Abstract

The success of democracy in a nation is measured by the existence of a peaceful, civilised social life. In Indonesia, however, ornaments of violence are still present while resolving issues, as in Madura. This study tries to outline the underlying factors that lead to the formation of violence and pinpoint the function that local elites play in curbing the use of violence. The Galtung theory of violence is utilised in the investigational analysis. In order to analyse the data for this study, we used qualitative research, a case study procedure, and an integration strategy. The findings demonstrated that violence has permeated the Madurese culture. Internally passed down and socially sanctioned, it has been used to cope with a variety of life concerns, such as issues involving wives or women, misunderstandings, inheritance, land, religion or belief, theft, and debts and receivables. Because they have historically served as a point of reference in times of conflict, local elites such as Bhuppa/Bhâbu, Ghuru, Rato (parents, Kiai or the leader in the Islamic religion/teacher, and government) are crucial to the realisation of a culture of non-violence. The local elite’s necessary development of their function does not restrict but rather dampens and empowers, notably among the Bâjing.

Abstract

Dynamic archiving digitization is a form of optimizing the development and utilization of e-government, to create good governance towards sustainable integrated information so as to overcome problems in archive management activities. The purpose of this study is to describe the analysis of dynamic archiving digitization policies in bureaucratic reform at the Blitar City Library and Archives Service and to describe the supporting and inhibiting factors in the analysis of dynamic archiving digitization policies in reform at the Blitar City Library and Archives Service. The method used in compiling this final assignment is descriptive qualitative research with data collection methods in the form of in-depth interviews with 9 (nine) informants, observation, and documentation. Data analysis was carried out by data reduction, presentation or display of data and conclusions or verification. The results of the study found that the implementation of dynamic archiving digitization in bureaucratic reform at the Blitar City Library and Archives Service was based on policy stages with an empirical approach with a retrospective model. In line with the optimization of the archiving system within the framework of e-government, optimization is needed at the monitoring and evaluation stages, and participation needs to be increased on the part of the community. In the employee participation indicator, namely joint commitment and readiness to accept change, community participation in public services provided by the City of Blitar, in law enforcement there needs to be strict sanctions against employees who do not implement the rules for digitizing dynamic archives, and in the diverse responsiveness of employees so that periodic socialization and technical guidance are needed. Supporting factors and inhibiting factors for the analysis of dynamic archive digitization policies in bureaucratic reform at the Blitar City Library and Archives Service can be seen from the flow of policy stages which will later be used as a determinant of policy and direction for the sustainability of archive digitization at the Blitar City Library and Archives Service.

Abstract

Government programs in agriculture, such as extension and seed and fertilizer assistance, have increased maize production, but also threaten the preservation of traditional wisdom. This article discusses intractable pest infestations as a major problem in maize farming in Molamahu Village, Gorontalo Regency, Gorontalo Province. Although many agricultural technologies have been developed, they have not been able to effectively control these pests. This study aims to explore the use of traditional methods by farmers in overcoming pest problems, as well as to demonstrate the effectiveness of local wisdom in this context. A qualitative approach was used by interviewing senior farmers and observing the practices of young farmers. The results of this study present clear and structured findings regarding the effectiveness of traditional methods in controlling maize pests. This study found that some traditional methods previously considered irrational turned out to have a robust scientific basis. These results confirm that local knowledge has great potential to strengthen eco-friendly pest control strategies in maize farming. The finding in this research underscores the importance of recognizing and utilizing local wisdom in the development of sustainable agricultural technology.

Abstract

This study aims to analyze the effectiveness of Village Fund management in improving community welfare in Muara Muntai Ulu Village, Muara Muntai District, Kutai Kartanegara Regency. Although Village Funds have been directed to finance various priority sectors such as basic infrastructure development, education, health, and community economic empowerment, their implementation still faces a number of challenges. This study used a qualitative research method with a descriptive-analytical approach. The results show that, although in general, Village Fund management in Muara Muntai Ulu Village has shown positive achievements in increasing access to basic services and economic empowerment, significant obstacles remain that hinder the policy's effectiveness. These obstacles include the limited capacity of village officials in planning and reporting, suboptimal community participation, inaccurate beneficiary data, and weak coordination between village institutions. In addition, the suboptimal utilization of Village Funds for productive economic innovation and a weak monitoring system are also challenges. Therefore, institutional capacity building, data system improvements, and mainstreaming of public participation are needed so that Village Funds truly contribute to community welfare comprehensively and sustainably.

