Abstract

The Ministry of Education, Culture, Research, and Technology of the Republic of Indonesia strives to increase the relevance of higher education to the needs of the world of work through the implementation of the independent campus learning program policy.  The objectives of this study are as follows: (1) explaining the policy of the free campus learning program and the development of students' soft skills; (2) to measure how much the policy affects the development of students' soft skills at the Faculty of Office Administration FIS-H UNM. To achieve this goal, a quantitative research method, specifically an associative type of research, is used. To achieve the research objectives, data was collected through observation, questionnaires, and documentation. The population in this study amounted to 153 students, with a total of 110 students taken as samples using the propotione stratified random sampling technique. The data obtained from the results of the research were processed using descriptive analysis techniques and inferential analysis techniques to determine the influence of the independent learning program policy on the development of soft skills of students of Office Administration Education FIS-H UNM. The results of the research in chapter IV show that (1) the policy of the independent learning program affects the development of soft skills of students of Office Administration Education FIS-H UNM. (2) The correlation coefficient was obtained of 0.652 which shows that the relationship between the policy of the independent learning program of the independent campus and the development of soft skills is strong. The determination coefficient was obtained as 0.424 meaning 42.4%, which shows that the influence of the independent campus learning program policy on the development of soft skills of FIS-H UNM Office Administration Education students is 42.4% (assuming that other factors are constant).

Abstract

The village revenue and expenditure budget is prepared to manage village finances in a transparent and accountable manner to improve community welfare. This study aims to evaluate the management of the village revenue and expenditure budget in Corawali Village, Sidenreng Rappang Regency, from the perspective of transparency and accountability. Using a qualitative descriptive approach, data was obtained from village officials, members of the village consultative body, and the community through in-depth interviews, participatory observations, and document studies. Data analysis techniques include data reduction, presentation, and qualitative verification. The research focuses on four main aspects: planning, implementation, reporting, and accountability. The results indicate that the management of the village revenue and expenditure budget has gone quite well with the community's involvement in village deliberations and program implementation. However, participation is uneven because of a limited understanding of technical information. Reporting is carried out routinely through the Siskeudes application, although it has not been fully socialized effectively. Abstract

Strategy in a way general is plan or the approach used for reach objective certain. Strategy service refers to the approach used by a person organization for give quality and fulfilling services need customer in a way effective and efficient. This study aims to identify strategies that can improve service quality in the Land and Building Acquisition Tax sector at the Makassar City Regional Revenue Agency. Using a qualitative approach, this study utilized data collection techniques such as observation, interviews, and documentation. The results revealed that the strategies implemented by the Land and Building Acquisition Tax at the Makassar City Regional Revenue Agency to improve service quality have been implemented through various methods. This is reflected in several indicators, such as professionalism, responsibility, friendly attitude, the ability to complete tasks on time without complaint, and well-structured procedures. In addition, staff are also actively providing support to customers, providing clear guidance, and ensuring effective, good, and consistent service. In addition, employees also provide adequate information regarding tax payment administration procedures to improve service quality. As one of the office service publics will serve various type daily transactions in give service to people and the performance of BPHTB at the Regional Revenue Agency reflects how much good tax managed, from aspect acceptance, compliance, system support and services public related with transaction land and buildings. Evaluation performance often done for identify obstacle or challenge in collection of BPHTB so that it can repaired.

Abstract

Program Kemitraan Masyarakat (PKM) ini bertujuan meningkatkan kapasitas literasi digital masyarakat Desa Pancana, Kabupaten Barru, sebagai upaya mendukung terwujudnya desa cerdas (smart village). Rendahnya pemanfaatan teknologi digital untuk kegiatan produktif, keterbatasan kemampuan penggunaan platform digital, serta minimnya pemahaman keamanan digital menjadi permasalahan utama yang dihadapi masyarakat. Metode pelaksanaan menggunakan pendekatan partisipatif melalui tahapan persiapan, sosialisasi, pelatihan, pendampingan, monitoring, evaluasi, dan tindak lanjut. Peserta terdiri atas pelaku UMKM, perangkat desa, pemuda, dan masyarakat umum. Hasil kegiatan menunjukkan peningkatan signifikan pada aspek pengetahuan, keterampilan, dan sikap peserta terhadap teknologi digital. Masyarakat mulai mampu memanfaatkan media sosial, marketplace, dan layanan digital untuk mendukung aktivitas ekonomi dan pelayanan publik. Selain itu, terbentuk komunitas digital desa yang berperan sebagai agen perubahan dalam mendorong transformasi digital berkelanjutan. Program ini terbukti efektif dalam meningkatkan literasi digital masyarakat serta memperkuat fondasi pengembangan smart village yang inklusif, produktif, dan berkelanjutan.

