Abstract

The problem of poverty will not stop to be discussed, the inequality of economic income conditions in society is no longer a trivial problem that can be ignored, because poverty is also a source of factors for other problems in people's lives. The government as an agent of public trust in managing the life of the state also strives to realize the goals of the state in terms of prosperity and welfare of the people, accordance goals of the Indonesian state in the Preamble 1945 Constitution in the fourth paragraph which reads ".... Protecting the entire Indonesian nation and the entire homeland of Indonesia to promote public welfare, educate the nation's life and participate in carrying out world order ..." . So in this case the government has determined poverty as one of the focuses in sustainable development, which is also based on international agreements that are currently stated in the Sustainable Development Goals (SDGs) which set poverty as the first goal in the focus of sustainable development. In this paper, the author will look at how the government manages the implementation of programs in poverty alleviation, especially during difficult times such as the current Covid-19 pandemic, because the state of the spread of this virus outbreak make impact on the life of the country, especially in terms of the country's economy. Abstract

Sungai Aua is one of the Nagari in Pasaman Barat Regency which has expanded Nagari Expansion against the background of problems in public service and uneven development. The Nagari Sungai Aua expansion was designed in 2016 and received a registration code as a Nagari Persiapan in 2017. The influence of the expansion of Nagari Sungai Aua has not been so visible and felt by the community as a whole, which is indicated by the fact that there are still some community groups who complain about the services in Nagari Sungai Aua and development that has not changed. Nagari Sungai Aua even though the expansion of Nagari Sungai Aua has been running for ± 5 years. This research was conducted using qualitative methods and descriptive approaches with data collection techniques through interviews, observation and documentation by used the theory of effectiveness according to Robert Duncan which consists of achieving goals, integration and adaptation. Research result shows that the expansion of Nagari Sungai Aua has been quite effective because it has fulfilled most of the indicators in the variables of Robert Duncan's theory of effectiveness. However, there are still some obstacles related to the delay in the Village registration code so that the indicators of the implementation period and the achievement of targets at the points of equitable development have not been met. Therefore, it is necessary to increase cooperation the Regional Government and the Central Government so that there is certainty regarding the Village registration code.

Abstract

The purpose of this study is to clarify what efforts are being made to improve the quality of hospital services through the implementation of health tourism in Bukittinggi City Hospital. The research method used in this study is a qualitative descriptive research method. Qualitative research is a method of collecting data using words and pictures rather than numbers. Based on the results of the research, the health tourism program is a special program that regulates the journey of a sick patient in a lying condition starting from home to the destination hospital to returning home by providing tour packages. The challenges of implementing this program are from internal factors, including administration and management which still need to be addressed, as well as the lack of mastery of English if there are patients who are foreign nationals.

Abstract

This research is motivated by the management of TMSBK assets carried out by the Tourism, Youth, and Sports Office of Bukittinggi City. The existence of asset management that has been carried out has an impact on the increase in PAD in the City of Bukittinggi in the tourism sector. The purpose of this study is to analyze asset management in the management of TMSBK in Bukittinggi City. This study uses the Theory of Five Stages of Asset Management Work proposed by Doli D. Siregar. The type of research used in this research is qualitative research with descriptive data presentation. Data collected through the process of observation, interviews and documentation. The selection of informants was done by purposive sampling technique. To test the validity of the data using source triangulation techniques. Based on the results of the study, it was found that the management of TMSBK assets had been carried out optimally. Among them is the recording of assets which is carried out through recording into the inventory book and recording into the SIMDA BMD application, as for the legal basis that is used as a reference in asset management, namely Permendagri Number 19 of 2016 concerning Guidelines for the Management of Regional Property, asset valuation carried out by PBMD which cooperate with the KPKNL in determining the value of assets for asset write-off and determining the rental value of the TMSBK kiosk. There is a revitalization of the TMSBK area in order to add value and function to these assets, as well as supervision and control carried out by the Inspectorate as the government's internal supervisory agency and the development of an asset management information system through the use of the SIMDA BMD application. Several stages that have not been carried out optimally are the internal recording carried out by the TMSBK sector and the need for a review of abandoned assets.

Abstract

The research is a city government policy intervention in the form of a tourism development strategy in the Padang City Integrated Tourism Area. The strategic initiative carried out by the Government of the City of Padang by making a tourist destination an Integrated Tourism Area has changed the face of the City of Padang which is increasingly oriented towards becoming a tourist destination that can improve the economic welfare of the community. The necessity that is carried out by the Padang City Government is to design and develop a strategy to develop an Integrated Tourism Area (KWT). This study used a qualitative approach by elaborating primary and secondary data where the selection of informants was carried out purposively. The strategy used by the Municipal Government of Padang is through organizational strategy, program strategy, resource support strategy, and institutional strategy. The results of the study show that all of these strategies are carried out massively and show the relationship between policy interventions that effectively influence the governance of tourism development. And, this tourism policy intervention has implications for increasing the number of domestic and foreign tourists which also has implications for increasing local revenue (PAD)

Abstract

Artikel ini bertujuan menganalisis pembangunan brand kandidat pada Pilgubri 2018 dan dampaknya terhadap hasil perolehan suara. Dengan menggunakan Model Branding Politik dari Downer dan metode interpretatif ditemukan bahwa Syamsuar sebagai pemenang membangun brand politiknya berdasar pada brand equity mayoritas pemilih rasional bahwa dia berpengalaman, dan lebih baik dalam membangun Riau yang merupakan perwujudan dari strategi berorientasi pasarnya, sementara itu Andi Rachman, calon petahana yang tingkat kepuasan publiknya di bawah batas ideal, tidak merubah brand politiknya untuk menarik pemilih, begitu juga dengan Lukman Edy dan Firdaus yang sama-sama menggunakan strategi berorientasi produk dan penjualan.

