Abstract

This study analyzes the landslide mitigation strategy by the Regional Disaster Management Agency (BPBD) in Sawahlunto, which faces high landslide risks due to steep topography, land use changes, and high rainfall. Using a descriptive qualitative approach, data were collected through interviews, observations, and document analysis. The findings show that while BPBD has implemented strategies such as the Disaster Resilient Village program and community socialization, their effectiveness remains limited. Challenges include low community awareness, budget constraints, inadequate infrastructure like early warning systems, and weak coordination among Regional Apparatus Organizations (OPDs). Non structural mitigation is hindered by a lack of public understanding of preventive measures, while structural mitigation faces geographical and resource limitations. This study underscores the need for stronger cross sector collaboration and optimized infrastructure. Key recommendations include establishing a comprehensive early warning system, expanding disaster education programs, and strengthening inter agency coordination. Additionally, increasing budget allocation and integrating technology based solutions can improve mitigation efforts. The impact of this research lies in its contribution to more effective disaster mitigation policies in high risk areas, enhancing community resilience and preparedness. The findings also serve as reference for other cities facing similar challenges, providing insights into best practices for disaster risk management.

Abstract

This study describes  the implementation of the SAMSAT Painan office strategy in increasing motor vehicle tax revenues in Pesisir Selatan Regency. This research is motivated by the motor vehicle tax as a source of regional income which contributes quite a lot to the regional income of Pesisir Selatan Regency. According to the regulation of the Governor of West Sumatra Number 69 of 2014 concerning regional tax revenue sharing, districts in West Sumatra receive 30% of the realization of PKB revenues they collect. This research is important because of the low compliance of taxpayers in Pesisir Selatan Regency. This study uses the theory proposed by kotten which consists of organizational strategy, program strategy, resource strategy and institutional strategy. The method used in this research is a descriptive qualitative method with data collection techniques, namely interviews, observation and documentation. The selection of informants was carried out by a purposive sampling method. The results showed that the SAMSAT Painan office strategy in increasing PKB Revenue in Pesisir Selatan Regency had been going well and had implemented all types of strategies proposed by kotten. Although in the implementation there are several types of strategies that do not work well, such as the implementation of the program which is still uneven, the lack of creative human resources in running the program, especially for UPTD and the lack of facilities and infrastructure provided for taxpayers in paying motor

Abstract

Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis Penganggaran Kebencanaan Pada Badan Penanggulangan Bencana Daerah Di Kota Padang. Penelitian ini dilatarbelakangi dengan melihat adalah bagaimana Penganggaran Kebencanaan Pada Badan Penanggulangan Bencana Daerah Di Kota Padang yang berasal dari Anggaran Pendapatan Belanja Daerah. Penelitian ini menggunakan teori Robert Lee D. JR, John, and Joyce yang terdiri dari tahap persiapan dan penyerahan, tahap persetujuan, tahap pelaksanaan dan tahap audit dan evaluasi. Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif. Teknik pengumpulan data menggunakan wawancara dan dokumnetasi. Teknik analisis data dalam penelitian ini dilakukan dengan reduksi data, penyajian data, dan kesimpulan data. Untuk menguji keabsahan data digunakan teknik triangulasi sumber data. Berdasarkan hasil penelitian tentang Analisis Penganggaran Kebencanaan Pada Badan Penanggulangan Bencana Daerah di Kota Padang adalah semua prosedur yang dilakukan oleh BPBD Kota Padang sudah berjalan dengan baik sesuai dengan siklus anggaran pada umumnya. Hal tersebut dapat dilihat dari persiapan dan penyerahan mulai dari proses persetujuan anggaran kemudian pelaksanaan anggaran sampai tahap audit dan evaluasi. Akan tetapi ada beberapa kendala yang di temukan dilapangan berupa adanya pembagian kegiatan yang tidak sesuai dengan rencana anggaran yang dibuat sebelumnya, dengan ini perbandingan dengan APBD dan komposisi anggaran pada BPBD idealnya dapat dilihat dari urgentnya kegiatan yang dilakukan agar tidak terjadi pengalihan anggaran pada tahun 2017 sampai 2019.

Abstract

This article analyzes and describes the implementation of the Regional Cultural Preservation Policy which is a form of effort to achieve the Vision and Mission of an Independent and Cultured Dharmasraya Maju Regency. The approach used in this study is a qualitative approach, and uses interview and documentation techniques, while the types of data consist of primary data and secondary data. The results of this study explain that the Regional Government of Dharmasraya Regency has formulated regional cultural problems by elaborating on regional strategic issues which then determines regional culture preservation strategies and regional policy directions. The implementation of the Regional Preservation Policy is carried out systematically and in collaboration with several relevant stakeholders such as LKAAM, DPRD, Ministry of Education, Culture, Research and Technology, Ministry of PUPR, BPCN, and BNPB.

