Abstract

Along with the development of the tourism in Bali, one of the phenomena occurs was that the land conversion to the non-agricultural land, causing the canal irrigation was not able to function again. In addition, water demand will be increased not only for irrigation, but also for other sectors out of irrigation. This condition can interfere the performance of the subak system. One strategy to improve subak system is to develop agroecotourism based on subak system. Analysis of physical performance subak system done using fuzzy logic approach to quantify the condition of vagueness. Because of the problems associated with subak irrigation systemperformance are often vague and can not be classified with certainty. The results of this study are (i) the values of subak irrigation system performance indicators, the condition and thefunction of subak irrigation facilities, the condition and the function of subak facilities, and the agroecotourism facilities; (ii) find out the physical performance of subak irrigation systems in Bali with agroecotourism oriented. The stages of this research were collecting and analyting the data include: (i) RWS (Relative Water Supply), (ii) RIS (Relative Irrigation Supply),(iii) Ia (Index Area), (iv) analysis of the condition and function of subak irrigation networks, (v) the condition and the function of subak facilities, (vi) the agroecotourism facilities, and (vii) physical performance of subak system using fuzzy logic approach. The utilization rate of water on Subak Anggabaya and Subak Lodtunduh in one year was good. Subak Anggabayaand Subak Lodtunduh have sufficient irrigation water supply with RIS values in one year > 1. Based on Area Index (Ia), it could be seen that the irrigated area in Subak Anggabaya andSubak Lodtunduh in accordance with the plan. The physical performance of Anggabaya subak system and Lodtunduh Subak system was in the middle criteria. The simulation results that development of agroecotourism on subak system could improve the physical performance of subak system.

Abstract

Kepulauan Natuna merupakan kepulauan yang berada di bawah kedaulatan Indonesia, namun wilayah udara di atas kepulauan tersebut dikontrol oleh Singapura. Hal tersebut menimbulkan kekhawatiran terhadap kehilangan kedaulatan atas wilayah udara kepulauan Natuna. Tulisan ini bertujuan untuk menganalisis kedaulatan negara republik Indonesia atas wilayah udara kepulauan natuna berdasarkan Konvensi Chicago 1944. Tulisan ini merupakan penelitian hukum normatif dengan pendekatan peraturan perundang-undangan. Kesimpulan yang dapat ditarik melalui tulisan ini adalah Indonesia memiliki kedaulatan atas wilayah udara kepulauan Natuna berdasarkan Konvensi Chicago 1944.Kata Kunci: Kedaulatan, Wilayah Udara, Kepulauan Natuna, Konvensi Chicago 1944.

Abstract

One of the most important factors to improve the population quality is education.Udayana University is one of the oldest higher educations in Bali. The students are notonly coming from Bali, nor outside of Bali but also from overseas. The total of activestudents attending the education in Udayana University is 17.461. The recent data, fromthe last three years showed that there has been a quality improvement in terms ofeducation. This is proved by the tendency of improving Achievement Index Cumulative(IPK) for regular S1 as 3.05 in 2005, became 3.06 in 2006 and 3,14 in 2007.Apart from the success being mentioned above, Udayana University is still facingimportant problem related to the opportunity which is not taken by the student candidatesIt can be recorded that such opportunity (empty chair) in Unud is still very high (41%)although there was a declining number comparing to the last year data. Considering thefact that the number of SMU (high school) graduates tended to be high, it is importantto conduct research in order to find out the various factors slowing down the societyaccessibility to attend education in Udayana UniversityThe aims of this research are to find out the factors slowing down of the societyaccessibility to attend education in Udayana University. This research was conducted inthree outside cities of Bali, namely: Malang, Surabaya and Yogyakarta. These three citieswere chosen due to be that they have been known as the centers of education cities. Byconducting research outside of Bali, it is expected to find out that there are realisticreasons why they did not choose Udayana University as the place to continue theireducation. The respondents from each city are (1) 80 persons in Yogyakarta; (2) 70persons in Surabaya and (3) 70 persons in MalangThe influencing factors are viewed from the culture system study, among others :mind-set system, social and artifact aspects. The respondents generally stated the basicconsiderations why they did not choose Unud are (i) education quality (41.4%); (ii)education cost (9.1%); (iii) supporting facilities (10.9%); (iv) working prospects (24.5%)and (v) academic atmosphere (14.1%)In relation to such finding, the main suggestions to be implemented that Unudshould soon improve the education quality. The main key to improve the education isto qualify the teaching staff. The teaching-learning process done by all of UdayanaUniversity teaching staff must be thoroughly controlled, based upon the providedstandard operational procedure

Abstract

The number of poor households (“RTM”) in Bali Province is still relatively large, reaching 134 804 households.This is also reflected from the persistence of beggars and homeless in urban areas. Poverty is likely to stay there, nomatter how poverty alleviation programs have been implemented. In absolute terms this is caused by the tendencyof the poverty line used will continue to develop in accordance with the development of the national economy.Poverty alleviation programs in the food sector in the province of Bali apparently less successful when compared withpoverty alleviation programs in the fields of education and health.Keywords: poverty alleviation; poor households;absolute poverty

Abstract

Agricultural development need impowered farmers. Based on those farmers, the farmers will know their problems, and the solution of its problems. Beside that, the farmers also will know how to use any resources in its surroundings, in order to stimulate the agricultural development or their prosperity. In relation with how to get impowered farmers, so the all stackholders  especially the government need more attention to the agricultural sektor and farmers. Basically, the impowerment of farmers is a cultural activities. If its assumption is true, so to be needed the activities on thinking pattern, sosial, and artefax respetively.

