Abstract

This study aims to analyze the implementation of the Village Revenue and Expenditure Budget (APBDes) policy in Bumi Harapan Village, Tanah Laut Regency, with a focus on the pillars of transparency, accountability, and its impact on public trust. Using a descriptive qualitative method with a case study approach, this study collected data through participant observation, documentation, and in-depth interviews with key informants such as the Village Head, the Village Consultative Body (BPD), and community leaders. The results indicate that the implementation of the APBDes has met the minimum standards of good village governance through the fulfillment of formal transparency and administrative accountability. There is a strong political will from the village government to open access to budget information and high compliance with standard operating procedures (SOPs) and vertical audits from the district government. However, gaps were found in the substantive transparency dimension; the presentation of budget data through outdoor media was considered too technical and difficult for the general public to understand. Public trust in Bumi Harapan Village was proven to be multidimensional and strongly influenced by results-based legitimacy, such as tangible infrastructure improvements and fair distribution of social assistance. In addition to physical performance, the personal integrity and honesty of leadership figures are crucial factors in building village social capital. The research suggests a transformation from passive transparency to active, educational transparency through the use of simple infographics at the RT/RW level to increase the community's substantial understanding of the village budget.

Abstract

This study aims to analyze the effectiveness of the Village Fund policy implementation in Datah Bilang Baru Village in fostering sustainable infrastructure development and community independence by employing Edwards III's implementation theory, which encompasses communication, bureaucratic structure, resources, and disposition variables. This study utilizes a descriptive qualitative method with data collection techniques through in-depth interviews, field observations, and documentation studies. The findings indicate that the communication dimension successfully reduced information distortion through the adaptive translation of policy language; the bureaucratic structure operated effectively through the implementation of rigid Standard Operating Procedures with 100% tiered verification that mitigated corruption risks; logistical resource constraints were overcome through local human resource training interventions and independent facility procurement; and implementer disposition demonstrated a high commitment to integrity, ensuring physical infrastructure specifications met SNI standards without compromising material quality. It can be concluded that the Village Fund policy implementation in Datah Bilang Baru Village has proven to be highly effective, where the synergy of the four Edwards III determinants was able to produce sturdy and sustainable farm road infrastructure and stimulate community independence through the cash-for-work system. This study recommends the necessity of institutionalizing the existing participatory communication model and increasing specific budget allocations for technical competency certification for the village's younger generation to ensure the regeneration of professional and accountable development management resources in the future.

Abstract

Educational innovation in the era of regional autonomy requires collaboration between local governments and educational institutions to create quality and adaptive educational services. Sampang Regency, through the SABERNOVA Program, strives to foster a culture of local innovation in education by collaboratively involving various educational actors. However, the implementation of collaboration in developing educational innovation still faces various obstacles, such as variations in school capacity, a lack of human resources, and an unbalanced culture of innovation in the education sector. This study focuses on analyzing collaboration between local governments and educational institutions, the implementation of educational innovation, and the factors that support and hinder the implementation of the SABERNOVA Program in Sampang Regency. This research applies a qualitative approach through case studies. Data collection was conducted through observation, in-depth interviews, and documentation involving the Education Office, Regional Development Planning, Research and Development Agency of Sampang Regency, school principals, and teachers as informants in the research. Data analysis was carried out through data reduction, data presentation, and drawing conclusions. The research findings indicate that collaboration is realized through coordination, support, communication involving participation, and providing space for schools to innovate in education. The implementation of SABERNOVA encourages innovation in learning, digitalization of school administration, and strengthening the culture of innovation in the education sector. Key supporting factors include local government commitment and school participation, while key barriers are limited human resources and capacity variations across schools. This research highlights that collaborative governance is a crucial element in the successful development of locally-based educational innovations.