Abstract

This study aims to describe and analyze the performance of the Payakumbuh City Government by referring to the Leadership Style adopted by the Mayor of Payakumbuh in carrying out all activities during his tenure of 5 years. This answers that the success of a regional government cannot be separated from the important role of the region itself. The regional head is responsible for progress and development in the region, including Paykumbuh City, which has succeeded in implementing a Public Service MALL by getting first place in 2022 for the best service delivery at the West Sumatra Province level. This research uses a qualitative research method with data collection techniques through interviews, observation and documentation. Informants come from the mayor himself. The results of this study indicate that the situational leadership model used by the Mayor of Payakumbuh has been implemented well so that it has an impact on the success received by the Payakumbuh City government, with changing situations the Mayor of Paykumbuh is able to provide maximum service to his staff.

Abstract

This research is based on the assumption that the government and the private sector are in control of the tourism industry which results in the position of the community being neglected and alienated. Therefore there is a need for efforts to empower local communities in managing and developing tourism potential in their area. The concept of Community based tourism is an alternative solution to restore the role and participation of the community in managing and developing this tourism sector. Based on this problem, the researcher tries to formulate research questions, namely; how is the management and development of community-based ecotourism destinations in West Sumatra? The objectives of this research include: 1) To describe and analyze how community-based ecotourism is managed and developed. 2) To describe the impact of community-based ecotourism management and development on the social, economic, and surrounding environment. The research method uses a qualitative approach with data collection techniques through field studies by collecting primary and secondary data. The data obtained will be reduced, presented and conclusions drawn which are the relationship between the existing theory and qualitative analysis which can provide an overview of the research problem. The results of the study explain that the management of ecotourism destinations in the research location is based on the community through tourism awareness groups formed by the community itself. The level of community participation is quite high both in planning, implementing, and evaluating management and development activities. As for the impact felt by the surrounding community, it is quite positive socially, economically and environmentally. In the future, there is a need to increase the capacity of tourism awareness groups as well as improve management and collaboration with other parties in improving suggestions and better ecotourism destinations.

Abstract

This study aims to analyze the implementation of the stages of public expenditure carried out by the City Government of Bukittinggi for Minimum Service Standards (SPM) in the education sector in 2022. Researchers see this phenomenon using the premise of Cheryl Williamson Gray, by explaining several stages of implementation, in the form. First, Review Policy, Second, Set Policy and Undertake Planning Activity, Third, Mobilize and Allocate Resources. Then Implement Planned Activities, Monitor and Account and last Evaluate and Audit. Using a descriptive qualitative research method that focuses on phenomenology, based on the main data of interviews and other document data as supporting secondary data. The results of the study then show that the City Government of Bukittinggi for the 2022 Fiscal Year has succeeded in carrying out public expenditure management based on Cheryl's thoughts without the slightest deviation with the results of achieving the target of minimum mandatory service to the community at 97% with most of the achievements at the point of educators who are still not all qualified S1/D-IV. In 2022, it is budgeted for funds from the Education and Culture Office of the City of Bukittinggi in the amount of Rp. 187,963,134,419 with Rp. 73,909,520.24 for the implementation of minimum compulsory services with details of Rp. 30,648,021,022 for basic education, Rp. 15,010,779,424 for junior secondary education, as much as Rp.9,009,534,136 for early childhood education and Rp.979,789,420 for equality/non-formal education, all of which will be used for spending on service needs in carrying out 8 main programs which contain 18 activities and 70 sub-activities from 57 UPTD schools with 122 sub- further activity.Penelitian ini bertujuan untuk menganalisis pelaksanaan tahapan manajemen pengeluaran publik yang dilakukan oleh Pemerintah Kota Bukittinggi untuk Standar Pelayanan Minimal (SPM) bidang pendidikan pada Tahun 2022. Peneliti melihat fenomena ini menggunakan landasan pemikiran Public Expenditure Management oleh Cheryl Williamson Gray, dengan menjelaskan kepada beberapa tahapan pelaksanaan, berupa. Pertama, meninjau kebijakan (Review Policy), Kedua, Penetapan dan Pelaksanaan Perumusan Program (Set Policy and Undertake Planning Activity), Ketiga, Mobilisasi dan Menetapkan Sumber Daya (Mobilize and Allocate Resource). Kemudian Pelaksanaan Kegiatan yang Direncanakan (Implement Planned Activities), Selanjutnya, Melakukan Monitor dan Perhitungan (Monitor and Account), dan terakhir melakukan evaluasi dan audit (Evaluate and Audit). Menggunakan metode penelitian kualitatif deskriptif yang menitikberatkan kepada fenomenology, dengan berdasarkan data utama obervasi, wawancara dan data dokumen sebagai data sekunder pendukung. Hasil penelitian kemudian menunjukkan bahwa Pemerintah Kota Bukittinggi untuk Tahun Anggaran 2022 telah berhasil melaksanakan manajemen pengeluaran publik berlandaskan pemikiran Public Expenditure Management tanpa ada sedikitpun penyelewengan dengan hasil pencapaian target pelayanan wajib minimal kepada masyarakat berada pada angka 97% dengan kekurangan sebagian besar pada point tenaga pendidik yang masih belum seluruhnya terkualifikasi S1/D-IV. Pada Tahun 2022 dianggarkan dana Dinas Pendidikan dan Kebudayaan Kota Bukittinggi sebesar Rp.187.963.134.419 dengan Rp.73.909.520.24 untuk pelaksanaan program pengelolaan pelayanan wajib minimal dengan rincian Rp.30.648.021.022 untuk pendidikan dasar, Rp.15.010.779.424 untuk pendidikan menengah pertama, sebanyak Rp.9.009.534.136 untuk pendidikan anak usia dini dan Rp.979.789.420 untuk pendidikan kesetaraan/nonformal, yang keseluruhannya akan dipergunakan untuk belanja kebutuhan pelayanan dalam menjalankan 8 program utama yang memuat 18 kegiatan dan 70 sub kegiatan dari 57 UPTD sekolah dengan 122 sub kegaiatan lanjutannya.

