Abstract

This study aims to analyze the Deviation of Communication Ethics seen from Medical Action Management Response and Communication Contravention. In this study, data was collected through an interview method with 10 health workers at Menteng Mitra Afia Hospital and 1 external resource person. The problem in this research is "Ethical Deviation and crisis communication at Menteng Mitra Afia Hospital in Central Jakarta in handling the crisis due to the Covid-19 outbreak which requires speed of action but is highly dependent on the government so that it can become a guide in the future". In this study, data were collected through an interview method with 10 health workers at Menteng Mitra Afia Hospital and 1 external resource person using the Research Paradigm to find out various medical actions in crisis situations, forms or types of ethical deviations, examine management responses and formulate policy models. Then analyze the data obtained in the form of Inductive Analysis, this analysis uses qualitative research methods, induction and case studies. Where one research begins with specific observations and measurements. By starting to detect patterns and regularities,formulate some tentative hypotheses that we can explore and finally develop some conclusions or general theories and concepts. The results of this study are that there are problems with the availability of facilities and infrastructure that have the potential to affect deviations in communication ethics, communication problems originating from human resources, doctors and health workers, and problems with deviations from the service system that have the potential to affect communication ethics

Abstract

This study investigates how doctors employ persuasion strategies (Ethos, logos, and pathos) on Instagram to influence the health behaviors of their followers during the COVID-19 pandemic. Analyzing three influential doctors on social media (DSMIs), the research applies Aristotle's persuasive strategies to understand how these doctors craft messages that drive behavior change and enhance COVID-19 awareness among their 581 followers. Employing a mixed methods approach within the pragmatism paradigm, the study utilizes interviews, literature reviews, content analysis, and surveys for comprehensive data collection. The study reveals that approximately 41% of followers demonstrated a firm intention, with an additional 43% showing a solid intention to change their attitudes and behaviors. About 84% expressed a strong commitment to adopting a healthier lifestyle. The research also identified followers who initially had doubts or confusion about COVID-19 due to misinformation. However, it became convinced of its existence after following the DSMIs' posts, mainly through engaging video content. Engagement is more significant for video content than photos, with pathos, Ethos, and logos effectively fostering engagement. Around 52,438 (314,000) DSMI followers shifted from initial skepticism to meaningful positive attitude transformations, driven by successful engagement through pathos, Ethos, and logos. The study underscores the significance of delivering persuasive and appealing messages to influence behaviors positively. It suggests active social media participation can extend beyond the pandemic, fostering ongoing health awareness.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan kompetensi Maneleo sebagai komunikator dalam pernikahan adat etnis Rote. Maneleo memegang peran sentral dalam setiap prosesi pernikahan adat sebagai juru bicara dan pemimpin upacara yang membawa nilai-nilai budaya dan norma adat yang berlaku. Dengan menggunakan pendekatan kualitatif deskriptif melalui metode studi etnografi, data dikumpulkan melalui observasi partisipan, wawancara mendalam, dan dokumentasi. Hasil penelitian menunjukkan bahwa kompetensi Maneleo meliputi penguasaan pengetahuan adat, keterampilan komunikasi dalam konteks adat, serta sikap dan etika yang mencerminkan keteladanan sosial. Maneleo tidak hanya memahami struktur dan tahapan pernikahan adat, tetapi juga mampu mengelola dinamika komunikasi dengan penuh kearifan, sehingga memperkuat keberlanjutan nilai budaya masyarakat Rote Ndao. Dengan demikian dapat disimpulkan bahwa Maneleo memiliki peran yang sangat vital dalam menjaga, mengarahkan, dan menyampaikan pesan-pesan adat dalam setiap tahapan prosesi pernikahan tradisional. Dengan demikian dapat disimpulkan bahwa kompetensi yang dimiliki oleh seorang Maneleo bersumber dari kemampuan berbicara secara adat dan ditopang oleh pengetahuan budaya, pengalaman adat, sikap sosial yang bijak, serta pengakuan dari komunitas leo.

