Abstract

Mount Sinabung is one of two mountains that have been designated as active in Karo Regency so far. When an eruption occurs, it will cause a lot of damage and loss. In restoring it, the provision of assistance to the community and community empowerment efforts after the eruption of Mount Sinabung were carried out in three ways, namely, creating an atmosphere or climate that allows the potential of the community to develop, strengthening the potential or power of the community (empowering), and protecting and defending the interests of the weak. so as not to get weaker. Efforts to empower the community after the eruption of Mount Sinabung were carried out in three methods, namely, creating an atmosphere or climate that allows the potential of the community to develop, strengthening the capabilities or potentials of the community (empowering), and protecting and defending the interests of the weak so as not to get weaker. This research uses a qualitative type of research with a descriptive case study approach in order to describe cases in the field and share answers to cases encountered. The results of this study found that community empowerment after the eruption of Mount Sinabung in the relocation of Siosar, Karo Regency had increased. This is due to the three stages of community empowerment that exist, the community in the Siosar relocation area has a large level of empowerment in the process of creating an atmosphere or climate that allows the potential of the community to develop and efforts to protect and defend the interests of the weak so as not to be weak, on the contrary in the process of strengthening the capacity of the community. or the potential of the community is still not maximized. In addition, there are factors that limit community empowerment, such as the low level of community understanding and the lack of facilities and infrastructure.

Abstract

The purpose of this study is to explain how the municipal government of Pekanbaru provides guidelines that should be carried out by the community in carrying out activities in Pekanbaru. This research uses qualitative research methods. The selection of research informants used perposive sampling technique. Primary data collection from interviews, while secondary data from documentation and literature study. Data analysis using an interactive model. The results showed that the application of new life behavior guidelines based on the Mayor of Pekanbaru regulation number 104 of 2020 concerning guidelines for new productive and safe lives in the prevention and control of Coronavirus Desease 2019 (Covid-19) in Pekanbaru has paid attention to the lives of its people, it can be seen from its existence. Guidelines for carrying out activities and activities during the Covid-19 pandemic. However, there is still an increase in positive cases of Covid-19 due to people who do not comply with applicable policies. For this reason, the municipal government of Pekanbaru needs to reaffirm people who commit violations so that they can comply with health protocols, especially in crowded places.

Abstract

This service activity is set in the context of Sialang Palas Village, Lubuk Dalam District, Siak Regency. This area consists of 90% of oil palm plantations but land-use patterns, information and communication technology, decreased purchasing power of farmers, low nutritional status of farmer households. Meanwhile, the influence of local leadership is getting weaker, and Gapoktan institutions are not functioning. In this condition, there was a change in the political behavior of peasants which was initially critical, dynamic, and weakened, eroded by the narrower structure of the local democratic space, and the impact of changes in the national political economy. Therefore, farmer participation in group management needs to be increased. This activity aims to increase the capacity of independent smallholders in managing farmer groups and making decisions through the application of "my palm oil:" and a model of political empowerment. This activity was carried out in Sialang Palas Village, Lubuk Dalam, Siak Regency, and this service took the theme "Community Empowerment in the New-Normal Era". The problem is how to increase the capacity of poktan farmers in decision making and group management in Sialang Palas? The methods used are: First, preparation and socialization of the program to Karya Bersama farmer groups in Sialang Palas Village. Second, conducting lectures and discussing materials (1) leadership; (2) group management; (3) decision-making process; (4) strategic issues; (5) processing local potential (3) discussing the model of "empowerment politics" and issues of development and governance in Lubuk Dalam; (6) Village Assistance and Assistance. The results of the community service activities include: First, published scientific articles. Second, video activities and knowledge about group decision making. Third, knowledge and skills in processing palm oil waste and knowledge about family nutrition.

