Abstract

This study explores the inconsistency in leadership styles among village heads, focusing on the case of Keduanan Village, where leaders initially adopt a democratic approach but gradually shift toward authoritarian practices. Using Soerjono Soekanto's theory of leadership characteristics and a qualitative method through interviews, observations, and documentation, the study finds that although the Village Head claims to use a democratic leadership style, the practice lacks inclusivity and transparency. Key decisions are often made without involving relevant community groups or proper deliberation. The study concludes that there is a mismatch between the stated leadership style and its implementation, highlighting the need for improved democratic practices and more active community participation in village governance.

Abstract

This study explores the SIPEPEG application, an innovation by the Cirebon Regency Social Service aimed at improving public services for Social Welfare Service Providers (PPKS). Using a qualitative approach with interviews, observation, and documentation, the study evaluates the innovation based on Everett M. Rogers’ five characteristics of innovation: relative advantage, compatibility, complexity, trialability, and observability. The findings indicate that SIPEPEG has significantly improved administrative processes for the PPKS community through PUSKESOS officers. However, challenges remain, particularly in the complexity dimension, such as limited operating hours and access issues for those without mobile devices. The study recommends strengthening human resources, enhancing collaboration among bureaucratic partners, and increasing commitment to improve the effectiveness and quality of SIPEPEG services.

Abstract

Sebagai bagian inti dari sistem ekonomi kerakyatan, sampai saat ini sistem pertanian dan pangan nasional belum mampu memecahkan masalah-masalah pertanian. Kebijakan pupuk bersubsidi menyebabkan terjadinya kelangkaan dan kenaikkan harga pupuk. Akibatnya daerah-daerah seperti Cirebon yang merupakan daerah penghasil beras dan penghasil beberapa komoditas unggulan tanaman pangan dan holtikultura di Jawa Barat, belum dapat berproduksi secara optimal. Karena begitu kompleks, masalah perpupukan nasional tidak bisa diselesaikan secara parsial, namun harus dipertimbangkan secara menyeluruh baik aspek politik, ekosistem, ekonomi, sosial, budaya dan kelembagaan. Adapun pokok kelemahan yang terjadi dari pola pemberian subsidi kepada industri pupuk yaitu sebagai berikut: 1) kelangkaan pupuk terjadi karena otoritas yang diberikan kepada Menperindag saat ini pincang, 2) kebijakan subsidi gas yang diberikan kepada pabrik dan jalur distribusi, 3) subsidi gas tidak langsung dibayar pemerintah (Departemen Keuangan), 4) perbedaan antara harga pupuk domestik dan internasional yang cukup tinggi.

Abstract

Implementation of the Education Management Information System 4.0 at Madrasah Tsanawiyah Ma`had Al-Zaytun, Gantar District, Indramayu Regency, there are problems faced, namely the implementation of duties and responsibilities as an EMIS 4.0 operator, collection of student files (diplomas, family cards and certificates), internet network in work investigations, and difficulties in accessing the EMIS 4.0 application due to server errors. This research aims to determine the implementation of the EMIS 4.0 application policy in Madrasah Tsanawiyah Ma`had Al-Zaytun, supporting and inhibiting factors for implementing EMIS 4.0 in Madrasah Tsanawiyah Ma`had Al-Zaytun, and what efforts and strategies will be carried out by Madrasah Tsanawiyah Ma`had Al-Zaytun in implementing EMIS 4.0. The research method uses a qualitative approach with a descriptive-qualitative type. By collecting data through observation, interviews and documentation. The data source was taken using a purposive sampling technique to select 10 informants. The data analysis techniques used are data condensation, data presentation, and drawing conclusions. The results of this research indicate that the implementation of the Education Management Information System 4.0 at Madrasah Tsanawiyah Ma`had Al-Zaytun, Gantar District, Indramayu Regency is quite good. The strategies that will be carried out by Madrasah Tsanawiyah Ma`had Al-Zaytun in implementing EMIS 4.0. In July, namely graduating 9th grade students, raising 7th and 8th grade students, creating groups and inspiring students in groups and creating a new 7th grade EMIS database, July-August which is carried out with Computer-Based National Assessment Data Collection (ANBK) or Minimum Competency Assessment (AKM), August-September namely detailed 7th grade EMIS data entry, October the activity is updating the 9th grade EMIS data based on statement letters and files for Madrasah Examinations as well as PD verification and Madrasah Examination Data Base (PDUM), October-December Finalization of EMIS data, January-March completes data for class 8 and especially class 7, March-April focuses on EMIS class 9 and May-June final checks for class 7 and 8.

