Abstract

Abstract The purpose of this research is to analyze the effectiveness of operational strategies employed by the military and police in managing domestic conflicts. Using a qualitative approach with secondary data analysis, this study examines various case studies to understand the impact of these strategies in different socio-political contexts. The findings indicate that the police are more effective in handling small-scale social conflicts through community-based approaches, while the military is essential in responding to large-scale threats such as terrorism or separatism. However, prolonged military involvement in domestic security often leads to distrust and human rights concerns. The study recommends optimizing the role of the police in preventive security measures, defining clear limitations on military engagement in domestic affairs, and improving coordination between both institutions. Future researchers are encouraged to explore the role of technology and artificial intelligence in enhancing security strategies while ensuring compliance with human rights principles. Abstract

Digital governance has emerged as a crucial element in modern public administration, aiming to enhance efficiency, transparency, and accessibility in government services. Indonesia has implemented various e-Government initiatives, yet challenges persist, including inadequate infrastructure, cybersecurity threats, digital illiteracy, and bureaucratic resistance. This study explores policy recommendations to optimize digital governance in Indonesia by addressing these barriers. A qualitative approach was used, analysing academic literature, case studies, and policy frameworks related to digital transformation. The results indicate that expanding broadband access, strengthening cybersecurity measures, promoting digital literacy, and streamlining bureaucratic processes are critical for improving e-Government effectiveness. Additionally, integrating interoperable digital systems and enhancing public participation through open data initiatives can further strengthen governance. The study concludes that a comprehensive policy framework combining technological investments, regulatory improvements, and human capital development is essential to achieving a more effective and inclusive digital governance ecosystem in Indonesia.

Abstract

The World Maritime Axis policy initiated by President Joko Widodo has become one of the government's main focuses in national development in collaboration with the Chinese government through the Belt and Road Initiative (BRI). But sometimes it is also necessary to have a strategy carried out by the government in stemming the threats that come to support the world maritime axis. This has the potential to cause various asymmetrical threats around the economic field and loss of sovereignty, Indonesia's entry into the debt abyss, and the entry of laborers from China to Indonesia which will reduce employment opportunities for indigenous people. The research method uses quantitative data. The basis for the state planning process needs to be carefully prepared. Given that defense is one form of a spectrum of uncertainty that can make a "threat". keep in mind the magnitude of the opponent's ability, and must prepare to overcome the threats that will be posed in the future.

Abstract

The research examines the current state of research and development (R&D) investment policies in the Indonesian defense sector, focusing on their sustainability and long-term impact. It uses institutional, implementation, network, and innovation diffusion theories and secondary data analysis. The findings reveal institutional influences, challenges in implementation, bureaucratic coordination, and measures to enhance long-term sustainability. Historical, cultural, and regulatory factors influence R&D policies, while limited resources make implementation difficult. The study emphasizes the importance of collaboration between the public and private sectors and continuous monitoring and evaluation. The findings provide recommendations for fostering innovation, overcoming challenges, and ensuring the sector's resilience.

Abstract

This qualitative research study explores the adaptation of Human Capital Management (HCM) principles to meet the unique needs and challenges of defense organizations. The background highlights the increasing importance of optimizing HCM in defense to ensure operational readiness and adaptability in a dynamic security environment. The aim of this research is to provide insights into customizing HCM strategies for defense settings, including hierarchical structures, specialized skill requirements, and the imperative of operational readiness. Qualitative research methods using secondary data analysis were employed to examine existing literature, reports, and case studies related to HCM in defense. Findings reveal that customization of HCM in defense involves aligning leadership styles with HCM principles, overcoming cultural resistance, addressing bureaucratic constraints, and leveraging technological innovations for recruitment, training, and performance evaluation. Transformational and servant leadership styles emerged as conducive to HCM success in defense. Additionally, the study identifies relevant metrics such as retention rates, training effectiveness, promotion from within, employee engagement, and performance metrics, along with evaluation methods like benchmarking and cost-benefit analysis, as suitable for measuring HCM impact. These metrics can inform ongoing improvements, ensuring that defense organizations continuously adapt to meet evolving security challenges. In conclusion, this research sheds light on the potential of HCM to transform defense organizations, offering a roadmap for customizing strategies and leveraging leadership, technology, and evaluation methods to enhance human capital and national security.

Abstract

The Indonesian Navy faces challenges in maintaining the readiness of warships deployed in external operation areas due to inefficiencies in logistics distribution. Understanding current practices and identifying bottlenecks is crucial for devising strategies to enhance logistics efficiency. This study aims to investigate the current logistics distribution practices of the Indonesian Navy, identify primary bottlenecks and inefficiencies, explore opportunities for optimization, and propose strategies for increasing logistics distribution efficiency to support warships in external operation areas. Utilizing Creswell's qualitative research framework, this study analyzes existing secondary data from academic journals, reports, and governmental documents related to naval logistics in Indonesia. The study reveals the current logistics distribution practices and procedures of the Indonesian Navy, identifies primary bottlenecks and inefficiencies within the existing system, explores opportunities for optimization of logistics processes and infrastructure, and proposes a comprehensive strategy for increasing logistics distribution efficiency to support the readiness of Indonesian Navy warships in external operation areas. By leveraging qualitative research methods and secondary data analysis, this study provides valuable insights into enhancing logistics distribution efficiency for Indonesian Navy warships, contributing to improved readiness and operational effectiveness in external operation areas.

