akibat belum adanya analisis kebutuhan yang sistematis, keterbatasan sumber daya, belum optimalnya rancangan program, serta sistem evaluasi yang belum komprehensif. Penelitian ini menegaskan bahwa pengembangan kompetensi ASN berbasis digital memerlukan pengelolaan yang terstruktur dan sistem evaluasi yang mampu mengukur efektivitas pembelajaran secara menyeluruh. Temuan ini memberikan kontribusi dalam pengembangan kajian pembelajaran non-klasikal di sektor publik serta menjadi rekomendasi praktis bagi penguatan program ASN Dahar Ngopi melalui pengembangan model yang lebih sistematis dan berkelanjutan. Penelitian ini terbatas pada pendekatan kualitatif dalam satu instansi, sehingga belum mengukur dampak program terhadap kinerja ASN secara kuantitatif. The large number of Civil Servants (ASN) in East Java Province poses a significant challenge in ensuring equitable competency development, as conventional training methods have not been able to reach all personnel effectively. In response to this issue, the Regional Human Resource Development Agency (BPSDM) of East Java Province introduced a digital learning innovation through the ASN Dahar Ngopi Program. This study aims to analyze the human resource development process through the program. The research employs a qualitative approach, with data collected through interviews, observations, and documentation, and analyzed using the ADDIE model (Branch, 2009). The results indicate that the ASN Dahar Ngopi Program has advantages in expanding accessibility and participation in ASN learning. However, its implementation has not been fully optimal due to the absence of a systematic training needs analysis, limited human resources, suboptimal program design, and an evaluation system that is not yet comprehensive. This study highlights that digital-based competency development for civil servants requires structured management and an evaluation system capable of measuring learning effectiveness comprehensively. These findings contribute to the development of non-classical learning studies in the public sector and provide practical recommendations for strengthening the ASN Dahar Ngopi Program through a more systematic and sustainable model. This study is limited by its qualitative approach within a single institution, and therefore does not measure the program’s impact on ASN performance quantitatively.

Abstract

Kebijakan subsidi LPG 3 Kg merupakan salah satu instrumen fiskal pemerintah Indonesia yang bertujuan untuk meningkatkan akses energi bagi rumah tangga miskin. Namun, pelaksanaan kebijakan ini di Provinsi Jawa Barat menghadapi sejumlah tantangan, seperti ketidaktepatan sasaran, distribusi yang tidak merata, serta dampak negatif terhadap lingkungan. Penelitian ini bertujuan untuk menganalisis efektivitas subsidi LPG 3 Kg dari perspektif ekonomi publik, dengan fokus pada distribusi kesejahteraan dan risiko ekologis yang ditimbulkan. Metode yang digunakan adalah pendekatan kualitatif-deskriptif dengan studi literatur, data sekunder, dan analisis kebijakan. Hasil analisis menunjukkan bahwa meskipun subsidi LPG memberikan manfaat ekonomi dalam menekan pengeluaran energi rumah tangga miskin, terdapat ketimpangan akses yang signifikan dan potensi kerusakan lingkungan akibat penggunaan energi fosil yang berkelanjutan serta kurangnya sistem pengelolaan limbah tabung LPG. Selain itu, subsidi masih banyak dinikmati oleh kelompok non-sasaran, yang menyebabkan inefisiensi fiskal dan distorsi dalam alokasi sumber daya publik. Penelitian ini merekomendasikan reformasi kebijakan berbasis data, integrasi aspek lingkungan dalam desain subsidi, serta promosi energi alternatif yang lebih ramah lingkungan untuk mendorong keberlanjutan sosial dan ekologis. Temuan ini menegaskan pentingnya evaluasi kebijakan subsidi LPG secara menyeluruh agar selaras dengan prinsip efisiensi, keadilan sosial, dan keberlanjutan fiskal.

Abstract

The policy on the utilization of State-Owned Assets (SOA) in the form of land and/or buildings opens up opportunities for the public to use these assets for business ventures. The policy for utilizing SOA is regulated under the Minister of Finance Regulation No. 115/PMK.06/2020 on the Utilization of SOA. Notably, there is a provision that offers a tariff reduction for the use of SOA for ultra-micro, micro, and small enterprises (UMMS). This research aims to examine how the policy on tariff reductions for SOA utilization is implemented for UMMS. The study was conducted using a qualitative method. The research reveal that the implementation of the policy is underway, though some improvements are needed. Analysis of four key factors for the successful implementation identifies three main challenges: tax compliance, a shortage of human resources, and limited access to information on the availability of SOA land and/or buildings that can be utilized.