Abstract

Keterbatasan sumber daya manusia yang berkualitas dan kompeten menjadi hambatan. Banyak pegawai yang belum memiliki keterampilan yang memadai untuk mendukung reformasi birokrasi yang berbasis teknologi informasi dan manajemen modern. Budaya kerja yang cenderung statis dan kurang inovatif seringkali menghambat penerapan perubahan. Resistensi terhadap perubahan dari dalam organisasi merupakan masalah utama yang dihadapi. Penelitian ini bertujuan untuk menganalisis strategi reformasi birokrasi yang diterapkan di Badan Pusat Statistik (BPS) Kabupaten Indramayu, dengan menggunakan teori reformasi birokrasi dari Sedarmayanti sebagai dasar analisis. Metode yang digunakan adalah kualitatif dengan pendekatan studi kasus. Hasil penelitian menunjukkan bahwa meskipun semua dimensi reformasi birokrasi telah diterapkan, implementasinya belum optimal. Dimensi pertama, pembaharuan mind set dan culture set, telah dilaksanakan melalui pemberian tunjangan kinerja dan kegiatan evaluasi serta sharing knowledge, namun hasilnya kurang maksimal karena penilaian kinerja dianggap tidak objektif dan kurangnya antusiasme pegawai. Dimensi kedua, internalisasi prinsip tata kepemerintahan yang baik, terlaksana melalui partisipasi dalam webinar, namun masih kurang efektif karena kurangnya pelaksanaan mandiri di BPS Kabupaten Indramayu. Dimensi sistem manajemen pemerintahan di BPS Kabupaten Indramayu lebih bersifat pelaksanaan kebijakan, mengikuti aturan yang ditetapkan oleh BPS pusat. Dalam strategi penataan sumber daya manusia, terdapat upaya untuk meningkatkan kualitas SDM melalui perencanaan kebutuhan SDM yang tepat, pelatihan, penerapan sistem kinerja transparan, penguatan budaya organisasi, rotasi dan mutasi, serta pemanfaatan teknologi informasi. Namun, tantangan terbesar tetap pada optimalisasi pelaksanaan strategi tersebut. Penelitian ini menyimpulkan bahwa meskipun ada kemajuan, BPS Kabupaten Indramayu masih perlu memperbaiki pelaksanaan reformasi untuk mencapai hasil yang lebih optimal.

Abstract

Kompetensi pegawai di sektor publik memegang peranan penting dalam meningkatkan efektivitas dan efisiensi pelayanan publik. Salah satu instansi yang berfokus pada pengelolaan pendapatan daerah adalah Pusat Pengelolaan Pendapatan Daerah Wilayah (P3DW) Kota Cirebon. Namun, kompetensi pegawai di P3DW Kota Cirebon belum optimal, khususnya dalam hal keterampilan teknis dan soft skills yang diperlukan untuk menjalankan tugas-tugas administrasi. Penelitian ini bertujuan untuk menganalisis kompetensi pegawai P3DW Kota Cirebon, hambatan yang dihadapi, dan upaya-upaya yang dilakukan untuk meningkatkan kompetensi tersebut. Metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif dengan desain studi kasus. Pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi, sedangkan analisis data dilakukan menggunakan teknik triangulasi untuk memastikan validitas data. Hasil penelitian menunjukkan bahwa kompetensi pegawai belum optimal, terlihat dari kurangnya keterampilan dalam penghitungan dan penetapan Pajak Kendaraan Bermotor (PKB) serta Bea Balik Nama Kendaraan Bermotor (BBNKB), serta kurang efektifnya komunikasi dan kolaborasi antar instansi. Implikasi dari penelitian ini adalah pentingnya peningkatan pelatihan teknis, pengembangan soft skills, dan kolaborasi antar instansi untuk meningkatkan kualitas kompetensi pegawai dan pelayanan publik di P3DW Kota Cirebon.

