Abstract

The Covid-19 virus has spread in Indonesia since March 2020. The policies taken by the government and the background of the formulation of these policies are interesting to discuss. This research aims to describe the policy formulations that taken related to the handling of Covid-19. The research method used in this research is a qualitative method. The theory used in this research is the theory of policy formulation model by Thomas R Dye. The results of this study are in the selection of policies to overcome the pandemic, the government uses the Elite Model where this model describes public policy making in the form of a pyramid, where the public is at the lowest level, the elite is at the top of the pyramid and the internal actors of the government's public policy-making bureaucracy are in the middle between society and elite. This can be seen from the selection of PSBB and PPKM as a way to deal with Covid-19 rather than regional quarantine or lockdown.

Abstract

This research is to find out how the PPPK recruitment mechanism for teacher formation in 2021 and whether the PPPK recruitment for teacher can meet the need of theachers and also ended the polemic of honorary teachers that has been happening in Indonesia. This research uses qualitaive approach with descriptive method. The data was collected through the process of observation and documentation. Data collection techniques are through literasi studies and documents analysis in form of government regulations, mass media news and other related documents. The result of this research are the government seems to be forced the applicants, especially from honorary staff, to become PPPK through competency exams that are repeated three times. The number of formations that aren’t filled due to lack of formation enthusiasts because these formations are located in remote areas causes imbalance number of teachers in one area with another. From the budget perspective, the lower standard of honorary salaries can encourage local governments to continue recruiting honorary workers rather than recruiting first aid teachers. The recruitment of PPPK teachers also creates new problems for private schools that are in danger of losing teachers because most of the teachers who pass the PPPK are qualified teachers.

Abstract

This research discusses the Implementation of the Minimum Service Standards (MSS) Policy on Elderly Health Services in Padang City. SPM are provisions regarding the type and quality of basic services which are mandatory government affairs that every citizen has the right to obtain at a minimum. There are 6 areas of basic service affairs related to SPM, one of which is the SPM Health sector. For Health SPM, there are 6 health services, one of which is elderly health services. In 2020 there was a Covid-19 pandemic, so people had difficulty getting health services that met the standards at health facilities. Therefore, the purpose of this research is to find out how the Implementation of SPM Health Policy on Elderly Health Services in Padang City. This research is a descriptive qualitative research with data collection techniques in the form of observation, interviews, and documentation. The results of this study are the performance of the Health SPM Policy Implementation on Elderly Health Services in Padang City when analyzed using the Implementation theory by Van Metter and Van Horn on the variables of policy standards and objectives, characteristics of implementing agents, and attitudes / tendencies of policy implementers have been carried out in accordance with the objectives of the policy. However, the variables of resources, communication between implementing organizations and the social, economic and political environment have not run optimally in accordance with the expected objectives of the Health SPM policy

Abstract

This paper discusses the dynamics of implementing the Emergency Community Activity Restriction (PPKM) policy in dealing with the COVID-19 pandemic in the city of Padang, which has been taking place effectively since last July 2021. Several problems arise lack of available resources, weak supervision, and coordination mechanisms that have not been running optimally. However, the implementation of the PPKM policy in Indonesia, including in the city of Padang, has succeeded in reducing the prevalence of Covid 19 virus transmission with all the dynamics it faces. This paper is designed with a qualitative approach, namely by using an analysis of secondary data originating from both print and electronic media as well as a critique of various regulations related to the implementation of PPKM policies both at the national level and at the regional level, especially the City of Padang. The analysis was carried out using the concept of policy implementation as an analytical knife in dissecting the data presented in this paper.

Abstract

Penelitian ini bertujuan untuk melihat bagaimana perkembangan medical tourism di Sumatera Barat dan bagaimana dampak medical tourism dalam perkembangan pariwisata di Sumatera Barat. Penelitian ini menggunakan metode kualitatif dengan metode Systematic Literature Review yang merupakan kumpulan artikel dan jurnal dari berbagai sumber referensi. Hasil penelitian ini menemukan bahwa Sumatera Barat merupakan daerah yang memiliki potensi besar dalam mengembangkan wisata medis, karena memiliki daya tarik wisata alam dan budaya yang baik. Namun, pelayanan wisata medis masih terbatas pada daerah tertentu seperti kota Bukittinggi dan kota Padang. dan masih banyak masyarakat yang melakukan perjalanan wisata medis ke negara tetangga karena kurangnya kepercayaan masyarakat terhadap fasilitas kesehatan di Indonesia

