Abstract

The research entitled Analysis of Implementation of OSS-RBA Policy in Padang City aims to analyze how the implementation of OSS-RBA Policy in Padang City uses the Van Meter and Van Horn implementation theory. The implementation of the OSS-RBA policy in Padang City has been carried out in accordance with the issuance of Mayor of Padang Regulation Number 73 of 2021 concerning Delegation of Authority to Implement Risk-Based Business Licensing and Non-Licensing to the Investment and One- Stop Service Office. This research uses a descriptive qualitative method with a phenomenological type. Research informants were determined by purposive sampling technique with data collection techniques through interviews and documentation. The results of the study indicate that the implementation of the OSS-RBA policy in the city of Padang has not gone well, because several variables according to the Van Meter and Van Horn Theory have not been fully achieved. The variables that have not been achieved consist of 3 variables in the form of standard variables and policy objectives, resource variables, and variables of economic, social and political conditions. Standard variables and policy objectives that are not in accordance with the needs of the Padang City DPMPTSP. The second variable is insufficient human resources both in terms of quantity and quality, as well as financial resources in the form of a budget that is not in accordance with the needs of the Padang City DPMPTSP. The third variable is social and political conditions that have not supported the implementation of OSS-RBA in Padang City. The recommendations given by the researcher are intended for the Padang City DPMPTSP Padang City government to provide additional documents and provide training for Padang City DPMPTSP employees regarding the implementation of OSS-RBA in the city of Padang so that the implementation of OSS-RBA policies can run optimally.

Abstract

This study aims to analyze the implementation of the stages of public expenditure carried out by the City Government of Bukittinggi for Minimum Service Standards (SPM) in the education sector in 2022. Researchers see this phenomenon using the premise of Cheryl Williamson Gray, by explaining several stages of implementation, in the form. First, Review Policy, Second, Set Policy and Undertake Planning Activity, Third, Mobilize and Allocate Resources. Then Implement Planned Activities, Monitor and Account and last Evaluate and Audit. Using a descriptive qualitative research method that focuses on phenomenology, based on the main data of interviews and other document data as supporting secondary data. The results of the study then show that the City Government of Bukittinggi for the 2022 Fiscal Year has succeeded in carrying out public expenditure management based on Cheryl's thoughts without the slightest deviation with the results of achieving the target of minimum mandatory service to the community at 97% with most of the achievements at the point of educators who are still not all qualified S1/D-IV. In 2022, it is budgeted for funds from the Education and Culture Office of the City of Bukittinggi in the amount of Rp. 187,963,134,419 with Rp. 73,909,520.24 for the implementation of minimum compulsory services with details of Rp. 30,648,021,022 for basic education, Rp. 15,010,779,424 for junior secondary education, as much as Rp.9,009,534,136 for early childhood education and Rp.979,789,420 for equality/non-formal education, all of which will be used for spending on service needs in carrying out 8 main programs which contain 18 activities and 70 sub-activities from 57 UPTD schools with 122 sub- further activity.Penelitian ini bertujuan untuk menganalisis pelaksanaan tahapan manajemen pengeluaran publik yang dilakukan oleh Pemerintah Kota Bukittinggi untuk Standar Pelayanan Minimal (SPM) bidang pendidikan pada Tahun 2022. Peneliti melihat fenomena ini menggunakan landasan pemikiran Public Expenditure Management oleh Cheryl Williamson Gray, dengan menjelaskan kepada beberapa tahapan pelaksanaan, berupa. Pertama, meninjau kebijakan (Review Policy), Kedua, Penetapan dan Pelaksanaan Perumusan Program (Set Policy and Undertake Planning Activity), Ketiga, Mobilisasi dan Menetapkan Sumber Daya (Mobilize and Allocate Resource). Kemudian Pelaksanaan Kegiatan yang Direncanakan (Implement Planned Activities), Selanjutnya, Melakukan Monitor dan Perhitungan (Monitor and Account), dan terakhir melakukan evaluasi dan audit (Evaluate and Audit). Menggunakan metode penelitian kualitatif deskriptif yang menitikberatkan kepada fenomenology, dengan berdasarkan data utama obervasi, wawancara dan data dokumen sebagai data sekunder pendukung. Hasil penelitian kemudian menunjukkan bahwa Pemerintah Kota Bukittinggi untuk Tahun Anggaran 2022 telah berhasil melaksanakan manajemen pengeluaran publik berlandaskan pemikiran Public Expenditure Management tanpa ada sedikitpun penyelewengan dengan hasil pencapaian target pelayanan wajib minimal kepada masyarakat berada pada angka 97% dengan kekurangan sebagian besar pada point tenaga pendidik yang masih belum seluruhnya terkualifikasi S1/D-IV. Pada Tahun 2022 dianggarkan dana Dinas Pendidikan dan Kebudayaan Kota Bukittinggi sebesar Rp.187.963.134.419 dengan Rp.73.909.520.24 untuk pelaksanaan program pengelolaan pelayanan wajib minimal dengan rincian Rp.30.648.021.022 untuk pendidikan dasar, Rp.15.010.779.424 untuk pendidikan menengah pertama, sebanyak Rp.9.009.534.136 untuk pendidikan anak usia dini dan Rp.979.789.420 untuk pendidikan kesetaraan/nonformal, yang keseluruhannya akan dipergunakan untuk belanja kebutuhan pelayanan dalam menjalankan 8 program utama yang memuat 18 kegiatan dan 70 sub kegiatan dari 57 UPTD sekolah dengan 122 sub kegaiatan lanjutannya.

