Abstract

Military-civil fusion (MCF) represents a strategic approach to enhancing national competitiveness by integrating defense and civilian sectors. This study to explore the theoretical foundations of MCF, its contribution to national competitiveness, and the alignment of national strategies with broader objectives. The research problems are understanding the theoretical underpinnings of MCF and their impact on national competitiveness, evaluating how national strategies facilitate the integration of defense and civilian sectors, and assessing the impact of MCF on technological innovation, industrial capability, and strategic resilience. The objectives of this study are to analyze the concept and theoretical basis of MCF, evaluate current national strategies and policies for MCF, and assess their alignment with security, innovation, and economic development goals. Additionally, the study examines the impact of MCF on key dimensions of national competitiveness. Using qualitative research methods and secondary data, the study discusses three main findings: the theoretical foundations of MCF and its contribution to national competitiveness, the alignment of national strategies for MCF with broader objectives, and the role of MCF in enhancing technological innovation and strategic resilience. The study concludes that effectively leveraging MCF can significantly contribute to a nation's competitive advantage by fostering technological advancements, industrial growth, and strategic resilience.

Abstract

This research delves into the analysis of Indonesia's national defense policy and its influence on the development of area denial strategies, with a focus on maritime security. The background highlights the importance of understanding the evolution of Indonesia's defense policy and its implications for regional security dynamics. The aim is to examine the alignment between Indonesia's defense policy objectives and the formulation of area denial strategies, utilizing qualitative research methods with secondary data. Using Creswell's guidelines for qualitative research design, this study carefully looks at existing literature, policy documents, and historical records to look into three main areas: how Indonesia's national defense policy has changed over time, what its main area denial strategies are, and how defense policy has affected the creation of these strategies. Findings reveal a shift in Indonesia's defense posture towards a more maritime-centric approach, with investments in maritime defense systems, A2/AD measures, and asymmetric tactics. Moreover, the analysis demonstrates a significant alignment between Indonesia's defense policy objectives and the development of area denial strategies, highlighting the country's commitment to safeguarding its territorial sovereignty and maritime interests. The conclusion underscores the importance of a holistic understanding of Indonesia's defense policy for enhancing regional security and stability.

Abstract

Sektor transportasi laut di Indonesia menghadapi tantangan keselamatan yang signifikan, yang meliputi kesalahan manusia, budaya keselamatan yang tidak memadai, bahaya lingkungan, ancaman keamanan, dan keterbatasan teknologi. Penelitian ini bertujuan untuk mengeksplorasi strategi transformasi keselamatan transportasi laut Indonesia melalui teknologi dan inovasi. Metode penelitian kualitatif yang menggunakan analisis data sekunder digunakan untuk mengkaji tantangan utama keselamatan, solusi teknologi, strategi inovasi, hambatan penerapan, serta penerapan sosial-ekonomi, lingkungan, dan peraturan. Temuan penelitian ini mengungkapkan pentingnya mengatasi faktor manusia, menumbuhkan budaya keselamatan, dan memanfaatkan solusi teknologi seperti sistem pelacakan GPS, sistem penghindaran tabrakan, dan alat pemantauan waktu nyata untuk meningkatkan keselamatan maritim. Selain itu, inovasi strategi yang fokus pada kolaborasi terbuka dan pemanfaatan sumber daya sangat penting untuk meningkatkan standar keselamatan di industri maritim. Namun, hambatan terhadap penerapan teknologi, yang meliputi biaya tinggi, hambatan organisasi, dan hambatan peraturan, menimbulkan tantangan bagi penerapannya secara luas. Implikasi sosial-ekonomi, lingkungan hidup, dan peraturan dari pengintegrasian teknologi dan inovasi menyoroti perlunya kerangka peraturan yang seimbang dan praktik bisnis yang berkelanjutan. Penelitian ini menggarisbawahi pentingnya upaya kolaboratif untuk mendorong inovasi keselamatan dan memastikan pembangunan berkelanjutan di sektor transportasi laut Indonesia.

The study explores marine pollution sources, environmental effects, public administration's role in preventing crises, the need for adaptable policies, and the significance of marine pollution-specific public administration. This qualitative research study uses secondary data sources to analyze marine pollution, emphasizing the need for targeted interventions, global impacts, public administration's role in crisis management, and adaptive administrative structures. In conclusion, the research positions public administration as the master orchestrator in the face of the global marine pollution storm, emphasizing the importance of strategic interventions and collaborative efforts to ensure a sustainable and resilient future.

Abstract

This research explores the strategic defense policy of redefining equipment procurement as an investment rather than a waste, focusing on its contributions to economic growth and technological innovation. The study aims to demonstrate how defense equipment procurement can stimulate economic development and drive technological advancements, while also optimizing procurement processes. Utilizing qualitative research methods and secondary data, including policy reports, industry analyses, and academic literature, the study provides a comprehensive examination of the economic and technological impacts of defense procurement. Key findings reveal that defense procurement significantly contributes to economic growth by creating jobs, stimulating GDP, and fostering technological innovation through advancements in artificial intelligence, cybersecurity, and unmanned systems. The research also highlights the strategic value of investing in advanced military technologies for national security and identifies best practices and policy measures to enhance procurement efficiency. By analyzing successful case studies and policy frameworks, the study offers actionable recommendations for optimizing defense procurement processes. The conclusion underscores the importance of viewing defense procurement as a strategic investment that delivers substantial economic and technological benefits. Stakeholder perspectives emerge as pivotal, shaping policy realities and influencing the trajectory of environmental initiatives. The study navigates through theoretical perspectives, shedding light on the intricacies of policy integration into public decision-making, drawing from diverse lenses such as the Advocacy Coalition Framework and Institutional Theory. Additionally, the research meticulously explores various governance models, dissecting collaborative and network-based approaches and elucidating their distinguishing features and comparative advantages in integrating environmental policies. Findings underscore the significance of collaboration, adaptive structures, stakeholder engagement, and inclusive decision-making in crafting effective green governance frameworks. Abstract

