Abstract

Background: The Human Development Index (HDI) is a crucial indicator for measuring the quality of life of a population and the effectiveness of development policies in a region. In Southeast Sulawesi Province, the aggregate HDI has increased from 71.61 in 2019 to 72.94 in 2023. However, this improvement has not been evenly distributed across districts and cities, reflecting spatial disparities in human development. Objective: This study aims to analyze the HDI trends in 17 districts and cities in Southeast Sulawesi over the past five years and to identify patterns of inequality as well as potential influencing factors. Method: A descriptive quantitative approach was employed, utilizing secondary data from the Central Bureau of Statistics (BPS). The analysis was conducted through trend calculations of HDI growth and interregional comparisons based on HDI achievement categories. Results: The findings indicate that the cities of Kendari and Baubau consistently exhibit the highest HDI levels, while regencies such as South Buton and West Muna lag significantly behind. This disparity is influenced by unequal access to basic services, infrastructure development, and the varying economic capacities of local areas. Conclusion: Human development in Southeast Sulawesi demonstrates a positive trend but remains uneven. There is a need for affirmative policy interventions targeting regions with low HDI to promote equitable and sustainable development.

Abstract

This study examines how political stability, infrastructure governance, and sustainable development shape West Sulawesi’s role as a supporting region for Indonesia’s Nusantara Capital City, and its alignment with the Sustainable Development Goals (SDGs), particularly SDG 9 (Industry, Innovation and Infrastructure) and SDG 11 (Sustainable Cities and Communities). Using a sequential mixed-methods design, it triangulates policy documents, interviews, and 100 news articles coded in NVivo 12 Plus. Findings indicate that infrastructure development, especially roads, ports, and energy systems, is the strongest policy driver, reinforced by local government coordination and public–private partnerships. Institutional reliability functions as governance capital, sustaining policy continuity and strengthening accountability. Nevertheless, sustainability integration remains partial, constraining progress towards SDG 9 Targets 9.1 and 9.4 and SDG 11 Targets 11.3, 11.6, and 11.b. Reliance on discourse-based evidence and a cross-sectional timeframe limits causal inference and long-term sustainability assessment. Future research should adopt longitudinal designs, comparative buffer-region analyses, and quantitative sustainability indicators.

Abstract

This study examines policy directions for data protection and security in smart cities from a digital communication governance perspective by integrating regulatory frameworks, technological innovations, and communication-based governance mechanisms to address emerging digital risks. A systematic mapping study guided by the PRISMA protocol was conducted using the Scopus database, covering publications from 2015 to 2024 and employing a comprehensive search strategy on smart cities, data protection, privacy, cybersecurity, data governance, and Internet of Things security. The study applies two complementary approaches: bibliometric mapping using RStudio-Biblioshiny and CiteSpace to identify thematic clusters, keyword citation bursts, and topic evolution, and qualitative policy-oriented synthesis of high-impact and highly relevant studies to translate bibliometric patterns into actionable policy insights. The findings reveal three dominant conceptual domains: technology ecosystems (e.g., IoT, artificial intelligence, blockchain), privacy-enhancing techniques (e.g., federated learning, differential privacy, cryptography), and regulatory and governance frameworks (e.g., GDPR compliance, consent management, and fundamental rights). From a communication perspective, these domains are closely linked to processes of digital information exchange, risk communication, transparency, and citizen engagement within smart city systems. The results demonstrate that effective data protection in smart cities depends not only on strong synergy between technical safeguards and policy governance, but also on how data-related risks and policies are communicated, understood, and trusted by the public. This study proposes a multi-level policy framework linking regulatory instruments, privacy-enhancing technologies, and institutional governance mechanisms, complemented by communication-based approaches such as transparency, risk communication, and public engagement, operating across city, national, and cross-border levels. The study contributes to smart city governance and communication literature by offering an explicit and integrative policy model that supports adaptive, citizen-centered, and sustainable data protection strategies in the digital age.

Abstract

This research aims to optimize social media platforms to foster active public engagement in tackling climate change and environmental conservation. Social media enables rapid and widespread dissemination of information, creates space for public discussion, and encourages collective action on environmental issues. In this study, researchers applied a qualitative method with a systematic literature review approach, using bibliometric analysis using the Scopus database. The analysis results show a significant increase in publications related to this topic from 2019 to 2024, reflecting the important role of social media in climate change mitigation efforts. With interactive features such as hashtags and online campaigns, social media strengthens awareness and collaboration across communities, governments, and the private sector. In addition, social media plays a role in building digital communities that support each other in promoting environmentally friendly behaviors. The study also highlights the importance of managing accurate information to avoid disinformation and maximize the positive impact of digital platforms on sustainable environmental policy advocacy.

