Abstract

This paper aims to analyze and prove that the scientific development tradition of contemporary pesantren has begun to adopt a system of rational thinking (burhānī), which so far is still considered incapable of breaking away from the bayānī and 'irfanī reasoning. The dominance of bayānī and 'irfanī reason was assessed by Muhammad Abid Al-Jabiri as the source of the decline of Arab-Islamic civilization. The study in this paper is included in the qualitative research category through a literature study whose data sources come from books and journals. The data analysis technique follows the pattern developed by Miles and Huberman with a philosophical approach. The results of this research found that the tradition of contemporary pesantren scientific development has begun to follow a system of thinking in the progressive burhānī epistemology. This is characterized by: (1) the transformation of the Islamic boarding school/pesantren education system driven by visionary Kiai and (2) the pattern of development of fiqh and ushul fiqh that is appropriate to the times following the principles contained in the burhānī thinking system. This study revises previous research, which assessed that the tradition of scientific development in pesantren still follows the system of thinking in bayānī and 'irfanī reasoning.

Abstract

This study aims to examine cyber security audits in information technology governance (ITG) more deeply using a literature review approach. The method used in this research is a systematic literature review by applying PRISMA (Preferred Reporting Items for Systematic reviews and Meta-Analysis) method approach with 25 years of observation from 1999 to 2024. 980 articles were obtained, nevertheless, only 36 articles were eligible. The research results show that cyber security audit is compatible and closely related to information technology governance (ITG), mainly the domain regarding the need for the board of directors to understand and to master cyber security audit skills to overcome violations and data leaks in IT governance. Cyber security audit and information technology governance (ITG) are two key components to maintain information security as well as to manage information technology effectively. Integration between the two in a conceptual framework helps organizations identify, manage and mitigate cyber risks and maintain alignment with business objectives.

Abstract

The transformation of national education education, marked by the digitalization of learning, the implementation of the Independent Curriculum, and the strengthening of 21st century competencies, requires madrasahs to adapt and sustainably reform their governance systems. Madrasahs, as Islamic educational institutions under the auspices of the Ministry of Religious Affairs of the Republic of Indonesia, face the challenge of enhancing the competitiveness of graduates without abandoning their Islamic identity. This article aims to analyze the urgency and strategies for sustainable quality management reformulation to enhance the competitiveness of madrasah graduates in the era of national education transformation. This research uses a qualitative approach with library research through analysis of relevant literature related to educational quality management, transformational leadership, and education policy. The study results indicate that quality management reformulation needs to be directed at strengthening a quality culture, optimizing a data-based quality assurance system, developing teacher professionalism, and integrating Islamic values with 21st-century competencies. With systematic and sustainable reformulation, madrasahs can produce graduates who excel academically and religiously, adapt to technological developments, and are competitive in continuing their studies and entering the workforce.

Abstract

This research examines the verses of the Quran with the interpretation of Haji Abdul Malik Karim Amrullah (HAMKA) and Quraish Shihab. Hamka with Tafsir Al-Azhar and Quraish Shihab with Tafsir Al-Misbah. The plural Indonesian nation encourages its people to live in harmony, especially between religious communities. So tolerance is a very important attitude that must be possessed and become the personality of the Indonesian nation itself. The principles of religious beliefs must not be sacrificed for the sake of tolerance, nor should tolerance be sacrificed for the sake of religious beliefs. The Al-Qur'an has explained that we should look after each other's houses of worship, even if they belong to non-Muslims and do not comply with Islamic teachings. So this research will focus on the interpretation of the tolerance verse using interpretations from Hamka and Quraish Shihab. This research is a type of library research because this research is theoretical and philosophical in nature. The approach used by researchers is a sociological approach. The primary data sources for this research are the Tafsir al-Azhar Book from Hamka's interpretation and the Tafsir al-Misbah Book from Quraish Shihab's interpretation. The method used to collect data in this research is documentation which is carried out by digging and searching for documents from pre-existing data sources. The results of this research found that Hamka's interpretation of the tolerance verses has unique characteristics in its implementation in human life, while Quraish Shihab in interpreting the tolerance verses focuses on the basic things that underlie humans in their actions.