Abstract

Nomads in West Sumatra have a very big share in the development of the village, one of which is SulitAir, which has quite a several Nomads and has a nomadic organization called Sulit Air Sepakat (SAS) sothat it becomes one of the overseas assisted villages that must collaborate with nomads in the social,cultural and economic fields. It turns out that the implementation of cooperation has not yet beenrealized. There are problems such as coordination between parties collaborating with localgovernments and commitments from collaborating parties the purpose of this research is to describethe implementation of cooperation between the Nagari government and migrants in the developmentof Nagari Sulit Air in Solok Regency. This research uses the descriptive qualitative method. Datacollection techniques using interviews and documentation. The result shows that the implementationof the cooperation has not been implemented as a whole. In the initiation process, the collaboration hasbeen carried out well, starting from the beginning of the collaboration to the actors involved and therelationships between actors. Areas of cooperation are also carried out well with the submission ofwork plans but the areas that are cooperated have not been developed. There is nobody for organizingcooperation that is authorized to carry out this cooperation. The responsibility of the cooperationparties is still high but the commitment between the parties is reduced, one of which is due to thedifficulty in resolving land acquisition problems.

Abstract

This study aims to see how the interaction process by Nagari Sumanik Government in managing migrants potentialities for the village  development from the interactive governance perspective according to Torfing, et  al. This research is using the qualitative type of research with a descriptive  approach. The results are indicating that in managing the migrants potentialities for the village development, they have been using the interactive governance perspective,  which can be seen in the institutional design variable that the village government  has designed the institutional according to their potential which is by incorporating the elements of Rantau into the vision and mission of the village of  Sumanik and forming the field of Rantau outside from the structure of the nagari  government and also involves migrants as the network actors for the village  development. In the Goal and Framework Steering variable, the relation between the village government and the migrants is coordination and more informal. In the process management variable, the Nagari Sumanik Government is taking the input and suggestions from migrants so that it can encourage innovation in development. In the direct participation variable, Nagari government has built the migrants trust by maintaining communication to provide the migrants understanding about the village conditions and the migrant support implementing programs that the benefits can be directly felt by the people of Nagari Sumanik. The interaction process is still dominated by the Wali Nagari and several special figures, and the Nagari social institutions involvements seems not enough. The function of this institution is important to optimize the migrant participations for the village development.

Abstract

Tujuan penelitian ini mendeskripsikan bagaimana penerapan konsep capacity building di Badan Usaha Milik Desa Lembengan Sejahtera menggunakan teori capacity building dari GTZ dengan jenis penelitian deskriptif kualitatif, pengumpulan data melalui study literature, observasi, internet searching, wawancara secara mendalam serta dokumentasi terkait menggunakan penelitian. Berdasarkan hasil penelitian menemukan (1) pengembangan kapasitas pada tingkat individu belum berjalan secara baik yang dibuktikan dengan pemahaman masing-masing pengelola terhadap tugas dan kiprah masing-masing yang belum optimal. (2) pengembangan kapasitas taraf organisasi juga sudah terealisasi dengan relatif baik dengan telah tersusun struktur serta kerangka pengelolaan Badan Usaha Milik Desa, serta 3) penguatan kapasitas di tingkat system juga relatif berjalan dengan baik yang dibuktikan dengan telah dilaksanakannya standar operasional serta mekanisme dalam aplikasi setiap kegiatan yang terkait menggunakan pengelolaan usaha Badan Usaha Milik Desa.

Abstract

This study aims to analyze how the implementation of changes to the Regional Revenue and Expenditure Budget (APBD) of Bukittinggi City in the 2020 Fiscal Year that must be carried out in an effort to overcome Coronavirus Disease 2019 (Covid-19) in Bukittinggi City. This change was implemented based on central government guidelines including Government Regulation in Lieu of Law No. 1 of 2020 and Joint Decree of the Minister of Home Affairs and Minister of Finance No. 119/2813/SJ and 177/KMK.07/2020. This study uses a descriptive qualitative research method with the theory of the Budget Cycle. The results showed that the Bukittinggi City Government during the 2020 Fiscal Year had made seven budget changes with two of them being budget refocusing, this budget change was made based on the three main focuses of Covid-19, namely the fields of Health, Economy and Social Safety Nets which rely on The seven main local government organizations of Bukittinggi are the Health Service, Agriculture Service, Fire Service, Regional Disaster Management Agency, Public Works and Public Housing Service, Social Service, and the Environment Service. During the focus of this Covid-19 response activity, it has an impact on changes in the total city government budget which has decreased in the budget with a percentage change in Total City Revenue up to 14.08%, Total Expenditure decreased by 11.28%, but for Expenditures in the Unexpected Expenditure section ( BTT) has increased to a percentage of 2,119.48%.
