Abstract

This study aims to explore and analyze the effectiveness of the "Rembulan" baby massage service innovation at Lontar Health Center, Surabaya, in reducing stunting prevalence. This service enhances infant health and well-being through massage methods that support relaxation, optimal growth, and motor development. In the context of efforts to reduce stunting rates, the program focuses on infants and children under two years old who are at risk of malnutrition and growth delay. This research employs a qualitative approach with in-depth interviews, field observations, and secondary data analysis. Respondents include healthcare workers, parents, and stakeholders directly involved in the baby massage service. The results indicate that the "Rembulan" baby massage program increases infants' nutritional intake by boosting appetite, optimizing digestion, and improving sleep quality. These benefits contribute to better growth and development, reducing the risk of stunting. The study concludes that baby massage innovation has significant potential as a non-pharmacological intervention in public health programs. This service is effective when integrated with nutrition education and continuous health monitoring. Proper implementation can make baby massage a comprehensive solution in government efforts to reduce stunting prevalence in Indonesia

Abstract

This study examines the collaboration between the Regional Disaster Management Agency (BPBD) and community organizations, specifically the Forum for Disaster Risk Reduction (FPRB), in implementing community-based disaster mitigation policies in Tamanayu Village, Lumajang. Using a qualitative case study approach, the research explores the dynamics, processes, challenges, and successes of collaborative efforts in disaster risk reduction (DRR) at the local level. The analysis highlights the significance of participatory strategies, local knowledge, and community empowerment in enhancing disaster preparedness and resilience. The involvement of multiple stakeholders—including government, community members, academia, private sector, and media—underpins the practice of the Pentahelix concept, fostering an integrated approach to disaster mitigation. The findings reveal that effective collaboration depends heavily on mutual trust, shared understanding, and a robust institutional framework that embeds disaster mitigation within the social fabric of the community. Challenges identified include coordination issues, limited resources, bureaucratic barriers, and disparities in perception and capacity among stakeholders. Despite these obstacles, the community's proactive measures, such as self-organized simulations and local resource utilization, demonstrate increasing resilience and capacity. The study underscores the importance of strengthening local institutional support, continuous capacity building, and the integration of indigenous knowledge to ensure the sustainability of disaster mitigation efforts. Furthermore, strategic alignment and synchronization between BPBD's top-down policies and bottom-up community initiatives are crucial for effective implementation. The research provides valuable insights into how participatory governance and community empowerment can lead to more resilient societies capable of adapting to evolving risks, including climate-change impacts.

Abstract

This study explores the implementation of an electronic Human Resource Management System (e-SDM) in the Gubeng sub-district of Surabaya to optimize civil servant (PNS) leave management. The primary focus is on assessing how digitalization improves efficiency, transparency, accountability, and service quality in human resource administration, particularly in leave processing. Traditionally, manual procedures required 7-14 days to approve leave requests, involved multiple steps, manual calculations, and were prone to errors, delays, and lack of transparency. The introduction of the e-SDM system significantly reduces processing time to approximately one day, enabling online submission, real-time monitoring, and electronic approval accessible anytime and anywhere via smartphones. The system automatically calculates leaves balances and prevents over-application, ensuring data accuracy and reducing misuse. Besides operational efficiency, the system enhances transparency by providing accessible real-time status updates, creating an audit trail for each decision, and making the process auditable and accountable. Despite these advantages, challenges such as user resistance, digital literacy, infrastructure issues, and system integration remain. This research employs descriptive-analytical methods, combining interviews, observations, and documentation, to analyze the effectiveness of e-SDM implementation. The findings indicate that digitalization has streamlined leave management, minimized administrative burdens, and improved data accuracy. Moreover, it fosters a fairer and more transparent work environment, reinforcing good governance principles and supporting Surabaya's vision to become a smart city. The research underscores the importance of technological adaptation within bureaucratic reforms and offers strategic recommendations for further system improvements. Overall, the successful adoption of e-SDM in Gubeng serves as a model for digital transformation in public service delivery, contributing to more efficient, transparent, and accountable governance in local government institutions.

Abstract

This study examines the implementation of Green Disaster Management (GDM) policies by the Surabaya City Disaster Management Agency (BPBD) as a means to enhance disaster resilience through environmental sustainability. The research analyzes the integration of GDM principles across all phases of the disaster cycle pre-disaster, during response, and post-disaster recovery. Data was collected through in-depth interviews with key informants, participant observation, and document analysis at BPBD and pilot project sites, including mangrove conservation areas, green emergency posts, and eco-friendly reconstruction sites. The findings indicate that Surabaya has demonstrated significant commitment to embedding sustainability into disaster management through community education, environmentally friendly logistics, and eco-based mitigation measures. Nonetheless, challenges persist, such as limited funding, resistance from developers, logistical constraints, and societal perceptions favoring immediate response over environmental considerations. During disaster response, innovations such as solar-powered emergency equipment and waste segregation practices are being adopted, but their widespread application remains hampered by resource limitations. Post-disaster, efforts in eco-friendly reconstruction and reforestation programs have shown promising results but require enhanced public awareness and long-term maintenance. The success of GDM implementation depends on effective inter-agency coordination, political commitment, and community engagement. Despite progress, hurdles related to budget constraints, social resistance, and knowledge gaps fully hinder the adoption of green approaches. This study highlights the importance of strategic collaboration, policy support, and community participation to mainstream sustainability in disaster management continuously. Strengthening these aspects will not only improve Surabaya's disaster resilience but also contribute to sustainable urban development aligned with global frameworks such as the Sendai Framework for Disaster Risk Reduction.