This research aims to explore the relationship between education, poverty reduction, and income inequality. It investigates the pathways through which education can promote social mobility and reduce income inequality, as well as the extent to which education mediates the relationship between poverty and inequality. A qualitative research method using secondary data analysis is employed. Various sources, including academic articles, reports, and surveys, were reviewed to extract relevant information regarding education, poverty, and inequality. Data were analyzed thematically to identify patterns, trends, and correlations. The research findings highlight that education plays a crucial role in reducing poverty and income inequality. It serves as a vehicle for social mobility by providing individuals with skills, knowledge, and opportunities for upward economic mobility. Education is found to mediate the relationship between poverty and inequality by equipping individuals with the necessary tools to escape the poverty trap and access better job prospects and income levels. Socioeconomic factors significantly influence the impact of education on poverty and inequality. Disparities based on gender, ethnicity, and geographical location are reported, indicating the need for targeted interventions to ensure equal access to quality education.

Abstract

Jakarta Smart City, established under Governor Regulation No. 306 of 2016, holds significant potential to support the Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) system in strengthening national defense. By leveraging integrated technologies, Jakarta Smart City provides real-time data from many sectors such as transportation, logistics, and emergency management, which are highly relevant for strategic decision-making. This study aims to explore the potential, identify challenges, and formulate integration strategies between Jakarta Smart City technology and the C4ISR system. The research employs a qualitative approach with descriptive analysis based on secondary data from policy documents, official reports, and recent literature. Findings reveal that Jakarta Smart City can enhance intelligence, command, and control functions through real-time data and technological infrastructure, such as AI-powered CCTV and IoT sensors. However, significant challenges remain, including technological gaps between civilian and military systems, data security risks, and insufficient cross-agency coordination. In conclusion, successful integration requires improved interoperability between systems, enhanced cybersecurity measures, and updated national regulations to support synergy between civilian and military technologies. With these strategic measures, Jakarta Smart City can serve as a critical asset in bolstering national defense capabilities.

Abstract

AbstractPancasila has the nature of basic values which are the essence of the five precepts. The five precepts include values regarding the One Godhead, humanity, unity, democracy, and justice. The nature of Pancasila is universal, in other words, ideals, goals, and good and true values are contained in Pancasila as a basic value. Pancasila is classified as a philosophy, a view of life, and in a practical sense. Philosophy of Pancasila has a function and role as a guide and guide in attitudes, behavior and actions in everyday life, in the life order of the nation, society and state for the Indonesian people. The value of Pancasila praxis is used as the basic capital in the development of human resources in the era of society 4.0 which must have a view of life and behavior that is strong and has character in facing increasingly complex challenges. This paper was written using a qualitative method with a literature study approach that looks at the practical value of Pancasila as the basic capital for developing human resources in the era of society 4.0 in supporting national defense by using the theory of Pancasila philosophy and human resource development. Keywords: Pancasila, Human Resorce, National Defense  AbstrakPancasila memiliki Sifat nilai dasar yang dimana hakikat dari kelima sila. Kelima sila tersebut antara lain nilai nilai mengenai Ketuhanan Yang Maha Esa, kemanusiaan, persatuan, kerakyatan, dan keadilan. Sifat dari Pancasila yaitu universal, dengan kata lain, cita-cita, tujuan, serta nilai-nilai yang baik dan bena terkandung dalam Pancasila sebagai nilai dasar. Pancasila digolongkan sebagai filsafat, pandangan hidup, dan dalam arti praktis. Filsafat Pancasila memiliki fungsi dan peranan sebagai pedoman dan pegangan dalam sikap, tingkah laku dan perbuatan dalam kehidupan sehari-hari, dalam tatanan hidup berbangsa, bermasyarakat dan bernegara bagi bangsa Indonesia. Nilai praksis pancasila digunakan sebagai modal dasar dalam pembangunan sumber daya manusia di era society 4.0 dimana harus memiliki pandangan hidup dan perilaku yang kuat dan berakakter dalam menghadapi tantangan yang semakin kompleks. Tulisan ini ditulis dengan metode kualitatif dengan pendekatan studi literatur yang melihat bagaimana nilai praksis pancasila sebagai modal dasar pengembangan sumber daya manusia di era society 4.0 dalam mendukung pertahanan Negara dengan menggunakan teori filsafat Pancasila dan pengembangan SDM.Kata Kunci: Pancasila, Sumber Daya Manusia, Pertahanan Negara

AbstractTechnological advances on various fronts led to a resource-hungry civilization. The need for considerable resources has an impact on the environmental or ecological crisis. This research uses a descriptive qualitative research method where researchers try to describe existing problems from the results of observations. VUCA is not a new concept in the face of change and the ability to adapt in a wide variety of conditions. This concept comes alive and becomes an abbreviation that every leader of the organization must instill when they want to survive and thrive.Keyword: Challenges, VUCA AbstrakKemajuan teknologi di berbagai bidang menyebabkan peradaban yang haus sumber daya. Kebutuhan akan sumber daya yang cukup besar berdampak pada krisis lingkungan atau ekologis.