Abstract

The education system in Yala, a conflict-sensitive and multicultural province in Southern Thailand, faces persistent challenges shaped by sociopolitical instability, cultural diversity, and governance constraints. This study investigates the perceptions of teachers, community leaders, and local officials regarding public management practices and their influence on educational improvement in Yala. Using a qualitative approach grounded in Community-Based Participatory Research (CBPR), data were collected through nine semi-structured individual interviews and two focus group discussions (FGDs), each involving three participants. Thematic analysis revealed four major insights: (1) a persistent disconnect between national education policies and local realities; (2) uneven access to teacher professional development due to geographic, cultural, and security barriers; (3) the underutilized potential of religious and cultural institutions in education governance; and (4) a trust gap between the community and central authorities that undermines participatory governance. These findings underscore the need for culturally inclusive, decentralized, and conflict-sensitive public management strategies. The study contributes both theoretically and practically by offering locally grounded insights for policymakers, educators, and scholars seeking to improve education systems in post-conflict, multicultural settings.

Abstract

Penelitian ini bertujuan untuk bertujuan untuk menilai efektifitas kebijakan pupuk bersubsidi telah mencapai tujuannya, yaitu meningkatkan produktivitas pertanian dan kesejahteraan petani. Penelitian ini juga dilakukan untuk mengidentifikasi dampak yang ditimbulkan dan faktor-faktor yang memengaruhi keberhasilan maupun hambatan dalam pelaksanaan kebijakan. Penelitian ini menggunakan enam tahapan evaluasi kebijakan menurut Edward A. Suchman. Metode penelitian kualitatif dengan teknik pengumpulan data meliputi wawancara, observasi, dan dokumentasi. Informan dalam penelitian ini terdiri dari Dinas Pertanian Kota Padang, distributor, kios pengecer, dan petani penerima manfaat. Hasil penelitian menunjukkan bahwa kebijakan belum berjalan secara efektif. Dari enam indikator 6T (tepat jenis, tepat jumlah, tepat harga, tepat waktu, tepat tempat, dan tepat mutu), hanya ketepatan waktu dan tempat yang tercapai. ndikator lainnya belum optimal karena lemahnya validasi data, terbatasnya sumber daya manusia, dan belum maksimalnya pelaksanaan teknis di lapangan.

Abstract

Planning and budgeting process is the most crucial process in the administration of local government. Results of previous studies in Solok, the increase in the total budget is not accompanied by spending management capabilities. Expenditure of public service has always fluctuated, but ideally should always increasing. This study aimed to analyze the outcome of the budget in the allocation of public spending in an effort to realize the presence of trust on the budget in Solok West Sumatra Province. This study uses qualitative research methods with the type of research that is selected using descriptive type. While the techniques of data collection are done through an interview, observation and documentation study. This study further highlights the emic perspective, is the voice of the informant, not the personal opinion of the researchers (etic). Then, the data analysis is done categorically and chronologically, viewed repeatedly, and will continue to be encoded. To test the verification of data, triangulation is done by comparing the results of interviews with documents obtained in the field and testing of concepts used by researchers with the information given by the informant. The results showed that the pathology was found that budget allocations reflect inefficiencies as a failure of the link between policy, planning, and budgeting as a fragmented system. But on the other hand, it must be admitted there has been “trust” among policymaking actors in allocating public expenditure budget in playing the role in the budget policy.