Abstract

This study aims to analyze how the government policy of Mojokerto City is implemented to support the empowerment of shoe SMEs and to identify the factors influencing the success or failure of the policy. The method used in this research is a qualitative approach with data collection techniques through in-depth interviews, field observations, and documentation. Data was collected from shoe SMEs, relevant government officials, and supporting institutions. Data analysis was conducted using Edwards III's public policy implementation theory, which includes four indicators: communication, bureaucratic structure, resources, and implementer disposition. The findings of this study show that although the policy for empowering shoe SMEs has had a positive impact in several areas, such as improving product quality and marketing awareness, there are still barriers in terms of inter-institutional coordination, access to funding, and human resource quality. The conclusion of this study is that the implementation of the shoe SME empowerment policy in Mojokerto City can succeed with improvements in more effective communication, better coordination between institutions, and strengthening the resources needed by SMEs. Recommendations for the local government include simplifying administrative procedures, increasing access to funding, and enhancing entrepreneurship training relevant to the needs of shoe SMEs. Therefore, this policy is expected to have a greater impact on competitiveness and the local economy.

Abstract

This study evaluates the implementation of Government Regulation Number 94 of 2021 concerning Civil Servant Discipline, assessing its impact on enhancing the effectiveness and accountability of public administration within Sidoarjo Regency. Civil servant discipline constitutes a critical instrument in bureaucratic reform oriented towards good governance and high-quality public services. This research employs a qualitative approach utilising William Dunn's policy evaluation model, which encompasses the dimensions of effectiveness, efficiency, adequacy, responsiveness, and appropriateness. Data were collected through documentary analysis of prevailing legislation, local government performance reports, SAKIP (Government Agency Performance Accountability System) reports, SPIP (Government Internal Control System) reports, and digital human resource management system documents. Data analysis was conducted qualitatively, employing source triangulation to ensure the validity of the findings. The evaluation results indicate that Government Regulation 94/2021 is effective in reducing work procedure deviations, enhancing public service consistency, and strengthening accountability through clear audit trails. Integration with the 'Smart ASN' (State Civil Apparatus) and 'e-Kinerja' (e-Performance) systems reinforces the objectivity of performance assessments and minimises subjectivity. However, challenges persist regarding aspects of organisational culture, supervisory capacity, and the quality of infraction documentation. This study concludes that consistent disciplinary enforcement, when integrated with performance management systems, serves as a driving force for bureaucratic effectiveness and accountability. It further accelerates the consolidation of regional bureaucratic reform, fostering a bureaucracy that is professional, maintains high integrity, and is responsive to societal needs.

Abstract

This research intends to examine the application of good governance principles in non-formal education services at the Sidoarjo District Education and Culture Office, concentrating on accountability, transparency, participation, and institutional responsiveness. The study is based on the necessity for effective governance to guarantee quality, fairness, and efficiency in educational services reaching broader communities. A case study approach using qualitative methods was utilized, involving key informants like the head of the non-formal education division, managers of training centers, tutors, and students. Data were gathered via in-depth interviews, field observations, and documentation, then analyzed thematically to uncover implementation patterns and difficulties. The findings show that accountability has been reinforced through organized program assessments and reporting, whereas transparency has enhanced through improved access to public data. Nonetheless, coordination among agencies and the capacity of human resources continue to be major obstacles. Engagement and reactivity have demonstrated improvement, yet demand enhanced integration of digital systems. The research finds that effective good governance execution depends on the collaboration of policy, technology, and various stakeholders. Suggestions highlight the need for strengthening officials' capabilities and creating cohesive education information systems to foster more responsible and inclusive governance.

Abstract

This study aims to analyze the optimization of sports equipment procurement in relation to improving the quality of public services in the sports sector in Gelora Tomo, Surabaya City. This study uses the SERVQUAL theoretical approach (Parasuraman, Zeithaml, & Berry, 1988) which includes five main dimensions, namely tangibles, reliability, responsiveness, assurance, and empathy. The research method used was qualitative-quantitative descriptive with data collection through field observation, documentation, and surveys of 150 respondents who used sports facilities. The results of the study showed that the level of optimization of sports equipment procurement was in the category of quite optimal with an average score of 3.49, while the quality of public services increased to 3.68 (good category). The highest improvement occurred in the tangibles and reliability dimensions, while the empathy dimension still needs to be strengthened through public participation and user-based needs evaluation. Theoretically, these results confirm the relevance of the SERVQUAL model in measuring the quality of public services in the sports sector. Optimizing the procurement of effective, transparent, and needs-oriented equipment has proven to be a key determinant in building inclusive, professional, and sustainable sports public services.
