Abstract

This study aims to identify and analyze the main challenges in the implementation of e-government in Papua Province, employing a descriptive qualitative approach based on secondary data. Papua, with its unique geographical conditions and socio-cultural characteristics, faces considerable obstacles in digital transformation, despite national policies to accelerate the Electronic-Based Government System (SPBE). The analysis highlights several key challenges, including limited ICT infrastructure, low digital literacy, weak system interoperability, cultural resistance, and the absence of adaptive regulatory frameworks. To comprehensively interpret these complexities, this research integrates multiple theoretical lenses, namely the Technology-Organization-Environment (TOE) framework, the Unified Theory of Acceptance and Use of Technology (UTAUT), ICT readiness, and organizational resistance theory. Findings reveal that while Papua’s internet penetration rate has reached 69.91%, the adoption and utilization of public digital services remain significantly low. This gap reflects a disconnect between technological availability and institutional as well as cultural readiness. Moreover, the lack of involvement of local communities and indigenous leaders in the design and implementation of digital services has exacerbated the challenges of public acceptance and trust in government-led innovations. These limitations not only hinder service delivery but also create disparities in the broader agenda of equitable digital transformation across Indonesia. In response, this study recommends several strategic solutions: strengthening ICT infrastructure to reduce connectivity disparities, enhancing digital literacy programs tailored to local needs, drafting regulations that are context-sensitive and flexible, and applying cultural-based as well as participatory approaches to increase legitimacy and acceptance. By doing so, e-government initiatives in Papua can become more inclusive, sustainable, and effective. Overall, this study contributes to the literature on e-government in disadvantaged and high-complexity regions, emphasizing the urgency of inclusive and equitable digital policy design.

Abstract

Digital transformation in the public sector has become a strategic agenda to improve the efficiency, transparency, and quality of government services, including in regional revenue management. This study aims to analyze the implementation of digital transformation in the Regional Revenue Agency (Bapenda: Badan Pendapatan Daerah) of East Java Province, especially in the Gresik Technical Implementation Unit (UPT: Unit Pelaksana Teknis), as well as its impact on administrative efficiency, transparency, and increasing Regional Original Revenue (PAD: Pendapatan Asli Daerah). This study uses a non-empirical qualitative approach with a literature study method, which involves the analysis of secondary data from scientific journals, policy documents, government performance reports, and community digitalization indicators such as the Indonesian Digital Society Index (IMDI: Indeks Masyarakat Digital Indonesia). The results show that digital transformation through e-payment systems and web-based administration has significantly accelerated the service process, improved taxpayer compliance, and reduced revenue leakage. The receipt of PAD through digital channels increased by 60% in one year, while service efficiency increased by reducing administrative process time from three days to one day. The implementation of this digital transformation is also influenced by the readiness of infrastructure, apparatus competence, and community digital literacy, as described in the theoretical framework of the Technology Acceptance Model (TAM), Dynamic Capabilities, and TOE Framework. Despite positive achievements, challenges such as digital skills gaps, resistance to change, and system security issues are still obstacles in optimizing digital transformation. This research makes a theoretical contribution to the development  of e-governance literature  and digital public policy practices at the local level. These findings also provide concrete recommendations for other regions to replicate good practices of digital transformation that have succeeded in improving regional financial performance. Thus, digital transformation is not only a technological instrument, but also a governance strategy that requires synergy between technology, organizations, and society

Abstract

This study aims to analyze the effectiveness of the use of Village Funds in Mengkait Village, South Siantan District, Anambas Islands Regency, Riau Islands Province. The Village Fund is a strategic policy of the government in order to accelerate the development and empowerment of village communities, so it is necessary to evaluate the extent to which the funds are used appropriately and effectively. The research approach used is qualitative descriptive with data collection techniques through in-depth interviews, observations, and documentation of informants consisting of village officials, community leaders, and beneficiary communities. This study uses four indicators of effectiveness, namely accuracy of timing, accuracy of cost calculation, accuracy in measurement, and accuracy in thinking. The results of the study show that the use of Village Funds in Mengkait Village in general has been quite effective. The timeliness of the implementation was largely achieved, although some activities experienced delays due to weather and logistical factors. In terms of cost calculation, the village government has prepared the budget in a participatory and transparent manner, although there have been some adjustments due to price changes in the field. Accuracy in measurements shows that physical activities have been carried out in accordance with the technical plan, although there is still a need for increased supervision and accuracy in implementation. Meanwhile, precision in thinking is reflected in program planning that starts to be based on data and the real needs of the community, although not completely visionary or long-term. The village government has shown progress in implementing the principles of good governance and village development management. In conclusion, the effectiveness of the use of Village Funds in Mengkait Village has reached a fairly good level. To increase effectiveness in the future, it is recommended to increase the capacity of village officials, strengthen the monitoring and evaluation system, and actively participate of the community in all stages of Village Fund management.