Abstract

This research is based on the assumption that the government and the private sector are in control of the tourism industry which results in the position of the community being neglected and alienated. Therefore there is a need for efforts to empower local communities in managing and developing tourism potential in their area. The concept of Community based tourism is an alternative solution to restore the role and participation of the community in managing and developing this tourism sector. Based on this problem, the researcher tries to formulate research questions, namely; how is the management and development of community-based ecotourism destinations in West Sumatra? The objectives of this research include: 1) To describe and analyze how community-based ecotourism is managed and developed. 2) To describe the impact of community-based ecotourism management and development on the social, economic, and surrounding environment. The research method uses a qualitative approach with data collection techniques through field studies by collecting primary and secondary data. The data obtained will be reduced, presented and conclusions drawn which are the relationship between the existing theory and qualitative analysis which can provide an overview of the research problem. The results of the study explain that the management of ecotourism destinations in the research location is based on the community through tourism awareness groups formed by the community itself. The level of community participation is quite high both in planning, implementing, and evaluating management and development activities. As for the impact felt by the surrounding community, it is quite positive socially, economically and environmentally. In the future, there is a need to increase the capacity of tourism awareness groups as well as improve management and collaboration with other parties in improving suggestions and better ecotourism destinations.

Abstract

The purpose of this research is to describe and analyze the RKA review conducted by the West Pasaman District Inspectorate. In analyzing this research, the researcher used Permendagari Number 10 of 2018 concerning the Review of Development Planning Documents and the Annual Regional Budget, which is in the RKA review stage, where there is a Planning, Implementation and Reporting process. This type of research is qualitative with a descriptive approach. Interview data collection techniques, documentation and observation. Informants were selected using a purposive sampling technique. Data analysis used is data collection, data reduction, data presentation, and drawing conclusions. Data validation uses source triangulation. The results of the study show that the Inspectorate of West Pasaman Regency has guided Permendagri No. 10 of 2018 in general in implementing the RKA review as one of the supports for obtaining Unqualified opinion (WTP) by West Pasaman Regency, because planning needs to be considered early in anticipation of the occurrence of budgetary waste that can be detrimental to the region. The problems found in the implementation of this RKA review were the preparation of the Review Work Program (PRK) carried out by team members, in addition to that the implementation of the RKA review was not in accordance with the time specified in the Assignment Letter (SPT), due to the lengthy submission of supporting documents review by SKPD. However, there are still advantages to be gained from carrying out the RKA review at the West Pasaman District Inspectorate such as the implementation of Self-Office Training (PKS) in budget savings and the existence of tiered reviews in the implementation and reporting stages.

Abstract

Collaborative E-Government not only changes the way government organizations carry out their duties but also changes the way the government interacts with its citizens in public services. This research aims to analyze and obtain a model regarding the implementation of collaborative E-Government at the Regional Civil Service Agency of West Sumatra Province in providing personnel services as proof that this collaborative E-Government is a solution to the never-improving quality of public services. This research uses a qualitative research method with a descriptive approach. Data collection techniques were carried out through interviews and documentation, where the informants in this research were selected purposively. The research results show that there is a dominance of fulfilling elements in the implementation of collaborative E-government, which has implications for improving personnel services in Regional Government. The only obstacles to collaboration are the network structure, governance, and access to resource elements. Thus, collaboration between actors in personnel services has become a solution to poor personnel service practices in local governments and has contributed to the development of literature on personnel service practice issues.