Abstract

This research is motivated by the availability of inadequate infrastructure, the introduction of the community to the Online Single Submission program which is still low and the mastery of officers over this program at the Office of Investment and One Stop Integrated Services, Indragiri Hulu Regency. In the Online Single Submission innovation policy, it is still not running as its main goal, namely the ease of obtaining permits for business actors without having to come to the office. There is still no basic infrastructure support, public knowledge and related service officials regarding this program so that its use is still not optimal, of course this creates obstacles in the course of implementing the Online Single Submission program. The purpose of this study is to explain the Innovation Policy Through the Online Single Submission Program in Licensing Services in Indragiri Hulu Regency. The type of research chosen is qualitative research with a descriptive case study approach. Data collection techniques were carried out through interviews, observation, and documentation. This study determines the research informants as a source of information to obtain the required data. Informants in this study are people who know the research problem in depth. The number of informants in this study were 9 people. The results of the study found that public ignorance of the Online Single Submission program lacked promotion and socialization to the community in terms of the criteria for developing a conducive general framework, strengthening institutions and supporting science and technology/R&D capacity and developing the ability to absorb business activities of the community, foster collaboration for innovation and increase the diffusion of innovation. , encourage a culture of innovation, develop and strengthen the integration of the advancement of regional and national innovation systems and industrial clusters as well as alignment with global developments. The inhibiting factors are the lack of intensive and massive socialization and promotion activities, public trust and half implemented.

Abstract

Pelaksanaan CSR merupakan kewajiban bagi perusahaan sesuai dengan amanat UU No. 40 tahun 2007. Hal inilah yang mendorong PT. Pertamina RU II Dumai untuk melaksanakan program CSR terutama bagi masyarakat yang terdampak langsung dengan aktifitas perusahaan. Sehingga PT Pertamina RU II Dumai, dalam hal ini telah melaksanakan Program CSR yang disebut Program Pertanian Diatas Lahan Gambut. Sasaran Program ini adalah Kelompok Tani Paman Jaya di Kelurahan Tanjung Palas Kota Dumai yang merupakan masyarakat yang berdomisili di wilayah operasi perusahaan. Penelitian ini adalah penelitian kuantitatif dengan pendekatan deskriptif. Data penelitian adalah data primer yang dikumpulkan dengan menggunakan angket. Sampel penelitian sebanyak 20 orang. Alat analisis adalah SPSS statistic 17. Hasil penelitian adalah terdapat pengaruh variabel Program CSR (X) terhadap Kesejahteraan Masayarakat (Y), dengan kekuatan pengaruh variabel bebas (Program CSR) terhadap variabel terikat (Kesejahteraan Masyarakat) adalah sebesar 46,8%, sisanya sebesar 53,2% dipengaruhi oleh variabel independen yang lain. Atau dapat dikatakan bahwa Ha Diterima dan Ho ditolak. Sehingga kesimpulannya: Program CSR yang dilaksanakan oleh PT Pertamina RU II Dumai berpengaruh dan signifikan terhadap Kesejahteraan Masyarakat (Ha Diterima dan Ho ditolak)

Abstract

Dalam rangka mewujudkan kualitas penyelenggaraan pemerintahan yang efektif, efisien, transparansi, dan akuntabel serta berkualitas, maka Pemerintah Daerah dapat melakukan kebijakan inovasi yang berbasiskan Sistem Pemerintahan Berbasis Elektronik (SPBE).Tujuan penelitian ini adalah untuk mendeskripsikan Kebijakan Inovasi Dalam Penyelenggaraan Sistem Pemerintahan Berbasis Elektronik (SPBE) di Kota Dumai yang diukur dengan menggunakan tiga dimensi kebijakan inovasi yaitu: 1).Dimensi Penadbiran kebijakan (tata kelola)/policy governance, 2).Dimensi Sektoral dan 3).Dimensi Interaksi. Jenis penelitian ini adalah penelitian kualitatif dengan pendekatan deskriptif. Pengumpulan data-data yang diperlukan baik data primer maupun skunder dikumpulkan melalui wawancara, observasi, dokumentasi, kemudian dianalisis sehingga dapat ditarik kesimpulan dari masalah penelitian yang ada. Hasil penelitian ini adalah pelaksanaan Kebijakan Inovasi Dalam Penyelenggaraan Sistem Pemerintah Berbasis Elektronik (SPBE) di Dumai sudah berjalan dengan cukup baik. Adapun hambatan-hambatan yang ada, yaitu: keterbatasan SDM yang memiliki keahlian teknis TIK, sistem aplikasi yang belum terintegrasi dan kurangnya dukungan anggaran untuk pengembangan inovasi berbasis SPBE.

