Abstract

Carrier vessels play a crucial role in the capture fisheries industry, particularly as transportation modes responsible for delivering harvested products from fishing grounds to the shore or port. This strategic function requires the implementation of clear Standard Operating Procedures (SOPs) to ensure that handling practices comply with regulations and meet quality standards. Therefore, assessing the application of SOPs on squid carrier vessels is essential to determine the extent to which existing procedures align with proper handling standards and regulatory requirements. The objective of this study is to evaluate the conformity of SOP implementation on squid carrier vessels with applicable regulations, identify weaknesses or inconsistencies in operational practices, and provide recommendations for improvements that may enhance product quality, operational efficiency, and the sustainability of fisheries enterprises. This research was conducted from March to May 2025, using KM Perintis Jaya 89 as the research object, a squid carrier vessel owned by Perintis Jaya International operating in Benoa, Bali. Data collection was carried out through direct observation during the vessel’s operational trips, including documentation of the number of trips, travel duration, cargo volume, and fuel consumption. The main focus of the assessment was the handling of squid, encompassing loading, storage, and unloading activities carried out by the carrier vessel. The findings indicate that KM Perintis Jaya 89 has implemented SOPs in accordance with policy directives. Proper and consistent SOP implementation supports effective and efficient vessel operations, thereby ensuring the maintained quality of squid products destined for market distribution.

Abstract

The waters of Dumai City, located in Riau Province and directly connected to the Malacca Strait, are highly accessible both locally and internationally. The coastal area is characterized by intensive human settlements and diverse industrial activities, including oil and gas, crude palm oil (CPO), and cement industries, which discharge wastes that may affect marine biota. Most of these wastes are transported to the sea through river flows, posing a serious threat to the ecological balance and aquatic organisms, particularly fish, with potential risks to human consumers. This study aimed to examine the physicochemical parameters of the waters and to determine the concentration and status of cadmium (Cd) and lead (Pb) in water, sediment, and fish. The research was conducted from April to June 2025 using survey, observation, and experimental methods in both field and laboratory settings. Data were analyzed using Atomic Absorption Spectrophotometry (AAS) to measure the actual concentrations of heavy metals. The results were compared with the threshold values established by the Indonesian Ministry of Environment Decree No. 51/2004 concerning marine water quality standards for aquatic biota. The findings revealed that the physicochemical parameters, including water temperature, salinity, and dissolved oxygen (DO), remain supportive of aquatic life according to the standards. However, the concentrations of Pb and Cd in water, sediment, and fish samples exceeded the permissible limits, indicating pollution in Dumai waters.

Abstract

Background: Indonesia's engagement with the ASEAN Comprehensive Investment Agreement (ACIA) is intended to promote regional investment flows and support domestic economic development, especially for Micro, Small, and Medium Enterprises (MSMEs). Despite formal compliance, structural and institutional barriers remain, limiting the benefits MSMEs receive. Aims: This study aims to evaluate the extent of Indonesia’s compliance with ACIA through three stages (output, outcome, and impact) and to analyse its influence on MSME development in Indonesia. Methods: A descriptive qualitative approach was adopted, grounded in Ronald B. Mitchell’s compliance theory. Data were obtained from policy documents, academic literature, and official reports. Thematic content analysis was used to assess how formal commitments translate into domestic policy adjustments and real economic impacts for MSMEs. Result: Indonesia has shown formal compliance by ratifying ACIA via Presidential Regulation No. 49/2011. Policy adjustments include initiatives promoting partnerships between foreign investors and local MSMEs. However, the impact remains limited due to poor digital literacy, weak institutional support, and a lack of targeted incentives. Although access to capital and markets has marginally improved, substantial transformation has yet to occur. Conclusion: While Indonesia has formally complied with ACIA and introduced policies to empower MSMEs, the effectiveness of these measures is hindered by systemic weaknesses. The compliance process reflects symbolic and procedural alignment but lacks substantive integration at the grassroots economic level. Future efforts must focus on building institutional capacity, improving MSME readiness, and designing inclusive financing schemes. This study contributes to international regime theory by bridging global policy frameworks with domestic development agendas, positioning MSMEs as critical agents in the global political economy.

Abstract

This study explores the implementation of local history learning in higher education within the framework of the Society 5.0 era, which seeks to balance technological progress with human-centered values. The research is grounded in the growing need to integrate digital technologies, such as the Internet of Things (IoT) and Artificial Intelligence (AI) into history education, which has traditionally relied on conventional approaches. Using a qualitative descriptive method, the study was conducted in three regions: Jakarta, West Java, and Banten. Data was collected through interviews and document analysis involving three lecturers who teach Local History courses and analyzed using the Miles and Huberman model. The results indicate that local history is understood as the study of local events and values that strengthen regional and national identity. In the context of Society 5.0, local history learning has begun to utilize digital tools, including online archives, educational videos, and AI-based applications; however, implementation remains uneven among universities. Learning methods vary from project-based learning and field trips to discovery-based approaches. The study identifies major challenges, including limited access to online historical resources, low academic writing proficiency among students, and ethical concerns related to AI use. Conversely, digital integration presents opportunities to expand access to historical materials and enhance students’ engagement with local history. The study concludes by emphasizing the need for curriculum development involving professional organizations, particularly the Indonesian Association of History Education Study Programs (P3SI), to align local history education with the Society 5.0 paradigm.