Abstract

This research aimed to analyze and describe the gender role in participatory policymaking for Small Industries Center Development at Alor Barat Laut District. This research employed a qualitative approach and case study method. The researchers performed the study at Alor Barat Laut District, Alor Regency, Nusa Tenggara Timur, Indonesia. The researchers chose Alor Barat Laut District as the Alor Regency Government (2019 - 2024) established a small industry development strategy in Alor Regency Regional Mid Term Development Plan (Rencana Pembangunan Jangka Menengah Daerah - RPJMD). The research focus was the gender role in participatory policy making. The research sub-focuses are: (1) the role of men and women in past policy-making, (2) the role of men and women in current policy-making, and (3) the role of men and women in future policy-making. The data collection used in-depth interviews, documentation, and observation. The data analysis used Robert Yin's pattern-matching analysis technique visualization. The researchers used the triangulation technique to validate research findings.The research result showed that women were dominant in the past decision-making of the tenun ikat[1] industry. Men were viewed as the inhibiting factor of business development. The women performed the majority of household chores and tenun ikat production. In the past, housewives bartered the tenun ikat products in the traditional market. Therefore, the development and preservation of tenun ikat were entrusted to the women. However, men bartered earthen pottery for cotton from other regions (generally from Flores). In addition, the men (boat masters) carried the tenun ikat products to the traditional markets. The women entrusted the men with procuring material and transporting products as they tended to perform domestic roles.

Abstract

ABSTRACT In 2012, the Majalengka Regency Government planned to develop the former Jatiwangi sugar factory into a commercial area. JAF, along with the Jatiwangi community, responded by holding the Rampak Genteng Festival in the area and making it a triennial event. Over the course of its existence, the festival has received various awards from the government, and the government has invited JAF to manage the area as a public space. This research aims to identify how art can be used as a medium for development communication. The analysis was conducted using Melkote and Steves' development communication theory. This research uses a constructivist interpretive paradigm and a single case study method. From the discussions conducted, it was identified that in the Rampak Genteng Festival, the form of dialogue on development messages about the community's anxiety and resistance to the massive land conversion that occurred in Jatiwangi was packaged in the form of the Jatiwangi Pledge. In the tug-of- war over the land use change of the former Jatiwangi sugar factory between the government-investors versus JAF- community, the JAF and the community asserted their territorial claims through song and dance. Dialogue and participation were demonstrated by the sound of rampak roof tiles played by all participants. Meanwhile, from the government side, giving awards, the presence and statements of appreciation by state officials are a way that feels more respectful and familiar to the community to show that the government hears and considers the aspirations of the community in the development of this area. ABSTRAK Pada tahun 2012, Pemerintah Kabupaten Majalengka berencana melakukan pembangunan area bekas pabrik gula Jatiwangi sebagai wilayah komersial. Rencana pembangunan ini dilakukan tanpa melibatkan dialog dengan masyarakat. JAF bersama masyarakat Jatiwangi memberikan reaksi dengan menggelar Festival Rampak Genteng di area ini dan menjadikan sebagai kegiatan 3 tahunan. Dalam perjalanannya, festival ini mendapatkan berbagai penghargaan dan pengakuan dari pemerintah, dan pemerintah mengajak JAF, mewakili unsur masyarakat, untuk mengelola area ini sebagai ruang publik. Penelitian ini bertujuan mengidentifikasi bagaimana seni dapat dijadikan media komunikasi pembangunan. Analisis dilakukan dengan teori komunikasi pembangunan Melkote and Steves dengan konsep utama: dialog dan partisipasi. Penelitian ini berparadigma interpretif konstruktivis, dan metode studi kasus tunggal. Dari diskusi yang dilakukan, teridentifikasi bahwa dalam Festival Rampak Genteng, wujud dialog pesan pembangunan tentang kegelisahan dan resistensi masyarakat atas alih fungsi lahan masif yang terjadi di Jatiwangi dikemas dalam bentuk Ikrar Jatiwangi yang disuarakan dengan lantang, namun tidak tampak sebagai perlawanan melalui kekerasan. Dalam tarik ulur alih fungsi lahan bekas pabrik gula Jatiwangi antara pemerintah-investor versus JAF-masyarakat, klaim wilayah dilakukan JAF dan masyarakat melalui lagu dan tari. Dialog sekaligus partisipasi ditunjukkan dengan bunyi rampak genteng yang ditabuh oleh seluruh partisipan yang ada dalam festival tersebut. Partisipasi juga ditunjukkan dengan berbagai karya seni terakota pada gerbang acara. Sedangkan dari pihak pemerintah, pemberian penghargaan, kehadiran dan pernyataan penghargaan pejabat negara merupakan cara yang terasa lebih terhormat dan akrab dengan masyarakat untuk menyatakan bahwa pemerintah mendengar dan mempertimbangkan aspirasi masyarakat dalam pembangunan area ini.