Abstract

This study uses a scientometric approach to analyze the evolution and maturity of digital transformation in research and development (R&D) over the past decade. For this purpose, bibliometric data from the Scopus database was searched from 2015 to 2024. The resulting dataset of 495 articles was then exported in CSV format. The results showed that the evolution of digital transformation has had a major impact on research progress over the previous decade, with digital transformation maturity (DTM) emerging as an important concept in understanding how organizations and sectors adapt to technological advances. This study used scientometric analysis to explore the development and trends of DTM research over the past decade. The study then focuses more deeply on evaluating digital maturity, integrating technology in decision-making processes, and exploring specific sectors that have received relatively less attention in the existing literature from an industry perspective. The findings suggest that companies need to adopt a more systematic digital transformation strategy, optimize the use of data in management, and apply innovative technologies to improve efficiency and competitiveness.

Abstract

This research aims to analyze the role of digital communication in building public trust in local governments, with a focus on the Sidenreng Rappang Regency Government. In the context of digital governance, social media serves as a strategic instrument to bridge communication between government and society; however, its effectiveness in fostering public trust remains a challenge. This study employs a qualitative case study approach, utilizing in-depth interviews, observations of official government social media, and document analysis. Data were analyzed using the Miles and Huberman interactive model. The findings reveal that digital communication practices are still dominated by informative approaches that emphasize information dissemination rather than interactive engagement. While this approach contributes to transparency and the formation of cognitive-based trust, it has not been effective in fostering relational trust characterized by responsiveness, integrity, and empathy. A gap also exists between government communication strategies and public expectations, particularly in terms of interaction and participation. Practically, these findings suggest that local governments and public communication managers need to shift from one-way informational communication toward more dialogical and engagement-based strategies. This includes strengthening responsiveness to public feedback, developing interactive content, and adopting more empathetic communication styles. Such improvements are essential to enhance sustainable public trust and ensure the effectiveness of digital governance practices.

Abstract

This study addresses issues of bureaucratic inefficiency and low public participation in governance by systematically mapping the scope of digital innovation in local governance throughout Southeast Asia. The research seeks to understand how technology aids governance outcomes, guided by the region’s disparities in digital infrastructure and institutional readiness. The study conducts a systematic literature review of 996 publications from Scopus, following the PRISMA protocol and employing bibliometric analysis via RStudio-Biblioshiny and CiteSpace to derive trends, themes, and gaps concerning Indonesia, Malaysia, Singapore, Thailand, and the Philippines. The results demonstrate and actively reinforce the three dominant innovation clusters: smart cities, e-government systems, and citizen participation platforms that foster greater democratic engagement alongside improved administrative efficiency. The analysis emphasizes the factors critical for successful digital transformation: institutional readiness, digital competency, and cross-organizational collaboration. By synthesizing regional best practices and thematic patterns, the research provides strategic recommendations for policymakers aiming to cultivate flexible, inclusive, and ethically responsible frameworks of implications focused on formulated digital governance. These findings emphasize the need to align technology with community needs and participatory processes, thereby directing further research on interoperability, AI ethics, and public trust in digital public administration.Studi ini membahas masalah ketidak efisienan birokrasi dan rendahnya partisipasi publik dalam tata kelola pemerintahan dengan secara sistematis memetakan ruang lingkup inovasi digital dalam tata kelola pemerintahan di seluruh Asia Tenggara. Penelitian ini bertujuan untuk memahami bagaimana teknologi mendukung hasil tata kelola pemerintahan, dengan mempertimbangkan disparitas infrastruktur digital dan kesiapan institusional di wilayah tersebut. Studi ini melakukan tinjauan literatur sistematis terhadap 996 publikasi dari Scopus, mengikuti protokol PRISMA, dan menggunakan analisis bibliometrik melalui RStudio-Biblioshiny dan CiteSpace untuk mengidentifikasi tren, tema, dan celah terkait Indonesia, Malaysia, Singapura, Thailand, dan Filipina. Hasilnya menunjukkan dan secara aktif memperkuat tiga kluster inovasi dominan: kota pintar, sistem e-pemerintahan, dan platform partisipasi warga yang mendorong keterlibatan demokratis yang lebih besar bersamaan dengan efisiensi administratif yang lebih baik. Analisis ini menyoroti faktor-faktor kritis untuk transformasi digital yang sukses: kesiapan institusional, kompetensi digital, dan kolaborasi lintas organisasi. Dengan mensintesis praktik terbaik regional dan pola tematik, penelitian ini memberikan rekomendasi strategis bagi pembuat kebijakan yang bertujuan untuk mengembangkan kerangka kerja yang fleksibel, inklusif, dan etis dalam tata kelola digital. Temuan ini menekankan pentingnya menyelaraskan teknologi dengan kebutuhan komunitas dan proses partisipatif, sehingga mengarahkan penelitian lebih lanjut pada interoperabilitas, etika AI, dan kepercayaan publik dalam administrasi publik digital.
