Abstract

Kemiskinan di Kabupaten Mandailing Natal merupakan masalah yang sangat krusial di Daerah Tapanuli Selatan (TABGSEL) karena Kabupaten Mandailing Natal merupakan salah satu daerah yang memiliki angka kemiskinan yang tinggi dan merupakan salah satu penyumbang kemiskinan yang tinggi di Provinsi Sumatera Utara. Keberagaman dan keluasan karakteristik wilayah yang dapat menyebabkan permasalahan dan kondisi kemiskinan menjadi kompleks dan berbeda-beda, sehingga menarik untuk ditelaah secara spasial karena karakteristik sosial dan ekonomi masyarakat terkait dengan karakteristik spasial. Tujuan penelitian ini adalah untuk mengkaji sebaran penduduk miskin secara umum (Indeks Moran) dan pola spasialnya di 377 desa. Nilai data hasil penelitian sebesar 0,152434, menunjukkan adanya autokorelasi positif atau mengelompok antar desa. Autokorelasi tersebut menggambarkan bahwa desa-desa yang berdampingan memiliki karakteristik yang sama. Berdasarkan uji Lisa, 45 desa dengan kriteria tinggi-tinggi, 48 desa dengan kriteria rendah-rendah, 8 desa dengan kriteria rendah-tinggi, dan 10 desa dengan kriteria tinggi-rendah.

Abstract

Poverty is always synonymous with disadvantaged people in rural and urban areas. According to the OECD (2016) three billion people in developing countries, including Indonesia, live in rural areas, and the majority are poor. The government has made various efforts in Indonesia to alleviate poverty, including through the concept of "building from the periphery" by allocating considerable funds to strengthen rural development. This study aims to measure the effectiveness of village funds in alleviating poverty in rural areas (case study: Belitung Regency) using the Moran's Index Analysis and Geographically Weighted Regression (GWR) analysis methods. Based on the results of Moran's Index analysis on poverty levels in 42 villages in Belitung Regency, it can be seen that the distribution pattern of poverty in each village is random or unpredictable. At the same time, the effect on poverty shows that village funds in the field of government administration have not influenced poverty alleviation. Meanwhile, the fields of development implementation, community development, community empowerment, disaster management, and emergencies, and urgency affect poverty alleviation as indicated by a "negative" regression coefficient.

Abstract

One of Padang City's sources of local revenue is hotel taxes. This study aims to analyze the potential of hotel tax revenue and the factors that influence hotel tax revenue, as well as to formulate strategies to increasing hotel tax revenue in the city of Padang. The primary data collection used a purposive sampling technique, while the Slovin method was used to determine the 60 hotel samples to reveal the average hotel rates. The analytical method used is the analysis of potential tax calculations, multiple linear regression, the SWOT and the QSPM matrix. The results show the potential for hotel taxes that can be optimized in the amount of Rp 17,6 billion to Rp 35,9 billion. Factors that affect hotel tax revenues in Padang City are occupancy rates and the number of hotel rooms. One of the strategies that can be implemented to increasing hotel taxes is to socialize information about the importance of tax obligations to regionally registered and unregistered hotel taxpayers and service providers.

Abstract

Klebsiella bacteria is one of the normal flora in poultry that has developed antibiotic resistance. This is reinforced by reports of the incidence of resistance by Klebsiella bacteria in various countries which is quite high. This study aimed to identify the presence of Klebsiella sp. bacteria in chickens and cages, as well as their resistance status to chloramphenicol in relation to the Minister of Agriculture Regulation No. 14/2017. The series of identification included culture, macroscopic and microscopic observations, biochemical tests, and fermentation tests. Antibiotic resistance tests using chloramphenicol disks referring to the Kirby Bauer method. The identification results showed 6 positive samples from 60 samples taken from chickens and 2 positive samples from 21 samples taken from cages. Resistance testing of 8 Klebsiella sp. isolates showed 6 sensitive, 1 intermediate and 1 resistant isolates to chloramphenicol. This is an indication that the Minister of Agriculture Regulation No. 14/2017 is quite effective in prohibiting the use of chloramphenicol in chicken farms.

Abstract

This study aims to analyze the impact of movements in exchange rates, world gold price, world crude oil price and Covid-19 cases on Indonesia Stock Exchange Industrial Classification (IDX-IC). This study uses Vector Autoregression/ Vector Error Correction Model with daily data from January 26, 2021, to April 28, 2022. The results of this study show that exchange rate has a positive effect on industrial, transportation and logistics sector. Then, world gold price has a negative effect on several sectors, namely energy, industry, health and finance. Covid-19 case has a negative effect on transportation and logistics sector. The impulse response function test results show that each sector responded differently to shocks to exchange rates, world gold prices, world crude oil prices and Covid-19 cases. However, all sectors responded to these shocks in the second period and returned to a stable point in the fifth. The results of forecast error variance decomposition test show that the sectoral stock price index contributes the most for itself, followed by world gold prices, exchange rates, Covid-19 cases and world crude oil prices.