Abstract

This study examines how Islamic ethical values (adab) are negotiated within digital learning practices at a pesantren-based madrasah. While prior studies on digital Islamic education have predominantly focused on technological adoption and normative ethical integration, limited attention has been given to how adab is experienced and negotiated in everyday digital learning practices. This research aims to explore how these values are interpreted, adapted, and enacted by educational actors in situated contexts. Using a qualitative case study design, data were collected through in-depth interviews, participant observation, and document analysis conducted between January and February 2026 at Madrasah Aliyah Roudlotut Tholibin, Banjarnegara, Indonesia. The findings reveal that adab is not diminished in digital contexts but transformed through situational negotiation involving students, teachers, and institutional authorities. This negotiation is reflected in digital communication practices, technology use, and shifting sources of knowledge. While institutional regulations seek to maintain ethical boundaries, students’ practical learning needs often lead to adaptive and context-dependent behaviors. Theoretically, this study reconceptualizes adab as a dynamic and negotiated social practice rather than a fixed normative construct. This contributes to the development of digital pedagogy in Islamic education by emphasizing the integration of ethical values within the fluid and participatory nature of digital learning environments.

Abstract

This study aims to analyze the model of worship value internalization and the formation of students’ religious experiences through the practice of Hasbanah prayer. The study employed a qualitative approach with a phenomenological design involving three purposively selected informants. Data were collected through in-depth interviews, observation, and documentation, and were analyzed using thematic analysis. The findings show that students’ religious experiences are formed gradually through habituation, collective worship practices, and emotional involvement in ritual activities. The internalization process begins with compliance with institutional rules, develops into emotional adaptation and spiritual awareness, and eventually becomes a personal spiritual need. The study also found that the religious experiences of students reflect several characteristics proposed by William James, including ineffability, noetic quality, transience, and partial passivity. In addition, Al-Ghazali’s perspective helps explain that worship education is not limited to ritual performance but also involves the spiritual dimensions of the heart and inner awareness. However, the aspect of tafahhum, or deep understanding of worship recitations, remains relatively weak. This indicates that students’ spiritual experiences are more strongly shaped by habituation and ritual atmosphere than by reflective understanding of worship meanings. This study concludes that collective worship practices play an important role in strengthening spiritual awareness and shaping students’ religious experiences through a gradual process of value internalization.

Abstract

This study addresses the persistent issue of limited speaking performance among EFL students, particularly in terms of fluency, accuracy, pronunciation, and confidence, which hinders effective classroom communication. Previous studies have highlighted similar challenges; however, empirical evidence on the systematic use of iterative teaching practices to improve multiple dimensions of speaking skills remains limited. Therefore, this study aims to investigate how Classroom Action Research (CAR) can enhance students’ speaking skills in an authentic EFL context. This research employed a qualitative CAR design conducted at Politeknik Mitra Karya Mandiri Ketanggungan Brebes, involving 25 students. The study was implemented in three cycles, consisting of planning, acting, observing, and reflecting stages. Data were collected through classroom observation, interviews, and documentation, and analyzed using qualitative techniques, including data reduction, data display, and conclusion drawing. The findings reveal a consistent improvement in students’ speaking skills across all indicators, supported by both qualitative observations and quantitative score increases. The study highlights the effectiveness of reflective and cyclical teaching practices in improving speaking performance. It is recommended that future research adopt mixed-method approaches and explore the integration of innovative instructional strategies to further enhance EFL speaking instruction.