Abstract

This study examines inclusive public service innovation for persons with disabilities in Indonesia through Collaborative Governance and Public Value perspectives. It responds to the persistent gap between a strong legal framework and uneven implementation, reflected in limited accessibility across local public services. The study applied a Systematic Literature Review using the PRISMA protocol. Twenty Sinta-indexed journal articles published from 2021 to 2026 were selected from 67 Google Scholar records and analyzed through thematic synthesis. The findings classify innovation into four categories: digital services, administrative arrangements, physical and infrastructure improvements, and programs and policies. These initiatives have improved access in several local contexts, but they remain fragmented and lack national integration. Collaborative governance analysis identifies recurring weaknesses in face-to-face dialogue, trust building, commitment to the process, shared understanding, intermediate outcomes, and facilitative leadership. Communication and trust remain limited, commitment is constrained by operational capacity, shared understanding is often normative, and leadership frequently depends on individual initiatives. Public value analysis also shows that efficiency, effectiveness, justice, equality, legitimacy, and public trust have not been achieved consistently because agencies face shortages in human resources, budgets, technology, and accessible infrastructure. Sustainable inclusive innovation therefore requires collaborative processes and public value creation to operate simultaneously. The study recommends operational regulations, dedicated funding, continuous staff training, routine participation of disability organizations, accessible digital and physical service standards, and institutionalized facilitative leadership. These measures can reduce implementation gaps and strengthen equitable public services for persons with disabilities.

Abstract

The Kalimantan border region, which directly adjoins Malaysia, faces a serious problem: the mobility of Indonesian Migrant Workers (PMI) departing through nonprocedural channels remains high, whether through the Border Crossing Post (PLBN) or unofficial routes. Official data record at least 70 unofficial paths in West Kalimantan, while North Kalimantan shows a recurring pattern of deportation. This condition raises the question of how effectively the PLBN performs its supervisory function. This study analyzes the effectiveness of the PLBN in monitoring illegal PMI mobility and identifies the challenges and obstacles faced by supervisory personnel along the Indonesia-Malaysia border. The population comprised border-supervision stakeholders at PLBN Entikong and PLBN Badau in West Kalimantan, and PLBN Sei Pancang and Nunukan in North Kalimantan. The sample consisted of ten purposively selected informants, including PLBN officers, Immigration Office staff, BP3MI officials, the Army's Border Security Task Force (Satgas Pamtas TNI), police, and border community leaders. Data were collected through in-depth interviews, field observation, and documentation study, and analyzed qualitatively using an interactive model in which data were condensed, displayed thematically, and then used to draw conclusions; validity was established through source and technique triangulation. The findings show that the PLBN is fairly effective in monitoring mobility on official routes; however, this effectiveness is spatial and easily circumvented, since recruitment networks can alter routes, timing, and methods of departure. The main obstacles include geographic conditions, limited resources, interagency data fragmentation, regulatory disharmony, economic pressure on border communities, and difficulty enforcing the law against key recruiters.

Abstract

Legislative oversight of law-enforcement and judicial institutions must combine democratic answerability with safeguards for legality, independence, due process, confidentiality, and operational integrity. This article examines how Bovens’s actor–forum public accountability framework can illuminate that challenge in the oversight environment of Commission III of the Indonesian House of Representatives. It uses a conceptual review design and a theory-focused narrative literature review with a theory-to-practice orientation. Six documented Scopus search runs produced 1,135 raw records; after removing 132 duplicates, 1,003 unique records were screened. Full text was sought for 60 articles, nine were unavailable, and 51 Scopus-identified journal articles were verified and included. Bovens’s primary framework article was verified separately through citation chaining, producing an analytical corpus of 52 full-text journal articles. Qualitative-interpretive synthesis reconstructed the actor–forum relationship, compared legislative and justice-sector applications, examined accountability deficits, overloads, and boundary conditions, and traced domain formation. The synthesis shows that formal powers, hearings, disclosure, and sanction threats do not by themselves create meaningful accountability. Consequential oversight depends on mandate and role alignment, usable evidence, active and capable forums, traceable follow-up, and proportionate safeguards. These findings are translated into five domains: mandate and role alignment; information and evidence architecture; deliberative scrutiny and forum capability; consequential follow-up and inter-institutional handoffs; and safeguarded accountability. The contribution is conceptual and translational rather than theoretical, and the framework remains a diagnostic guide whose effectiveness requires contextual field validation.
