Abstract

Penelitian ini mengkaji bagaimana tim kampanye Prabowo Subianto memanfaatkan Pesta Rakyat sebagai strategi komunikasi politik hybrid untuk menarik perhatian pemilih Generasi Z pada Pemilu Presiden Indonesia 2024. Meningkatnya dominasi Gen Z dalam komposisi pemilih serta perilaku politik mereka yang berorientasi digital menciptakan tantangan baru bagi aktor politik dalam membangun resonansi yang bermakna dengan pemilih muda. Penelitian ini bertujuan untuk menganalisis bagaimana pesan politik dikonstruksi, bagaimana saluran media dipilih, dan bagaimana citra kandidat dibentuk dalam format kampanye berbasis hiburan. Dengan menggunakan pendekatan kualitatif deskriptif dan pengumpulan data berbasis studi literatur, penelitian ini menerapkan teori komunikasi politik McNair untuk mengeksplorasi empat dimensi analitis: pesan, media, citra, dan efektivitas. Temuan penelitian menunjukkan bahwa Pesta Rakyat berhasil mentransformasikan komunikasi politik menjadi lebih visual, emosional, dan berbasis pengalaman melalui perpaduan antara acara offline berskala besar dan amplifikasi online melalui platform seperti TikTok, Instagram, dan YouTube. Model hybrid ini memperluas jangkauan pesan dan meningkatkan kedekatan kandidat dengan audiens Gen Z. Namun, strategi ini juga menghadapi keterbatasan, terutama terkait risiko keterlibatan yang dangkal dan menurunnya substansi kebijakan ketika elemen hiburan mendominasi pesan politik. Secara keseluruhan, penelitian menyimpulkan bahwa kampanye hybrid berbasis hiburan memiliki potensi besar untuk memobilisasi pemilih muda, tetapi efektivitasnya sangat bergantung pada konsistensi pesan, autentisitas kandidat, serta keseimbangan antara daya tarik emosional dan substansi komunikasi politik.

Abstract

Data sovereignty has become an increasingly strategic issue in the digital era, as data now constitutes a critical asset shaping national security, economic competitiveness, and governance capacity. In response to growing concerns over fragmented data governance and recurring data breaches, the Indonesian government initiated the development of the National Data Center (Pusat Data Nasional/PDN) as a key infrastructure for strengthening national data sovereignty. This study examines the extent to which political will supports the realization of data sovereignty through the PDN development policy. Using a qualitative descriptive approach, this research analyzes policy documents, regulatory frameworks, and secondary data related to Indonesia’s data governance initiatives. The analytical framework is based on Brinkerhoff’s concept of political will, which identifies seven key components: government initiative, policy selection, stakeholder mobilization, public commitment and resource allocation, credible sanctions, sustainability of efforts, and learning and adaptation. The findings reveal that Indonesia’s political commitment toward data sovereignty remains partial and uneven. While several components of political will, such as government initiative, policy formulation, stakeholder mobilization, resource allocation, and continuity of policy efforts, have begun to emerge, other crucial elements, particularly credible sanctions and institutional learning mechanisms, remain underdeveloped. The absence of comprehensive implementing regulations under the Personal Data Protection Law and the delayed establishment of an independent data protection authority further weaken the institutional foundation for national data sovereignty. This study argues that strengthening political will is essential to accelerate the implementation of the National Data Center and to build an integrated national data governance system. Without stronger regulatory commitment and institutional coordination, Indonesia risks lagging behind other countries in securing digital sovereignty and protecting strategic national data in the evolving global digital economy.

Abstract

In an increasingly interconnected digital world, cybersecurity has emerged as a crucial element of national resilience and global political competition. The growing frequency of cyberattacks and data breaches underscores the urgency for Indonesia to strengthen its institutional capacity in securing cyberspace and protecting national sovereignty. In this context, cybersecurity politics determine how state institutions negotiate authority, coordinate policies, and mobilize resources to build digital resilience. This study analyzes the dynamics of cybersecurity politics and their influence on Indonesia’s efforts to achieve cyber sovereignty through the strengthening of the National Cyber and Crypto Agency (BSSN). Using a qualitative descriptive approach supported by literature review and policy analysis, the study applies the theory of state sovereignty and the framework of cybersecurity political factors. Findings reveal that BSSN plays a pivotal role as the state’s representative in maintaining cyber sovereignty amid complex inter-agency coordination, overlapping mandates, and regulatory uncertainty. Political, technological, and institutional factors significantly shape Indonesia’s cybersecurity governance, influencing how the state responds to both domestic vulnerabilities and international cyber threats. Nevertheless, the persistence of sectoral ego, fragmented authority, and the absence of a comprehensive Cyber Security and Resilience Law continue to hinder policy integration and weaken institutional effectiveness. The study concludes that strengthening BSSN’s authority, through legal ratification, increased budgetary support, organizational reform, and enhanced cyber diplomacy, is essential to establish an integrated and adaptive national cybersecurity system capable of safeguarding Indonesia’s sovereignty in cyberspace while aligning with global best practices in cyber governance.