Abstract

This study aims to analyse the science and technological values in religious rituals in the women farmers group of Jempiring Kabupaten Badung. The data was analysed qualitatively. The results show: science and technological values in religious rituals which are implemented through Tri Hita Karana which are harmonious relationship with God, harmonious relationship with other people, and harmonious relationship with the environment, it is evident from Banten Pejati that is complete with segehan Agung which is given on piodalan at Pura Melanting. Ans it is also followed by pemerastitaan and pelukatan rituals for the group’s members. Daksina in Banten Pejati is the symbol of God’s palace. This symbol provides a scientific-psycho-theological effect that makes the minds of the people moored in the presence of a metaphysical god in the support of physical daksina. This value is also found in the sound of kul-kul, genta, gamelan, kidung and mantra during rituals. A harmonious relationship with other people is also seen from the behavior of good and honest members with a basis of menyame braya.

Abstract

ABSTRACT Basically now, the water available is scarcer. Meanwhile, the population growth that occurs so fast, which is followed by increasing of public prosperity and development of other sectors beyond agricultural sector, causing the increase in water need, both quantitatively and qualitatively. That is why; the water need is very competitive among sectors. Generally, in the field the water need for farmers often to be defeated by the other sectors (especially by the tourism sector).The same situations is feeled by farmers in subaks, who getting water from the Kedewatan Dam, in Sub Regency of Ubud, Regency of Gianyar. Some international hotels in the head of the dam freely take water from the river, and moreover in the tail of the dam, rafting activities and the Drinking Water of The Government of Denpasar Company often borrowing water from the dam. Therefore, the water available for the subaks is disturbed. According to those conditions, is very important to motivate the all head of subaks those getting water from the Kedewatan Dam to organize themselves in the institution of subak coordination body (subak-gde). Anyhow, that organization is important to strengthen the subak position in their negotiation activities with the outsider. In these community service activities, basically the all of subak is very agree to construct the subak coordination body (subak-gde).

Abstract

Along with the development of the tourism in Bali, one of the phenomena occurs was that the land conversion to the non-agricultural land and pollution, and increased water demand not only for irrigation. These conditions affect the sustainability of the subak system. One strategy to support the sustainability of the subak system is the synergy between agriculture (Subak) to tourism, which developed agroecotourism on the subak system. It must consider the physical and social environment. The purpose of this study is to analyze the existing condition of Subak in Bali and if it made the development agroecotourism on the subak systems. This is about the quality of irrigation water, the physical condition of irrigation facilities, subak system facilities, and socio-cultural conditions of subak system. Water quality in Subak Anggabaya, Subak Lodtunduh, and Subak Padanggalak with the development of Kertalangu agrotourism, is in good condition. It could be argued that if made ??the development of agroecotourism on the subak systems, irrigation water quality can still be maintained in good condition are used for agriculture. The value of physical conditions on Subak Anggabaya was 2.00 (moderate) and at the Subak Lodtunduh are 2.00. With the development of agroecotourism on the subak systems be 2.21 on Subak Anggabaya and 2.23 on Subak Lodtunduh. A Socio cultural condition on subak system management to support the development of agroecotourism area, at Subak Anggabaya was 2.00 (moderate) and at the Subak Lodtunduh are 2.23 (between moderate and good). With expected agroecotourism visitors activities can provide positive influence (3.00) to the local community and the socio cultural conditions of subak system can increase or better.

Abstract

Subak Jatiluwih in 2012 has been named as one of the World Heritage nomination from UNESCO. The level of tourist visits to Subak Jatiluwih continues to increase each year. The rate of environmental damage due the development of tourism is also expected to increase, and therefore need to be efforts to minimize environmental damage from tourism development. This study aims to identify the potential of ecotourism in Subak Jatiluwih, knowing how to manage the environment at the moment and assess environmental management strategies ecotourism, so that tourism development is carried out to provide benefits not only to the social and economic fields surrounding communities but also to the preservation of the environment in Subak Jatiluwih. The approach used in this study is a qualitative approach. The method of collecting data in this study using the observation, interviews and questionnaires. The data obtained were analyzed by descriptive qualitative analysis equipped with IFAS (Internal Factor Analysis Summary), EFAS (Exsternal Factor Analysis Summary), SWOT (Strength Weakness Opportunities Threats) analysis and QSPM (Quantitative Strategies Planning Matrixs) analysis to determine strategic priorities has been produced. Based on the observation the environmental potential of ecotourism in Subak Jatiluwih is abiotic potential consisting of rice field panorama, Besi Kalung Temple panorama, wellsprings, waterfall, hot springs, river. Biotic potential include brown rice, Kokokan bird. Social and cultural potentials include the existence of subak organization, technology used in water distribution system, myth, potential of 13 traditional ceremonies conducted in Subak Jatiluwih. The results of SWOT analysis, there are four strategies that is Strength Opportunities Strategy (SO), Strength Threats Strategy (ST), Weaknesses Opportunities Strategy (WO) and Weaknesses Threats Strategy (WT). Each of these strategies are translated into programs in environmental management of ecotourism in Subak Jatiluwih. QSPM analysis results a functional strategy with highest scale priority to be implemented is the development of tour packages based on agriculture, culture and nature. Ecotourism environmental management in Subak Jatiluwih requires completeness of supporting facilities and infrastructures such as improved roads, irrigation channels, parking and toliet. In addition to support of the empowerment local communities should reduce the use of migrants labor and involve local communities especially members of Subak as a tour guide, forming subak cooperatives and perform packaging of agriculturebased tourism, culture and nature, by limiting the number of tourists visit if its felt beyond the carrying capacity.