Abstract

This study examines the implementation of the advertising tax policy and its role in supporting Regional Original Income (PAD) in Gresik Regency, and identifies barriers that affect its effectiveness. This research adopted a qualitative descriptive approach with data obtained from field studies involving key government officials and supported by relevant literature and regulatory documents. Data were analyzed using McNabb's (2002) framework, which includes grouping data based on constructs, identifying the basis for interpretation, developing generalizations, testing alternative interpretations, and refining theoretical insights. The results indicate that the implementation of the advertising tax policy in Gresik focuses more on intensification than extensification, as intensification is considered more practical and faces less resistance. The licensing and collection processes for advertising tax are carried out based on the legal framework of Regional Regulation No. 8 of 2023 concerning Regional Taxes and Levies and Regent Regulation No. 79 of 2023, which regulates the rental value of advertising as the basis for taxation. Despite significant revenue potential, significant challenges remain, such as inter-agency coordination issues, inadequate data collection, and technical and non-technical barriers in implementing this policy. Unclear legal sanctions and low public awareness and compliance are also inhibiting factors. Nevertheless, advertising tax revenue has generally reached its target, although certain periods were affected by unfavorable economic conditions. This study concludes that to maximize the contribution of advertising tax to local revenue (PAD), improved inter-agency coordination, strengthened institutional capacity, clarified regulatory sanctions, and enhanced public education and engagement are needed. This is expected to support regional fiscal independence in Gresik Regency.

Abstract

This article presents a systematic literature review on the application of good governance principles in Indonesia from 2019 to 2025. It explores the development of good governance concepts, including key principles such as transparency, accountability, participation, law enforcement, and public service effectiveness. The study also addresses the significant challenges faced in implementing these principles, such as pervasive corruption, a complex bureaucratic culture, and disparities in human resource capacity across regions. The methodology applied in this research is a systematic literature review, complemented by bibliometric analysis using VOSviewer, which maps the relationships between key concepts and trends identified in the related research. The findings reveal that the principles of good governance have been integrated across various sectors, such as local government, education, healthcare, environmental management, and digital services, showing the broad scope of its application. However, despite these efforts, challenges such as widespread corruption, bureaucratic resistance, digital infrastructure gaps, and low public participation—especially in remote and rural areas—remain significant barriers. This study emphasizes the need for a comprehensive and integrated approach to overcoming these obstacles, suggesting that institutional strengthening, technological innovation, inclusive public participation, and sustained political commitment are essential to realizing good governance. Furthermore, the research contributes to the development of more effective and sustainable governance policies, offering insights for enhancing governance practices and strategies in Indonesia moving forward. The study advocates for long-term solutions to improve governance effectiveness and ensure equitable and inclusive public services.

Abstract

This study highlights the importance of multi-stakeholder collaboration in fire prevention and extinguishing services to reduce fire risks in Gresik Regency, Indonesia. The increasing fire threats due to industrialization, dense settlements, and environmental factors require a holistic approach involving the government, private sector, community, NGOs, and academia. Social capital theory is used as the theoretical framework, emphasizing the importance of trust, networks, and reciprocity in facilitating cooperation among actors. Strong social capital enhances coordination, information sharing, and collective action, thus strengthening community resilience to fire risks. Despite technology and digital platforms offering opportunities for risk prediction and rapid response, challenges such as low digital literacy and infrastructure limitations remain obstacles. Regulations and legal frameworks, including Memorandums of Understanding (MoUs) and incentives, are also crucial to build trust among stakeholders. This study shows that the success of fire risk management in Gresik requires systemic collaboration from the entire social and environmental ecosystem. The development of integrated digital communication platforms and community education is key to strengthening early warning systems and response preparedness. Inclusive partnerships based on trust are essential to building a resilient community against fire risks in Gresik.