Abstract

Post-1998 reforms in Indonesia have strengthened decentralization and regional autonomy, yet significant challenges remain, including fiscal dependency, limited human resource capacity, and political intervention in regional governance. These conditions require effective supervision by the central government to ensure policy consistency and bureaucratic professionalism. This study analyzes the role of the Directorate General of Regional Autonomy in supervising regional policies and promoting bureaucratic neutrality. A qualitative approach was employed through literature review, interviews, and document analysis. The findings indicate that the Directorate General performs a strategic function by providing guidance, monitoring policy implementation, and evaluating regional government performance. However, its effectiveness is constrained by institutional capacity, coordination issues, and political influence. Bureaucratic neutrality is therefore essential to maintain objectivity, accountability, and professionalism in policy supervision, while strengthening governance quality and supporting effective implementation of regional autonomy across Indonesia.

Abstract

The 2024 Indonesian General Election witnessed a severe deliberative degradation within the digital public sphere, heavily distorted by affective polarization, information disorder, and algorithmic bias across mainstream social media. This study evaluates the political communication strategy of the independent civic technology platform @bijakmemilih.id in mitigating this structural crisis and restructuring cyber-discourses for young voters. Drawing upon Jürgen Habermas’s theory of deliberative democracy and Andrew Chadwick’s hybrid media system framework, a qualitative case study design was employed. Methodological triangulation was operationalized by integrating netnographic observations, in-depth interviews with key platform initiators, communication experts, and users, along with computational text mining via RapidMiner on substantive replies from key X (formerly Twitter) threads. The results demonstrate that @bijakmemilih.id successfully orchestrated a two-tiered communication strategy, functionalizing platform X as a fast-paced horizontal distribution channel for agenda-setting, while maintaining the official website as a deeply anchored vertical data repository. Interactivity emerged as the absolute dominant indicator in public discourse (31.7%), successfully transforming passive youth consumption into proactive communicative action through debate propositions and structural recommendations. Inclusivity (25.9%) was strategically achieved by deploying issue-based interactive features that effectively deconstructed embedded partisan tribalism. Accessibility (21.7%) developed independently via organic digital word-of-mouth distribution channels. Although rationality (20.6%) registered the lowest quantitative frequency, it generated the highest substantive conversational weight, utilizing objective track records as a crucial cognitive literacy shield against the manipulation of cyber troops. This study concludes that non-partisan, data-driven civic tech initiatives can effectively facilitate a healthy, inclusive, and rational deliberative digital public sphere amidst heavily commercialized media ecosystems.

Abstract

This study aims to analyze the political communication strategy of the Prosperous Justice Party (PKS) through Instagram social media in increasing Anies Baswedan's popularity in the 2024 Presidential Election. Using a qualitative research method based on netnography, data was obtained through observation of PKS's official Instagram account, semi-structured interviews, and sentiment analysis using the RapidMiner application. The results showed that PKS utilized Instagram to build Anies Baswedan's political image by uploading content based on relevant issues, narratives of change, and consistent use of hashtags. Sentiment analysis shows that the majority of comments are positive, reflecting the success of PKS's digital communication strategy. However, popularity on social media does not fully reflect electability in a national context, especially with the challenges of limited reach to rural voters and limited campaign funds. This research underscores the importance of integrating digital communication strategies with traditional approaches to strengthen candidate electability across different voter segments.