Abstract

Geopark Merangin Jambi is one of Indonesia's national geoparks. In 2014 Geopark Merangin Jambi was proposed as a UNESCO world heritage site. Still, it needed to meet the standards set due to the absence of clear boundaries and inadequate facilities and infrastructure. This study aims to describe the implementation of the Merangin Regency Regional Regulation Policy Number 2 of 2018 concerning the Protection and Management of Earth Park. The study results are seen from 6 variables that affect policy performance. The policy objective variable has been successfully implemented, but the policy target has yet to be achieved. While the variables of resources, attitudes of policy implementers, characteristics of policy-implementing organizations, and communication between organizations and the social, economic, and political environment have been successfully implemented, the social environment still needs to support the implementation of the policy thoroughly. It is necessary to re-socialize the approach to the community because there are still many people who need to learn the procedure so that the policy objectives can be achieved and support from the community can be obtained. Abstrak Berdasarkan Surat Keputusan Kepala Badan Geologi Kementerian ESDM Nomor:130.K/04/BGL/2012 Geopark Merangin Jambi ditetapkan menjadi Geopark Nasional. Dalam kawasan Geopark Merangin Jambi terdapat fosil-fosil yang sudah berusia 300 juta tahun dan pada tahun 2014 Geopark Merangin Jambi pernah diusulkan menjadi situs warisan dunia UNESCO namun tidak memenuhi standar yang ditetapkan karena belum ada batas yang jelas dan prasarana yang kurang memadai. Pada saat ini Geopark Merangin Jambi telah dikembangkan menjadi destinasi pariwisata dengan prinsip konservasi dan pemberdayaan masyarakat. Penelitian ini bertujuan untuk mendeskripsikan Implementasi Kebijakan Peraturan Kabupaten Merangin Nomor 2 Tahun 2018 Tentang Perlindungan dan Pengelolaan Taman Bumi. Metode penulisan jurnal ini dilakukan dengan metode kualitatif dengan teknik pengumpulan data observasi, wawancara dan dokumentasi. Sesuai dengan teori implementasi kebijakan Van Meter Van Horn terdapat 6 (enam) variabel yang mempengaruhi implementasi kebijakan Peraturan Kabupaten Merangin Nomor 2 Tahun 2018 Tentang Perlindungan dan Pengelolaan Taman Bumi. Variabel tujuan kebijakan telah berhasil dilaksanakan dengan sukses, akan tetapi sasaran untuk meningkatnya kesadaran masyarakat akan pentingnya pelestarian, perlindungan, dan pemeliharaan Geopark Merangin Jambi belum tercapai. Sedangkan variabel sumber daya, sikap pelaksana kebijakan, karakteristik organisasi pelaksana kebijakan, komunikasi antar organisasi dan lingkungan sosial, ekonomi dan politik telah berhasil dilaksanakan dengan sukses, namun lingkungan sosial belum sepenuhnya mendukung terlaksananya kebijakan tersebut. Perlu dilakukan sosialisasi kembali mengenai perda Kabupaten Merangin Nomor 2 Tahun 2018 kepada masyarakat karena masih banyak masyarakat yang tidak mengetahui kebijakan tersebut sehingga sasaran kebijakan dapat dicapai dan dukungan dari masyarakat dapat diperoleh.