Abstract

Some problems often faced by local governments in financing development are the gaps between regional needs that are not balanced with the fiscal capacity of the region so that a fiscal gap arises. Efforts are needed to carry out risk management through fiscal risks monitoring. This study was aimed to analyze and evaluate indicators of risks in regions that can affect local goverment fiscal. This study used various sub-indicators derived from five fiscal risk indicators, namely economic, financial, institutional, social and environmental indicators. Of the several indicators, the variables that pose a risk in Bogor District are water connection problem from water company (PDAM) that are still low (social indicators), budget allocation for the environment and unemployment issue, while in Merauke District, some problem that need to be considered are Infrastructure expenditure (economic indicators), local own-source revenue (PAD), fluctuated unemployment issue (economic indicators), regional independence ratios (financial indicators), social indicators particularly for water connection problems and budget allocation for the living environment.

Abstract

Investment is an important element of the growth and the development of economic. Foreign DirectInvestment (FDI) is one of the investment sources as an alternative to the Domestic Investment thatmight be difficult to be fulfilled by a country itself. The increased numbers of FDI inflows toASEAN countries turns out were not evenly distributed to each country. This research is importantto determine the development and determinants of FDI inflows in six ASEAN countries in the periodof 1998-2016. From the panel data regression analysis, it can be concluded that the variable levelsof corruption negatively affect the FDI inflows, while the level of economic freedom and incomeper capita has a positive effect on FDI inflows in six ASEAN countries in 1998-2016.

Abstract

Pemerintah Provinsi Kalimantan Utara berusaha mencapai ketahanan pangan dengan prinsip kemandirian pangan melalui perluasan lahan pertanian. Penilaian kesesuaian lahan pertanian, terutama untuk padi, dilakukan menggunakan pendekatan pemodelan ensemble yang melibatkan lima algoritma pembelajaran mesin. Model-model ini dibangun menggunakan paket species distribution modeling (SDM) di RStudio dengan pembagian data pelatihan dan pengujian 70:30 serta pengaturan parameter termasuk bootstrapping dan tiga kali pengulangan. Hasil penelitian menunjukkan variasi dalam respons variabel prediktor antara algoritma. Variabel NDVI memiliki pengaruh tertinggi pada SVM dan BRT (masing-masing 48,1% dan 36,6%), sementara variabel jarak dari jalan paling berpengaruh pada GLM, MARS, dan RF (masing-masing 44,6%, 27,6%, dan 26,5%). Distribusi padi (sawah) bervariasi antara model, dengan RF memiliki persentase tertinggi (6,34%). Evaluasi kinerja model-model ini menunjukkan bahwa model RF memiliki akurasi terbaik, sementara GLM memiliki akurasi buruk dalam nilai Kappa Cohen. Model ensemble memperoleh akurasi yang dapat diterima dengan nilai masing-masing 0,96; 0,70; dan 0,71 untuk AUC, TSS, dan Kappa. Dengan demikian, pendekatan pemodelan multi-algoritma dengan model ensemble memungkinkan penilaian yang lebih baik terhadap variabilitas dalam kinerja algoritma dan menghasilkan peta kesesuaian distribusi padi yang lebih baik daripada algoritma tunggal.

Abstract

Kabupaten Brebes merupakan salah satu wilayah yang terkena dampak pembangunan Tol Trans Jawa. Pembangunan infrastruktur jalan (jalan tol) mendorong terjadinya perubahan tata guna lahan dari satu peruntukan ke peruntukan lainnya. Diantara perubahan tersebut adalah adanya penyempitan lahan sawah karena terkonversi menjadi peruntukan lainnya. Tujuan penelitian ini adalah untuk menganalisis perubahan tata guna lahan dan luas lahan sawah di kabupaten Brebes sebagai pengaruh pembangunan jalan tol pada tiga titik tahun yaitu tahun 2011, 2016, dan 2019. Penelitian ini menggunakan Analisis Spasial (Overlay) ArcGIS 10.4, menggunakan data peta land use 2011 dari BPN, peta land use 2016 dari Dinas Pengelolaan Sumber Daya Air dan Penataan Ruang Kabupaten Brebes, dan peta land use 2019 hasil digitasi menggunakan Google Earth dan Sentinel. Hasil penelitian menunjukkan terjadinya perubahan tata guna lahan termasuk didalamnya terjadi konversi lahan sawah ke peruntukkan lainnya. Perubahan tata guna lahan pada rentang tahun 2011-2019 didominasi dengan pengurangan luas lahan sawah dan hutan. Luas lahan sawah di kabupaten Brebes pada tahun 2011 adalah 79.245,41 ha, sedangkan pada tahun 2016 menjadi 68.312,28 ha, atau mengalami konversi seluas 10.933,12 ha (13,80%) dan pada tahun 2019 menjadi  63.496,65 ha atau mengalami konversi seluas 4.815,64 ha (7,05%). Di sisi lain terjadi pula penambahan luas kawasan permukiman dan tegalan/ladang. Luas permukiman pada tahun 2011 yaitu 12.321,58 ha, pada 2016 menjadi 21.487,62 ha atau bertambah seluas 9.166,04 ha (74,39%), dan pada tahun 2019 menjadi 24.062,54 ha atau bertambah seluas 2.574,92 ha(28,09%). Luas tegalan pada 2011 yaitu 1.556,28 ha, pada 2016 menjadi 6.923,,42 ha atau bertambah seluas 5.367,14 ha (344,87%) dan pada tahun 2019 menjadi 10.977,37 ha atau bertambah seluas 4.053,95 ha (75,53%).
