Abstract

Information technology facilitates access and interactive communication. Digital-based public services cut queues and increase efficiency. Good governance requires excellent service. The SAMBARA application simplifies vehicle tax payments, provides information, and improves service effectiveness. The purpose of this study is to determine how effective the Motor Vehicle Tax Payment Service through the SAMBARA Application is at the Regional Revenue Management Center of Cirebon Regency 1 Sumber. This study applied a descriptive qualitative approach using data collection techniques such as observation, interviews, and documentation. Data analysis used is data reduction, data presentation, and conclusions. The informants of this research are regulators and the public who use the SAMBARA Application. The theory used is Campbell's theory with five indicators: Program Success, Goal Success, Program Satisfaction, Input and Output Levels, Overall Goal Achievement. The success of the SAMBARA Application program in paying Motor Vehicle Tax is influenced by practicality and efficiency, providing solutions for users by avoiding queues at service offices. Despite obstacles such as unstable internet connection, the success of this program depends on clear regulations and intensive socialization by related parties. The high level of satisfaction is reflected in its ease, speed, and practicality, increasing the effectiveness of services without consuming much time and human resources. The implementation of SAMBARA provides  significant outputs by facilitating payments, reducing queues, and providing easy access to tax information. This success is a successful step in achieving organizational goals, increasing the regularity of tax payments, preventing the practice of brokers, and facilitating access to information for the public.

Abstract

This study aims to analyze the level of local financial autonomy in the City of Cirebon within the framework of fiscal decentralization and the implementation of regional autonomy during the 2021–2024 period, identify inhibiting and supporting factors, and formulate strategies to enhance local financial autonomy. The study employs a qualitative approach supported by quantitative data, including reports on the implementation of the Regional Budget (APBD), regional financial autonomy ratios, and regional planning documents. Data collection techniques include in-depth interviews with officials from the Regional Financial and Revenue Management Agency (BPKPD), document analysis, and literature review. The research results indicate that the level of financial autonomy in Cirebon City remains in the low to moderate category, as evidenced by the high dependence on transfer funds from the central and provincial governments. This condition indicates that the objective of fiscal decentralization to strengthen local fiscal capacity has not yet been fully achieved. Major constraints include suboptimal management of Local Original Revenue (PAD), limited economic base, and potential revenue leakage, while supporting factors include regulatory support, technical assistance, and efforts to intensify local taxation. Strategies to enhance autonomy are directed toward optimizing PAD, strengthening local regulations, increasing community participation, and utilizing performance targets in the strategic plans of local government agencies. This study underscores the importance of strengthening local fiscal capacity as a prerequisite for the success of regional autonomy.

Abstract

The Jakarta–Bandung High-Speed Rail (KCJB), commercially known as WHOOSH, represents one of Indonesia’s largest strategic infrastructure projects and has generated significant legal and policy debates since its inception. While the project was intended to strengthen national connectivity and promote regional economic growth, its formulation and implementation have raised concerns regarding regulatory consistency, administrative accountability, transparency, public participation, environmental compliance, fiscal governance, and institutional oversight. This study critically examines the KCJB policy from the perspective of public policy formulation by integrating evidence-based policy, public value, policy ethics, and principles of legal governance. Employing a qualitative descriptive case study, the research analyses secondary data derived from legislation, government regulations, official reports, academic publications, judicial and administrative documents, and other authoritative sources. Data were analysed through qualitative content analysis supported by source triangulation. The findings indicate that the formulation of the KCJB policy demonstrates several legal shortcomings. First, the decision-making process reveals weaknesses in regulatory coherence and evidence-based assessment, as reflected in contested feasibility studies and significant project cost escalations that subsequently required changes in financing arrangements. Second, the policymaking process shows limited compliance with fundamental principles of good governance and administrative law, particularly transparency, legal certainty, proportionality, accountability, and meaningful public participation in strategic infrastructure decision-making. Third, the project exposes challenges in ensuring effective legal oversight of state financial commitments and environmental governance, thereby creating potential risks to fiscal accountability and public trust. These findings suggest that the legal legitimacy of strategic infrastructure policies should be evaluated not only in terms of economic efficiency but also through their conformity with constitutional principles, the rule of law, administrative legality, and democratic governance. This study contributes to contemporary legal and public policy scholarship by demonstrating that sustainable infrastructure development requires legal certainty, institutional accountability, and regulatory integrity throughout the policy formulation process.