Abstract

Tourism based on local culture in Madura Regency has great potential in supporting economic growth and cultural preservation. This study aims to analyze the impact of local culture-based tourism development on community welfare (SDGs Goal 8) and cultural sustainability (SDGs Goal 11). The method used is a qualitative descriptive approach with thematic data analysis from in-depth interviews, observations, and literature studies. The results of the study show that the development of tourism based on local culture creates new economic opportunities, such as an increase in employment of up to 20%, an increase in community income of 15%, and local participation of up to 40%. In addition, tourism also plays an important role in the preservation of cultural traditions, with an increase in the number of annual cultural festivals and the preservation of cultural sites by up to 15%. However, challenges such as low public education and the threat of modernization require a comprehensive management strategy. With collaboration between the government, the community, and business actors, the development of local culture-based tourism in Madura can continue to provide economic benefits while preserving cultural heritage. This research provides recommendations to strengthen community training, improve tourism promotion, and utilize digital technology in the preservation of local culture

Abstract

The Elderly Protection Program – Program Perlindungan Hari Tua (PAITUA) was launched in Southwest Papua Province in 2023 to improve the welfare of the elderly, particularly those in rural and economically vulnerable areas. This qualitative evaluation study assesses the effectiveness of PAITUA in addressing the basic needs of the elderly, including food, healthcare, and daily necessities, using William N. Dunn’s six evaluation indicators, which include effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The study finds that the monthly financial assistance of Rp250,00 has positively impacted elderly welfare, though it remains inadequate for more complex needs, especially healthcare. While the program’s distribution through bank accounts ensures transparency and efficiency, challenges related to financial literacy and limited banking access in remote regions persist. The equity of the program has improved, but geographical barriers continue to hinder full coverage, particularly in mountainous and isolated areas. Furthermore, the program’s responsiveness to the needs of elderly individuals and their families has been commendable, though healthcare services and more comprehensive support are required. Administrative barriers, such as missing identification documents, have led to exclusions from the program, highlighting the need for simplified registration processes. This study recommends increasing the assistance amount, improving infrastructure and accessibility in remote areas, and addressing administrative challenges to make PAITUA a more comprehensive and sustainable solution for improving elderly welfare in Southwest Papua.

Abstract

This study aims to analyze the quality of service in issuing the Certificate of Temporary Stay for Foreigners (SKTT-OA) at the Department of Population and Civil Registration (Dispendukcapil) in Surabaya City. Using a descriptive qualitative approach, this research refers to the service quality dimensions proposed by Parasuraman, Zeithaml, and Berry, which include tangible, reliability, responsiveness, assurance, and empathy. Data were collected through observation, interviews with staff and SKTT-OA applicants, as well as documentation related to the service process. The research findings indicate that, in general, the quality of service at Dispendukcapil Surabaya is adequate. The tangible dimension reflects complete facilities, although maintenance of some infrastructure such as computers and printers needs improvement. The reliability dimension shows high dependability with professionalism and good communication skills from the staff, including with Foreign Nationals (WNA). In the responsiveness dimension, the staff’s promptness in providing fast and responsive service to applicants’ needs is evident. However, in the assurance dimension, although data security guarantees and clear procedures are in place, inter-agency processes often cause delays. The empathy dimension is highly appreciated due to the friendly and attentive attitude of the Dispendukcapil staff toward WNA. This study concludes that the SKTT-OA service meets most of the quality standards but requires improvement in facility maintenance and inter-agency coordination. The recommendations include improving infrastructure maintenance, strengthening the online service system, providing continuous staff training, and conducting regular evaluations of applicant satisfaction to ensure service quality is maintained.

Abstract

This study aims to evaluate the “Jak Lingko” system and its impact on the behavioral changes of Mikrotrans users in South Jakarta, with a primary focus on the social and economic effects as well as the quality of public transportation services. This research employs a qualitative method with a descriptive-analytical approach, aimed at describing and analyzing changes in user behavior following the implementation of the Jak Lingko integration system. James S. Coleman's Rational Choice Theory is used as an analytical framework to understand users' decisions and preferences in selecting transportation modes. The findings reveal that the Jak Lingko system influences users' travel patterns by improving comfort, time efficiency, and accessibility between transport modes. However, challenges such as users’ limited understanding of the system’s mechanisms and incomplete integration on some routes remain to be addressed. Socially, the system enhances urban mobility, reduces congestion, and broadens transportation access for low-income groups. Economically, the system results in travel cost savings for users, increased operational efficiency, and the potential for long-term government subsidy reductions. Overall, the Jak Lingko system has a significant positive impact on public transportation users' behavior and offers solutions to several urban transportation challenges. However, to maximize its benefits, sustained efforts are needed to increase public awareness, strengthen accessibility infrastructure in underserved areas, and conduct continuous evaluations of the system’s performance. This study recommends collaboration between local governments, transportation operators, and the community to ensure the sustainability and effectiveness of the Jak Lingko program in the future