Abstract

The purpose of this study is to determine the implementation of policies in the development of the Minapolitan area as a potential for tourism in Losarang District, Indramayu Regency, the driving and inhibiting factors that occur, as well as the strategies and efforts made. This type of case study research with qualitative methods were obtained through literature and field studies, with data collection techniques through observation, interviews and documentation studies. Data were analyzed using qualitative analysis with three steps, namely data reduction, presentation, and verification. The results of the study show: 1) the implementation of the policy for the development of the minapolitan area as a potential for tourism in Indramayu district is not optimal as seen from the dimensions of policy implementation which have not been fulfilled properly, namely aspects of policy communication, resources, dispositions, and bureaucratic structure; 2) factors that support this policy are potential natural resources and local cultural wealth, and inhibiting factors are problems with the quality of human resources, infrastructure, lack of regional regulations and legal instruments at the technical level of implementation, budget, public awareness, technology and media public information; 3) the efforts made by the local government to include the development of Minawisata in the regional development plan and communicate it to related parties. Minapolitan entrepreneurs are modernizing salt production so that it has a tourism appeal. While the community's efforts are to take real action to organize the area, clean up waste so that it attracts tourists to come to their area.

Abstract

Public Service Procurement is a task for the government in creating community welfare, for the creation of welfare in the community it is necessary to have quality in the implementation of these services, in this era of digitalization the government is expected to be able to implement technological advances by utilizing digitalization as an effort to improve services with easy access for the community. This study is aimed at finding out how the quality in the implementation of public services at the Cirebon Regency Population and Civil Registration Office, measuring the level of public satisfaction with the Cirebon Regency Population and Civil Registration Office, and finding out how to Improve the Quality of Public Services at the Cirebon Regency Population and Civil Registration Office. The research method used is a Qualitative Research Method with Questionnaire data collection techniques that are disseminated to the community in Cirebon Regency through Google Forms, Interviews with employees of the Cirebon Regency Population and Civil Registration Office, and Location Observation which is a place of service located at the Cirebon Regency Population and Civil Registration Office. Research shows that the quality of administrative document loading services at the Cirebon Regency Population and Civil Registration Office has not been maximized, improvements are needed to improve the quality of service. a) improving Facilities and Infrastructure that are Facilities in the Service process; b) hard skills training is needed in the implementation of E-Governance; c) There is a need for training on excellent service so that they know how to behave well and appropriately to maximize service to the community

Abstract

Penelitian ini bertujuan untuk menganalisis kualitas pelayanan perizinan melalui Sistem Online Single Submission (OSS) dengan pendekatan Risk Based Approach dalam proses pembuatan Nomor Induk Berusaha (NIB) di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Majalengka. Metodologi yang digunakan adalah pendekatan kualitatif dengan pengumpulan data melalui wawancara, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa implementasi OSS dalam pembuatan NIB telah memberikan kemudahan dan efisiensi bagi para pelaku usaha. Namun, terdapat beberapa tantangan seperti pemahaman masyarakat yang masih terbatas terhadap sistem ini dan kebutuhan pelatihan bagi petugas. Kualitas pelayanan juga dipengaruhi oleh kecepatan respon, transparansi proses, dan aksesibilitas informasi. Metode Penelitian yang digunakan dalam penelitian ini yaitu dengan menggunakan metode kualitatif. Adapun tujuan penelitian ini adalah meneliti sistem pelayanan online single submission risk based oproach yang digunakan untuk pembuatan NIB lalu menemuka permasalahan dan jalan keluar agar proses perizinan pembuatan NIB dapat meningkat, NIB ini sebagai bukti legalitas para UMKM sehingga menemukan rekomendasi untuk perbaikan-perbaikan yang mencakup peningkatan sosialisasi mengenai OSS, penguatan kapasitas sumber daya manusia, serta perbaikan infrastruktur teknologi informasi. Hasil penelitian ini diharapkan dapat menjadi acuan bagi pengembangan kebijakan pelayanan perizinan yang lebih baik di Kabupaten Majalengka.Adapun hasil Penelitian adalah : Pertama Kualitas pelayanan dalam dimensi system,strategy,people, dan contomer belum sepenuhnya optimal sehingga jumlah pembuat NIB belum optimal, Kedua Kualitas pelayanan didukung oleh faktor-faktor pendukung dan menghadapi faktor-faktor penghambat yang dihadapi oleh para pegawai di Dinas Penanaman Modal dan Pelayanan terpadu Satu Pintu Kab Majalengka, ketiga berbagai upaya telah dilakukan guna mengoptimalkan kualitas pelayanan perizinan di kab Majalengka untuk meningkatkan pelayanan menjadi lebih optimal
