Abstract

Maintaining a balance between work and personal life (work-life balance) is a significant challenge for healthcare professionals, especially in hospitals with shift-based schedules and high workloads. This imbalance can lead to stress, burnout, and reduced productivity, ultimately affecting the quality of patient care. This study aims to explore how work-life balance impacts the productivity of medical personnel at Dr. Mintoharjo Naval Hospital. A qualitative approach was employed, using secondary data analysis drawn from academic journals, research reports, and institutional publications to identify key influencing factors. Findings indicate that excessive workload, lack of social and institutional support, and limited access to mental health resources are major barriers to achieving balance. However, hospital policies such as flexible work schedules, psychological support services, and the integration of technology in administrative management have been shown to improve medical personnel’s well-being. In conclusion, hospitals that prioritize work-life balance for their healthcare workers not only enhance their productivity but also improve the quality of healthcare services provided to patients.

Abstract

ABSTRACT This research explores the role of Generation Z (Gen Z) in enhancing national security, focusing on their integration into cybersecurity and intelligence roles. As digital natives, Gen Z possesses unique competencies that are crucial for modern security operations. The aim of this study is to analyze these digital skills, including social media proficiency, cybersecurity awareness, and data analysis capabilities, and their application in national defense. Utilizing qualitative research methods with secondary data, such as social media analyses and existing government reports, this study identifies key areas where Gen Z can significantly contribute. Key findings include the critical digital competencies of Gen Z that enhance national security operations, strategies for effectively integrating them into cybersecurity and intelligence roles, and the ethical and practical challenges of their integration. Addressing privacy concerns, misinformation, and the need for ethical guidelines are essential for leveraging Gen Z’s skills while maintaining operational integrity. This research underscores the importance of aligning Gen Z’s capabilities with national security needs and provides recommendations for overcoming integration challenges. Abstract

This study aims to understand how gender integration policies in the defense sector in ASEAN countries and analyze the successes and challenges faced in implementing these policies. The research method used is a qualitative approach with comparative policy analysis, relying on policy documents, government reports, academic literature, and insights from experts. The results of the study show that countries such as the Philippines and Indonesia have shown significant progress in gender integration in their defense institutions, while countries such as Myanmar, Brunei, Cambodia, and Laos still face cultural barriers and a lack of adequate policies. Despite the existence of policies, in countries such as Thailand, Vietnam, Malaysia, and Singapore, women still face limitations in leadership roles and access to higher positions. The conclusion of this study is that strong policies need to be supported by political and social commitment to overcome cultural and structural barriers. The success of gender policies in the defense sector depends heavily on substantive implementation and strong leadership support to create an inclusive and effective defense force. Abstract

The North Natuna Sea has high strategic and economic importance because it is an important trade route and has abundant fishery resources. However, the region is prone to illegal fishing and border violations. In 2020-2022, there were 162 violations, while 2023 recorded 14 warship contacts. The Indonesian Navy has organized security operations with warships and maritime patrol aircraft. However, budget constraints are a major obstacle. Autonomous vehicles are a potential solution due to their lower cost, high efficiency, and advanced monitoring capabilities. This research aims to determine the priorities and criteria of Autonomous vehicles suitable for patrolling the North Natuna Sea. This research uses a quantitative method with Analytic Network Process (ANP) to analyze the relationship between system elements. The data was analyzed with a Multi Criteria Decision Making approach using Super Decision version 3.10 software to generate objective decisions. The main criteria included Performance, Operational, Maintenance, and Cost. The ANP model allows the evaluation of interrelated factors, determining the priority of Autonomous Vehicles in patrolling the North Natuna Sea. The results showed that the main criteria in the selection of Autonomous Vehicles for patrolling in the North Natuna Sea were Performance (0.441), followed by Cost (0.267), Operational (0.181), and Maintenance (0.111). At the sub-criteria level, Endurance has the highest priority (0.151), followed by Acquisition Cost (0.118) and Range (0.098). For vehicle alternatives, UAV ranked first (0.509), followed by AUV (0.281), UCAV (0.136), and USV (0.074). These results show that UAV is the best choice for maritime patrol based on the factors of performance, cost, and operational range.

