Abstract

Public participation is a hallmark of political modernization. There are two characters used to capture the informant's view of community participation, namely sociological and cultural conditions. Sociological conditions refer to the empirical and objective dimensions of the audience or community participation, which are all people belonging to the infrastructure and political superstructure—the purpose of this study: community participation in supporting women to achieve leadership. The method used in this research is a qualitative approach with case studies. The subjects of this study were three relatively prominent female regional heads, namely: female regional heads from dynastic typology, politician typology and bureaucratic typology. The three women regional heads are incumbent elements. The results of the women's research determine practical steps in realizing tolerance, identifying personal, mostly female regional heads who have a side of attractiveness and power which is carried out together, not to endure joint suffering but for mutual progress.

Abstract

This study examines the formulation process of Jakarta Provincial Regulation No. 4 of 2022 on the Fulfilment of the Rights of Persons with Disabilities, focusing on the role of Disabled People’s Organizations (DPOs) in shaping policy outcomes. Using a qualitative approach, data were collected through in-depth interviews and observations involving key actors across policy levels. The study applies the Advocacy Coalition Framework (ACF) and Collaborative Governance to analyze actor interactions, belief systems, and institutional dynamics. The findings reveal that policy formulation was significantly influenced by self-initiated collaboration among DPOs, challenging dominant assumptions that collaborative governance is state-driven. The study also identifies asymmetrical power relations and institutional constraints that shape participation and influence. This research contributes to theoretical development by contextualizing ACF and collaborative governance in the Global South and offers a model for inclusive policy formulation involving marginalized groups.

Abstract

The household reality commonly referred to as “husbands fearing their wives” in Indonesia reflects a shift in domestic power structures and reveals a form of reversed gender dominance. Within a society deeply rooted in patriarchal values, this shift indicates that household communication functions not merely as a medium for message exchange, but also as a space for negotiation and symbolic contestation between male and female roles. This study aims to conceptually examine the mechanisms of reversed gender dominance in marital communication by employing Social Dominance Theory as the main theoretical framework. The research uses a literature review method, analyzing various academic sources, including scholarly journals, books, and previous studies, that discuss issues of gender communication, power relations, and spousal dynamics within the Indonesian cultural context. The findings suggest that gender dominance within households is relational and dynamic, influenced by social, economic, cultural, and communicative factors between partners. The “husband fearing his wife” phenomenon should not merely be understood as a cultural form of humor, but as a reflection of the transformation of values and power structures in modern society. Through the lens of Social Dominance Theory, this dynamic can be interpreted as a communicative adaptation to social change and the growing awareness of gender equality within contemporary Indonesian families

Abstract

In Indonesia, corporate leadership positions are predominantly held by men, accounting for 69.37%, compared to 30.63% occupied by women (BPS, 2020). This study examines the experiences of a female leader in a state-owned enterprise (SOE) who has struggled to overcome glass ceiling barriers and develop gender-equitable communication throughout her career. This research employs a qualitative approach, using a case study method to model the communicator role of a female corporate director in an SOE. Data collection methods include observations, in-depth interviews, and document analysis. The analysis and presentation of findings are guided by two theoretical frameworks: Tubbs and Moss’s Communication Style Theory and Marilyn Loden’s Gender Communication and Glass Ceiling Theory. This study examines the glass ceiling barriers experienced by Lies Permana Lestari in her career within a state-owned enterprise (SOE). Findings indicate three major obstacles: gender-biased promotion discrimination, stereotypes that women are unfit to lead in the male-dominated transportation sector, and communication challenges linked to domestic roles. These barriers highlight how SOE business communication practices remain shaped by masculine norms that constrain gender equality. To address these challenges, Lies employed dynamic and egalitarian communication styles. These approaches proved effective not only for her personal advancement but also for transforming organizational communication patterns. Specifically, she encouraged participatory meetings, facilitated equal dialogue between male and female employees, and prioritized collaboration over rigid hierarchy. By doing so, Lies not only overcame the glass ceiling but also contributed to fostering a more gender-equitable communication culture in the SOE. This case underscores the potential of communication strategies to challenge structural and cultural barriers in organizational settings.