Abstract

The research with the title OSS-RBA Implementation in Padang City aims to analyze the implementation of OSS-RBA Policy in Padang City using the Van Meter and Van Horn implementation theory. The implementation of the OSS-RBA policy in the City of Padang has been carried out in accordance with the issuance of the Mayor of Padang Regulation Number 73 of 2021 concerning the Delegation of Authority for the Implementation of Risk-Based Business Licensing and Non-Licensing to the Investment and One Stop Service Office. This research uses descriptive qualitative method with phenomenological type. Research informants were determined by purposive sampling technique with data collection techniques through interviews and documentation. The results of the study indicate that the implementation of the OSS-RBA policy in the city of Padang has not gone well, because several variables according to the Van Meter and Van Horn Theory have not been fully achieved. Variables that have not been achieved consist of 3 variables in the form of standard variables and policy objectives, resource variables, and variables of economic, social, and political conditions. Standardvariables and policy objectives that are not in accordance with the needs of the Padang City DPMPTSP. The second variable is insufficient human resources both in terms of quantity and quality, as well as financial resources in the form of a budget that is not in accordance with the needs of the Padang City DPMPTSP. The third variable is social and political conditions that have not supported the implementation of OSS-RBA in Padang City. The recommendations given by the researcher are intended for the Padang City DPMPTSP Padang City government to provide additional documents and provide training for Padang City DPMPTSP employees regarding the implementation of OSS-RBA in the city of Padang so that the implementation of OSS-RBA policies can run optimally.

Abstract

Elderly is an age that will naturally experience changes and declines physically, mentally, socially and economically. In old age a person will experience changes in physical aspects. Jorong Beringin Sakti is a jorong in the high Taratak village in Dharmasraya Regency with a population of 5,079 people with ± 550 elderly people or 10.83% of the total population. The purpose of this study was to determine the implementation of the GL-Pro Sasabesa Innovation. This research method is a qualitative type using an inductive approach, the authors receive data through interviews, observation, and recording. Research on empowering the elderly through GL-Pro Sasabesa Innovation is well implemented. The results of the study show that with the existence of new elderly MSMEs, including packaged herbal powders and packaged food products that are marketed in traditional markets, exhibitions, dekranasda and other events as well as receiving orders for handicrafts, the elderly who previously had no income become elderly who productive with an average income of IDR 200,000 per month. The process of establishing an Elderly School in Dharmasraya Regency is an innovation activity from the Elderly Friendly Village that has existed since the beginning of 2020 in Dharmasraya Regency.

Abstract

This study aims to analyze the management of public expenditure stages carried out by the City Government of Bukittinggi in fulfilling services and improving the quality of basic services for Minimum Service Standards (SPM) in the field of education in the 2022 Fiscal Year. With a budget of more than 181 billion, the City Government of Bukittinggi allocates activity budgeting 80% for basic services and 20% for achieving quality basic services, in Early Childhood Education, Basic Education and Equality/Non-Formal Education. In 2022 the city government is synergizing to further improve the quality of education after the Covid-19 situation by launching a number of new programs in the Bukittinggi Government Featured Program (PUPB). This study then analyzes the stages of public expenditure management carried out by the City Government of Bukittinggi based on the thoughts of Cheryl Williamson Gray. Using a descriptive qualitative research method based on the main data of observation, interviews and other document data as supporting secondary data. The results of the study then show that the City Government of Bukittinggi for the 2022 Fiscal Year has met the service performance target at Minimum Service Standards at 97% with 3% of the deficiencies being mostly in the category of educators and education staff who are still not fully qualified S1/D-IV in each level of education.

Abstract

This study aims to describe how the implementation of the Salibu Rice Cultivation Technology Development Program in Tanah Datar Regency. This research was motivated by a decrease in the area of rice harvested in West Sumatra in 2020. Tanah Datar Regency is the second largest district that experienced a decline in harvested area. In Tanah Datar Regency there is a program that aims to achieve food security known as the Salibu Rice Technology Development Program. This program can be one of the solutions related to the decline in harvested area that occurred in Tanah Datar Regency. But unfortunately the implementation of this program has not been implemented optimally. The formulation of the problem in this research is how to implement the Salibu Rice Technology Development Program in Tanah Datar Regency. The theory used in this study is the implementation theory by Van Meter and Van Horn which consists of six variables, namely: size and policy objectives, resources, inter-organizational relationships, characteristics of implementing agents, and sosial, economic and political conditions. This study uses a qualitative descriptive approach, data collection techniques used are interviews, observation and documentation. The selection of informants was carried out by purposive sampling technique and the data validity technique used was triangulation technique. The result of the research is that the implementation of the Salibu Rice Technology Development Program has been implemented but is not yet optimal. This is caused by several things, namely the absence of regulations at the level of a regent's regulation that regulates the implementation of this program, the lack of human resources in terms of quantity and non-human resources in terms of the budget, as well as an unsupportive sosial and economic environment.
