Abstract

The Policy of the Public Information and Documentation Management Officer is designed to guarantee public access to information and strengthen transparency in local government administration. However, in practice, implementing this policy often reveals gaps between normative compliance and the operational performance of public information services. This article analyzes the implementation of the Public Information and Documentation Management Officer policy in Pohuwato Regency using the policy implementation model proposed by Van Meter and Van Horn. This study employs a descriptive qualitative approach, with data collected through observation, interviews, and document analysis. Data were analyzed using an interactive model consisting of data reduction, data display, and conclusion drawing. The findings indicate that, normatively, the local government has established relatively comprehensive regulations and operational standards for public information services. Nevertheless, policy implementation has not been comprehensive and remains largely limited to responding to public information requests via online channels. Unsustainable resource availability, weak organizational functions for implementation, the absence of structured, formal communication mechanisms, and external support that remains primarily normative have led the policy to operate partially and reactively. These findings confirm that the implementation of the Public Information and Documentation Management Officer policy in Pohuwato Regency remains dominated by administrative compliance, without adequate institutional and operational strengthening to develop a functional, sustainable public information service system.

Abstract

Effectiveness of Administrative Services at the Ilomata Village Office, Bulango Ulu District, using three indicators used in service procedures that have been in accordance with standards, but their implementation still faces obstacles. Timeliness is not optimal due to delays in officers, power outages and limited facilities. Accuracy or precision in document preparation is also still lacking, marked by errors in writing data, these errors cause public dissatisfaction because they have to go back and forth to the Village Office to make improvements. On the other hand, the style of service delivery is considered good because the officers are polite and communicative, and the service procedures are easy to understand and do not burden the community. This study shows that Administrative Services at the Ilomata Village Office are not yet fully effective. Timeliness is not optimal due to delays in officers and minimal facilities and accuracy of service is also still lacking due to errors in writing without verification. However, the style of service delivery is good and in accordance with village apparatus procedures and is considered communicative by the community.

Abstract

This study aims to determine the Quality of Public Services at the Anggrek Health Center, North Gorontalo Regency. This study was conducted based on three aspects that influence the quality of public services, namely: (a) official work motivation (b) community supervision and (c) implementation of spatial planning policies. This study uses a qualitative descriptive method with data collected through observation, interviews, and documentation. Data analysis was carried out through three stages: Data Reduction, Data Presentation, and Conclusion Drawing. The results of the study indicate that the Quality of Public Services at the Anggrek Health Center, North Gorontalo Regency, as seen from the three aspects that influence the quality of public services, is significantly influenced by employee work motivation which is still uneven so that services at the Anggrek Health Center have not been realized properly. Community supervision has been carried out through various mechanisms, such as suggestion boxes, satisfaction surveys, reports through NGOs and village officials, to external assessments from institutions such as the Ombudsman, which have become effective means to encourage accountability, transparency, and professionalism of service officials. The implementation of spatial planning policies on the quality of public services at the Anggrek Health Center has succeeded in creating a more structured, focused, and responsive service system to patient needs. This policy not only supports the effectiveness of health workers' work through the separation of space according to service clusters, but also increases public satisfaction by providing a clearer and easier-to-understand service flow.

Abstract

This study analyzes the service quality of various Samsat service innovations, such as Mobile Samsat, Drive-Thru Samsat, Samsat Delivery, and Warkop Samsat, which have been developed to make it easier for the public to fulfill their motor vehicle tax payment obligations. However, the implementation of these innovations still faces various obstacles that may affect the ease of access to services for taxpayers. The study employed a qualitative approach with a descriptive method. The data were gathered through observations, in-depth interviews, and documentation, then analyzed using an interactive approach that included data collection, data reduction, data display, and conclusion formulation. results show that the service quality of Samsat innovations has been fairly good based on the dimensions of tangibles, reliability, responsiveness, assurance, and empathy. Various service innovations have been able to provide convenience, speed, and comfort for taxpayers in accessing tax services. Nevertheless, several obstacles were still identified, including network disruptions, limited facilities in off-site services, and a lack of public understanding. Therefore, improvements in technological infrastructure, supporting facilities, and the socialization of innovative services are needed to strengthen the accessibility and effectiveness of tax services in Gorontalo City.

Abstract

The purpose of this study is to ascertain and examine the relationship between competence and employee performance at the Gorontalo Province Regional Inspectorate Office, the relationship between competence and employee performance through work discipline as an intervening variable, and the relationship between competence and employee performance at the Gorontalo Province Regional Inspectorate Office. This study uses a quantitative methodology and an explanatory design. The study's population consisted of all 129 employees of the Gorontalo Province's Regional Inspectorate Office, and a sample size of 30 respondents for targeted PLS analysis was established using particular sampling approaches. Structural Equation Modeling (SEM) based on Partial Least Squares (PLS) utilizing SmartPLS 4.1 software was used to analyze the data. According to the findings, employee performance is positively and significantly impacted by competence by 29.9%. Employee performance is positively and significantly impacted by work discipline by 36.5%. Through work discipline, competence has a 23.1% favorable and considerable indirect impact on employee performance. Competence influences work discipline by 40.5%, and the combined variance of performance explained by competence and discipline () is 74.9%. These results suggest that in order to maximize government internal oversight in Gorontalo Province, structural enhancements in auditor competency together with mental reinforcement of work discipline are crucial.