Abstract

Penelitian ini bertujuan untuk merancang model ekosistem pertahanan negara berbasis kolaborasi pemerintah, industri, dan masyarakat. Dengan memanfaatkan wawasan dari literatur yang ada mengenai ekosistem pertahanan kolaboratif, dinamika pemangku kepentingan, dan kerangka kerja untuk memfasilitasi kolaborasi. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan kualitatif dokumentasi dan wawancara terpusat dengan menggunakan data sekunder. Penelitian ini mensintesis konsep, model, dan teori utama untuk mengembangkan kerangka konseptual yang menguraikan struktur pemerintahan, saluran komunikasi, dan mekanisme alokasi sumber daya yang diperlukan untuk kolaborasi efektif di sektor pertahanan nasional. Temuan dari tinjauan literatur menyoroti pentingnya peperangan yang berpusat pada jaringan, tata kelola kolaboratif, pemikiran sistem, kemitraan publik-swasta, dan teori sistem sibernetik dalam membentuk ekosistem pertahanan kolaboratif. Analisis pemangku kepentingan mengungkap beragam peran, kepentingan, dan dinamika kekuasaan pemangku kepentingan, termasuk lembaga pemerintah, kontraktor pertahanan, personel militer, dan organisasi masyarakat sipil. Kerangka konseptual mengusulkan mekanisme keterlibatan pemangku kepentingan, komunikasi, alokasi sumber daya, dan tata kelola adaptif untuk meningkatkan kolaborasi di sektor pertahanan nasional.

Abstract

Abstract This qualitative research examines the current state of transparency in the management of Papua's special autonomy funds, aiming to unveil the challenges impeding transparency and propose strategies for enhancement. Utilizing secondary data analysis, the study investigates transparency practices, disclosure mechanisms, and the availability of relevant data. Findings reveal significant challenges, including bureaucratic hurdles, legal ambiguities, weak oversight mechanisms, and resistance to transparency initiatives, hindering transparency in fund management. Despite these challenges, the research identifies feasible strategies for enhancing transparency, such as establishing comprehensive disclosure mechanisms, strengthening oversight, engaging stakeholders, and implementing capacity-building initiatives. The study concludes that while achieving transparency in Papua's special autonomy funds poses challenges, it is indeed possible through concerted efforts and strategic interventions. Abstract

Rural areas face significant challenges in adopting digital technology due to limited internet infrastructure, low digital literacy, financial constraints, and sociocultural resistance. However, Generation Z has emerged as a key driver of rural digital transformation, utilizing e-commerce, AgriTech, digital marketing, and e-learning to boost economic and social development. This study aims to analyze the role of Generation Z in rural digital innovation, explore key challenges, and propose strategic solutions. A qualitative research approach with case study analysis was employed, examining youth-led digital initiatives in various rural regions. The findings indicate that digital technology has increased market accessibility, improved agricultural productivity, and enhanced educational opportunities for rural communities. However, achieving sustainable digital transformation requires strengthening digital infrastructure, implementing youth capacity-building programs, fostering government-private collaborations, and encouraging community engagement. The study recommends policy interventions to expand broadband access, financial support for youth entrepreneurs, and intergenerational digital literacy programs. Future research should focus on the long-term economic impact of digital transformation and the integration of artificial intelligence and blockchain in rural development. Abstract

This study assesses the effectiveness of counterinsurgency (COIN), counterterrorism (CT), and counterinsurgency (CI) tactics in addressing asymmetric threats in Papua. Utilizing qualitative research methods, secondary data from existing literature, case studies, and expert opinions were synthesized. The research aimed to understand the challenges faced by security forces in implementing strategic responses and propose recommendations to enhance effectiveness. Findings revealed the mixed effectiveness of current tactics, hindered by terrain complexity, logistical constraints, resource limitations, and coordination issues. The study recommends a comprehensive approach, integrating community engagement, development assistance, interagency cooperation, and conflict resolution initiatives.

Abstract

This article analyzes risk mitigation in the implementation of the Free Nutritious Food Program (MBG) in Indonesia, focusing on its impact on food security and national defense, particularly from a non-military defense perspective. The program aims to improve the nutritional quality of the community through guaranteed distribution of nutritious food, but faces challenges related to operational, financial, governance and oversight risks. A desk-based exploratory qualitative approach was used to explore the ISO 31000:2018 risk management framework, and assess and manage these risks in the context of the MBG. The findings show that the success of the MBG is highly dependent on strengthening distribution infrastructure, transparency in budget management and inter-agency coordination. Dependence on food imports threatens domestic food security and social stability, making it an integral part of national defense. Source triangulation and thematic analysis were used to ensure the validity and credibility of the findings. The research suggests integrated mitigation measures, including surveillance technology and strengthening domestic food security, as key to program sustainability and state stability.

Abstract

This study aims to analyze the role of farmer corporate governance in agroforestry activities and its implications for strengthening food security in Indonesia. Data collection techniques included literature studies from books, national journals, articles, and previous theses related to this research. The results indicate a synergistic relationship between farmer corporate governance and agroforestry success. A strong relationship is believed to enhance cooperation, strengthen interactions, reduce transaction costs, and guarantee a stable market. Corporate governance fosters organized management, including the development of partnerships between farmers and downstream industries, thereby encouraging better market access and strengthening the bargaining position of agroforestry farmers. Well-managed farmer corporations typically include technical and managerial training for farmers, aimed at fostering the adoption of appropriate technology and effective business management, supporting agroforestry farmer independence in production, financing, and marketing. This, in turn, strengthens agroforestry business resilience and long-term prospects for success, both directly and indirectly.