Abstract

This study describes  the implementation of the SAMSAT Painan office strategy in increasing motor vehicle tax revenues in Pesisir Selatan Regency. This research is motivated by the motor vehicle tax as a source of regional income which contributes quite a lot to the regional income of Pesisir Selatan Regency. According to the regulation of the Governor of West Sumatra Number 69 of 2014 concerning regional tax revenue sharing, districts in West Sumatra receive 30% of the realization of PKB revenues they collect. This research is important because of the low compliance of taxpayers in Pesisir Selatan Regency. This study uses the theory proposed by kotten which consists of organizational strategy, program strategy, resource strategy and institutional strategy. The method used in this research is a descriptive qualitative method with data collection techniques, namely interviews, observation and documentation. The selection of informants was carried out by a purposive sampling method. The results showed that the SAMSAT Painan office strategy in increasing PKB Revenue in Pesisir Selatan Regency had been going well and had implemented all types of strategies proposed by kotten. Although in the implementation there are several types of strategies that do not work well, such as the implementation of the program which is still uneven, the lack of creative human resources in running the program, especially for UPTD and the lack of facilities and infrastructure provided for taxpayers in paying motor.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis Penganggaran Kebencanaan Pada Badan Penanggulangan Bencana Daerah Di Kota Padang. Penelitian ini dilatarbelakangi dengan melihat adalah bagaimana Penganggaran Kebencanaan Pada Badan Penanggulangan Bencana Daerah Di Kota Padang yang berasal dari Anggaran Pendapatan Belanja Daerah. Penelitian ini menggunakan teori Robert Lee D. JR, John, and Joyce yang terdiri dari tahap persiapan dan penyerahan, tahap persetujuan, tahap pelaksanaan dan tahap audit dan evaluasi. Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif. Teknik pengumpulan data menggunakan wawancara dan dokumnetasi. Teknik analisis data dalam penelitian ini dilakukan dengan reduksi data, penyajian data, dan kesimpulan data. Untuk menguji keabsahan data digunakan teknik triangulasi sumber data. Berdasarkan hasil penelitian tentang Analisis Penganggaran Kebencanaan Pada Badan Penanggulangan Bencana Daerah di Kota Padang adalah semua prosedur yang dilakukan oleh BPBD Kota Padang sudah berjalan dengan baik sesuai dengan siklus anggaran pada umumnya. Hal tersebut dapat dilihat dari persiapan dan penyerahan mulai dari proses persetujuan anggaran kemudian pelaksanaan anggaran sampai tahap audit dan evaluasi. Akan tetapi ada beberapa kendala yang di temukan dilapangan berupa adanya pembagian kegiatan yang tidak sesuai dengan rencana anggaran yang dibuat sebelumnya, dengan ini perbandingan dengan APBD dan komposisi anggaran pada BPBD idealnya dapat dilihat dari urgentnya kegiatan yang dilakukan agar tidak terjadi pengalihan anggaran pada tahun 2017 sampai 2019.

Abstract

This article analyzes and describes the implementation of the Regional Cultural Preservation Policy which is a form of effort to achieve the Vision and Mission of an Independent and Cultured Dharmasraya Maju Regency. The approach used in this study is a qualitative approach, and uses interview and documentation techniques, while the types of data consist of primary data and secondary data. The results of this study explain that the Regional Government of Dharmasraya Regency has formulated regional cultural problems by elaborating on regional strategic issues which then determines regional culture preservation strategies and regional policy directions. The implementation of the Regional Preservation Policy is carried out systematically and in collaboration with several relevant stakeholders such as LKAAM, DPRD, Ministry of Education, Culture, Research and Technology, Ministry of PUPR, BPCN, and BNPB.

Abstract

Isu kebijakan pencegahan dan penurunan stunting merupakan suatu permasalahan yang menarik perhatian, mengingat kebijakan yang dikeluarkan oleh pemerintah belum mampu untuk menekan permasalahan angka stunting yang ada. Kebijakan penurunan stunting yang dikeluarkan pemerintah diharapkan mampu mengatasi permasalahan stunting di Indonesia, namun pada nyatanya angka stunting masih tinggi atau bisa dikatakan tidak mengalami penurunan secara stabil dalam sepuluh tahun terakhir ini. Kabupaten Solok merupakan salah satu wilayah prioritas pemerintah pusat dalam penanganan stunting sejak tahun 2019. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis bagaimana implementasi kebijakan penurunan stunting di Kabupaten Solok. Penelitian ini dilakukan dengan menggunakan metode deskriptif kualitatif dengan menggunakan teori implementasi kebijakan yang dikemukakan oleh Van Meter dan Van Horn. Hasil penelitian menunjukkan bahwa implementasi kebijakan penurunan stunting di Kabupaten Solok menunjukkan masih terdapat  beberapa kendala dalam pelaksanaannya, standar kebijakan masih mengacu kepada regulasi kebijakan yang lama dan belum direvisi berdasarkan kebijakan stunting terbaru. Kurang tersedianya sumber daya manusia dan anggaran yang tersedia serta pengaruh dari lingkungan sosial, ekonomi, dan politik yang mempengaruhi pelaksanaan kebijakan penurunan stunting di Kabupaten Solok
