Abstract

This study aims to analyze publication trends related to the ICT Government in Indonesia with a scientomertic approach. This study uses data analysis methods from Scopus with RStudio, VOSviewer, and CiteSpace applications to visualize and analyze publications. The findings show that Indonesian authors dominate ICT Government research with 172 documents, while the contributions of authors from Malaysia, the United States, and the Netherlands provide an important international perspective. The main research topics include e-government, smart cities, and sustainable development. The findings demonstrate the role of ICTs in improving government efficiency, transparency, and civic engagement. However, publications declined in 2022, possibly due to changing research priorities or the impact of the COVID-19 pandemic. The implication of this study is the importance of international collaboration and improved technological infrastructure. The limitation of this study is the limited data that is only taken from Scopus, and it does not include analysis of interviews or direct observations that can enrich the understanding of ICT government implementation.

Abstract

This research explores trends, challenges and innovations in digital transformation in the public sector, with a focus on its implications in Indonesia. The objectives of this study are to evaluate operational efficiency improvements in public services generated by digital transformation, identify challenges in the implementation of digital technologies, and provide policy recommendations to ensure the sustainability of technology adoption in the Indonesian public sector. The methodology used included a literature review and data analysis from the Scopus database, which was analyzed using VOSviewer to identify key patterns and trends in digital technology adoption in the public sector. The results show that the success of digital transformation depends not only on the adoption of new technologies, but also requires structural changes and organizational culture. Key challenges include resistance to change, the digital divide between urban and rural areas, and infrastructure limitations. This research provides policy recommendations that can accelerate the adoption of digital technologies in Indonesia, particularly through cross-sector collaboration and infrastructure improvements. The findings are expected to serve as a reference for policymakers and practitioners to strengthen the digitalization of public services in a sustainable manner. This research still has several limitations, such as the absence of field studies that directly test the effectiveness of digital transformation in the public sector, as well as analysis of regulations and human resource readiness that still need to be deepened. In addition, the mapping of digitalization trends in Indonesia is still limited to secondary data. For this reason, future research is recommended to conduct surveys or direct interviews with policy makers, strengthen policy analysis, and compare the implementation of digital transformation in other countries so that the strategies formulated are more appropriate and contextual for Indonesia.

Abstract

The leadership of the village head has a strong influence in driving village development so that achieves succsess. The leadership of the village head is currently required to be able to realize the village’s vision of becoming a developing and democratic village. Transformasional leadership can anticipate better future conditions so that transformasional leadership is the right leadership model because it is adaptive to a changing environment. So transformasional leadership is needed so that the village’s vision and mission can be achieved. The village head also succeded in increasing the village development index (IDM) score in 2023 to 0.6489. In 2020 the IDM of Lapandewa Kaindea village was at a score of 0.6079. The aim of this research is to find out how the village head’s transformasional leadership improves village development in Lapandewa Kaindea village, Lapandewa District, South Buton Regency. The method used descriptive qualitative with observartion, interviews and document study. The theory used is transformasional leadership theory according to the Bass and Avolio. The data collected is then summarized descriptively and schematically and conclusions are drawn. The village head’s transfomasional leadership is able to improve existing development in Lapandewa Kaindea village, Lapandewa District, South Buton Regency.

Abstract

Twitter is the main platform for digital campaigns that influence public opinion. Through Twitter, political parties reach a wider audience to disseminate messages effectively. This research analyses narrative content on social media as a medium for political party campaigns delivered via social media. This research examines the campaign content strategy of nationalist party Twitter accounts in Indonesia. The method used is a qualitative method utilising Quality Data Analysis (QDA) with the help of Nvivo 12 Plus software. Three nationalist party Twitter accounts were taken based on their popularity, particularly @Gerindra, @Nasdem, and @PDI_Perjuangan. The @Gerindra account with 68.1 thousand followers highlights aspects of the party's identity and the figure of Prabowo Subianto. In contrast, the @NasDem account focuses more on party identity, national issues, and active participation in political society. The @PDI_Perjuangan account focuses on the spirit of struggle, the candidacy of Ganjar Pranowo, and the construction of the party's identity and history, with high activity, namely 1219 tweets in three months. The results of the analysis of the content of nationalist party Twitter accounts can provide insight into political party communication strategies in digital campaigns in Indonesia.

Abstract

Digital maturity represents an organization’s ability to adopt and integrate digital technologies into its operations, culture, and strategies. It plays a cru- cial role in navigating digital transformation while maintaining competitive- ness. This study explores how digital maturity serves as a key driver for effi- ciency, innovation, and sustainability. To understand research trends in this field, a bibliometric analysis was conducted covering studies from 2006 to 2024 using data from the Web of Science and Scopus databases. Analytical tools like R and Bibliometric were used to assess publication trends, citation patterns, and keyword co-occurrences. The findings revealed 852 publications on digital maturity, with a significant increase in research output between 2006 and 2023. Countries like Germany, Italy, and the UK emerged as the most active contributors, while Indonesia showed promising growth in this area. Many studies focused on sector-specific digital maturity models, particularly in Industry 4.0 and SMEs. Key research highlighted the importance of strategic alignment, leadership, and stakeholder engagement in achieving digital maturity. Digital maturity plays a pivotal role in driving transformation across various sectors. International collaborations have proven to enhance the impact of research, while sector-specific models help address unique challenges. However, the relationship between digital transformation and sustainability remains complex and requires further exploration. In conclusion, digital maturity is a foundation for transformative growth, enabling efficiency and sustainability. Future research should focus on developing context-specific models, particularly for developing countries, and fostering global collaboration to drive digital transformation forward.