Abstract

The defense industry, crucial for national security, is increasingly pressured to integrate sustainability into its governance practices. This research aims to develop a strategic governance framework that effectively incorporates sustainability principles into the defense sector. Utilizing qualitative research methods and secondary data, including government reports, industry publications, and academic studies, the study analyzes existing governance practices, identifies key challenges, and proposes actionable strategies. Findings reveal that while the defense industry has implemented some sustainability measures, such as Environmental Management Systems and sustainable procurement policies, these efforts are often inconsistent and hindered by regulatory constraints, financial limitations, cultural resistance, and technological barriers. A proposed strategic governance framework includes clear sustainability goals, regulatory reforms, enhanced transparency, and leveraging technological innovation. The study concludes that a comprehensive approach, integrating policy recommendations, best practices, and targeted implementation strategies, is essential for embedding sustainability into defense governance. This framework can guide the defense industry in balancing security needs with environmental and social responsibilities, promoting long-term sustainable development. Abstract

The North Natuna Sea has high strategic and economic importance because it is an important trade route and has abundant fishery resources. However, the region is prone to illegal fishing and border violations. In 2020-2022, there were 162 violations, while 2023 recorded 14 warship contacts. The Indonesian Navy has organized security operations with warships and maritime patrol aircraft. However, budget constraints are a major obstacle. Autonomous vehicles are a potential solution due to their lower cost, high efficiency, and advanced monitoring capabilities. This research aims to determine the priorities and criteria of Autonomous vehicles suitable for patrolling the North Natuna Sea. This research uses a quantitative method with Analytic Network Process (ANP) to analyze the relationship between system elements. The data was analyzed with a Multi Criteria Decision Making approach using Super Decision version 3.10 software to generate objective decisions. The main criteria included Performance, Operational, Maintenance, and Cost. The ANP model allows the evaluation of interrelated factors, determining the priority of Autonomous Vehicles in patrolling the North Natuna Sea. The results showed that the main criteria in the selection of Autonomous Vehicles for patrolling in the North Natuna Sea were Performance (0.441), followed by Cost (0.267), Operational (0.181), and Maintenance (0.111). At the sub-criteria level, Endurance has the highest priority (0.151), followed by Acquisition Cost (0.118) and Range (0.098). For vehicle alternatives, UAV ranked first (0.509), followed by AUV (0.281), UCAV (0.136), and USV (0.074). These results show that UAV is the best choice for maritime patrol based on the factors of performance, cost, and operational range.

Abstract

Indonesia menghadapi bahaya alam seperti gempa bumi, tsunami, dan banjir, sehingga memerlukan kesiapsiagaan bencana dan tindakan tanggap yang efektif. Namun, kebijakan pertahanan dan koordinasi antar lembaga masih belum dieksplorasi. Penelitian ini mengkaji integrasi kebijakan pertahanan Indonesia antara langkah-langkah kesiapsiagaan dan tanggap bencana, dampak koordinasi antar lembaga dan pertahanan sipil, tantangan-tantangan akibat pemisahan kebijakan, dan mengusulkan strategi perbaikan. Penelitian ini akan menggunakan pendekatan penelitian kualitatif, menganalisis sumber data sekunder seperti laporan pemerintah, artikel akademis, dokumen kebijakan, dan kerangka kerja serta pedoman internasional mengenai kebijakan pertahanan dan manajemen bencana di Indonesia. Temuan-temuan penelitian ini akan menjelaskan tingkat integrasi yang ada antara kebijakan pertahanan dan langkahlangkah kesiapsiagaan dan tanggap bencana di Indonesia. Laporan ini akan mengungkap dampak koordinasi antara lembaga pertahanan dan entitas pertahanan sipil terhadap upaya penanggulangan bencana. Selanjutnya, tantangan-tantangan yang timbul dari pemisahan kebijakan pertahanan dan sistem manajemen bencana akan diidentifikasi. Pada akhirnya, strategi-strategi akan diusulkan untuk meningkatkan integrasi antara kebijakan pertahanan dan kesiapsiagaan dan tanggap bencana di Indonesia. Penelitian ini akan membahas kebijakan pertahanan Indonesia yang melibatkan kesiapsiagaan bencana dan langkah-langkah tanggap, menekankan koordinasi antara lembaga-lembaga dan pertahanan sipil, mengatasi tantangan pemisahan, dan mengusulkan strategi untuk meningkatkan integrasi.

Abstract

ABSTRACT This research delves into Indonesian fishermen's multifaceted challenges in sustaining their economic well-being, exploring policy interventions as a viable solution. Against a rapidly changing fishing industry and environmental pressures, the study aims to develop a comprehensive policy model to assist and empower fishermen. Using qualitative research methods, the investigation employs secondary data analysis to understand the socio-economic dynamics and identify key issues affecting the fishing communities. The findings highlight the urgent need for policy interventions that integrate social support mechanisms, ensuring a holistic approach to enhance the well-being of fishing communities. Strategies for promoting sustainable fisheries management within policy models emerge as crucial for long-term success. The research culminates in developing a robust policy model designed to foster sustainable fisheries and uplift the economic welfare of Indonesian fishermen. In conclusion, the practical application of the policy model emerges as a transformative tool for enhancing the economic welfare of Indonesian fishermen. The study contributes valuable insights for policymakers, stakeholders, and researchers interested in the intersection of sustainable fisheries management, community well-being, and effective policy design.