Abstract

The rapid advancement of Artificial Intelligence (AI) has accelerated the transformation of public service delivery toward more efficient, responsive, and data-driven systems. However, the successful implementation of AI in the public sector depends not only on technological readiness but also on the capacity of multiple stakeholders to establish collaborative policy networks. This study aims to analyze policy networks in the governance of AI utilization for public service delivery in Makassar City, Indonesia. A qualitative approach with a case study design was employed. Data were collected through in-depth interviews, observations, and document analysis involving local government officials, academics, technology companies, digital communities, and citizens as service users. Data were analyzed using the interactive model of Miles, Huberman, and Saldaña, guided by the Policy Network Theory framework. The findings reveal that AI governance in Makassar City is shaped by a collaborative network involving multiple actors with complementary roles and resources. The local government acts as the network coordinator, while private-sector organizations and academic institutions provide strategic resources, including technological expertise, knowledge, and innovation. Interdependence and resource exchange emerge as critical factors supporting AI implementation in public services. Nevertheless, AI governance continues to face challenges related to regulatory limitations, data integration, human resource capacity, and concerns regarding ethics and information security. This study highlights that strengthening collaborative and adaptive policy networks is a fundamental prerequisite for achieving effective and sustainable AI-driven public service delivery.

Abstract

The management of the Office Management and Business Services laboratory at SMK Negeri 8 Makassar plays a crucial role in supporting practical learning activities. The laboratory serves as an essential facility for developing students’ practical skills and reinforcing theoretical understanding. Nevertheless, its implementation continues to face several challenges, including inadequate facilities and infrastructure, insufficient supporting equipment, and weak maintenance of laboratory resources. These limitations reduce the laboratory’s ability to function optimally in supporting effective learning processes. This study aims to examine how laboratory management is implemented within the subject of expertise concentration and to identify both supporting and inhibiting factors influencing the management process. A qualitative approach was employed to obtain an in-depth understanding of existing practices and challenges. Data were collected through observation, documentation, and interviews with relevant stakeholders involved in laboratory management. The findings indicate that, in the planning aspect, management activities include the preparation of laboratory usage schedules, planning for the procurement of tools and equipment, and the appointment of laboratory management personnel at the beginning of each semester. Although these planning activities are conducted systematically, budget limitations significantly hinder the realization of optimal equipment procurement. As a result, some laboratory needs cannot be fully met in accordance with learning requirements. In terms of organization, the laboratory has implemented a division of tasks and responsibilities. However, this has not been supported by a written and structured work plan, and the number of available management personnel remains limited. These conditions affect the effectiveness of task implementation and coordination among laboratory staff. Regarding control, preventive supervision has been carried out reasonably well through the establishment of laboratory regulations aimed at preventing damage and misuse of facilities. However, detective and corrective controls have not been implemented effectively due to the absence of an adequate monitoring system and the lack of regular evaluations. Therefore, improvements in planning, organizing, and controlling that are more systematic and sustainable are necessary to enhance the effectiveness of laboratory management at SMK Negeri 8 Makassar and to better support practical learning activities.

Abstract

Student satisfaction represents something that is very useful in achieving school targets, for this reason school principals must pay attention to the quality of service and teacher performance because both are able to provide services for students to feel and see. The aim of this research is to determine the influence of service quality and educator performance on student satisfaction with administrative services at SMA Plus Budi Utomo Makassar. This research is included in descriptive research with a quantitative approach. The sample in this study was 103 students at SMA Plus Budi Utomo Makassar using a simple random sampling technique. In this research, data collection techniques used were observation, questionnaires, interviews and documentation. Meanwhile, the various data analyzes in this research used descriptive statistical analysis, classical assumption tests, hypothesis tests and multiple linear regression. The results of the research explain that the service quality variable is at a good level, while the teacher performance variable is at a very good level, and the student satisfaction variable is at a very good level. Based on the results of the correlation test, the two variables, namely service quality and student satisfaction, have a moderate relationship, while the two variables, namely teacher performance and student satisfaction, do not have a significant relationship. Based on the partial test results, it was concluded that there was a positive and significant influence on service quality on teacher performance, and no positive and significant influence on teacher performance on student satisfaction at SMA Plus Budi Utomo Makassar. Meanwhile, service quality and teacher performance simultaneously influence student satisfaction.