Abstract

The participatory budgeting process through social media has received attention in recent years, aims to increaseg citizen participation in government budgeting. The use of social media in many cases opposes the political practice assumptions of a budget lobbying to decide a specific budget post. Using conceptual article methods, we identified a participatory budgeting framework simulation using social media (Facebook, Twitter, WhatsApp, YouTube, Google+, Telegram) to provide detailed explanations of procedures or techniques, specific instructions, discuss, and describe the participatory budgeting practices determination. Therefore, it required an innovative way, academically claimed to give better budget transparency. This research resulted in some information i.e., with the participatory budgeting model through social media, the citizen can take part in the planning, decision-making, and monitoring budgets democratically. Finally, we consider the weaknesses of our knowledge, suggesting the participatory budgeting that can be tested in future research. Keywords: Participatory Budgeting, Social Media, Citizen Participation, Innovative Abstrak Proses penganggaran partisipatif melalui media sosial telah mendapat perhatian dalam beberapa tahun terakhir, bertujuan untuk meningkatkan partisipasi masyarakat dalam penganggaran pemerintah. Penggunaan media sosial di banyak kasus menentang asumsi praktik politis anggaran dengan cara lobi untuk menentukan pos anggaran tertentu. Dengan menggunakan metode conceptual article, kami mengidentifikasi simulasi kerangka kerja penganggaran partisipatif menggunakan media sosial (Facebook, Twitter, WhatsApp, YouTube, Google+, Telegram) untuk memberikan penjelasan rinci tentang prosedur atau teknik, dan menyediakan instruksi spesifik, mendiskusikannya, dan menggambarkan penentuan praktik penganggaran partisipatif. Oleh sebab itu diperlukan cara yang inovatif, secara akademis diklaim memberikan transparansi anggaran yang lebih baik. Penelitian ini menghasilkan beberapa informasi yaitu, dengan model penganggaran partisipatif melalui media sosial, masyarakat lebih demokratis untuk ikut dalam perencanaan, pengambilan keputusan, dan pengawasan anggaran. Terakhir, kami mempertimbangkan kelemahan pengetahuan kami, menyarankan penganggaran partisipatif yang dapat diuji dalam praktik penelitian masa depan. Abstract

Kebijakan penyederhanaan birokrasi mendorong transformasi organisasi pemerintah dari struktur hierarkis menuju model kerja yang lebih fleksibel dan adaptif. Penelitian ini bertujuan untuk menganalisis transformasi organisasi menuju agilitas di Biro Organisasi Sekretariat Daerah Provinsi Jawa Barat melalui lima karakteristik organisasi agile. Metode yang digunakan adalah kualitatif dengan desain studi kasus, dengan pengumpulan data melalui wawancara dan dokumentasi yang dianalisis menggunakan model Miles dan Huberman. Hasil penelitian menunjukkan bahwa organisasi telah mengalami peningkatan fleksibilitas operasional melalui penerapan struktur jaringan tim, ruang kerja terbuka, dan dukungan teknologi digital. Namun, agilitas yang terbentuk masih bersifat eksperimentatif dan belum terinstitusionalisasi secara menyeluruh. Kelemahan utama terletak pada ketidaksinkronan regulasi pusat-daerah, belum matangnya proses bisnis, serta lemahnya sistem manajemen sumber daya manusia, khususnya terkait ketidakjelasan jalur karier dan ketimpangan distribusi beban kerja. Kondisi ini berdampak pada munculnya resistensi individu dan potensi penurunan motivasi kerja, yang pada akhirnya menghambat efektivitas organisasi dalam jangka panjang. Dengan demikian, keberlanjutan agilitas organisasi sangat bergantung pada integrasi antara aspek struktural, kultural, dan sistem manajemen organisasi secara simultan. Bureaucratic simplification policies require public organizations to transform from rigid hierarchical structures into more flexible and adaptive systems. This study aims to analyze organizational transformation toward agility at the Organization Bureau of the West Java Provincial Secretariat through five trademarks of agile organization. A qualitative case study approach was employed, with data collected through interviews and documentation, and analyzed using the Miles and Huberman model. The findings indicate that organizational flexibility has improved through the implementation of a team-based structure, open workspace design, and digital technology support. However, the resulting agility remains experimental and has not been fully institutionalized. Key weaknesses include regulatory inconsistencies between central and local governments, incomplete business process standardization, and underdeveloped human resource management systems, particularly regarding unclear career paths and unequal workload distribution. These issues contribute to employee resistance and declining motivation, ultimately limiting organizational effectiveness. Therefore, sustaining organizational agility requires integrated improvements across structural, cultural, and managerial dimensions.