Abstract

Alat Bantu Belajar menjadi salah satu aspek penting dalam proses komunikasi pada bidang Pendidikan. Ketepatan pemilihan Alat Bantu Belajar akan mendorong proses pembelajaran yang bermutu. Selaku sekolah contoh pada kecamatan setempat, SDI Pelus Ara – Kabupaten Manggarai Timur belum optimal mengggunakan teknologi digital ke dalam kontek pembelajaran. Persoalan yang dihadapi pihak sekolah, yaitu: 1) Tenaga pendidik yang belum melek implementasi teknologi ke dalam kegiatan belajar – mengajar dan 2) Pihak sekolah belum memiliki sumber daya kompeten yang dapat menjadi inisiator sekaligus fasilitator dalam implementasi teknologi digital dalam pembelajaran. Maka, solusi yang ditawarkan kegiatan pengabdian ini, yaitu: 1) Pengenalan teknologi digital yang potensial diadopsi ke dalam aktivitas pembelaran sekolah dan 2) Workshop penerapan teknologi digital ke dalam kegiatan belajar-mengajar. Metode kegiatan ini terdiri dari: presentasi materi dan praktikum serta evaluasi berupa pretest-posttest. Narasumber tampil secara kompeten dan peserta antusiasme mengikuti pelatihan ini hingga usai.  Evaluasi kegiatan pengabdian menunjukkan adanya peningkatan pengetahuan dan pemahaman (meningkat 14,35%), serta keterampilan (peningkatan 24,83%) peserta mitra usia mengikuti pelatihan ini. Ke depannya, pihak sekolah diharapkan mulai menerapkan teknologi digital ke dalam kegiatan pembelajaran di kelas. Pelatihan ini memberikan bekal bagi pihak sekolah, terutama tenaga pendidik untuk meningkatkan efektivitas belajar via pemanfaatan teknologi pembelajaran. Sementara manajemen sekolah menyediakan sarana-prasarana yang mendukung pemanfaatan teknologi pembelajaran ini.

Abstract

Despite extensive democratic reforms and administrative decentralization, Indonesia continues to struggle with persistent voter exclusion in its remote island regions. Existing studies often attribute this issue to technical or logistical limitations, overlooking the bureaucratic and institutional roots of the problem. This study addresses that gap by examining how bureaucratic design and institutional misalignment contribute to the reproduction of electoral exclusion within decentralized yet fragmented administrative systems. Focusing on Flores Timur, an archipelagic district in East Nusa Tenggara, this research employs a qualitative case study approach, utilizing 28 in-depth interviews with election officials, civil registry staff, and local stakeholders, supported by document analysis. Findings reveal that voter exclusion from the Daftar Pemilih Tetap (Final Voter List) is structurally embedded, stemming from the institutional disconnect between the Komisi Pemilihan Umum Daerah (KPUD) and the Dinas Kependudukan dan Pencatatan Sipil (Disdukcapil). The absence of a shared, binding data system has created what this study terms an administrative blind spot. In this zone, no agency fully claims responsibility for data accuracy, resulting in passive but recurring disenfranchisement. The study’s novelty lies in theorizing latent disenfranchisement, a form of exclusion produced not by intent but by bureaucratic rigidity, fragmented accountability, and non-interoperable systems. Extending the concept of bureaucratic disenfranchisement, the study offers new insights and policy recommendations for inclusive, coordinated electoral reform.