Abstract

The role of state-owned enterprises (SOEs) in public service is quite complex. This is because, in addition to pursuing profitability, SOEs are also required to provide high-quality services to the public. To support efforts to ensure quality public service, the Ministry of State-Owned Enterprises issued Circular Letter No. SE-7/MBU/07/2020 in 2020 regarding the Core Values of SOE Human Resources. The objective of this study is to explore the implementation of these values in depth and analyze their implications for service quality. The research methodology is descriptive qualitative, utilizing data triangulation from observation, interviews, and documentation. The “AKHLAK” values are implemented into employees’ daily work; for instance, the value of Integrity is demonstrated by employees through high precision and caution when calculating pension benefits and claims, the value of Competence is applied by allocating budgets from headquarters to conduct employee training and education, the value of Harmony is realized through the principle of equality, the value of Loyalty is manifested in compliance with regulations, the value of Adaptability is realized through the digitization of services, and the value of Collaboration is realized through establishing cooperation with various parties. The conclusion drawn is that the “AKHLAK” values have comprehensive implications for the five dimensions of service quality in the SERVQUAL model by Zeithaml et al. Each “AKHLAK” value does not stand alone but is interconnected and reinforces one another in creating quality service.

Abstract

The fulfillment of Minimum Service Standards (SPM) in education represents a fundamental responsibility of local governments in guaranteeing citizens' basic educational rights. Despite this mandate, the achievement of the Education MSS in Brebes Regency during the 2022–2024 period has remained relatively low and shown limited progress compared to other basic service sectors. This study aims to examine the implementation of Minimum Service Standards in the education sector in Brebes Regency and analyze the factors influencing its performance. The research applies a qualitative descriptive approach using a case study design. Data were collected through interviews, observations, and document analysis involving relevant local government institutions. The analysis is guided by public policy implementation theory and the Total Quality Management (TQM) framework to assess service quality, coordination, and organizational commitment. The findings indicate that the implementation of Education MSS has not yet achieved optimal outcomes, particularly in early childhood education and equivalency education services. The main constraints include weak data processing, ineffective inter-agency coordination, limited resources in terms of both teaching staff and technical personnel, and suboptimal integration of regional development planning. Meanwhile, supporting factors consist of regulatory clarity, local government commitment, and utilization of the e-MSS system. This study concludes that strengthening policy implementation mechanisms and applying continuous improvement principles are key to enhancing the performance of Minimum Service Standards in the education sector at the local level

Abstract

Despite Cirebon City Regional Regulation No. 13 of 2019, which regulates public order and public safety, beggars still exist in public spaces in Cirebon City, particularly around the traffic lights of Kanggraksan, Rajawali, and Jabang Bayi. This indicates a discrepancy between policy formulation and implementation in the field. This study aims to examine the efforts and strategies used to implement the begging policy in Cirebon City and identify factors that influence its success. This study was conducted using a qualitative approach and case studies. By involving the Social Service, Public Order Agency (Satpol PP), beggars, and the surrounding community, data were collected through field observations, interviews, and documents. Data were analyzed descriptively, referring to George C. Edwards III's 1980 policy implementation model, which includes communication, resources, implementer attitudes, and bureaucratic structure. The study shows that policy implementation has not been fully implemented, primarily due to a lack of resources, poor communication of the policy to the public, and a lack of ongoing policy evaluation. Policy implementers, on the other hand, demonstrated a supportive attitude and sufficient commitment. This study shows that stronger, integrated, and sustainable implementation policies that focus on social empowerment are needed to address begging in Cirebon City.

Abstract

The purpose of this study was to identify forms of electronic ID card (e-ID card) service innovation, analyze their effectiveness, and evaluate their impact on service quality and community satisfaction. The study employed a descriptive qualitative approach using primary data collected through in-depth interviews with key informants, including the Head of Population Registration Services, implementing staff, and community representatives who had used the services, as well as direct observations of the implementation of service innovations. Secondary data were obtained from official documents, articles, and relevant journals. Data collection techniques included semi-structured interviews, participant observation, and documentation. The findings indicated that e-ID card service innovation had transformed the previous service mechanism, in which residents were required to visit the Dinas Kependudukan dan Pencatatan Sipil (Disdukcapil) office directly to obtain queue numbers and wait approximately two weeks to one month for ID card issuance, a process that also created opportunities for illegal levies (pungli). Through the “CIREBON KATON DIGITAL” application, residents could obtain queue numbers electronically before visiting the Disdukcapil office, allowing the e-ID card issuance process to be completed on the same day. Once completed, the e-ID card could either be collected directly or delivered through Pos Indonesia. Overall, the findings demonstrated that e-ID card service innovation significantly improved service quality and contributed to the promotion of good governance and social inclusion in Cirebon Regency. These findings may also provide a useful reference for other local governments seeking to adopt digital population administration services, although broader public outreach and strengthened human resource capacity remain necessary to optimize implementation.