Abstract

The question-and-answer learning method is a strategy in the world of education that aims to increase interaction between teachers and students and encourage a deeper understanding of the learning material. The implementation of this method in a vocational school environment is an important aspect in assessing the effectiveness of learning, especially in the subject of Archives. This study focuses on the effectiveness of the application of the question and answer learning method at SMKN 5 Pangkep and identifies supporting and inhibiting factors in its implementation. This study uses a qualitative approach with data collection techniques through observation, interviews, and documentation. The results of the study indicate that the application of the question and answer learning method in the subject of Archives at SMKN 5 Pangkep is quite effective. Several indicators that influence this effectiveness are: (1) interesting and challenging material, which is able to increase student involvement in the learning process; (2) varied questions, designed with various levels of difficulty to encourage students' critical and analytical thinking; (3) clear conclusions, which help students understand and connect the concepts that have been learned with practices in the world of work; and (4) good questioning techniques, using simple and easy-to-understand language so that students can respond more actively. However, this study also found challenges in implementing this method, such as a lack of confidence among some students in answering questions and the dominance of certain students in discussions. Some students tended to be passive due to fear of giving wrong answers or feeling less confident in actively participating in class discussions. This situation indicates that although the question-and-answer learning method has the potential to be successful in increasing learning effectiveness, additional strategies are needed to encourage equal engagement of all students. Therefore, a more inclusive approach and other supporting methods are needed to ensure that all students can be more actively involved in the learning process

Abstract

Office facilities and infrastructure refer to all facilities and infrastructure used in the operation of an office. The purpose of this study is to determine the use of facilities and infrastructure and what factors support and hinder the use of facilities and infrastructure of the Parepare City Housing, Settlement, and Land Office. Therefore, this study has significant in identifying the use of facilities and infrastructure that can lead to an effective and efficient work environment in completing their tasks. Data collection methods include observation, interviews, and documentation. The indicators of the use of facilities and infrastructure in this study are office machinery and equipment that are classified as ineffective because they are not adequate enough in existing availability. Inventory equipment is classified as ineffective due to the completeness of inventory equipment in the office that is still lacking. Office supplies, classified as ineffective because there are damaged / exhausted equipment not in accordance with the estimated time period. Office buildings, classified as effective categories because office buildings already include provisions issued by the local area. Transportation equipment is classified as effective in its utilization because the availability of official vehicles is in accordance with existing Standard Operating Procedures (SOPs). This study presents new information by relating detailed theories and research loci different from previous research on the use of facilities and infrastructure so that it can be used as evaluation material for research loci to advance the use of good and correct facilities and infrastructure.

Abstract

The quality of library services refers to the needs of users. Therefore, good service is a service that can meet the needs and desires of its users. So a good library is a library that is able to provide services to every user quickly, accurately and satisfactorily. The success of a library can be measured using the frequency of borrowing library materials and the level of user satisfaction, therefore the needs and requests of users need to be considered by the library. This research uses quantitative research with a population of 220 users, with a sample of 69 people with an error rate of 10 percent. Data collection was carried out using observation and questionnaires. The data analysis techniques used are descriptive statistics and inferential statistics. The results of this research indicate that the implementation of excellent service in the Universitas Negeri Makassar library is considered sufficient, in terms of aspects of reliability, communication, response and understanding of users. User satisfaction at the Universitas Negeri Makassar library is considered to be poor in terms of ease of obtaining information, speed of obtaining information and information provision services. There is a significant positive effect of implementing excellent service on user satisfaction at the Universitas Negeri Makassar Library Technical Implementation Unit (UPT), namely 55.3 percent.