Abstract

The purpose of this study is to identify and analyze the role of Kepulauan Meranti Regency in building participation through public aspirations implementation pattern. This research was conducted with qualitative methods, the data collection is done by interviews and field observations. The interview process conducted by the informant is set, then the data were analyzed with descriptive qualitative. The research found that the role of parliaments in building a people's aspirations conducted through formal and informal, basically has been running pretty well. This means that the efforts of local legislators in building civic participation by absorbing aspirations articulated already running, either through formal activities such as recess, working visits or spot checks or through informal activities such as blusukkan done by the members of the board.

Abstract

Purpose: This study aims to determine the village development strategy through the use of village funds in the village of Sako Margasari, Kuantan Singing Regency, and the inhibiting factors of the village development strategy in the village of Sako Margasari, Kuantan Singingi Regency.Research Methodology: This research used a qualitative method with a descriptive approach.Results: The results of this study are that the village government in designing and implementing village development strategies still has obstacles that are experienced by the village government so that the development strategy is not optimal.Limitations: This study discusses the development strategy where this research looks at all environmental sectors through village funds as the basis for carrying out village development. Contribution: This research is expected to be useful and contribute as input and correction for the Head of Sako Margasari Village, Kuantan Singingi Regency. It is also useful for adding references to the literature at the Faculty of Social and Political Sciences, especially the Public Administration Study Program, as well as being a reference for subsequent writers with a focus on the study of Village Development Strategies Through Utilization of Village Funds in Sako Margasari Village, Kuantan Singingi Regency.

Abstract

Pemanfataan pengembangan komuditas di suatu wilayah perlu dilakukan secara komperhensif untuk peningkatan kesejahteraan serta memaksimalkan potensi ekonomi masyarakat lokal, khususnya pada masyarakat suku akit yang berada di wilayah pesisir Porvinsi Riau. Tujuan Pengabdian ini adalah peningkatan pemahaman masyarakat terhadap pengelolaan sagu yang berkelanjutan serta dapat memaksimalkan potensi sagu oleh masyarakat suku akit dengan menyusun program pembinaan atau pola pembinaan yang sesuai dengan keperluan lokal atau kondisi sosial ekonomi masyarakat. Metode Pengabdian ini menggunakan pendekatan kualitatif, dengan teknik pengumpulan data secara kualitatif melalui wawancara, survei, observasi, studi literatur dan focus group discussion (FGD). Hasil kegiatan pengabdian ini adalah terwujudnya identifikasi potensi dan kendala pengembangan sagu, perumusan strategi dasar yang dianggap sesuai dan efektif bagi pemberdayaan, konsep rencana program pemberdayaan untuk pengembangan ekonomi, sosial, budaya dan kualitas hidup bagi suku akit secara berkelanjutan.

Abstract

Pelayanan Administrasi Terpadu Kecamatan (PATEN) adalah Penyelenggaraan pelayanan publik di kecamatan yang proses pengelolaannya. Beberapa hasil observasi penelitian yang dilakukam oleh peneliti menemukan beberapa persoalan yang berkaitan dengan pelaksanaan PATEN di Kecamatan Labuapi yaitu permasalahan yang pertama mengenai keramahan petugas, sikap petugas kantor kurang ramah dalam memberikan pelayanan. Hal ini terlihat pada saat melakukan pelayanan, petugas tidak memberikan senyum salam terhadap pelanggan. Pendekatan penelitian ini adalah kualitatif atau peneliti lain menyebutnya paradigma naturalistik. Lokasi penelitian merupakan tempat dimana peneliti melakukan kegiatan penelitian untuk memperoleh data yang diperlukan guna menjawab permasalahan yang ditetapkan. Berdasarkan hasil penelitian dan observasi yang telah dilakukan terhadap pelaksanaan sistem pelayanan administrasi terpadu kecamatan (PATEN) di Kantor Kecamatan Bangko abupaten Rokan Hulu dengan landasan teori implementasi Van meter & Van Hornmenemukan ada 4 variabel yang dapat terlaksana dengan baik diantaranya ada ukuran dan tujuan kebijakan,karakteristik agen pelaksana,sikap (disposisi),dan komunikasi, dengan 2 variabel yang belum terlaksana dengan baik yaitu sumberdaya dan lingkungan,social dan politik. Tetapi dalam keseluruhan pelaksanaannya sudah berjalan dengan lancar dan kondusif.