Abstract

This journal will analyze Prabowo Subianto's political branding strategy during the 2024 election campaign period through Instagram social media. This research review through descriptive qualitative research method explores how the Prabowo Subianto campaign's social media team managed to package interesting content on Instgaram as an effort to form a positive political branding or image for Prabowo Subianto. The target of the campaign team, especially the social media team, is young voters or Generation Z, which are the first voters in the 2024 elections, so campaign content must be interesting and innovative. The research shows that Prabowo Subianto's success in winning the 2024 election was achieved through digital campaigns on social media, especially Instagram. The use of the term "gemoy" was naturally born from netizens, not from Prabowo Subianto's campaign team. Humanistic interactions have attracted positive sentiment, even though @prabowo's Instagram has the fewest posts compared to his competitors. The uniqueness of Instagram posts has successfully shaped branding through relatable visuals and narratives that make Prabowo Subianto stand out through the unique popularity of the nickname "gemoy". The research shows that the public debate also influenced the increase in Prabowo Subianto's followers on Instagram due to his positive performance in the debate. This research underlines that social media as an effective tool for modern political campaigns and consistent branding that creates emotional closeness with voters can increase voter trust. This is in line with the theory used in this research, namely the theory of political branding by Bruce Newman, specifically discussing four aspects of success in shaping the political branding of a candidate or political party.

Abstract

Abstrak Tujuan penelitian ini adalah untuk mengetahui mekanisme birokrasi penegakan hukum MKD-RI terhadap pelanggaran yang dilakukan oleh anggota DPR-RI mulai dari tahap pengaduan hingga tahap pengambilan keputusan. Peneliti menggunakan metode penelitian deskriptif kualitatif dengan metode pengumpulan data yakni wawancara dan studi literatur. Teknik analisis data yang digunakan ialah dengan melakukan pengumpulan data, validasi data, dan diakhiri dengan penjabaran. Hasil penelitian terkait mekanisme birokrasi penegakan hukum MKD-RI terhadap pelanggaran yang dilakukan oleh anggota DPR-RI dapat dikatakan sudah terstruktur dan berjalan dengan sebagaimana mestinya sesuai dengan aturan dan hukum yang berlaku. Mekanisme birokrasi yang ada juga sudah dapat dikatakan efektif yang dimana terbukti dengan MKD-RI menyelesaikan sejumlah kasus pelanggaran yang dilakukan oleh Anggota DPR-RI. Faktor penghambat yang ditemukan dari penelitian ini berada pada pelayanan MKD-RI yang masih belum bisa melakukan pengaduan melalui online. Saran dari penelitian ini ialah agar lebih terciptanya good governance, MKD-RI diharapkan membuka pelayanan pengaduan online agar dapat memudahkan akses pengaduan masyarakat yang berada di luar Jakarta. Abstract

This study analyzes Verrell Bramasta's political communication strategy in the 2024 elections as a representative of the younger generation through a descriptive qualitative approach with a focus on digital communication patterns on TikTok and Instagram. The results show that Verrell Bramasta utilizes personal narratives, symbolic visuals, and an emotional style combined with agenda setting and Push, Pull, Pass Marketing strategies to build an image of a young politician relevant to Generation Z and millennials. This strategy shows a shift from an elite political communication model to a more personal and emotional form based on social media. However, the effectiveness of this strategy is still limited by the lack of political substance and two-way interaction. Academically, this study contributes to the understanding of the transformation of public figures' digital political communication and its implications for the patterns of political engagement of the younger generation in Indonesia.

Abstract

Youth political participation in Indonesia is characterized by strong demographic weight but weak involvement in party organizations, creating a gap between electoral participation and organizational engagement. This study analyzes the NasDem Party’s strategy to promote non-formal political participation among young people through the NasDem Muda and Remaja Bernegara (RBN) programs. Using a descriptive qualitative approach that combines literature review, documentation, interviews, and social media observation, the research applies Herbert McClosky’s theory of political participation and Harold D. Lasswell’s model of political communication. The findings show that NasDem Muda functions as an accessible digital entry point, while RBN provides more intensive experiential learning through training and simulations. Together, these programs increase youth political literacy, shift participants from apathetic or spectator positions toward more active non-formal engagement, and open informal recruitment channels without requiring formal party membership. The novelty of this study lies in its comparative analysis of two party-led models of non-formal political education based on experiential learning within a single political organization. The study contributes theoretically by linking participation and communication frameworks with the practice of youth-oriented party education, and offers practical guidance for parties in designing participatory, youth-oriented political education programs.