Abstract

This study is motivated by the importance of the effectiveness of the Indonesia Smart Card for Higher Education Program (KIP-K) in expanding access to higher education for students from low-income families at Universitas Negeri Gorontalo. This study aims to analyze the effectiveness of the implementation of the KIP-K Program based on the aspects of goal attainment, integration, and adaptation. The research employed a descriptive qualitative approach, with data collected through interviews, observation, and documentation. The data were analyzed through the stages of data reduction, data display, and conclusion drawing and verification. In terms of goal attainment, the program helps students continue their education, although several challenges remain, including limited quotas, inaccurate targeting, and suboptimal on-time graduation. In terms of integration, coordination among program administrators, faculties, departments, students, and banking partners has functioned quite well, although academic services for recipients have not been entirely equal. In terms of adaptation, the program has shown the ability to adjust to policy changes and students’ needs through periodic evaluation and adjustments to the disbursement mechanism. The implication is that stronger targeting accuracy, academic assistance, service quality, and evaluation systems are needed to ensure more optimal and sustainable program implementation.

Abstract

This study aims to analyze the service quality of the issuance of the Job Seeker Card (AK-1) at the Department of Manpower, Cooperatives, and Small and Medium Enterprises of Gorontalo City This study focuses on the five dimensions of service quality based on the SERVQUAL model Tangibles, Reliability, Responsiveness, Assurance, and Empathy The study is conducted based on the decline in the number of job seeker card service users year over year, indicating issues with service quality This study employs a qualitative, descriptive approach Data collection techniques include observation, interview, and documentation Data analysis uses the Miles and Huberman model, which consists of data reduction, data display, and conclusion drawing. The findings show that the service quality at the Department of Manpower. Cooperatives, and Small and Medium Enterprises of Gorontalo City is generally not yet optimal In terms of tangibles, service facilities still need improvement, particularly in the comfort of service rooms In terms of empathy officers have shown concern for the community, but it is not yet consistent across all service situations Responsiveness is considered fairly good, although delays in the service process still occur In terms of reliability, services are not yet fully consistent in providing accurate, precise results Meanwhile, in terms of assurance, officers provide polite and fairly convincing services, although their competence still needs Improvement The conclusion of this study indicates that the service quality of the issuance of the Job Seeker Card at the Department of Manpower Cooperatives, Small and Medium Enterprises of Gorontalo City Still requires improvement, particularly in enhancing facilities, human resource competence and service consistency to increase public satisfaction.

Abstract

The Education and Culture Office of Gorontalo City as a Regional Apparatus (PD) that manages government functions in the education and culture sector. Through the performance achievement assessment, it is known that the planned quality standards have not been fully achieved in accordance with the set targets. This study aims to determine whether Organizational Culture has a partial effect on the Performance of Apparatus in the Education and Culture Office of Gorontalo City, whether the Work Environment has a partial effect on the Performance of Apparatus in the Education and Culture Office of Gorontalo City, whether Organizational Culture and Work Environment simultaneously affect the Performance of Apparatus in the Education and Culture Office of Gorontalo City. This study uses a quantitative method with a population of 91 people. Data collection techniques are carried out through questionnaires, observation and documentation. Data analysis uses the help of SPSS software version 21. The results of the study explain that Organizational Culture has a positive effect on the performance of the Education and Culture Office of Gorontalo City with a partial determination coefficient of 26.70%. The work environment has a positive effect on the Performance of the Education and Culture Office of Gorontalo City with a partial determination coefficient of 43.80%. Organizational culture and work environment jointly influence the performance of the Gorontalo City Education and Culture Office apparatus with a simultaneous determination coefficient of 70.50%.

Abstract

High population growth demands sustainable family economic empowerment efforts, one of which is through the Acceptor Family Income Improvement Effort (UPPKA) Program. However, its implementation reality in Dulalowo Sub-district is characterized by the challenge of low community participation. This research aims to evaluate in-depth the extent of the program's success using the Context, Input, Process, Product (CIPP) evaluation model approach. Through the application of a descriptive qualitative method, empirical data were collected from eight informants using in-depth interviews, observation, and documentation study techniques. The research findings indicate a contradictory gap between administrative success and economic welfare stagnation in the field. Contextually, this program is highly needed by the target community, but its implementation is hindered in the input aspect due to the absence of cash operational capital support. This directly impacts a passive socialization process and triggers low citizen participation due to sociological obstacles in the form of housewives' double burden. Consequently, the program's achievement product is only limited to fulfilling the kitchen needs of a small-scale group and fails to alleviate poverty at a macro level. In conclusion, this program requires a reorientation of assistance into cash capital, accurate integration of poverty data, and strengthening of cross-sectoral collaboration.

Abstract

This study examines the performance of student administrative services in the Society 5.0 era at the Bureau of Academic Affairs, Student Affairs, and Planning of Gorontalo State University, focusing on scholarship services. It addresses the need for accessible, responsive, transparent, inclusive, and student-centered administrative services in higher education. A descriptive qualitative approach was employed through in-depth interviews, participatory observation, and document analysis. Informants included bureau leaders, scholarship and financial aid administrators, operational officers, and students receiving various scholarship schemes. Thematic analysis was conducted through data reduction, data display, and conclusion drawing, while validity was ensured through source triangulation, method triangulation, and member checking. The findings show that accessibility has improved through service counters, websites, social media, WhatsApp, online forms, SIMPEL BAKP, and coordination with faculties and study programs. However, information remains fragmented, digital standard operating procedures are not uniform, and disability-inclusive access is limited. Responsiveness is supported by direct and digital communication, but it lacks a dedicated complaint system, automatic notifications, selection-status dashboards, and real-time disbursement tracking. Service quality is perceived as fairly good because students experience professional, friendly, and fair treatment. Nevertheless, service documentation, procedural standardization, staff training, and humanistic technology integration need strengthening. The study concludes that scholarship administration should be transformed into a centralized, inclusive, responsive, transparent, and student-centered digital-humanistic service model.