Abstract

This study examines why poverty alleviation policies in rural Indonesia may remain administratively operational while producing limited justice-sensitive outcomes for the least advantaged. Rather than claiming that justice is absent from implementation research, the article argues that justice is insufficiently operationalized as a standard for assessing who benefits, who is excluded, and how allocation decisions are made. It develops a justice-sensitive implementation framework that integrates administrative implementation analysis with Rawlsian principles of fair equality of opportunity and the difference principle. Using an interpretive qualitative case study in Sikka Regency, Nusa Tenggara Timur, the research draws on interviews, observation, and document analysis. The findings indicate that limited justice-sensitive implementation emerges through the interaction of fragmented coordination, unreliable poverty data, weak institutional follow-through, targeting errors, uneven procedural accessibility, symbolic participation, patronage, and rural territorial constraints. The study contributes by distinguishing administrative activity from justice-sensitive implementation and by showing how technical weaknesses in data, coordination, and participation can become mechanisms through which distributive and procedural injustice is reproduced. The findings should be interpreted analytically rather than statistically, given the single-case qualitative design.

Abstract

AbstrakBudaya adat “Wailaki” merupakan bentuk partisipasi luas kelompok masyarakat yang mempunyai ikatan darah dan ikatan emosional dalam suatu peristiwa tertentu yang diselenggarakan oleh salah satu pihak didalam wilayah budaya adat di Desa Mausambi yang terjadi pada moment-moment khusus misalnya kematian, perkawinan, khitanan, sambut baru, pembangunan rumah dan berbagai hajatan lainnya. Penelitian ini bertujuan untuk menjelaskan dan memberikan gambaran tentang proses penerapan budaya adat “Wailaki” dan dampak positif dan negartif yang ditimbulkan dalam pelaksanaan Budaya adat “Wailaki”. Jenis penelitian dengan menggunakan studi kasus dengan studi kasus intrinsik (Intrinsic case study) yang ingin memahami suatu kasus tertentu karena kekhususanya atau keunikanya, kedua studi kasus instrumental (Instrumental case study) yang digunakan untuk meneliti suatu kasus agar tersaji sebuah perspektif tentang suatu isu atau teori. Hasil penelitian menunjukan bahwa dalam proses penerapan budaya adat “Wailaki” di Desa Mausambi, Kecamatan Maurole, Kabupaten Ende ternyata menghasilkan dampak Positif maupun negatif diantaranya untuk dampak Positif 1. Adanya rasa gotong royong, 2. Untuk Mempererat rasa kekeluargaan/kelompok yang kuat, 3. Membantu yang membutuhkan, 4. Adanya rasa sama tinggi dan sama rendah, 5. Untuk melestarikan budaya, sedangkan untuk dampak Negatifnya : 1. Biaya hidup yang meningkat, 2. Harta benda, hewan terjual atau digadaikan, 3. Biaya pendidikan anak sulit, 4. Pembangunan dan renofasi rumah terhambat, 5. Adanya kesenjangan sosial. Dalam pelaksanaan budaya adat “Wailaki” harusnya disesuaikan dengan keadaan ekonomi masyarakat sehingga tidak membebankan masyarakat baik secara ekonomi maupun gengsi pribadi/kelompok sehingga berpengaruh terhadap kelanjutan kesejahteraan masyarakat didalam budaya adat khususnya dan masyarakat di Desa Mausambi, Kecamatan Maurole, Kabupaten Ende pada Umumnya. Disimpulkan bahwa proses penerapan budaya adat “Wailaki” dan dampak positif dan negatif yang ditimbulkan dari penerapannya perlu memperhatikan keadaan ekonomi masyarakat atau kelompok dalam adat sehingga tidak membebankan baik secara ekonomi maupun gengsi pribadi atau kelompok, perlu adanya peran pemerintah desa dan Kabupaten untuk menata kembali proses penerapan budaya adat “Wailaki” di Desa Mausambi, Kecamatan Maurole, Kabupaten Ende sehingga kesejahteraan masyarakat dapat meningkat.Kata Kunci : Budaya adat “Wailaki”, Kesejahteraan Masyarakat AbstractThe customary culture of "Wailaki" is a form of widespread participation of community groups that have blood ties and emotional ties in a particular event held by one of the parties within the traditional culture area of Mausambi village that occurs at special moments such as death, marriage, circumcision, New, home construction and various other celebrations. This study aims to explain and provide an overview of the process of applying the customary culture of "Wailaki" and the positive and nega- tive impacts posed in the implementation of the Indigenous Culture "Wailaki". Types of research using case studies with intrinsic case study that wish to understand a particular case because of its specificity or uniqueness, the two instrumental case studies used to examine a case in order to present a perspective on an issue or theory. The results showed that in the process of applying the customary culture of "Wailaki" in Mausambi Village, Maurole District, Ende Regency resulted in Positive and Negative Impacts such as Positive Impact 1. The sense of gotong royong, 2. To Strengthen the sense of kinship / strong group, 3 Helping the needy 4. The taste of the same high and the same low 5. To preserve the culture, while for the negative impact: 1. Increased living costs, 2. Property, animals sold or mortgaged, 3. Child education expenses difficult, 4. Development and renovation of the house is inhibited, 5. The existence of social inequality. In the implementation of custom culture "Wailaki" should be adjusted to the economic condition of the community so as not to burden the society both economically and prestige person / group so as to affect the continuity of the welfare of society in custom culture especially and society in Mausambi Village, Maurole District, Ende Regency in General. It is concluded that the process of applying the customary culture of "Wailaki" and the positive and negative impacts arising from its application need to take into account the economic condition of the community or groups in adat so as not to impose both the economy and the personal or group prestige, it is necessary for the role of village and regency government to reorganize the process The application of customary culture "Wailaki" in Mausambi Village, Maurole District, Ende District so that people's welfare can increase.Keywords: Traditional Culture "Wailaki", Community Welfare