Abstract

Low taxpayer compliance in Indonesia, evidenced by a tax-to-GDP ratio of only 12.1% in 2022, presents a significant challenge despite the implementation of the e-filing system aimed at improving tax reporting efficiency. This study examines the influence of e-filing system quality and tax service quality on individual taxpayer compliance at the Samarinda Ulu Primary Tax Service Office (KPP Pratama Samarinda Ulu), East Kalimantan—a strategic location with 6.22% economic growth in Q1 2024, yet facing an energy transition that affects tax revenues—with compliance cost as a moderating variable. Utilizing a quantitative approach, data were collected from 100 taxpayers through Likert-scale questionnaires and analyzed using Structural Equation Modeling (SEM) with SmartPLS 4. Validity was assessed using factor loadings (>0.70), AVEs (>0.50), and Cronbach's Alpha (>0.70), while varying questionnaire formats controlled standard-method bias. The results show that e-filing system quality does not significantly influence compliance, whereas tax service quality has a significant positive effect. Compliance cost does not moderate either relationship. These findings underscore the importance of enhancing service quality, particularly responsiveness and empathy, to drive compliance. At the same time, improvements to the e-filing system are necessary to address technical issues in Samarinda. Managerial implications suggest team member training and system optimization to support national tax reform.

Abstract

Technological development and advancement have influenced public services with the transition from conventional public services to online-based services, as implemented at the Investment and One-Stop Integrated Services Office (DPMPTSP) of Tana Toraja Regency. However, the online-based services that have been implemented still have many weaknesses. This research aims to analyze and describe the dimensions of public satisfaction in online-based public services. The research uses a qualitative approach with a case study type, and data is collected through interviews, observation, and documentation. Data is analyzed qualitatively using the Miles and Huberman model. The results show that the five dimensions of service quality according to Servqual theory meet public expectations. To improve online-based services according to public demands, several things need attention. First, the tangible dimension needs to be complemented with supporting facilities such as waiting rooms. Second, in the responsiveness dimension, service decreases when the number of residents being served is very high, necessitating additional staff, especially to serve residents who do not yet understand how to operate the application system. Third, the assurance dimension requires the provision of computer facilities that can be accessed directly by users and improved internet connectivity so that slow data transfer in online business licensing services through the OSS application can be enhanced. Fourth, the empathy dimension involves providing satisfactory services and helping citizens in need. This study suggests improving ICT capacity, increasing the number of employees, and enhancing employee knowledge and technical skills in using computer programs.

Abstract

Indonesian Migrant Workers (PMI) in Brunei Darussalam face limited access to continuing education, lack of entrepreneurial skills, and insufficient understanding of the integration between education, ecology, and business. To address this gap, the FMIPA team from Universitas Negeri Surabaya conducted an online EduEcopreneurship training in November 2025. The activity employed a participatory workshop approach and a pretest-posttest evaluation design. Results indicated a significant improvement in participants’ conceptual understanding, with average scores rising from 52.4 to 84.2 (a 31.8-point increase, or 60.7%). Moreover, 93.3% of participants successfully designed business ideas that integrated the three core pillars of EduEcopreneurship: Eco-Innovation, Eco-Opportunities, and Eco-Commitment. Participant feedback was rated “Good” (average 4.08 on a 5-point scale). These findings confirm that EduEcopreneurship serves as an effective dual empowerment model,combining non-formal education and sustainable economic development,for migrant workers.

Abstract

This study examines the quality of public service in the issuance of Electronic Identity Cards (e-KTP) at the Disdukcapil (Department of Population and Civil Registration) of Bulungan Regency, focusing on the challenges faced by communities in remote areas. The e-KTP, as an evolution of the conventional ID card, aims to enhance security and efficiency in population administration through electronic chip technology. The legal basis for the implementation of e-KTP in Indonesia is regulated by Law No. 24 of 2013, which mandates every citizen to possess an e-KTP. However, its implementation in the field still faces obstacles, particularly for residents in remote areas, who are forced to travel long distances to access services. The research employs a descriptive qualitative approach, analyzing based on five dimensions of service quality: reliability, assurance, tangibles, empathy, and responsiveness. Through interviews, observations, and documentation, the study finds that although staff possess technical competence and empathetic attitudes, there is a gap between expected service standards and the reality on the ground, particularly concerning infrastructure and service frequency. The findings indicate that the quality of e-KTP services in Bulungan Regency is still hindered by limited access and facilities, impacting the difficulties faced by the community in obtaining population documents. The dimension of empathy emerges as a positive aspect that enhances the community's experience; however, improvements in infrastructure and service systems are urgently needed to achieve equitable access. Therefore, this study provides recommendations for comprehensive improvements that include enhancing internet connectivity, physical facilities, and service frequency, so that e-KTP services can be more equitable and sustainable.