Abstract

This research aims to identify: first, the urgency of reconstructing the design of reviewing the regional regulations after the Constitutional Court decision, and second, reviewing the regional regulations which are in line with the system of regional government administration and the system of reviewing legislative regulations in Indonesia. This is a juridical-normative research. The results of the research conclude that: first, the urgency of reconstructing the review of regional regulations after the Constitutional Court decision is based on: a) the central government has lost control and correction of regional regulations; b) the problematic design of reviewing the regional regulations at the Supreme Court; and c) institutional problems of the Supreme Court in reviewing regional regulations. Second, the design of reviewing the regional regulations and the proposed regional legislation reviewing system, among others: a) expanding the clarification authority of the central government by canceling/revoking regional regulations whose content regulates the implementation of assistance tasks and/or regulates further elaboration of legal regulations -higher invitation by the central government/governor as a representative of the central government; and b) redesign of the Supreme Court's procedural law in reviewing statutory regulations by accommodating formal review; changing the concept of respondent to parties which include the applicant, the person providing information, and related parties; holding trials open to the public, forming a field (panel of judges) for reviewing statutory regulations; and extending the deadline for completing statutory examinations.Keywords: testing, regional regulations, Supreme Court, and Constitutional Court. AbstrakPenelitian ini bertujuan untuk mengetahui: pertama, urgensi rekonstruksi desain pengujian peraturan daerah pasca putusan Mahkamah Konstitusi, dan kedua, untuk mengetahui pengujian peraturan daerah yang sejalan dengan sistem penyelenggaraan pemerintahan daerah dan sistem pengujian peraturan perundang-undangan di Indonesia. Metode penelitian ini menggunakan yuridis-normatif. Hasil penelitian menyimpulkan: pertama, urgensi rekonstruksi pengujian peraturan daerah pasca putusan Mahkamah Konstitusi, didasari pada: a) pemerintah pusat telah kehilangan kontrol dan koreksi terhadap peraturan daerah; b) desain pengujian peraturan daerah yang problematik di Mahkamah Agung; dan c) problematika kelembagaan MA dalam pengujian peraturan daerah. Kedua, desain pengujian peraturan daerah dan sistem pengujian perundang-undangan daerah yang diusulkan, antara lain: a) memperluas kewenangan klarifikasi pada pemerintah pusat dengan melakukan pembatalan/pencabutan peraturan daerah yang materi muatannya mengatur pelaksanaan tugas pembantuan dan/atau mengatur penjabaran lebih lanjut peraturan perundang-undangan yang lebih tinggi oleh pemerintah pusat/gubernur sebagai wakil pemerintah pusat; dan b) redesain hukum acara MA dalam pengujian peraturan perundang-undangan dengan cara mengakomodasi pengujian formil; mengganti konsep termohon menjadi para pihak yang meliputi pemohon, pemberi keterangan, dan pihak terkait; melaksanakan sidang terbuka untuk umum, membentuk bidang (majelis hakim) pengujian peraturan perundang-undangan; dan memperpanjang batas waktu penyelesaian pemeriksaan pengujian perundang-undangan.Kata kunci: pengujian, peraturan daerah, Mahkamah Agung, dan Mahkamah Konstitusi.

Abstract

This study examines the influence of technology-based human resource management and organizational factors on digital competence and service performance of village apparatus, as well as the mediating role of digital competence. The research employs a quantitative explanatory approach with data collected through structured questionnaires distributed to village officials in Brebes Regency involved in public service delivery. The sample was selected using purposive sampling, and data were analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS) with SmartPLS software. The results indicate that technology-based human resource management has a significant positive effect on both digital competence and service performance. However, organizational facilities do not have a significant effect on either digital competence or service performance. Furthermore, digital competence does not significantly influence service performance and does not function as a mediating variable. These findings reveal the existence of a skill–implementation gap, where digital capabilities are not effectively translated into improved service outcomes. The study contributes to the development of a human-centered digital transformation model, emphasizing that human resource management plays a more critical role than technological availability in improving public service performance. The findings provide practical implications for local governments in designing effective digital transformation strategies that prioritize human resource development and organizational integration.