Abstract

Introduction: This study aims to identify key determinants influencing EMR adoption and measure their subsequent impact on organizational performance in Type-C hospitals, emphasizing internal organizational factors, user acceptance, and adaptability to healthcare policy dynamics. With persistent implementation gaps in low-resource settings despite national mandates our objective was to explore user-centered determinants of EMR success and address the shortcomings of top-down health digitalization strategies in developing countries. Methods: This cross-sectional explanatory study involved a survey-based quantitative design conducted across three Type-C hospitals in Kupang City, Indonesia, between January and March 2024. A total of 282 healthcare professionals, selected using stratified random sampling, participated in the study. Data were collected using a validated Likert-scale questionnaire measuring variables such as human capital, task-technology fit, and system acceptance. Given the non-interventional nature of this study, adherence to ethical research standards including voluntary informed consent, and obtained administrative approvals from relevant local government authorities, formal ethical approval was waived as per prevailing national guidelines. Results: The primary outcome of the study was the identification of key drivers of EMR acceptance, with human capital (? = 0.205; p < 0.001), task-technology fit (? = 0.203; p = 0.001), and effort expectancy (? = 0.176; p < 0.001) showing significant influence. Additionally, user satisfaction was found to mediate the relationship between acceptance and organizational performance (? = 0.728; p < 0.001). External variables such as perceived cost and government policy showed no significant effect (p > 0.05). The strongest indirect effect on performance was recorded via the pathway: Acceptance ? Satisfaction ? Performance (? = 0.394; p < 0.001). Conclusion: In conclusion, our study contributes to the understanding of EMR adoption in resource-constrained health systems by highlighting the dominant role of internal capabilities over external mandates. This research provides insights into the importance of user satisfaction and system alignment in shaping digital health success.