Abstract

Optimising the hygienic quality of salted fish is critical for coastal communities seeking to grow their economies and overcome the problems of Gaya Baru Village's Fishermen's Home Industry (IRT). Partners face difficulties drying fish when it rains, storing salted fish is still very simple, and partners lack good marketing techniques. The goal of this Community Service (PkM) is to: 1) increase technological knowledge; 2) increase the entrepreneurial spirit and motivation of partner entrepreneurs; and 3) improve HR capabilities in business management, production, and finance. The PkM has resulted in the development of two salted fish businesses in Gaya Baru village, allowing those who work to become self-sufficient.

Abstract

Industri kecil dan menengah (IKM) memegang peranan penting dalam perekonomian Indonesia, namun seringkali menghadapi tantangan dalam hal pengelolaan produksi dan teknologi. Oleh karena itu, pengabdian kepada masyarakat ini bertujuan untuk memberdayakan Sentra IKM Kota Baubau dengan mengimplementasikan teknologi sebagai strategi pemasaran, yang diharapkan dapat meningkatkan efisiensi, kualitas, dan daya saing produk. Program ini melibatkan pelatihan berbasis teknologi digital, yang mencakup penggunaan perangkat lunak desain untuk pengembangan produk, otomatisasi dalam proses produksi, serta pengelolaan data produksi yang lebih baik. Metode yang digunakan dalam pengabdian ini terdiri dari ceramah, tanya jawab, dan pelatihan praktikum yang memungkinkan peserta untuk langsung mempraktikkan teknologi yang diajarkan. Teknologi yang diperkenalkan bertujuan untuk meningkatkan produktivitas dengan cara yang lebih efisien, mengurangi biaya operasional, serta meningkatkan konsistensi dan kualitas produk. Hasil yang diharapkan dari program ini adalah peningkatan pemahaman peserta terhadap penggunaan teknologi dalam produksi, serta dampak langsung pada peningkatan kuantitas dan kualitas produk yang dihasilkan oleh Sentra IKM Kota Baubau. Selain itu, diharapkan adanya pengurangan biaya yang dapat memperbesar margin keuntungan dan meningkatkan daya saing produk di pasar lokal maupun global. Program ini tidak hanya memberi manfaat bagi peserta, tetapi juga menjadi model untuk pengembangan IKM lainnya yang ingin memanfaatkan teknologi untuk memperbaiki proses bisnis. Dengan demikian, pengabdian ini diharapkan dapat memberikan kontribusi nyata terhadap pengembangan ekonomi berbasis IKM yang lebih berkelanjutan.

Abstract

Government discretion plays a crucial role in enhancing the efficiency of public service delivery, particularly in addressing complex societal needs. This study aims to explore the dimensions of governmental discretion, examining its potential to improve public service quality while identifying inherent challenges. The research employs a qualitative approach, including case studies, and identifies key factors influencing discretion, such as organizational culture, resource management, and legal frameworks. While discretion can encourage innovation and responsiveness, it also carries risks of mismanagement and reduced accountability without appropriate safeguards. The study's findings indicate that regional government discretion, although effective in improving public service efficiency, must be implemented with consideration of existing challenges, such as limited resources and managerial capacity. The novelty of this research lies in the integration of the concept of discretion with digital technology and the enhancement of public participation. It also offers concrete recommendations on how to improve the effectiveness of discretion in the context of more transparent and accountable local government practices. This research further emphasizes the importance of creating a clear legal framework that supports better management of discretion without posing the risk of abuse of power.

Abstract

This study analyzes Muhammadiyah's political texts and networks within the context of Indonesian governance and local politics using a literature review and text analysis. Data were sourced from the Scopus database, comprising 77 documents from 1995 to 2024, analyzed using the Prisma method, and visualized through InfraNodus. The findings reveal Muhammadiyah's significant role in various political aspects, including political Islam, intellectual thought, and election dynamics. Network analysis and word cloud visualizations uncover complex relationships between key concepts, highlighting Muhammadiyah's influence in shaping political discourse and Muslim identity in Indonesia. Practical implications include developing more effective and inclusive policies involving Muhammadiyah. Research limitations include data and analysis method constraints, while suggestions for future research involve incorporating additional data sources and mixed methods for deeper insights.

Abstract

The increasing adoption of digital governance has significantly transformed public service delivery, aiming to improve efficiency, transparency, and citizen involvement. This study explores the impact of digital governance on public service efficiency, focusing on a cross-country comparison between industrialized and developing nations. The primary goal is to understand how digital governance influences service delivery in various contexts and to identify factors that contribute to its success. Using a mixed-methods approach, the study combines quantitative analysis of digital governance adoption and public service efficiency with qualitative insights from interviews with government officials and experts. The results show that digital governance enhances efficiency in countries with advanced digital infrastructure and institutional support, reducing processing times, costs, and improving citizen satisfaction. However, in developing countries, benefits were limited due to challenges such as poor infrastructure, lack of training, and political instability. The study emphasizes the importance of infrastructure, political will, legal frameworks, and digital literacy in determining the effectiveness of digital governance. The novelty of this research lies in its cross-country approach, offering new insights into optimizing digital governance strategies across different national contexts. Recommendations for policymakers include enhancing infrastructure, fostering political commitment, and improving digital literacy to maximize the potential of digital governance for better public service delivery.
