Abstract

Abstract

Spatial planning is a tool to achieve braden goals of development. To support economic development in Timor Leste, it needs an optimal spatial structure planning that supports connectivities between districts through infrastructures network. This research aimed to analyze and explain disparities, interaction and optimal regional spatial structure using variables of infrastructures and public facilities on national and regional/districts/subnational activities center. This research used Scalogram and gravitation modelling analysis. The results showed that there is a high disparity level between districts in Timor-Leste that caused by the lack of public facilities and lack of access to public services. Moreover, the spatial structure interaction between districts are very weak. To cope with those problems, this research suggested the formulation of one national activity center located in the north (Dili) and three Regional (subnational) Activity Center (RAC) located at Ermera in the west, Baucau in the east and Manufahi in the south of Timor-Leste

Abstract

The Role of Stakeholders in Sustainable Management of BUMDes Barokah Tugu Utara Village, Cisarua District, Bogor Regency The establishment of village-owned business entity (BUMDes) is a mandate of the Village Law as an effort to encourage or stimulate rural economy, as well as an effort to increase village income. The village of Tugu Utara has formed a BUMDes institution to utilize its very abundant spring water sources. Utilization of spring water resources, which is a common resource, must be managed properly and involve all stakeholders so that clean water sources could be maintained in a sustainable manner. This study aims to investigate the role and influence of each stakeholder, as well as patterns of interaction between them as an effort to improve the management of BUMDes in Tugu Utara Village. The method used is Mactor Analysis. Results of analysis show that the stakeholder with the highest influence is Perhutani, meanwhile the stakeholder with the highest dependency is the manager of BUMDes. Good interaction is given by the head of village, the manager of the BUMDes, and Save Puncak Consortium of IPB University. Negative responses are given by stakeholders from PT Lintas Daya Kreasi and PT Sumber Sari Bumi Pakuan. Collaborative planning is needed among stakeholders in order to build a shared understanding of spring water governance.

Abstract

Disparity, Spatial Pattern, and Performance of Regional Development in East Java Province Development is a multidimensional process that aims to generate significant changes in the betterment of people's lives. However, development does not always able to form regional balance. The phenomenon of disparity always shades the regional development process. As a province with the highest number of regencies and cities, the development of East Java Province is inseparable from the phenomenon of disparity. This study aimed to analyze the performance, regional disparities, and spatial autocorrelation of regional development in East Java Province in 2017. Performance of regional development was measured using TOPSIS analysis. Level of regional disparity was calculated by the Coefficient Variation (CV). Spatial pattern of development performance was explored through analysis of spatial autocorrelation by Moran Index and Local Indicator of Spatial Autocorrelation (LISA). Results of analysis on regional development performance show that Kediri City had the highest performance in East Java Province, meanwhile Tuban Regency had the lowest performance. At the regional level, Pantura (North Coast) and Central Region have higher regional development performance average compared to Pansela (South Coast), Tapal Kuda, and Madura regions. Regional disparity in East Java Province occur between regions and within regions (between regencies/cities). Pantura is the region with the highest regional development performance disparity, meanwhile Madura region is relatively homogenous with low development performance. Result of Moran and LISA analysis interpret that spatial and contiguity aspects effect regional development significantly which tends to form a cluster pattern. Therefore, spatial factors and regional linkage are essential elements in regional development.

Abstract

AbstractPepper is one of agricultural commodities that has significant export value for Indonesia. The study aims to analyze the potential market for pepper exports that can be developed, and the factors that influence pepper commodity exports. This research used RCA, EPD, X-Model, and Gravity Model methods. Using the RCA, EPD, and X-model the study indicated that ‘the optimistic market’ to be developed was the Netherlands. While ‘the potential markets’ to be developed were Malaysia, Vietnam, South Korea, Russia, France, Belgium, Germany and the United States. Using the Gravity model, it was confirmed factors affected export were gross domestic product per capita, population, export prices, economic distance and tariffs. This study recommends that the Government needs to consider the following factors including the stability of export prices, a market with high Dross Domestic Product (GDP) per capita and a large population which tends to increase, and a small economic distance and tariff that tends to decline.

Abstract

BUMDes is a village development innovation that aims to strengthen the economy of the village community, but its success has not looked good enough in many villages. So this study aims to evaluate the process of forming and implementing BUMDes in Pagelaran Village for 3 years. This research method uses qualitative descriptive analysis. Data were obtained through interviews with selected respondents and BUMDes documents. The results showed that the process of establishing Harapan Jaya BUMDes was in accordance with applicable rules. Although at the beginning of the establishment of the management structure the BUMDes were not in accordance with the rules but had been corrected after one year. The implementation of BUMDes Harapan Jaya 2015-2016 experienced bankruptcy because of the lack of commitment from the management. Afterward, the implementation of Harapan Jaya BUMDes had planned to establish six business units in 2017, yet only four business units could be realized until the end of 2018. These business units have not been able to empower the community and reduce the unemployment rate in Pagelaran Village because the total employments of these business units are only 20 people. BUMDes turnover is good, but the profit obtained is very small so it has not been able to contribute to the Village Original Income.

Abstract

The rapid development of technology in the financial sector encourages the transformation of zakat payment from a conventional system to a digital one. However, there are several obstacles in realizing the digitization of zakat in Indonesia, both from the internal and external side of zakat management organizations (OPZ). Therefore, a strategy is needed to support the digitization of zakat. This study aims to map the potential of collecting zakat through digital means in Indonesia. It is hoped that through this research, it could describe the potential conditions of each province and become a useful blueprint in formulating zakat policies in Indonesia. The data used in this study is secondary data from BPS, Puskas Baznas and Census for 2019 period. The method used in the mapping process is K-means Cluster, while the calculation of digital zakat potential uses the Exploratory Data Analysis (EDA) method. The results of this study show that the mapping is divided into 3 clusters where cluster 1 consists of 30 provinces, cluster 2 consists of 3 provinces and cluster 3 consists of 1 province. By dividing the high, medium and low categories for each variable in every cluster, the strengths and weaknesses in each of the variables for digital zakat potential can be assessed. Further, the estimation of potential for zakat collection through digital means in Indonesia is estimated at 5,32 trillion rupiah per month or 63,93 trillion rupiah per year in 2019 where West Java Province is the province with the highest digital zakat potential. The conclusion of this research is the importance of synergies between zakat management organizations (OPZ), the community and the government. There is need to pay attention to the weaknesses and strengths of each variable per province for optimizing zakat collection through digital means in Indonesia.
